the mayor of san diego is stepping down. we'll have the latest information on bob filner's resignation. convicted army private bradley manning now says chelsea manning. we'll explain the many sentence. and low water levels are causing a problem for one bay area lake. when the lake is expected to has agreed to step down from filner was facing a growing sexual harrasment scandal. sunlen miller reports. the mayor of san diego is out >>"mayor bob filner has after a slew of sexual harrassement claims over the last month-- bob filner has made his resignation official >>"for my own part in causing all this, i offer a deep apology / to all the women i have offended. i had no intention to be offensive." the effort to recall him from office was intense. and this week city officials and filner came to a mediation agreement.

new this morning, a u-n official is in syria today. he wants the syrian government to allow u-n experts to investigate an alleged chemical weapons attack this week. anti-government activists assad's regime of carrying wednesday. hundred people in the eastern suburbs of damascus. u-n secretary general ban ki moon says the attacks should response. "i'm especially troubled by reports of chemical weapons might have been used against civilian population. any use of chemical weapons, anywhere, by anybody, under any circumstances would violate international law. humanity should result in serious consequences for the

perpetrator." so far - the u-n cannot confirm whether chemical weapons were used. the u-s is not saying exactly what they were. the u-s, britain, france and russia are urging an overthrow of assad and cooperation with the united nations. the u-s is increasing its president obama is considering a military response to the assad government's alleged use of chemical weapons. but the president says moving too quickly is problematic. fourth navy warship has been however there have been no syria. a memorial service for the mother and brother of hannah anderson, who were killed by a family will be held today at a san diego-area church. the service for christina and ethan anderson will be held in santee and is open to the public. the bodies of christina and ethan were found at the home of james dimaggio who set it on fire earlier this month. dimaggio was killed by f-b- i agents on august 10th in the six-day search. authorities have declined to discuss a possible motive in

the deaths. just convicted and just sentenced. private bradley manning wants to change from a from man to a woman. while in military prison. manning is about to serve a 35-year prison sentence for leaking mounds of classified military information to wikileaks. and he says he wants to get hormone treatments while in prison. manning suggested he was dealing with gender issues while in the military and they may have led to his decision to leak classified info. professor about the challenges manning may face. a fort leavenworth spokesman says manning will not be allowed to wear a wig or bra, and must have hair cut to military standards

watching wall street this morning. stocks ending the day yesterday with modest gains after recovering from an early stumble caused by a poor report on the housing market. here's a look at yesterday's closing numbers. the dow rose nearly 47 points, closing at 15,010. the nasdaq climbed 19 points to end friday at 3,657. and the s and p 500 rose six

and a half points closing at 1,663. it was a great trading day for facebook. the world's largest social media network yesterday closed above 40 dollars for the first time. facebook went public in may of 2012 at 38-dollars per share. expectations but the company's i-p-o was marred by trading glitches. the stock bottomed at 17- dollars 55-cents last september. facebook announced a technology partnership earlier in the week that aims to expand internet access to five billion people currently not connected. apple may receive reduced punishment for conspiring with publishers to raise e- book prices. the department of justice has suggested to cut the current punishment in half.to five years. the injunction prevents apple from making deals with publishers that would limit price competition. officials say the ruling that the original proposal would unnecessarily harm apple. the rim fire continues to spread. and a state of emergency has been issued for san francisco. that's because power and water supply to the city could be affected if the fire continues to grow. that fire is now has burned at least 125-thousand acres and is five percent contained. more than 27-hundred firefighters are battling the fierce flames. evacuations are underway. as some 45-hundred buildings are still threatened. kron 4's philippe djegal attended a community meeting near the fire. where anxious residents in the area. share continuing our team coverage. >> some residents have already left their homes and others are all packed up and ready to go in case the

happened in san carlos. on upland avenue. police say, a man posing as a p-g and- e employee. told the homeowner that an overhead line had to be installed. once inside the home, the suspect called an accomplice to come in, who stole cash and valuable coins. in another case. an elderly man was targeted earlier this week in oakland. p-g&e is now providing some tips to help residents recognize imposters -- this follows the recent burglaries in vallejo, oakland and san carlos where thieves have posed as utility workers -- to get inside people's homes. p-gand-e says. you should always ask to see identification from anyone claiming to work for the utility. customers who have an appointment with p-g&e, will get a phone call from a representative before a scheduled visit. and if you have any questions -- you can call p- g&e's customer service line. at any time

watching wall street this morning. stocks ending the day yesterday with modest gains after recovering from an early stumble caused by a poor report on the housing market. here's a look at yesterday's closing numbers. the dow rose nearly 47 points, closing at 15,010. the nasdaq climbed 19 points to end friday at 3,657. and the s and p 500 rose six and a half points closing at 1,663. it was a great trading day for facebook. the world's largest social media network yesterday closed above 40 dollars for the first time. facebook went public in may of 2012 at 38-dollars per share. there were lofty expectations but the company's i-p-o was marred by trading glitches. the stock bottomed at 17- dollars 55-cents last september. facebook announced a technology partnership earlier in the week that
