to feel the wind picked up. with the rest of your forecast, coming up. marty? >> new this morning. san francisco police are investigating a shooting that took a 22-year-old man's life. it happened in the city's up-scale nob hill neighborhood around 2:30 a- m., near pacific and taylor avenue. police say an argument preceeded the shooting. the 55-year-old suspect *is in police custody this morning. >> residents on the peninsula who want to get rid of their guns can receive as much as 200- dollars at a gun buyback event today. the buyback is scheduled from nine -am until noon at the south san francisco courthouse. that's located at 10-50 mission road. the buyback program is sponsored by several peninsula cities police departments. those eligible will receive up to 100-dollars for rifles, handguns and shotguns. 200 dollars for assault style weapons. co-incidentally. a gun show is taking place at the cow palace today in daly city. palace. today's event starts at nine this morning. >> a 5-year-old boy is safe following an attempted kidnapping outside an oakland elementary school. but, the suspect got away. it happened thursday at ft rett en burckhalter elementary school right off 580 and 73rd avenue. the school district sent students home with a warning letter on friday. oakland police say a man approached the boy and tried to pick him up. he was stopped by a staff member who told the man to identify himself. but he refused, then left. now, parents say they're reminding their kids not to trust strangers. i would tell my child not to go with not go with anybody

>> police describe the suspect as an african- american man in his 30s, about 5 feet 10 and 170 pounds. he has a dark complexion, and short, buzz-cut hair. >> police in santa clara county are still on the hunt for this man. the sheriffs office says, richard tribon is wanted for violating his parole. u-s marshalls responded to tribon's house in south san jose friday afternoon. they had a warrant for his arrest. this is video of the scene from our helicopter partnership with a-b-c seven when tribon refused to come out, the marshalls called the santa clara county sheriffs office for back-up. they searched the area, but failed to find him. tribon has felony convictions for domestic abuse and violent behavior. >> from the south bay, we're learning more today about the arrests of three teen boys accused of sexually assaulting a 15 year old girl. the alleged assault party in september. explicit pictures of the incident showing audrie pott then circulated online. the young woman committed suicide just days later. its possible that the suspects could be tried as adults.

>> and i know that she was very upset with the photographs circulating out there. that is probably what led to the suicide or least a huge, contributing factor. it is sad, it is so sad this is bullying! it is very, very sad. >> investigators say the reason it took so long to make the arrests is because of multiple home searches, and electronic and forensic work. still ahead, you'll hear from a child psychologist who talks about the impact social media had in this case. >> it was a tense friday for students and parents at scotts valley high school. the school was shut down and classes cancelled yesterday, following an on- line threat. it was posted thursday night on facebook. and said quote, 'if you go to school tomorrow, you will die.'-- end quote. neither police nor school officials will confirm speculation by students. that one of their own is to blame. but they promise there will be consequences.

daly city authorities are investigating this morning. after a 10-year old girl is molested. the attack occured monday around 5 p.m. in a restroom. inside an office building at daly city police say, surveillance cameras from a ross store in the same plaza, captured video of a man matching the victim's description of the suspect. this is a sketch of the suspect. investigators say, he was last seen getting into a grey compact vehicle possibly a honda.

results of its own investigation into the massive richmond refinery fire last august. it's conclusions agree with the findings of federal and state inspectors. chevron admits it mishandled its response to the disaster. chevron says it failed to properly document tests of a corroded pipe near the one that failed and caused a fire. it also says it failed to inspect all corrosion- prone pipes in the same area. and.that its workers did not recognize the risk of the pipe rupturing - and igniting. the oil giant expects to resume normal operations at the refinery soon -- and insists it has new procedures in place to prevent a similar incident. police are looking for a suspect or supects who stole 22 catalytic converters from a recycled auto parts yard in newark. officers say the theft happened between mid- afternoon on tuesday and five wednesday morning at the self- service auto parts store, "pick-n-pull" on mowry ave near cherry street. they say the suspects cut a hole in the yard fence. entered the yard and stole the converters. coming up on kron 4 news weekend. secretary of state john kerry is in beijing -- on a mission to put the pressure on north korea. details ahead.

has put together a foundation in her name. and plans to work toward legislation making cyber bullying a crime. our coverage continues this morning with kron four's jeff bush. he spoke with a child psychologist about the impact of this tragedy. audrie pott's sexual assault horrible set of circumstances that lead to her suicide. psychologist, brenda wade says there was a lack of supervision at the party where the attack happened. this tragedy came about because we have these people with their immature brains making the worst decisionswith intoxicants onboard. >> docor wade says audrie's attack was more than rapeshe was attacked in all aspects of her life, and social media was a big part of it. >> when it comes to bullying and cyber bullying, the problem is these incomplete brains don't recognize how much that hurts and threatens and humiliates the person who is

being bullied. and, that can push another child over the edge and, sadly, it did push this young girl over the edge. she had already been abused. she had already been attacked. and, then, she had to be subjected to all of the public airing of all of that and it's overwhelming. it overwhelmed her nervous system, overwhelmed her sense of herself. it made her feel worthless, most of all hopeless and that's the recipe that leads suicide for teenagers. >> doctor wade says parents need to keep a close eye on their teenagers, know where they are and who they are with and specifically remind them of how they are supposed to behave. i'm jeff bush in san francisco, kron four news. >> new numbers from the department of corrections showing that more sex offenders are removing their gps devices. two-thirds of

every sex offender parolee in california must wear a gps device around their ankle new reports shows a 65% increase in sex offenders trackedthat went off the radar. either they cut off their devices or did not charge them. in many cases, an offender cut off the strap more than once. a total of 4,153 warrants went out for sex offenders who committed this violation. breaking that number down by county here in the bay area warrants. contra costa - 41 warrants. san francisco - 150. santa clara - 151. santa cruz - 19. the department of corrections says in most cases the fugitives were caught, quickly.

force of budget cuts also known as sequestration are having an impact. he says, that the cuts have forced the service to make tough choices, including employee furloughs and maybe even the cancellation of special events. other officials agree, saying it is having an impact on morale. >> i know it is going to hurt the morale and the ability of many of your employees to go about their mission but also millions of americans who want to enjoy the beauty and the history of our national parks. >> the force budget cuts took effect on march 1st. congress could not reach a deal before the deadline to avoid the cuts. altogether, the cuts will amount till about $85 billion this
