(male announcer) live from the kron 4 news station, this is the kron 4 news. >> top stories we are following on this friday june 14th. oakland wrestles with how to spend limited dollars in its budget. some want more money to fight crime and others are pushing to spread the money around. we'll have the details from a meeting that had a lot of angry residents. and two people have been killed in the colorado springs fire that has now consumed more than 15- thousand acres. we'll have the latest in the containment of that fire. >> and a tragedy in florida when a deck over biscaynne bay packed with people at a popular sports bar collapses. >> we will begin with

>> vice president joe biden will be in the home of a c t o company. tickets to the event are $500-$10,000. protesters are expected to be there, the sierra club, greenpeace joe biden will be here with just one week previously when president obama was here. >> an unruly crowd shows up at the oakland city council meeting to talk about the city's multi-million-dollar budget shortfalll. kron 4's jeff bush shows you what it was like inside the meeting and what people had to say to elected officials. >> reporter: the audience was riled up at the special meeting of the city council. vocal outbursts were common during the beginning and the meeting was postponed as a result.

most of chants and chides came from union members who are upset over several issuesincluding pay. their contract with the city expires at the end of the month and a strike might happen. the council is facing a decision betwee two different budget allocations for the next two years. the issue? who gets more money? the police department or public employees who have already made concessions during budget negotations of previous years. the crowd eventually settled down and oakland residents of all stripes waited in line to address the council. >> like, not putting appropriate funding into graffiti abatement and litter removal and clean ups, you are saying our neighborhood is not as important as others. it is affecting our business. >> our cars have been broken into five times and two apartments were burglarized. as i thought about these events today, my first thought is that i was lucky because none of these events involved guns or physical assaults. such violence is reported weekly

in my neighborhood. >> it's no coincidence that the neighborhoods with the highest crime has the highest grime. i'm here to ask for increased funding to fight illegal dumping. >> reporter: the council will take a vote on the budget at the end of the month. i'm jeff bush in oakland, kron four news. >> a political struggle over oakland's city budget seems to be shaping up. the city's crime problem and how to fight it is at the center of the battle over how to spend oakland's limited dollars. the budget proposed by mayor jean quan allocates more money towards police, public safety, c-h-p support and more. an alternate budget backed by council members gives some money for police, but eliminates c-h-p support. it also splits the budget allocation on other concerns such as illegal dumping and graffiti abatement. ever since the video of the

that there were 27 vacancies on the part payroll. they're hoping to add more officers to the front lines. >> a young man is gunned down after an argument over a minor fender bender just an hour short of his 23rd birthday. this marks oakland's 43rd homicide of the year. here is what we know. the victim is aya nakano. he was a recent graduate of the university of oregon. aya was on his way hoime to emeryville at around 11 p-m wednesday night when the incident happened. >> he was just a happy guy. he was always friendly. his parents always joked saying that do not be a hero if there was trouble, just take away from it. and we said that always, stay away from trouble stayaway from those things oakland police say witnesses

>> this developing story on a florida. in south florida restaurant and bar collapsed into biscayne bay thursday, sending patrons into the water. officials say it's believed about a hundred people were on the deck of shuckers bar and grill at the time. customers were watching the miami heat/san antonio spurs game. the collapse happened just minutes before half-time.

a news director for a local t-v station witnessed the collapse. >> i was probably 6 ft. from the deck i can only describe it is that thousands of people were standing up and it was a peculiar war of noise. by that time i turned a round there were once, people 50-100 people there was nothing. just darkness. and screaming >> authorities say two-dozen people were injured, three of them critically. officials believe everyone is accounted for and no one is missing. there's no word yet on what caused the collapse. there was a louisiana chemical plant with one person dead. at this was 30 mi. south-east of baton rouge. the witness describes

>> it is clear. just some high clouds in the north bay. today is slated to be the warmest day. mid-60s for the coast. and it looks like it will cool things down for the father's day weekend. the morning fog will be the story. details on what we can expect with your 7 day around the bay. coming up >> cal-trans says it is getting closer to finishing work on the new fourth bore of the caldecott tunnel. when finished, the tunnel should speed up the daily commute for thousands of drivers along highway-24 in the east bay. kron 4's charles clifford got a sneak peak inside the tunnel, and an update on when the project will be completed. >> reporter: i'm standing near the east end of the new caldecot tunnel. this is looking west towards oakland. at the moment this tunnel is about 80 percent complete. they've finished excavating and installing the concrete lining.

what's happening now is that crews are putting the final touches on. they need to install paneling on the walls, there's electrical and lighting work that needs to be finished most of the roadway still needs to be paved crews are also installing these giant fans on the ceiling. if there's ever a fire inside the fans are designed to push the smoke out of the tunnel. this bore is also the largest of all four caldecot tunnels and will feature an extra wide roadway. in the new caldecot tunnel charles clifford kron 4 there are shoulders on both sides. the shoulder is large enough for a car to pull over and call if they need to call. and on the right side of the tunnel, there is also a walkway. they can get to a cross passage to get to safety. >> this will be completed and opened up by the end of the year. charles clifford, kron 4

no incidences. towards the airports or the marin county commute. >> it has been nearly one week since a limousine in walnut creek erupted in flames. several elderly women were inside but there is still no police investigation into what caused the fire. the destroyed vehicle was towed towards sacramento and was first spotted on the bay bridge on the back of a tow truck. the fire inside the limo broke out sunday in the gated sub-division of walnut creek called rossmoor. the passengers were all women in their 80's and 90's and were headed to sonoma to celebrate a 90th birthday. a passenger says that the limousine was idling when smoke started coming in from the partition. the flames quickly spread, engulfing the car. you can see the charred wreckage. everyone was able to escape safely. this fire comes on the heels of the fatal limousine fire on may fourth. a fire broke out inside a limousine on the san mateo bridge killing five women who were celebrating a wedding. here you can see that limo engulfed in flames. the bride-to-be and four of her friends died.

and as kron 4's terisa estacio reports, one bay area lawmaker says more needs to be done to make sure these vehicles are safe. >> it really raises my concern. >> reporter: these are extremely alarming and it readil reveals that more needs o be done. >> when you look at it that limousine in walnut creek quit not take long for that a limousine to be completely destroyed. think of those if those ladies were in sight it would have been devastating. >> reporter: it is troubling market was not an investigation as to what
