they talk about the general, it is a pension, medical, wages, the three provisions they are having difficulty to have agreement on the. we will have an update and more on this newscast on kron 4 news. reporting live, j.r. stone, kron 4 news. >> pam: pressure coming down hard from san francisco city hall today. calling on all sides to avert another bart strike. kron 4's justine waldman is here.with this side of the story. >> reporter: the mayor's message today at city hall. another bart strike is not an inconvience, it is a hardship for hundreds of thousands of people. mayor lee told us.the unions and management need to reach an agreement this weekend. also there. the california labor secretary. he was here on behalf of the governor. the labor secretary helped work out the 30-day extension of bart's current contract. which got trains running after a 4 day strike last month. i asked him. if he would consider another extension.

ts to drag on a want this to be settled. as he has explained this is very expensive to get this for potential strikes. we do not think that the bay area should be kept on pins and needles for ever. >> reporter: morgenstern says the governor will consider all his options if no agreement is reached this weekend. but the two best mediators are there.and both sides have had an extra 28 days to come up with a fair contract. so not reaching an agreement would be considerd a serious failure. >> pam: frustration building for everybody. bart riders tell kron 4 news. they are making alternate travel plans now. and trying not to stress out about it. >> i do not think that is going to last long perhaps i could just take one week off. >> it is going to be a big mess. and possibly find out

about the alternate public bus routes will take twice as long. >> they do not have the impact of they have on thousands of people, to have to take buses, ferries. a major headache. >> pam: as we speak, tens of thousands of bart riders are making alternative travel plans for monday's commute. kron four's rob fladeboe takes a look at some of the options for those riders. coming and going from one of bart's farthest- flung stations. in fremont. '>> bart riders who normally begin their commute here in fremont are bracing and planning for a long day monday in the event of a strike. many of them will be catching one of the these buses outside the station but there are some other options too.' leonard farmins has come up with a novel plan that is part bus and part bicycle. >> i will ride this from here to fremont. and i will catch a city bus from here to bay fair .

>> reporter: beginning at 5 a.m., fremont riders can catch one of some 95 busues headed first to west oakland where they can catch another bus across the bay to san francisco, if need be. another option would be to ride one of these vta buses to san jose and then hop on what are going to be some very crowded early morning caltrain runs north up the peninsula to san francisco. >> what are you going to do on monday? >> i am or to ask my dad for a ride. >> reporter: a student at cal, adhiraj watave and his dad will have to brave the traffic here on northbound 880 but they won't be the only ones. >> i am going to be on the road like everyone else, i guess. and expect the best. >> reporter: several riders have organized car pools that will meet in the parking lots here and there may be room for those with no fallback plan. a few may even spring for a taxi. how much from a road from

'.a final option mentioned concord, dublin, pleasanton. and some of buses will stop in west oakland we you can get off. so will go directly to the trans the terminal in san francisco if there is a strike on monday they will run from 5:00 a.m.-8:00 a.m. and the evening commute will begin at 3:00 p.m. and will take you back to your original location you must purchase a roundtrip ticket. limited free parking at the

bart station. >> catherine: another public transportation options. san leandro. some buses will stop in westnow a look at other public transportation options. san francisco bay ferry. will again offer extra service. that's from its locations in san francisco, south san francisco, oakland, alameda and vallejo. there will be 13 ferries running instead of the usual eight. they'll leave earlier in the morning. starting at 5-am instead of 5:30. and do extra trips across the bay. the ferry service wants people to get in line as early as possible. you can pay with your clipper card. also -- parking lots will fill up fast, so see if you can ride your bike there or get dropped off. a/c transit is ready to roll. it is not adding any extra buses. but those in use will do extra trips. also - the biggest buses will be used on the busiest routes. the lines for buses were long in the morning and evening hours during the first strike. so a/c transit is also suggesting that people get to the stops early.

