just follow us on twitter for like kron 4's facebook page. --or 'like' us ..also - you can get breaking news alerts on the new kron4 app. >> this week, the california legislature passed a bill that would create a statewide earthquake detection system to send out warnings before a big quake hits kron 4's charles clifford is live in the newsroom with details. >> scientist predict that over the next 30 years there is a ninety-four percent chance that a magnitiude 7.0 or greater earthquake will strike in california. southern california is at the greatest risk. if governor brown approves this new legislation, the state will spend eighty million dollars building a system to detect earthquakes and send out warnings. when an earthquake hits, the first signs of trouble are what are called seismic p-waves travelling through the earth. p-waves generally don't cause any problems, but they are often followed by more destructive s-waves which can damage

buildings, bridges and roadways. if approved by the governor, senate bill 135 would require the california office of emergency services and a variety of other agencies to develop a network of earthquake sensors across the state. those sensors would detect p-waves then the network would quickly send out warnings that s-waves are on the way. when completed, the system could provide people up a minutes worth of warning that an earthquake is coming. that may not sound like much, but it could be enough time to slow down trains, pull over cars, shut off utilities or take cover. a similar system already exists in japan. in march 2011 warnings were sent out to 52 million people prior to the 9.0 earthquake that stuck just off the coast. a test sensor network, called the california integrated seismic network, has been watching for earthquakes since 2001 but it's very limited and doesn't send out warnings to the general public. the new system would be a more robust version of that network. the governor has not said if he will approve the plan.

(male announcer) this is the bay area news station, kron 4 news starts now. >> tonight at six we are very far apart. we are very concerned bart management says if the strike resumes it is likely to be a long one. and they unveil a plan to keep trains running. that the unions call unsafe. the bay area is only 28 days away from another possible strike by bart workers. tonight. we're beginning to learn about a plan by bart management to keep some trains running. kron-4's j-r stone is live at the lake merritt bart station with our top story. j-r - what have you learned? >> reporter: the train service could be very limited, with even a skeletal levels of work forces. >> we are working to make a public statement about the

possibility of the public strike and the possible duration of the strike. >> reporter: right now, they are fearing that this could last for several weeks. they have 200 managers that are not part of the unions. some of them have prior experience on trains. they will first focus on a trans- based service extremely limited like the bart charter services were used during the last strike. >> the would not say how many operators will be available or if they would the available right away. we are still in the early stages. and there would still have to vote on this. dan kerman you have been speaking to the unions and i can only imagine their response. >> reporter: the thing that

management is blowing smoke. not only are they saying that there is not enough management but who was one to help prepare or service these trains? it is simply irresponsible or not safe. if they do not have enough training. houg we have the 16th week. and they have to undergo an additional 90 days of probation to make sure that we are properly certified. it is absolutely irresponsible to train managers that they some were trained operators in the past. we are held at these standards and yet, they are going to say that the managers are going to not be held to these safety standards? what about the electricians, and the rail

inspectors, among others. >> reporter: there is not enough management to go a round. to do all of the functions they do not want to sto a strike and they should be focusing on contract negotiations and less on it management training to drive the strains. the deadline for the 60 day cooling will expire on october 10th at the to not expect that there is going to be a strike on october 11th but they are still, very far apart. with pensions, celery, and they have not spoken over 30 days. with pensions or -- salary requirements discussions. dan kerman, kron 4. service would be extrememly

>> catherine: in other national news. fire tore through a business district in winona, minnesota today. the fire began in a building that houses an islamic center and then spread through the block. you can see the tops of some buildings are badly damaged.. crews had to quickly close off several blocks in the area so firefighters could reach hydrants. as bad as this looks -- there were no reports of injuries. >> the c-d-c has confirmed that a rare brain eating amoeba has found its way into the water system of a louisiana parish. this comes just one week after health officials said a little boy died from the amoeba. now they say there are traces in the saint bernard parish water supply. the amoeba can not be passed by drinking the water. but people are understandably upset. and want the problem cleared up. >> "i hope that the parish

>> the california legislature has passed a bill that would create a statewide earthquake early detection system. a network of sensors would detect earthquakes before they hit. and send warnings out to the public. the system could give people up to a minute of advance warning before a big quake. and that could be enough

time to slow down trains, stop cars, turn off utilities or take cover. the entire system would cost about 80- million dollars. the governor has until october 13th to approve the plan. >> pam: catherine? >> catherine: people in new jersey are still in shock. nearly a year after super- storm sandy battered its iconic seaside boardwalk, a huge fire yesterday - destroyed much of it again. 30 businesses are gone -- undoing most of the rebuilding work after sandy last october. kathryn brown reports. >> it's piles of just char and debris. caved in buildings, no walls no roofs. it just looks like a bomb went off. >> reporter: summer came to a sad and screeching halt in seaside park. as an enormous fire engulfed 4 blocks of boardwalk. from stockton to lincoln avenues, swallowing dozens of businesses. >> you hear one explosion after another as gas lines blow as stuff exploded as grease exploded and the smoke was so thick and so black.

>> reporter: about 500 firefighters from around the state raced to the shore as it went up in flames. for 9 fierce hours, gusty winds blew embers out of control. flames jumped entire city blocks. the only way to control it -- was to destroy the newly built boardwalk. >> we had to go through it with our trench cuts and ruin a few sections of brand new boardwalk but we had to do what we had to do. >> that was the decisive moment, that's where we decided to put resources and make our stand. if it had gotten by us at lincoln avenue there's no telling where it would have stopped, and so that's the ingenuity and bravery of the firefighters. >> reporter: crews worked tirelessly through the night -- to bring the fire under control and keep hot spots at bay. a challenging job -- as burning stacks of rubble became trapped beneath collapsed buildings. >> i'm just standing there in disbelief like come on we went through sandy how can we go through this? we can't even come up for air. >> reporter: this was supposed to be seaside's

>> barry bonds - back in a courtroom today - for the ruling on his appeal of an obstruction of justice charge. grant lodes is live in the studio with more. grant? >> today the court upheld his conviction, meaning bonds could be stuck in his house for a while. a federal appeals court gave to a grand jury in 2003 was in fact "evasive" and that it hindered the investigation into the use of performance-enhancing drugs. bonds is facing 30 days of house arrest and two years probation >> pam: a 22-year old belmont man was arrested on suspicion of stabbing a man outside a bar, in the cow hollow neighborhood of san francisco back on august 4th. joseph huelbig - the man you see here - was arrested last saturday. police say, he and the victim left a bar around 1 a-m. an argument started, and ended with huelbig reportedly stabbing the victim. he is now charged with several felonies, including attempted murder and aggravated assault. >> while bart -- in the short term -- is dealing with another possible strike by workers. management is still looking ahead to the long term. the agency is preparing an environmental impact
