good morning thanks for joining on this thursday july 18th. m eter. we have our own warmup to talk about. temperatures around the bay will begin to climb starting today. we begin the news this morning with an update out of the east bay. oakland police are promising business owners they will take action against protestors who vandalized store fronts this week over the george zimmerman verdict. yesterday the alameda county d-a's office filed charges against three of the nine people arrested monday night. in a news conference, interim police chief sean whent says the recent wave of violence is unacceptable. he says his department is stepping up its efforts to

hold demonstrators accountable. the chief also says he will increase the number of officers covering any future protest. mayor jean quan was with the chief at that news conference. she thanked the community for providing information that helped catch the people responsible for some of the vandalism. oakland police have released new video and photos of some of the vandals, in hopes the public can help in identifying them. you can see in this video a man on a bike kicking and denting a car. other photos show people trying to break the windows of businesses in the downtown area.

some people were also caught on camera spray painting slogans on the ground. if you know who any of these people are. oakland police would like to hear from you. family and friends are still holding out hope in finding a missing oakland toddler. a prayer vigil was held last night in oakland for the toddler who went missing a week ago. about 50 to 60 friends people attended the vigil. all who attended showed their support and prayers for her safe return.

cam/catherine* * there was a prayer vigil tonight in oakland for a toddler who was reported missing one week ago. her family says she was kidnapped last wednesday in east oakland. kron four's jeff bush was there and has the story. this vigil was attended by about 50 to 60 friends, family members and parishoners. they were all here to lend their support and their prayers for her quick return.

wave is affecting 130 million people a national high as a map. with a lot of direct sunshine and temperatures not going off into the morning hours, so morning lows are actually going to be an upper 80s some not much relief for most of the country. all that red indicate where we will see '90s. he waved expected to last for the next couple of days. the good news is a cold front will push through approaching from the great lakes as we head into saturday evening and that will bring much-needed relief for much of the nation. we will continue to monitor that. temperatures right now are also ready-to already in the upper 80s for most of the country. here locally, 55 degrees out the door in downtown san francisco. a low 50s waking

up and livermore. we still have that onshore component which means we are seen slightly when the conditions, temperatures of the cooler side and the marine layer has compressed. waking up to a low cloud cover for a lot of the bay area. looks like that fog will be pretty quick to burn off and once we hit the afternoon, we will see plenty of sunshine, a slight breeze and the forecast and temperatures mainly in the '80s. evergreen at 86 degrees, 82 expected for santa clara. we could reach the '90s for the east bay. 92 and fairfield and mid- 60's expected in richmond. downtown's san francisco today with a high of 66 degrees. take a look at one country, very pleasant and comfortable weather with a nap at 84 degrees and 81 in petaluma. your 7 day around the bay forecast marks today is one of the many days where we will see '90s here and the bay area but if you do want relief had to the coastline where temperatures

will remain in to the '60s. national weather service has not issued any heed advisories for us but it could be a little bit cooler as we headed for sunday and will finally continue into cooler as we start the next work week. for those of you just leaving your house this thursday morning i am not seeing any hot spots. it is a great time to head out to work or school so for those of you heading to the bay bridge, no waiting here at the pay grades. drive time of under nine minutes from fremont street right now. here is a live look at the san mateo bridge. we do have areas of low cloud cover but no one buys it is in place. if it looks like it's a very easy ride coming down the nimitz freeway. now we hear a toll plaza and we are seeing top speed that you work your way out of foster city. southbound 101, the golden gate bridge no incidents to report. i have been checking with the cp track the clock and it does appear to be traffic free.

roadway centers indicates speeds in the cream which indicates 50 mi. or higher per hour. >>james: face erica. --thank you erica. a wind shift is turning a southern california wildfire back toward populated areas and has forced the evacuation of more than 6,000 homes, hotels and cabins in idyllwild. huge areas of wilderness have already burned and the mountain community of idyllwild is just about empty at a time of year when it's normally booming. residents and visitors streamed down the two highways that led down the mountain toward the larger cities of hemet and banning. temperatures are expected to linger near 100 degrees for the next two days before a weekend cooling trend. seven homes were destroyed or damaged by the wildfire soon after it broke out monday. the fire is about 15 percent

contained. a new report from the a-c- l-u warns that police agencies have compiled huge databases detailing where millions of americans are driving. the increasingly popular technology uses high speed cameras mounted on top of patrol cars. the automated license plate readers can scan as many as one thousand cars a minute. they're typically used to track down stolen cars and expired registrations. but the a-c-l-u says the cameras also compile information on law abiding drivers. and the information is kept for years. one san leandro man found local police had stored more than a hundred pictures of his car, even though he was not suspected of any wrongdoing. privacy advocates say the lack of regulation means the system could be easily south korea's transport ministry says it asked asiana airlines to review safety measures two months before the crash landing of flight 214 at s=f=o.

