diablo fire was started by someone was target shooting. that is what investigators have determined. the fire began near the town of clinton on sunday. it has forced the evacuation of about 100 homes. the fire is 95 percent contained, with full containment will be expected today. >> russia's president vladimir putin says that syria's move to join an international convention banning chemical weapons has proven its good faith. syria made a formal bid to join the chemical weapons convention. the u.n. welcomed the move, but said that it could take 30 days for syria to become a member. russia proposed on monday that syria surrenders control over its chemical weapons to the international community for its eventual dismantling to avoid a u.s. military strike, and damascus quickly jumped at the offer. as the u-s and russia follow up on apparently contentious opening round of talks, their top diplomats will search for agreement on details that go into a russian proposal for securing chemical weapons.

secretary of state john kerry and russian foreign minister sergey lavrov are being jointed at the talks in geneva by chemical weapons experts from their countries. the diplomats are expected to meet again today to go over the mechanics, details, and timing of the plan for the weapons to be quarantined and destroyed. talks began yesterday and kerry was quick to reject a syrian plan to begin a quote "standard process" by turning over information rather than the weapons. line >> twitter is going public. the san francisco social media giant tweeted yesterday that it is filing for an initial public stock offering. kron four's mike pelton is live in san francisco, with more. mike? >> under the law, their information must become public before they start meeting with their investors. we do know that

the beit bridge with more. >bay bridge with more. >> we are having some traffic problems. i want to give you a look at what it looks like out here from this position. you can see that the traffic at this hour is slow. you can see that it is not just this area that we're talking about but the bay area bridges and holt are busy. there is a 2.4% increase compared to last year. the bridge officials at this time and try to figure out why. there stating that maybe is due to the bart negotiations. officials stated that when it comes to the bay bridge more people wants to check that out especially towards. they are

zeroing in on the fact that there is just more traffic out there. so, unfortunately it is not just on the bay bridge but the san mateo bridge, the dumbarton bridge, all the bridges are seen an increase and traffic. >> we are just pass the metering lights. and again one of the problems people are facing is that it is really tough going. the traffic is horrible on a daily basis. >> there was an accident westbound that occurred right by 80 over crossing. we can see that the crews are working on this accident. even though a
