new overnight. an unprecedented plan to buy struggling richmond homeowners' underwater mortgages is moving forward. early this morning, the richmond city council voted 4 to 3 to continue pursuing the controversial plan. this is a map of the six hundred homes that are currently underwater. under eminent domain, the city would buy the loans at fair market value. and allow the homeowner to

refinance. about half of the city's homeowners are underwater on their mortgages firefighters have gotten an upper hand on the fire burning atop mount diablo. the flames broke out sunday afternoon and have burned thousands of acres and forced evacuations. joining us live from dublin is kron 4's will tran. >>: how were you able to make such progress over the next several days. >>: part of our initial order is we have 1400 fire fighters on seeing right now so they were able to make good progress over night. we are definitely going to start to transition into the mouth of stage and we are also going to release some of the resources here to the back of the region. >>will: even though containment went up you never scaledown as far as resources permit you to run more firefighters to the
