neighbors in contra costa county unhappy to learn that a violent sex predator will be living in their community. >> i think it is horrible. >> pam: charles christman has served 20 years for a series of assaults on young boys in the 1980s. tonight -- that community is taking action. i'm pam moore -- kron 4's j- r stone is live in bay point -- j.r, what's being done? >> reporter: people at the sheriff's office are handing out these flyers. i want to show you some of this video. of how long they have been out here. if they have passed out 1500 fliers. he jail or a hospital for over 20 years. he is 69 years old. and the court has ordered him to be released in this neighborhood. in the

late 1980's he was convicted for several sex charges. i spoke with the d.a.'s office and he would go after 10 year-old, 11 year-old through parks and playgrounds and talking them into different things. he is expected to be released in the next one week or so. these neighbors are not happy. >> cms i think that it is horrible. we are just a few houses down from an elementary school. i have a child that catches the bus across the light i think it is warble. >> it is scary! i do not want my kids to even be walking the rounds here because of that is why i am working with them right now which is live a couple blocks that way. >> reporter: he is not the first high risk sex offender that would have lived on

>> pam: a developing story we're following out of the central valley tonight. where a lion has attacked and killed. a female volunteer at a wild animal sanctuary. this happened at "cat haven," which is about 45 miles east of fresno. here's video of authorities blocking off the area. the 26-year-old woman was in a cage with the animal at the time of the attack. the lion has been shot and killed by a sheriff's deputy. here are pictures of the cat. the 4-year-old male lion was named "cous- cous," and had been raised at the sanctuary since he was 8 weeks old. officials say, the sanctuary has a good safety record. the lion responsible for the attack has been around humans the majority of its life. and even appeared on the "ellen" show back in 2008. >> pam: the memorial service for gunned down santa cruz officers. sergeant loran "butch" baker, and detectice elizabeth butler. is scheduled for tomorrow. you'll be able to watch the

>> reporter: this k-9 is a beloved member of the richmond police department. this is a video showing his recovery after the attack, that almost killed him. >> it seems it was intentional cruelty to the animals bc not necessary to posion the dogs to break in to the house >> reporter: lt. bisa french tells me the officer's 2 year old black lab, named trax did not survive the posioning. on friday, the officer got a call that trax was sick, so he rushed home to take him to the vet. puppy died police say w the officer gone the suspects came back to also poison the k9's food. the k9 was left locked in a backyard kennel, then broke into the officers home and stole 5 personal guns, jewelry and electronics police say this is a targetted attack. >> we are all very shaken by this we all consider the

k9 part of our family ob the officer considers both dogs part of his family just as you would your own children and for someone to come and intentionally harm them is very upsetting to all of us >> reporter: richmond police are now offering a 10- thousand dollar reward. to find the person they believe broke into an officers home and tried to kill his two dogs. taking the life one of them. in richmond justine waldman kron 4 news. >> pam: new tonight --- only one person charged in a bizzare case. that involved a stolen yacht becoming stranded near a beach. leslie gardner was in court today. accused of theft and vandalism. the yacht had been stolen from sauasalito -- police were alerted when the boat ran aground in pacifica. and the boaters refused help from the caost guard. two other people who were on the stolen yacht. will not be charged due to insufficient evidence. according the investigators, it is now believed, the suspect told the other two people

involved. that he had inherited the boat. >> catherine: more good news on wall street. the dow jones industrial average is pushing further into record territory. a day after it hit an all- time high. it happened again today.with the dow closing up 42 points wednesday -- to 14-thousand-296. one of the reasons it's happening -- more private companies are hiring. and that's helping to bring more buyers to the market. >> jacqueline: the rainfall has tapered off. we are seeing partly cloudy skies. it has been mostly cloudy along the coast. let us take a look at the coastline. towards the south bay this pink is indicating a rain/snowfall mixture. we are still going to see showers. there will become

