>> reporter: the supreme court's docket had more than 30 cases and major rulings have already been made this week. affirmative action. voting rights. and today. expected rulings on same sex marriage. on the issue of affirmative action. the court avoided a decision on the use of race in college admissions by sending it back to the lower courts for further review. their 7 to 1 ruling makes it harder for colleges to use race as a factor in college admissions. this case involved abigail fisher--- a white student who sued the university of texas. she claims she wasn't given admission because she is white. and that some less qualified minority students were accepted. "they gave us everything that we asked for and i'm confident ut won't be able to use race in the future." on the issue of voting

rights, justices were divided with a 5-to-4 vote. imit the voting,citing a portion they foundal. it involves a formula that gives the government open- ended supervision of states with a history of voter discrimination. civil rights activists say this vote is an insult to their hard work. >>james: welcome back. well texas republicans have passed new abortion restrictions expected to close almost every abortion clinic in the nation's second most populous state. the republican controlled senate voted for the bill while hundreds of protesters screamed from the gallery. taxes special legislative session ended at midnight and democrats and most of the day filibustering the bill. republicans cited rules to eventually force a vote to end the filibuster. the bill bans abortions after 20 weeks of pregnancy requires all procedures take place in a surgical center. president obama turned his focus to climate change yesterday when he announced new standards on existing power plants. this is in an effort to combat climate change.

the president says the new standards are important to preserve the environment. the president also made clear that the state department should approve the keystone x-l pipeline only if it does not increase overall greenhouse gas emissions. president obama is heading to africa this morning. the first family is departing for a weeklong strip to senegal, south africa, and tanzania to promote democracy and economic opportunities. the white house says they will defer to nelson mandela's family on whether he's up for a visit from president obama. missing from the itinerary is kenya-- the home of mister obama's father where many of his relatives reside. kenya's new president is facing war crime charges, making it an awkward time

cars at scaling and coming from the east shore freeway. that is really the extent of the traffic. not too many cars coming from the nimitz freeway approach. your drive time under 10 minutes from the output of the maze towards fremont street. at the san mateo bridge, shaping up to be atypical commute. we do have some dense fog at the golden gate and no incidents to report from the chp. as a take a look across town freeways, all as well as separate discussion of the board's--no delays for the east shore freeway. the interstate 580 is good to go with all of the green indicated clear moving. >>james:a police officer near south los angeles is shot in the face. and now the gunman has barricaded himself inside a home. investigators say two officers were searching a home in the willowbrook area last night. when they encountered the gunman who opened fire. both of them were shot.

one is in stable condition at the hospital. the other was treated at the scene. right now, the l-a-p-d is on citywide tactical alert. this is the second time in one day officers were shot and injured. earlier in the day, two officers were ambushed outside a police station. for the first time, jurors in the george zimmerman trial saw crime scene photographs. this was during day 2 of the trial yesterday. zimmerman is the former neighborhood watch captain who killed unarmed trayvon martin last year. the photos were taken shortly after martin was shot to death. they include the body of the 17-year-old who had gone to the store to get a beverage and some candy. zimmerman is pleading not guilty to second-degree murder, claiming he fired only after martin attacked him. prosecutors argue that the death was result of racial profiling.

the case against aerial castro, the man charged with holding three women a captive in his cleveland home for over a decade was back in court this morning. the sharing of evidence between prosecutors and defense lawyers is among the issues before the judge in a hearing. castro has pleaded not guilty to a 329 count indictment with even more charges still possible. the defense wants the county prosecutor to take the death penalty off the table to clear the way for a plea deal. the prosecutor has not said if he will pursue a death sentence. authorities are trying to get edward snowden back in the united states. the former n-s-a contractor is reportedly in russia.and hoping to stay outside of his native country. u-s officials have charged snowden with spying charges.due to his disclosing of details about the country's surveillance practices. a wikileaks spokesperson, says the u-s is making

unconstitutional making gay marriage legal nationwide. the second scenario is proposition 8 is rejected on more narrow grounds, which means gay marriages are legal *only in california. the third option is that prop 8 is upheld, and it will then take a voter initiative to overturn the proposition. and the fourth and final scenario, and the one some court watchers consider most likely is this. the court rules that the group defending proposition eight had no legal standing to do so which means the lower court's ruling stands, and prop-8 is declared unconstitutional. here in san francisco. kron4's mike pelton joined now. >>maureen:

information on kron4.com. let's get an update with the weather forecast for now. >>erica: san francisco bay area is dry this morning. temperatures are off to a running start. most of us wake up to 63 here as a look at what to expect later on today into the 7:00 hour, expect patchy fog to remain with temperatures for the most part in the upper 50s low 60s. as to carry those numbers into the afternoon, at 3:00 p.m. today, partly cloudy conditions but certainly warmer three inland spots will climb into the 80s. temperatures back down in the '60s by 8:00 p.m. tonight. i do want to break down year after the highs, you will certainly notice much warmer than yesterday. in no way to deal with. we will see sunshine. i have 86 and made eighties through the san ramon valley. attorney temperatures into the east bay shoreline. >>james: welcome back. we are watching wall street this morning as futures trading shows all three indexes in the positive this morning. four reports out yesterday showed a brightening u-s economy-- data on housing and manufacturing improving, and consumer confidence hitting it's highest level in five and a half years. here's a look at how the markets finished yesterday. the dow rose 100 points. the nasdaq rose 27 points. the s-and-p 500 rose 14 points. b-p oil is warning lawyers for many gulf coast businesses that it wants to recover a portion of their clients' shares in a multibillion-dollar

settlement. b.p. is appealing a key ruling from the company's massive oil this bill was the worst in u.s. history. now, the company said the hundreds of letters to businesses in police received excessive payments from now. bp also released a full page newspaper ad today accusing lawyers and politicians of encouraging businesses to submit plans for a play it or not exist at losses. a new disaster declaration signed by president obama makes more money available for sandy relief. the hurricane caused extensive damage, last fall especially in new jersey. and it a major disaster declaration there quickly make federal funds available for the cleanup. it covers 75 percent of the assistance to the public and to clear hazardous areas. this latest

union workers at a.c. transit are expressing concerns of a bart strike could create a dangerous situation for workers and commuters. the amalgamated trans union local 192 sent a letter to ac transit to general manager saying there aren't enough buses and ac transit's lead to serve all the people who normally take part. in the past, ac transit says there will be no routing it a bird strike happens. further complicating the situation, ac transit union contract expires on sunday. the same day contracts between bart and its five unions and. kron4's grant lodes now explain how to get information on our continued coverage.

expect if the strike is approved. anticipation is building about the proposition 8 decision that will come down in just three hours from now. after over 5 years of legal battle, the high court will decide whether same sex marriage will be legal in california. we want to break down the 4 possible outcomes for you. there are four options for the u.s.supreme court. the simplest outcome is that prop 8 is declared unconstitutional making gay marriage legal nationwide. the second scenario is proposition 8 is rejected on more narrow grounds, which means gay marriages are legal *only in california. the third option is that prop 8 is upheld, and it will then take a voter initiative to overturn the proposition. and the fourth and final scenario, and the one some court watchers consider most likely is this. the court rules that the group defending proposition eight had no legal standing to do so which means the lower court's ruling stands, and prop-8 is declared unconstitutional. meanwhile, supporters of