>> pam: more options now. again, you can drive into the city -- but in the event of strike, expect much more traffic. the number of drivers is expected to be 10-percent higher. compared to the strike last month. here is a look at traffic backup along the bay bridge. during the first strike. video from our helicopter partnership with abc 7 news. according to the m-t-c, during the first day of the strike. 128- thousand drivers crossed the bay bridge that monday. commute traffic was heavier on the other bay area bridges as well. carpooling is recommended. >> on facebook we are asking your opinion. mentioning alternate transportation and you know the options we have thousands of people who interact with us daily. today, some of them answered questions and others are so angry. they wanted to just vent. and they would say at

that's so signigicant. a rare global alert is out for all american travelers. with the fear that something could happen in the next few days. the bulletin from the state department came less than a day after the dept. announced that it was closing many american diplomatic missions through at least sunday. 21 consulates and embassies in all. most of them here in the middle east, including yemen, where the plot may be coming from. also included - egypt, saudi arabia, jordan, iraq and libya. >> it is my understanding that it is linked to al quidea and the unsettled conditions in central asia and the middle east. >> now the seven auctions of the public domain will be closed and there is a travel alert for americans traveling abroad. there is the understanding of the seriousness of the threat. >> catherine: there are few details - but sources say there is credible information that al qaida might be plotting an attack soon. security at u-s embassies worldwide has been increased since the attack

in libya. and it's getting even tighter. the state dept. bulletin does not advise against travel to any particular country, but american citizens are being warned to be particularly mindful of their surroundings - especially in tourist areas. it's very rare to have this many embassies closed. >> a developing situation in hayward with the six cars destroyed in a car port fire. residents is accused of intentionally starting it.but he's paying the price in multiple ways.

you se flames were.this was around 3:00 this morning. fire officials tell us the suspect is a 40-year old man who was recently received an eviction notice from the complex. his vehicle was not among those that burned. investigators say another resident who saw the suspect start the fire then punched the suspect in the face. the fire marshall says the suspect was siphoning gas out of a car and then lit a cigarette.which sparked the fire. >> i heard people banging on other people's doors and i actually heard tires explosion. i woke up my girlfriend. >> reporter: how big with the flames? >> above this garage. 6 ft. above this garage. >> the fire jumped to a home next to the car-port. this was on pearce street in hayward near montgomery and simon streets. the fire marshall says the suspect who lived at the complex and was recently given eviction notice.pretty much confessed to everything during questioning. >> pam: more bay area news. a deadly crash in oakland with an s-u-v landing on top of a motorcycle. the accident happened around 10-30 last night at

3rd and adeline near the port of oakland. police were responding to a motorcyclist down, that's when an s-u-v came speeding around the corner, hit a parked car and crashed, flipping over onto the motorcyclist. the motorcyclist was pronounced dead at the scene. no one in the s-u-v was injured. >> jacqueline: this live look from the san mateo bridge where we are seeing sunny skies. the fog is along the immediate coast. and temperatures are warmer as we expected with 90 degrees in antioch. 87 in fairfield, concord and also for the north-bay. we'll fly you in on the big board for a closer look. it was in wailea just off ulua beach - right near the marriot. the victim says she was only about 30 feet off shore. 56-year old evvone cashman is going to be o-k after surgery to repair several injuries. a 15 inch gash from the middle of her spine to her neck.cashman was suffered injuries to her chin and both hands. >> i did not see it coming and i did not see it going. the doctor in the emergency room said that these bites are consistent with a shark of least 25 ft., that is his best guess. >> cashman says the shark let go right away and she ran to the beach screaming for help. people on shore used towels to try to stop the bleeding. officials have not yet determined the exact size or type of shark involved. again, cashman is expected to be ok. >> jacqueline: this live look from the bay bridge toll plaza. sunny skies but the fog is going to be

at 12:01 am. new tonight -- we are hearing from a state officials. including the mayor of san francisco. all this as both sides met at the bargaining table today. again -- less than three days left for a deal to be hammered out on time. we start our team coverage tonight with kron4's j-r stone. he is live in oakland where negotiations are taking place. any progress? >> reporter: i have spoken with both sides and they are not able to come to an agreement on wages, benefits, pension packages. that is the reason why they are behind closed doors at the caltran building. try to come up to some type of agreement with less than 54 hours before we could see a bird strike. they have been in there all day and until we could see -- bart

in 30 days. charles clifford has details on that. >> reporter: the golden gate transit system mainly serves the north bay.. marin and sonoma county.. but it could be an option for some bart commuters. for bart riders in and around richmond.. there are two golden gate transit bus lines that run from the el cerrito and richmond bart station.. here.. east and west to the san rafael transit center in marin county. from the transit center there are multiple bus lines that run into and out of san francisco. those buses visit multiple stops across the city including the transbay terminal.

a cleveland jail. the move is described as being for his protection - because of his high profile. meantime.the grandmother of amanda berry says she's outraged at castro's statements in court thursday - when he claimed that the three women he held prisoner were just fine - and there was "harmony" in the home. >> he is a liar. he is a liar. i did not believe any of that because if the girls could of gotten out they said that they could of gotten out but we could have not gotten out. twisting their minds. and i know that we've cried over one of them a number time. and i hate this man i cannot help bit i have not going to forgive either >> catherine: this is amanda berry -- in a video she made to thank people for their support. a fund to help the three cleveland women has now raised more than $1.3 million dollars. 20-thousand dollars of that has come in over just the last day -- after castro was sentenced

