bay. take a look at your bay bridge commute. the meeting lights have not been activated but we are minutes away. we're still seen slow traffic what a mystified 80. there is some light to moderate conditions for the south bay. 101 is just showing the first slowing. >> new this morning. more than 300 hayward city workers are not showing up to their jobs this morning as they begin a three day strike. the city is firing back claiming if they don't report for work. temporary workers will come in and do their jobs. kron 4's will tran is live at hayward city hall. >> the negotiations are not continuing and co-workers instead of showing a car in front of city hall. they are

claiming that the city is not negotiating in good faith. they stated that they have filed charges against the city because of unfair labor practices. they are at many places throughout hayward. they stated they are looking for a raise if they have to contribute to their benefit packages. they stated that enough is enough. if they plan to go on strike today as well as the next two days. >> do you work for the city of hayward? >> yes. i am a senior secretary. i have been working for the city for over 10 years. i am not at work today because the city has failed to negotiate with us. they wanted 17 percent and we have already

given them 12 percent. i told them that i cannot afford to give more. it is becoming critical to membership. we just cannot give any more. that is not true. this is an unfair labor practice. we have been trying to negotiate with them since the beginning. we never said no. we turned in an offer and two days later it did not pass. that is not true. we are willing to talk at any time. >> they stated that they would bring in temporary workers to do your job. any concern with these temporary workers will be permanent workers? >> that is always a concern. he is not fun to be on strike. we're here because we feel that we are forced to be here. this would be

retaliation and this is not illegal to hire these people. i do not know if they can do as good job as we do. we are talented. we should have some value. >> thank you so much for speaking with me. the city stated that says we're not offering the firefighters arrays is that we are not going to offer its to you. they stated that they should also work and not get their races. we will get reaction from the city of hayward. >> aligna little boy from antioch is facing a long road to recovery after being attacked by a neighbor's dog. hunter kilbourn was attacked by his neighbor's pit bull while at his friend's house on sunday. the dog attacked him,

piercing its teeth into his skin, ripping through his face and head. his stepdad tells us this isn't the first time the dog has shown aggressive behavior. the dog is currently quarantined at the antioch animal services. hunter is recovering at u-c davis trama center right now. >> in the south bay today. a meeting on the wrongful death lawsuit brought by the parents of audrie pott. she's the 15 year old girl who committed suicide last year following a sexual assault. potts' family recently reached a tentative settlement with two of the defendants in the lawsuit. pott was allegedly assaulted

>> new information is surfacing about james dimaggio. he is the man who kidnapped the 16 year-old girl, and is suspected of killing her mother and her younger brother. he was said to have been infatuated with the 16 year-old. a new report shows a disturbing similar story between the suspect and his father. a woman who says that dim aggio's father, james everett dimaggio, pursued

firefighters are battling a wall of smoke flames after a massive gas pipeline exploded overnight. witnesses said they saw flames shooting upwards of 200 ft. into the air. the ppipeline ignited just north of interstate 88 in erie. at one point, residents within 1 mi. radius were evacuated but they have been allowed to return to their homes. no word this morning of any injuries due to the blast. >> we are same breaks of sunshine. sunny skies over portions a oakland. the temperatures are mainly in the mid to upper 50s. as we take a look at the headlines. the fog and the cloud cover will be sure to retreat as we head to the early afternoon. you can

signed an order pertaining to the government's use of the communications technology in its intelligence gathering. the order instructs the director of national intelligence to form a review group on the matter. the review was announced friday at the president's new conference. according to the order, the review group will look into whether the u.s. is using its capabilities in a way to best protect national security. >> b.p. assuming the u.s. government over a decision to bar the oil giant from getting new federal contracts after the company pleaded guilty to manslaughter and other criminal charges related to the 2010 gulf of mexico oil spill. b.p. says is seeking an injunction that would lift an order by the environmental protection agency that suspends the company from such contracts.

the are buried under the tower. the federal government stated that they did their independent review and that the team was impressed with the new approach, the fix that caltran and did. in a letter we received in basically stated that it is all systems go and that the reinforcement is strong enough and that caltran is on course and that they can open the bridge on labor day. there was a another independent review. it is still up in the air whether or not the bridge will be open but now the federal government is stating that it is clear. we will try to reach out to caltran and we will keep trying to reach them by phone. >> faugh we will se if that happens on labowe are waking upo

and police and fire on the job. city hall still remain open. >> the services are being provided by temporary workers. the striking workers stated that there is no way you can bring in temporary workers to do what we do. a lot of people, some people are not on strike because they wanted to go to work. the people that did chose to go to work are doing double shifts. according to the city of hayward the stated that you should not miss a beat. >> if i it live and hayward, what might i notice of which the department might not be open? >> they stated that the temporary workers should be on the job and that they should be able to perform the jobs. they stated that some of the managers will have to step in and work or
