>> catherine: a shocking case of road rage was caught on camera in new york. here's how it started. a gang of motorcycles on the henry hudson parkway -- speeding up and boxing in a range rover suv. inside -- a 33-year-old man with his wife and baby daughter. this video was taken by one of the bikers. >> catherine: some say they were trying to intimidate the driver. but things got ugly when

one of the bikers seems to slow down right in front of the car. we slowed that video down for you.the driver bumps him and the biker is injured. that driver says it was an accident. >> catherine: but whatever it was.the bikers come to a standstill and are enraged.police >> catherine: say this is where the tires on the suv were slashed. desperate to get away.watch as the driver speeds away.plowing over three of the motorcyclists. >> catherine: he told police he was afraid for his life. the motorcycle gang retaliates by chasing him. one of the bikers later opening the car door and trying to haul the driver out -- before he speeds off again. but they finally corner him in new york traffic - where he has nowhere to go. one of the bikers takes off his helmet and smashes in the driver's window. dragging the man out of the car. this is where the driver was assaulted.in front of

his wife and 2-year-old child. >> catherine: he needed stitches. police have arrested two of the bikers - and are looking for more. this is the man who was driving the suv. alexian lien. he'll be ok.and actually some of the bikers were more seriously hurt. the family of one of those bikers - claiming he might be paralyzed. >> catherine: why did all this happen? tonight police say the motorcycle gang had been trying to shut down a stretch of the highway so they could have it for themselves. >> pam: surrounded at see how all of a group of voters got out of the sticky situation. and a young girl the only survivor was her father did in his dying moments to say per life.

pride! >> pam: now back to our developing story tonight. the partial government shutdown. it's having an impact on those who work for and do business with the internal revenue service. kron four's rob fladeboe has more on that story now from san jose. >> reporter:hoping for some taxpayer assistance on tuesday, dozens of people showed up here at the internal downtown san jose only to find the doors locked and a sign on the door saying the offices will be closed until further notice. >> reporter:the irony of the shutdown was not lost on those who came here to ultimately pump some revenue back into government coffers. >> this is sad that it always affects us. any

the shutdown means unwanted and unpaid time off for federal workers. some agencies employing tens of thousands of people are now down to a couple of hundred, >> pam: no furloughs in space, but astronauts in orbit could get voicemail if they phone home to houston. 97 percent of nasa employees will be told to stay home, 18=thousand of them. only 550 will report to work. protection agency, 96 service will keep working, but the rest of the commerce department will shut. the department of interior will furlough 81 percent of is workers and shut down all national parks. ealth and human services will furlough all its food inspectors. at the pentagon, the furlough will affect about half of 600=thousand civilian defense workers. military paychecks could be delayed if the shutdown lastair traffic controllers will stay on the job at the transportation department. the justice deparyment would not be greatly impacted. will still be on the job. same with homeland security. >> reporter:no one is furloughing any >> pam: continuing our team coverage. most federal courts are still up and running but that could change.