the government informed asiana back in april it should hire more pilots, engineers and cabin crew as the airline planned to increase its fleet of airplanes by 20 percent by 2017. the ministry also recommended that asiana centralize its safety management system and set up an oversight team for aircraft maintenance. asiana flight 214 killed 3 nsa leaker edward snowden will likely be out of the reach of u-s officials if he he stays in russia. the u-s doesn't have an extradition agreement with russia. snowden has asked russia for asylum. meantime a vermont man is trying to help him get a passport. garry davis runs a non- profit which issues world passports. he says he sent snowden a passport to russia and got word tuesday that the

foreign ministry of russia had accepted it. davis says he just wants to help out a fellow citizen. nelson mandela turns 95 years old today. the ailing former south african president remains in the hospital in critical but stable condition. the revered statesman is battling a lung ailment. mandela, a nobel peace laureate, spent 27 years in prison for fighting against oppression of minorities in south africa. he became the country's first black president in 19-94, four years after he was freed from prison. mandela's foundation is asking people to take part in at least 67 minutes of public service in honor of his birthday.

arewatching wall street this morning. futures trading is mixed this morning with the dow up and the nasdaq and s-and-p 500 down. traders appear comforted by soothing words from the federal reserve chairman, ben bernanke. he says the central bank had no firm timetable for cutting back on its bond purchases and that pushed the stock market slightly higher yesterday. here's a look at the closing numbers. the dow climbed 18 points. the nasdaq rose 11 and a half points. and the s-and-p 500 rose nearly five points. opening bell is at 6:30. senators are ready to offer students a better deal on their loans this fall, but future classes could see higher interest rates. the senate could vote as early as today on a bipartisan compromise that heads off a costly increase for returning students.

the compromise would be a relative deal for students through the 2015 academic year, but then interest rates are expected to climb above where they were when students left campus this spring. rates on some loans doubled on july 1 because congress failed to reach an agreement. this morning, texas governor rick perry is set to sign into law a sweeping new abortion restriction bill. it would ban abortions after the 20th week of pregnancy. critics say the bill will effectively shut down most clinics that perform abortions in the state. denying access to many in rural areas. only five of the state's 42 abortion clinics currently meet the new requirements under this law. san francisco district

attorney and new york attorney general are bringing in state and federal security experts to test the newest anti-theft features designed to thwart the surge of stolen smartphones. george gascon and eric schneiderman say experts will be in san francisco to test apple's iphone 5 with its activation lock and samsung's galaxy s4 with lojack for android. phones as if they were stolen and try circumventing its anti-theft features to draw their own conclusions playing video games can pay -- at least for one university of oregon student. justin chavarria won $250,000 in mlb 2k-13's perfect game challenge. he beat three other finalists and was a guest of major league baseball at the all-star game. chavarria was a good high school athlete, but nothing like his skills with a game controller. he says he practiced the video game for six hours a day even while going to school.

he has waived his arraignment and entered a not guilty plea. a u-c berkeley student has been confirmed as the first practicing muslim student member of the board of she says opposition to her nomination was not unexpected. the board of regents voted yesterday to add its first muslim student representative. this comes despite the objections of some jewish groups. the student says she hopes that people will look beyond some of her political activity to other things she has achieved. homeland security secretary janet napolitano is getting ready to meet the 26 people who are expected to become her new bosses-- members of the university of california's governing board. the u-c board of regents will meet today in san francisco to confirm napolitano's nomination to become the 10-campus system's 20th president. she is expected to take over as u-c's next leader in late september.

crashed verna says the crash indicated a problem in training and supervision and could have been avoided. a lawyer representing at least two of the passengers who were on the plane that crashed into s-f-o says he is angry with the airline. he claims his clients' suffering is at the fault of asiana airlines. younga jun machorro and her son, 8-year-old benjamin hyo-ik machorro, filed suit against the airline in u.s. district court in san francisco on monday, faulting a "litany of errors and omissions" by asiana's flight crew for the crash that killed three and injured scores of others.

asiana's pilots "failed to observe the most fundamental procedures for a visual landing approach into sfo, failed to appropriately monitor flight conditions on approach, and failed to communicate and react in the cockpit to those flight conditions," attorneys wrote in the suit, which seeks at least $5 million in damages. also named in the suit is the boy's father, who was not on the flight but is alleging "loss of consortium" due to his wife's injuries. michael verna, the family's attorney, said the crash indicated a problem in training and supervision. the pilots' failure to realize the plane was far below target speed for landing "goes beyond one person making an error; that goes to a culture of how a crew communicates with one another inside the cockpit," he said. younga, 41, had taken her son to visit relatives in her native korea and was returning home when the plane crashed, verna said. she and her son were seated
