department is trying to find the owner of two small dogs. that were abandoned on city streets. good morning and thanks for joining us on this thursdayber i'm james fletcher. toss to wx or trx. a man is in custody after a 4 hour standoff with police in san ramon. this is video from our helicopter partnership with a-b-c seven. it all started when around 2 yesterday afternoon when officers came to a house in the 34-hundred block of asbourne circle to serve a foreclosure notice. police say the locksmith was drilling the door open when a man inside the home

shot through the front door, striking the property manager in the leg. the man then barricaded himself in the home for several hours, finally surrendering after the sheriff's swat team moved in. tonight -- police say, they have a man is in custody. after a 4 -hour standoff with authorities in san ramon. this is video from our helicopter partnership with abc 7 news.

it all started when officers came to a house to serve a foreclosure notice. in an upscale san ramon neighborhood. kron 4's jeff bush is live in san ramon with the latest. jeff?? the property manager was taken to a local hospital for treatment. no other injuries have been reported. a major crackdown on second hand smoking in walnut creek. the city council initially passed an ordinance tuesday night that would prohibit smoking in all of downtown. and most other public areas in the city. a vote that is drawing mixed reactions.

kron four's philippe djegal explains exactly where smoking will be outlawed. and, when the new ordinance could go into effect. soon. this could be illegal and considered an infraction in walnut creek. lighting up and smoking a cigarette downtown. the new ordinance probihits smoking in or near any businesses. outdoor dining areas. all recreational areas.

like parks, playgrounds, picnic areas and sports fields. smoking will even be prohibited at multi-unit residential properties. that's apartment complexes, condos and duplexes. smoking on balconies and patios will be against the law. the city council has to vote on the new ordinance one more time next month before its officially adopted. if approved, the ban would go into effect by november. city spokesperson sandra meyer says the city and property managers will have some 90 days to install signs.

making the public aware of the new law. which would then most likely start being enforced by february. with fines raning from 100 to 500-dollars in walnut creek, philippe djegal, kron four news. new this morning. give yourself a few extra minutes if you're headed to the o- dot-co coliseum today. it's all because new security changes are taking effect today. the oakland a's will be a using a walk-through metal detection system for fans entering the coliseum. a's fans will have their bags searched and will need to empty pockets of keys, cell phones and other items before walking through the metal detector. m-l-b says there is no league-wide mandate on the new security, but other teams started implementing the system earlier this year. the a's take on the minnesota twins tonight at 7:05.

for the third day in a row, bart management and its unions sat down to try and work out a solution to their contract dispute. but there still seems to be little progress.. that dispute led to a strike back in july. now when a cooling off period ends the evening of october 10th, workers could be right back on the picket lines. bart management has given workers a final offer. and despite ongoing negotiations, management has been unwilling to move off that proposal. the unions did offer a counter proposal on monday, but management has yet to formally reject the offer. union members say they are also frustrated. that no additional meetings are scheduled until monday of next week.

and friday of this week, they will be there. coming up on the kron 4 morning news. the latest in the devastating floods in colorado. we'll tell you how many people are still missing. and the powerball numbers have been drawn. and someone's ticket matches all six numbers. we'll tell you where the winning ticket was bought. the fremont police department is trying to find the owner of two small dogs that were abandoned on city streets on wednesday. kron 4's charles clifford reports. these two yorkie terrier mixes are being kept at the tri city animal shelter in fremont. on wednesday, the dogs were found...separately... in different locations. the first little dog was found around 8:45 wednesday morning here near the intersection of fremont boulevard and gibraltar. a witness says he saw the dog jump from a blue pickup truck that had a female driver. initially we thought that

maybe the dog jumped and just got away from it's owner but when a concerned citizen, about two hours later, brought in a second dog we're starting to think that maybe someone dumped the dogs. when the two pups were put together, it was obvious that they were a pair. they look identical, they're harnesses are similar and once they met each other it was almost instantaneous that they were a bonded pair. the yorkies appear to be in good health , well behaved and even house trained, but there's no clues as to who the owner may be. they don't have tags, they don't have microchips.. there's nothing that would link them back to an owner. animal services will hold the dogs for a week hoping that an owner will come forward and claim then. we are hoping that an owner will come forward and claim them. maybe someone took them and dumped them. if not we are hoping they can pass out temperament evaluation and go up for adoption. anyone with information is asked to contact fremont animal services. in fremont, charles clifford kron 4 news.

in oklahoma. a massive plant fire erupted overnight. the flames ripped through danlin industries in the city of thomas. according to the company's website, it supplies specialty chemicals to the oil and gas industry. police reported no injuries and say everyone at the plant is safe and accounted for. the cause of the fire is under investigation.

new this morning. the secretary of the navy is ordering three reviews into security clearances following the deadly navy yard shootings in washington, d.c. secretary ray mabus wants to know if any red flags were missed in granting gunman aaron alexis clearance. two of the reviews will focus squarely on alexis. the third will scrutinize the entire security clearance process. despite three arrests, possible mental health issues, and a less than exemplary military record, alexis was granted security clearance as a military

her. originally he said there was an intruder. but he was eventually arrested by deputies and charged with second degree murder. kron 4's j.r. stone is in calaveras county following the story. attorney mark reichel is talking about his client, isaiah fowler, accused of 2nd degree murder in the death of his sister leila. there's no sufficient evidence to convict this young man of the charge. wednesday, the fowler family walked out of the courtroom after learning that a trial date for their son would again be delayed. we just caught sight today. miller-just got some today. the fowler family has previously said their son is innocent, declining to comment on camera wednesday. leila fowler was killed in late april. her brother isaiah was at home babysitting her when she was found stabbed to death. originally her brother told authorities he saw someone run from the house. weeks later he was arrested. as
