new overnight. an unprecedented plan to buy struggling richmond homeowners' underwater mortgages is moving forward. early this morning, the richmond city council voted 4 to 3 to continue pursuing the controversial plan. this is a map of the six hundred homes that are currently underwater. under eminent domain, the city would buy the loans at fair market value. and allow the homeowner to

refinance. about half of the city's homeowners are underwater on their mortgages firefighters have gotten an upper hand on the fire burning atop mount diablo. the flames broke out sunday afternoon and have burned thousands of acres and forced evacuations. joining us live from dublin is kron 4's will tran. >>: how were you able to make such progress over the next several days. >>: part of our initial order is we have 1400 fire fighters on seeing right now so they were able to make good progress over night. we are definitely going to start to transition into the mouth of stage and we are also going to release some of the resources here to the back of the region. >>will: even though containment went up you never scaledown as far as resources permit you to run more firefighters to the

>>mark:following the latest in the crisis in syria. president obama is conditionally endorsing a russian offer to seize and destroy chemical weapons in syria. this is in an effort to avert u-s missile strikes.

in his address last night, obama tried to answer the many questions in light of potential u-s military action. >>: i will not pursue a prolonged era campaigned like libya. this would be a targeted strike to achieve a clear objective. to return the use of chemical weapons. the president says he will not try to remove assad by force, citing the war in iraq as proof that such a move would leave the united states responsible for the aftermath.

he says immediately after a military strike, he would redouble efforts to seek a political solution to syria's civil war. several dozen people reported illness after eating a brand of yogurt that was recently the subject of a voluntary recall. the fda says it has gotten at least 89 reports of

people getting sick after eating chobani greek-style yogurt. the agency says those reports haven't been confirmed. chobani voluntarily recalled some yogurts last week after customer complaints about swollen or bloated packages.

a u-s ambassador and three other americans were killed in the attack in benghazi. the obama administration's account of what led to the attack. has become a campaign issue and republicans are saying, the white house misled americans about whether it was a terrorist attack. the obama administration has fired back saying, the state department email was just one piece of

information on the attack, and did not provide complete evidence at the time. we are continuing to monitor was going to mark the 12th anniversary of the september 11th attacks. here is what going on right now.

of the people who died in the terror attack on september 11, 2001. 12- years ago today nearly 3-thousand people died when hijacked planes crashed into the world trade center and the pentagon. in new york a ceremony is being held at the national september 11th memorial plaza in the world trade center site in lower manhattan.

here's video of the moments of silence held around 5-45 this morning. and communities throught the bay area are making 12 years since the 9/11 attacks that took nearly 3-thousand lives. in san francisco all 43- fire stations will hold remembrance ceremonies. however it is encouraged that you attend the ceremony at station 7 located 23-hundred folsom street.

that will start at 6:45 this morning. the bay bridge is one stop closer to being named after one of its most well-known and controversial politicians. >>terisa: someone came and she ripped these firefighters off. it wasn't just this fire station but there was another fire station that was also burglarized. firefighters were sleeping the aftertime so the firefighters walk up is scare the person away. police are looking into this to see if there's a link between the two stations are right now we are not sure. >>darya: you always have to wonder when there and the

house uc fire stations wide open so people can still stuff and they leave nra. are they talking about making a quick security change >>: they are reviewing their security plans to make sure perhaps things are a little bit more locked up instead of what they were but they always liked things up before they take off. >>james: more on the mt. diablo fire. we have residents and clayton one of the areas that was evacuated. it wasn't a initially a kron4 evacuation but then things changed quickly once the wind direction shifted. firefighters turned their attention away because the fire had already had it in another direction but then the wind shifted and realize the planes actually were heading back to some of those homes. >>: when it shifted and