49ers stadium in santa clara is just over one- third complete. these are artist renderings of what the venue will look like. tonight on our newscast at eight -- kron4 takes you on an up close tour of the stadium construction. >> catherine: president obama is hosting a fancy dinner at a hotel near the white house tonight. and his unlikely guests -- a dozen senate republicans. he's hoping that it will be a chance to thaw out frosty relations. and maybe get talks going again on the budget stand- off. it's a change of tactic. the president has been delivering campaign-style speeches -- blaming republicans for the impasse. now it seems, he's willing to try a little charm - and some good food. >> meantime - a republican measure to keep the government funded through september was approved today by the g-o-p led house. it softens the impact of forced spending cuts on the military and on programs for veterans. voting was pretty much along party lines -- and the measure now goes to the senate, which is led by democrats.

>> the white house is cancelling all public tours.at least for awhile. the move is being blamed on the forced budget cuts. an automated message at the visitor center's hotline is delivering the news. some republicans aren't happy. newt gingrich calls the move "childish and dishonest." he says the president's golf weekend in florida cost enough to keep the white house open for months. and house speaker john boehner is telling tourists to come visit the capitol instead. >> pam: more bay area news-- a seven hour standoff at a medical marijuana dispensary in san francisco's bayview district ends with four suspects behind bars. police say the suspects tried to rob the dispensary just before four a-m. one suspect barricaded himself inside the building with four employees inside. three other suspects wearing ski masks-- tried running from the building but didn't manage to get far. the standoff ended shortly after 10 a-m after the man surrendered to police. the four hostages were released unharmed.

>> a fire at a home in san francisco's sunset neighborhood reveals it was a marijuana grow house. officers say they found marijuana plants on three levels of the home--growing on two floors and drying one floor. one firefighter suffered a shoulder injury and is recovering. no one was at home when the fire started police say the residents altered the home's electrical system to bypass the p-g and e meter, and investigators are looking into whether that caused the fire. >> jacqueline: we are not it done with the rain just yet. the core of that system will be moving with more showers near the coast. chilly conditions and improving towards the weekend. let us take a look outside at the stormtracker 4. mainly dry conditions but over the diablo range some lingering showers. there rain/snowfall

the average tuition at a public college rose more than 8% last year- at the same time state governments were cutting school funding -by an even bigger amount: an average of 9% per student. that comes as a big blow to many students who rely on state funding to finance their education. experts say rising tuition costs are just one example of the strain on the nation's higher learning system. but some states have it worse than others. here in california - it's a whopping 46% increase from 2011 to 2012. still, tuition in california state colleges - on average - is only about half of what it costs elsewhere in the u,s, i'm vicki liviakis kron 4 news. >> just one day after the announcement of bringing knives on board details next. this is the bay area news station, kron 4 news starts now. >> of a major winter storm from the ohio valley through the mid atlantic. catherine heenan has the latest. >> catherine: it is really huge. federal offices were shut down on the east coast and millions are digging out tonight. first the good news after record-breaking snowfall in washington d.c. it was not as bad as here. it turned to rain but congress still cancelled some defense. the mayor was not taking any chances. >> the best thing to do was to stay off the street. pennsylvania is also getting

hit. with 205,000 people were without power in four different states. airlines are canceling flights. flooding could also be a concern. as for the midwest, chicagowith snow falling from the a huge winter storm is targeting the east coast today. it's the same one that hammered the midwest. a lot of federal offices were shut down today -- and it means that millions more people are digging out first the good news. after predictions of record- breaking snow in washington d.c. the snowfall here was not as bad as expected. and later turned to rain. still congress and the white house cancelled some scheduled events. and the mayor was taking no chances. ".the best thing people can do is stay off the streets." but nearly two feet of snow fell on parts of virginia and west virginia. pennsylvania is getting heavy snow. and more than 205-thousand were left without power in four states at one point. thousands of flights. many schools were closed wednesday. and coastline flooding could be a concern. as for the midwest.hit hard yesterday and overnight. chicago set a record for most snowfall for the date. at this large illinois banquet hall.the weight of brought part of the building crashing down today. a chandelier - left sitting on the floor. and snow has been piling up
