kron 4's mike pelton reports the latest on this breaking story. mike? the deal comes following the third day of negotiations in geneva between u-s secretary of state john kerry. and russian foreign minister sergey lavrov. the two made the joint announcement today.laying out a series of steps the syrian government must comply with. among the steps.the two diplomats say syria has one list of its chemical weapons inspectors must be on the november. the hope, then, is to see the destruction of all syria's chemical weapons by the middle of next year. this comes after president august 21st chemical weapons attack that the u-s says killed more than 14- hundred people during the country's ongoing civil war. after fierce opposition to a strike on syria.russia and the united states engaged in face-to-face discussions over the past three days.and have now found common ground.

secretary of state john immediate access to international inspectors. and that if the syrian government does not comply with these demands to rid itself of chemical weapons. they will seek a u-n security counsil resolution that could authorize sanctions against syria. in the newsroom mike pelton, kron 4 news bart officials say it's time to get serious about the possibility of another strike. management says if there is a walkout.it has a plan to keep some trains running. it would include limited train service. the trains would be operated by managers with transit operation backgrounds. the assistant general explains the plan for service. .skeletal service.very limited in duration. limited number of trains union managers who may also help out. bart unions reacted quickly plan.calling it irresponsible and potentially dangerous. an official says being a certified bart operator

requires at least three months of training. the union suggests putting managers at the controls could risk public safety. union officials say there are not enough qualified managers to run the trains and fulfill the other roles involved in keeping bart running. bart workers picketed during the short strike over the july 4th holiday week. riders told kron-4 what they think about bart's plan to keep the trains running if workers walk off the job for a second time. a massive fire broke out on the iconic boardwalk nearly a year after superstorm the area. many are still recovering from the natural disaster. as anderson cooper reports. the fire started at 2:15 on thursday afternooon.

more than two dozen state northern colorado. days of flooding has washed out roads, turned streets into waterways, and filled homes with over 15 inches of muddy water. four people have died from the flooding. thousands have been evacuated from their homes. and the nightmare is far rain expected over the weekend. one family says when they they didn't want to wait for rescuers. so they decided to pack up and hike to safety. here's how the father described his family's journey to higher ground.

in the philippines. officals say government troops are battling their way into coastal villages in the south. the rebels are holding hundreds of hostages. the standoff has sent more than 60-thousand people fleeing from their homes. the government says it is working to end the crisis soon. arizona senator john mccain is reportedly planning to respond to an op-ed piece by russian president vladimir putin. according to foreign policy magazine's "the cable," mccain has agreed to write a column in a prominent russian newspaper. the column will reportedly attack putin's leadership. this week. putin's op-ed in the new york times argued against a u-s military strike in syria. and criticized u-s foreign policy. mccain's office has promised to submit his column by wednesday. the u-n secretary general had harsh words for syrian president bashar al-assad. ban ki moon says he believes the report on syria will show overwhelming

72 san matio upper 60's for down town san francisco mild temp this eveinging low 60's downtown san franciso drivers in walnut creek could be facing a big parking meter rate increase. the proposal by the city's transportation commission will potentially double meter rates.

when parking is in high demand rates could go from the current price of one - dollars an hour. the transportation commission says this is all part of a plan to funnel drivers into using the city's often under- used parking garages. city staff also recommends changing the meter enforcement hours. from nine- in the morning until six -at night. kron 4 spoke with people who proposed changes. the transportation plan to the city council next month. if adopted, the rate hikes could go into effect next year. a brazen robbery caught on camera. early friday morning in pleasanton. a suspect enters this 7-11. the clerk was inside a tries to lock him in.

the suspect then hops over the counter and heads for the register. the 7-11 employee briefly confronts the thief, but the suspect takes off. pleasanton police say, no weapon was used during the robbery and the search is still on for this man. kids are playing a risky game. which can have dangerous consequences. it is called the "pass out game". or the 'thumb blowing' game. kids crutch down, breath deep and then blow on their thumbs. the result. they faint. there are reports -- a 12- year old british boy collapsed and ended up in a coma after he copied the videos he watched online. but whenat sinaloa middle school in novato, the school sent out a warning letter to parents after a few teens were caught playing the game on campus. no one has been hurt, but parents are concerned. sot it is unsafe i don't know where they get these things from.

two corporations that owned the post cereal brand have agreed to pay 635-thousand dollars in fines. these fines are to settle allegations that post holdings, inc. and ralcorp holdings inc. failed to prevent air pollution from a modesto plant where grape-nuts, banana nut crunch and other products were made. federal investigators found that cereal coaters, dryers and other equipment at the plant emitted chemicals that play a role in creating smog. post has since spent a little over one million

dollars on equipment to control the emissions. would number of people filing for first time unemployment claims fell by a substantial 31-thousand last week, to under 300- thousand. that's the lowest level since early 2006. but the labor department notes upgrades to computer systems in two states may have triggered this big drop. and this number will have to be revised in coming weeks. this is the last piece of labor market news before the discuss cutting its stimulus program next week. walmart says it's cutting down on certain chemicals found in household products. the move is one of the mega-retailer's green initiatives-- highlighted during a meeting about the company's sustainability efforts. walmart has not said which chemicals are on the chopping block, but that the change will impact household cleaning, beauty and cosmetic products. the company says it's asking manufacturers to transition to greener ingredients.

the u-s and russia could seek u-n sanctions against syria. at this point it's unclear if syria has signed onto the agreement. in the newsroom mike pelton, kron 4 news rohnert park police are looking for a suspect who sexually assaulted a hotel housekeeper. it happened friday afternoon at a doubletree hotel. the victim told police she was cleaning a first floor patio when she was assaulted. the suspect grabbed the victim from behind and knife.then tied her up and assaulted her. police say the suspect is described as a black male.between 30 and 40 years old. he is about five foot 10 inches tall with a thin build. neck. bart officials say it's time to get serious about the strike. management says if there is a walkout.it has a plan to keep some trains running. it would include limited train service. the trains would be operated by managers with transit operation backgrounds. the assistant general manager of bart operations service. .skeletal service.very limited in scope.very limited in duration.

the service would include a limited number of trains during peak commute hours. bart says it has 200 non- union managers who may also help out. bart unions reacted quickly and negatively to plan.calling it irresponsible and potentially dangerous. an official says being a certified bart operator requires at least three months of training. the union suggests putting managers at the controls could risk public safety. are not enough qualified managers to run the trains and fulfill the other roles running. bart workers picketed during the short strike over the july 4th holiday week.
