>> we'll have more on your top stories in just a moment, but first lets check in with erica for an update on your weather and traffic. good morning erica. the bay area is just days away from a second possible bart strike and there is still a lot of work that needs to be done before the sunday night deadline.

no deal was made yesterday when bart management and bart unions were at the negotiation table. bart management released its latest offer to the media, and although it violates the gag order, bart officials say they have gotten to the point where everyone needs to know the details. the union is claming that bart is lying about the numbers at hand. according to lead union negotiator, josie mooney, yesterday was not a good day at the bargaining table. the session lasted only 10- minutes and during that time bart negotiators rejected the four proposals that union reps made back on july 19th. contract talks will resume this morning. with the bart strike looming, other bay area transit agencies are once again bracing for a flood of additional commuters. and this time around the problem could be even worse. kron 4's charles clifford explains. >> reporter: the last bart strike forced hundreds of thousands of people to find other ways to get back and forth to work but it could have been a lot of worse. the strike happened over the

fourth of july when a lot folks were on vacation. that meant that a smaller than normal number of people were trying to commute. if bart workers go on strike again next week, there's no holiday to relieve the pressure. that means even more people will need to use ferries, buses or carpools to get around this afternoon the metropolitan transportation commission held a regional conference call with it's partner transit agencies to discuss the problem. anticipating additional riders, several agencies said today that they are beefing up services. the san francisco bay ferry plans to add at least two boats to its fleet. and if there is a strike, bart is going to add even more charter busses than last time. >> they started with 58 busses in july and now they are going to go up to 90. those busses service all the bart lines and go on to west oakland and on to the city of san francisco as well. >> reporter: the other area that the mtc wants to focus on is getting more people to carpool they say that during the morning commute a lot of folks use carpools to get into san francisco, but far fewer use the service to get out of the city. >> the key is to find

licenses, with commercial insurance. and those others have nothing! >> this is frustrating, and with families to feed. with no regulation? on one part of the industry? >> the mayor's office says it has no plans to try and regulate the ride sharing services. officials say it is a state issue. >> the california public utilities commission has weighed in on how to regulate smartphone-enabled rideshare services with a proposed decision. as part of the recommendations, companies, such as lyft, uber and sidecar, would have to be licensed by the c-p-u-c, run background checks on drivers, have a driver- training program, and have a more stringent insurance policy. the c-p-u-c would require a one- million dollar per- incident coverage policy for rideshare vehicles and drivers during a trip with passengers. there would also be a zero- tolerance drug and alcohol

>> >> a bedbug infestation in two bay area goodwill warehouses are shut down, and loads of donated items have been thrown out. no workers are allowed on the premises until it is confirmed that the infestation *won't* spread. and the outbreak could cost goodwill hundreds of thousands of dollars. although the bedbugs were nowhere near the stores, some wary customers tell kron 4's alecia reid they are concerned about recently purchased items from goodwill. >> reporter: the goodwill stores remain in business - but the warehouses are on lockdown because of a bedbug scare. >> i just bought a bunch of stuff and i wanna return it. >> that's scary. they're hard to get rid of >> reporter: bedbugs were found at the 11th and mission san francisco warehouse last friday. everything there was thrown out. and it's been closed since. there was a possible bedbug sighting at the burlingame warehouse as well. at that facility, only the area where the bugs may have been seen is closed off. even then, we're told enough to fill a tractor trailer was sent to a landfill. and hundreds of pounds of garments were steam cleaned. >> take precautions just in case because anything can happen >> that makes me think about coming back again

looking for two suspects. there were last seen in north bound. several witnesses saw the stabbing and called 911. the entrance to golden gate bridge. they cooperated with police it happened around 2:20 a.m. and there were both transported to san francisco general. they still need help identify the suspects. and it is quiet once again at golden gate park. there have been multiple surveillance in this area. they are hoping that they can track down and locate who that is going. and it's back to the negotiating table as bart workers and union officials cannot come

to an agreement on new contracts. >> it was pretty much a waste of a day. those negotiations towards the stations, they can still enjoy the freedom of writing bart but it could still shut down. however, there will have to find other ways to get to work, school. and towards the workers will be on strike for the second time in five weeks. both are having difficulty in agreeing with the numbers. they are offering an 8 percent pay raise over 40 years. over

the next four years. and we got a chance to speak with union negotiators and they say that that is not true. >> we feel that we reached the moment that everybody knows. >> we want to inform the media about also want to tell them the truth. and every employee needs extra money in their pocket. >> the directors have been giving the public and thpublic false information. >> i think that what we see is reasonable. >> we do not want the public to fall for the banana and the tail pipe. we're here to negotiate. we're not here to play games.

implemented the change sunday to minimize distractions during a critical phase of flight. the change comes in the aftermath of the asiana airlines crash, and on same day the f-a-a started advising foreign airlines to use a g-p-s system instead of visual reckonings when landing at sfo. p-g-and-e crews are on the scene of a gas leak that forced several businesses to evacuate in mountain view. it happened last night around five in the evening on charleston road and san antonio road. fire crews noticed a bulge in the ground-- and when p- g-and-e arrived they discovered a gas leak. repairs began immediately and are expected to continue for the next hour or so. the cause of the leak has not been determined. also, there was a struggle

watching wall street this morning, futures trading shows mixed trading in all three indexes this morning. the dow trading up, while trading negatively this morning. stocks spent yesterday look for direction-- and today they might find it, once the federal reserve released itsthe dow slipped a point. technology stocks did better than the rest of the market. points. the s-and-poor's 500 rose opening bell is at 6:30. facebook's stock came within pennies of it's 38-dollars i-p-o price yesterday for rocky initial public offering more than a year ago. shares of facebook rose $2.18 to close at $37.61. the stock hit $37.96 in afternoon trading. the world's biggest online social network has been on a stronger-than-expected earnings last week. facebook's ability to grow mobile revenue was one ofo last year. facebook now derives 41- percent of it's ad revenue

>> mosquitoes in several zip codes in the san jose area have tested positive for the west nile virus. the mosquitoes were found in the berryessa area.this extends into north san jose. ground fogging for the mosquitoes is scheduled for tomorrow starting at 11 p-m. and it expected to last for several hours. it's an effort to prevent the spread of west nile virus to humans. the fogging. and if the virus is still found. more >> a bedbug infestation in two bay area goodwill warehouses have left them shut down, and loads of donated items have been thrown out. bedbugs were found at the 11th and mission san francisco warehouse last friday. everything there was thrown out. and it's been closed since. there was a possible bedbug sighting at the burlingame warehouse as well. at that facility, only the area where the bugs may have been seen is closed off.
