south by strong winds, triggered evacuations anroad closures in the grizzly island wildlife area. built overnight, in napa county. nearly 400 a. have burned. crews are getting a handle on this with 75 percent containment. this is near knoxville road. meanwhile, and sonoma county, near rohnert park. some homes, and even in the background the vegetation fire near green park. with 159 acres have burned with a 75 percent containment. they have made progress with an air attack. they are asking people to avoid this area. high winds fanned a fast- moving grass fire early this morning in the hills north of livermore.

planted. so it was not the city's responsibility. in berkeley, haaziq madyun - kron 4 news >> reporter: in the oakland hills this is what one resident said as this street lamp came crashing down on top of her car. it caused major damage. the windshield is broken and the back window is crushed. scattered glass and this home owner was not around and they usually put their car in the driveway but that was not the case thursday night. up the street, more damage. tree limbs. and this pile, or around the corner and one of these tree limbs had crashed into this fence as it crashed to the ground. this home owner knew that the strong winds but it did

road trip when the trooper pulled him over. the trooper repeadedly asks van allen to get back in his car. then van allen walks towards the trooper and both men shoot each other. van allen is hit once in the chest. he's able to ger back in his car.then drives off.he was found dead half a mile down the road. his children were not hurt. the trooper was hit on the right side of his chest.but that injury was not cinsidered serious. the d-a ruled the trooper's use of deadly force was justified. in kentucky.

>> this was in the fair oaks district in redwood city. this was traveling east towards battlefield when the driver lost control. and slammed into another vehicle and flipped over. neighbors video. the chp says the pregnant driver, lopez had her seatbelt on but the passengers, a one year old, five year-old, six year-old, 17 year-old did not. miraculously, the c h p says that nobody was injured. only cause and bruises to the driver and no injuries for the young ones. >> and the time that there are no passengers that are constraint. with a roll over a crash. these people were very lucky.

what's going on. but thankfully the security officers that were there made things a lot more calm and they directed us to a safe place" watch this - a police officer racing to the scene of a police chase and deadly shooting in washington -- ends up in a wreck himself. a witness captured the crash on camera. the officer slammed into a barricade on his way to yesterday's lock-down situation on capitol hill. the federal officer was one of two officers injured in the incident. both officers are working without pay - because of the government shutdown. the national treasury employees union will address a capitol hill rally at 11 a.m., friday, oct. 4, to emphasize the point that federal employees want to work rather than be caught up in government shutdown. washington - both sides are making it clear today that they take the partial shutdown of the federal government seriously. house speaker john boehner , in calling for talks with the white house, said, "this isn't some damn game." and president barack obama responded today to a question about an unidentified senior administration official who street journal as saying the white house was "winning" federal employees, "as long as they're off the job, nobody's winning." government shutdown, and it doesn't appear any closer to ending. yesterday, a microphone caught two republican senators claiming they can win the debate. listen to the private conversation between minority leader mitch mcconnell and senator rand

>> now for today's market update. the stock market closed modestly higher even as a partial shutdown of the u.s. government continues. the dow jones industrial average rose 76 points to 15,072. the nasdaq composite index rose 33 points to 3,807. the s&p rose 11 points to 1,690. the stalemate in washington could mean higher grocery prices. because with congress locked up *not passing a budget, it means they're not likely to pass a new farm bill either. that means you could see higher prices at the grocery store for stuff like milk, cheese and butter. alison kosik has the details. >> reporter: when the government shut down monday at midnght. it also marked the expiration of the latest farm bill. the bill does a lot of things. including managing food stamps, and regulating crop insurance. that regulation helps give farmers a cash buffer. without it, the cost of

maintaining their livestock can easily outweigh the sales they make. the bad part is: there's a trickle-down effect. and the farm bureau says: come january, consumers will face the impact of the higher costs farmers are paying to feed and transport their livestock. one new york agriculture rep. says, that means the price for milk may double in the coming months.from $3 to $6 per gallon. that could ripple to other milk-dependent foods.like cheese and butter. analysts expect congress to extend the law for another year or two, rather than agree on a new bill. but it's not clear when that might happen. if lawmakers don't take action soon, it'll be bad news for all of us. many shoppers aren't going to be willing to pay so much for a gallon of milk. and without making those sales. farmers - especially in smaller markets - are at risk of going out of business. the timing isn't great. prices for so many groceries have already been going up. a gallon of milk has already risen a quarter this year. bread and orange juice prices are also up. and the problem feels even