>> pam: now for today's market update. the stock market is closing slightly higher after erasing an early loss. here are the closing numbers. the dow rose 30 points. the nasdaq rose 13 points. and the s-and-p 500 gained three points. america's unemployment rate is the lowest it's been since december 2008. but there's plenty of disappointment to go with that good news in the government's july jobs report. alison kosik explains from new york. the u-s economy added 162- thousand jobs in july. most economists expected more, but it's still the 13-th month in a row with gains of at least 130-thousand jobs. still, the labor department says the economy also added fewer jobs in may and june than originally thought, bringing the average number of jobs created per month back below 200-thousand for this year. and yet, the labor

department said the unemployment fell to 7.4- percent last month. that's the lowest since december 2008, one month before president obama took office. if you're wondering how we can be losing jobs and lowering the unemployment rate at the same time, it's because fewer americans are looking for work. and you have to be looking for work to count as "unemployed". the labor force participation rate, which measures the percentage of the population either working or looking for work, slipped to 63.4- percent last month. the participation rate has been below 64-percent for 19-straight months. before this stretch, it hadn't been below 64- percent since 1984. i'm alison kosik in new york. >> pam: back-to-school shopping predictions are out and "thrifty" is the key vocabulary word this season. the national retail federation predicts families will spend about 635 dollars on clothing, shoes and school supplies this year. that is down from an average of nearly 689 dollars last year. the national retail

federation says many parents have supplies left from last year that can be re-used. but back to school is still big business. total spending on kids k though 12 is expected to top 26 billion dollars. if you add in college students, that number climbs to more than 72 billion dollars. it's august and the calendar is bringing kids closer to heading back to school. if you're looking for ways to simplify your shopping. it's the second-biggest season of the year for retailers. the average american household with school-age children is expected to spend 635 dollars on back-to-school items. if you find back-to-school shopping as overwhelming as the holiday rush, consider some apps to help. retail me not and yowza are two mobile apps that draw in discounts, coupons and deals, based on your location. users simply scan coupons from the phone at checkout. the shoptopia app is also location-based, finding and

discounts. there's also a search function if you're looking for a deal on a specific item like shoes or clothes. shopkick recently upgraded its app to allow shoppers to make purchases from a variety of major retail partners, directly from the app. users also collect rewards points as they shop to redeem for gift cards and other purchases. the key ring app lets users ditch all of those store loyalty cards by scanning them and putting them in one place. the app also features a shared shopping list function so families can see who's buying what. and if there's an individual retailer where you'll be doing the bulk of your back-to-school shopping, check out its app too, for mobile discounts and deals. i'm karin caifa reporting. for kron 4 news. >> pam: the u-s postal service wants in on the alcohol delivery business. the struggling service is looking for ways to expand its revenues. it wants to compete with u- p-s and fed-ex. however to do so, congress

would have to overturn a 100-year old temperance-era law that prevents the agency from shipping alcohol. this isn't the first attempt at a change. the postal service tried to get a provision for alcohol deliveries added to a bill back in 2011.but failed. >> take a look at this. a dumpster diving bear! the owners of a german restaurant in colorado were trying to catch vandals going through their dumpsters. instead they found a schnitzel loving bear! they found their dumpster in the middle of their parking lot and realized it was this bear making the mess! you can see the bear on his hind legs walking backwards pulling this giant dumpster out of its space and patiently manuvering it towards a darker area. the next night the owners tried closing the top of the dumpsters. but that bear

>> pam: bart management and unions staying positive, as a possible second strike looms next week. commuters not happy with a return to traffic backpups and crowded buses. >> i dont think anbybody has the right to hold the bay area region hostage >> i consider them public terrorists >> pam: come monday, if a deal is not reached between bart officials and its workers, they will go on strike for the second time this summer.here's the latest. both sides are meeting in oakland. hoping to hammer out a deal and avoid a strike. while several smaller issues have been settled, the main ones of salary, and the payments to health care and pensions. have not. representatives from each side say. they will meet every day through the weekend. in the hopes an agreement can be reached. kron-4's j-r stone is live at cal-trans headquarters in oakland. and j-r -- what's going on there tonight? >> reporter: the union members have been inside, at the negotiations. as soon as we hear anything, we will bring you the latest. j.r. stone, kron 4 news. >> pam: without bart on monday, traffic around the bay area and particularly in the city of san francisco. could be a mess. here. with what changes the city is making to ease the potential commute chaos.

>> reporter: we'll start with muni. which saw a 15-percent increase in ridership during the first bart strike. and is expecting even more riders if there is a round two. muni is ready to help more people. if there is another strike. it will add extra service on the following lines. 14-mission. 49-van ness. j-church. and n-judah. you can pay with your clipper card. and you should expect crowded buses. with all the extra cars coming in. there will be increase parking patrols. mostly on the streets where cars exit and enter the bay bridge. there is also expanded space for casual carpooling. with more service leaving the east bay to san francisco. if the strike last until late next week. you should know that the giants have home games at at&t park monday through thursday. and the first pre-season 49ers football game starts on thursday at the stick.

and friday is the first raiders home game. -although we are getting a little bit ahead of ourselves but plenty of traffic. >> pam: once the unions made the announcement that the workers plan to strike last night, the city of san francisco responded. mayor ed lee, along with several state representatives say this has gone on long enough. >> negotiations should not be about presenting to the public the differences they have. so much as using that time to reach an agreement by this weekend. >> pam: with a second bart strike looking very likely for monday. we want you to know about the other ways to get around the bay. without bart. other transit agencies now have their plans in place. and they encourage everyone to start working on "plan b" for monday. here are some other options. we'll start with. bart's free shuttle bus service. here is a map of the bart stations where you can get the bus.

el cerrito del norte. walnut creek. concord. dublin -pleasonton. fremont. san leandro. west oakland. some buses will stop in west oakland, so you can get off there. others go directly to the transbay terminal in san francisco. those stops in concord and san leandro are new. if there is a strike on monday, the buses will run from 5 to 8 in the morning. the evening commute starts at 3pm. and takes you back to your orginal location. you must have a round- trip ticket. a reminder. there is limited free parking at the bart stations. the buses only fit 56 people. passengers waited in long lines very early. during the last strike. to get the bus. bart will charter 95 buses, it was 79 last time. and if the strike drags on. more could be added. san francisco bay ferry. will again offer extra service. from its locations in san francisco, south san francisco, oakland, alameda and vallejo.

there will be 13 vessels running instead of the normal eight. the ferries will leave earlier in the morning. starting at 5am instead of 5:30. and do extra trips across the bay. the ferry service wants people to get in line as early as possible. you can pay with your clipper card. parking lots filled up fast.so see if you can ride your bike there or get dropped off. a/c transit is ready to roll. it is not adding any extra buses. but will have it current buses do extra trips. and put its biggest buses on the busiest routes. the lines for buses were long in the morning and evening hours. during the first strike. so a/c transit also is suggesting to get to the stops early. if you decide to stay in your car, just when is the best time to go, and which is the best route.?? there really is no scientific answer to that. one day seems to vary from the next. but we can get some insight by looking at what happened during july's bart strike. kron 4's dan kerman looks at that.

in bay area news. the national transportation safety board says it has received several complaints that attorneys are soliciting victims of the fallen asiana flight 214. the victims are allowed to look for legal representation, but federal law says lawyers cannot contact anyone involved in aviation disasters for a 45- day period. according to an n-t-s-b spokesperson, several out- of-state attorneys setup victims of the crash, while a few in-state ones actually solicited victims in person at s-f-o just after the crash. a preliminary report by the n-t-s-b released this week on a small plane crash in week shows it was headed to palo alto. the crash killed pilot and palo alto resident steven lefton and seriously injured his wife, karen. the report says the plane left the tarmac at the midpoint of the runway and maintained a "nose-high attitude" as it crested a ridge line and disappeared

prevent vandalism was the result of poor planning. the interim police chief had said officials hadn't realized that the jury in zimmerman's murder trial would be deliberating on a saturday or that a verdict would be reached so quickly. the city of richmond filed a lawsuit today against chevron over the massive fire at the refinery last year. the lawsuit alleges the explosion and blaze at the richmond refinery resulted from "years of neglect" richmond mayor gayle mclaughlin said the city council voted unanimously to sue after talks with chevron failed to reach an agreement. in addition to negligence, the lawsuit against chevron makes six other legal claims no word on how much money the city will seek in the lawsuit. >> pam: the justice department and 33 states have urged for new restrictions to be imposed on apple. they want apple to tear up its contracts with five e- book publishers and sign
