of talks between the two sides. joining us live now with the latest on the negotiations is kron 4's will tran. will? >> reporter: good morning i am in front of the building with the contract talks will resume. the bart contract talks, today is the 154th day. it is expected to be a longer day. they knew that they would be back here today. it is probably a long day. we have until right before midnight, 11:59 if there is a deal. already, 200,000 people used the bart each day. you can imagine how difficult monday could be. you remember back in the month of july. they are not used to taking other forms of transportation. now, they will have to use new routes.

that is why they are hoping that these two sides will reach a deal. here is what each had to say a of the latest of the contract talks. >> today was more of taking into consideration of what management had said. i know that the union had spent a lot of time and energy how to restructure and save money in different areas. and come up with something that would be acceptable. taking into consideration what is important. >> we had a productive discussions today with different viewpoints. currently, the teams that are costing the items are still talking with the bargaining sides. have still yet to be agreed to. >> reporter: even both sides

agree that there is some progress. but there's still a lot of heavy lifting. in the meantime, bart is using other measures so that the commuters will not be completely caught off guard. they told me on friday that they will have bart buses at a cost of a $225,000 per day. the negotiators should arrive around 9:3:00 pm we are hoping to get a live interview with them. would they should be around. this morning at 9:15 a.m. this morning. >> marty: do you know if the bart general manager will be participating in the talks today as she has in the last couple of >> reporter: daysreporter yes. the unions have been

shuttle commuters. you can catch the free bus at the following 9 stations el cerrito del norte, west oakland, lafayette, concord, walnut creek, dublin/ pleasanton ,hayward fremont and san leandro the buses will go to the san francisco transbay terminal from 5 am to 8 am. there will be 5 to 15 buses at each station on weekdays. parking at the bart stations is also free in the event of a strike. bart would increase the amount of buses to 200 for next week. a-c transit will put its biggest buses on its busiest routes which includes 60- footers making transbay runs. the fares stay the same. and sf bay ferry will put out all available vessels. the special schedule will have departures every 45 minutes . the oakland to sf ferry building ride begins at 5:30am. for the evening commute.. boats will start departing sf at 3:15.

negotiations between president obama and republicans on the debt ceiling- are still at a they made some progress. but this morning, negotiations are at a standstill between president obama and republican lawmakers on ending the government shutdown. the president rejected the house's plan to temporarily raise the debt limit by six weeks. calandra corder reports there seems to be no end in sight to the government shutdown. >> it's the 12th day of the government shut down. the raising of the debt ceiling had a brick wall. >> the senate and the house and the president says no. it is kind of tough. >> reporter: president obama says that he is in support of a temporary release of wise investment. >> reporter: the current standstill is saying that it is not going to open to the government until monday. >> listen, i am hopeful that the senate will take up some of our bills that would be a great thing. are >> on saturday they are hoping that the country would be able to pay its

>> marty: the n-f-l reached a settlement earlier this month with football players and their families to fund concussion-related compensation. the league is also initiating strict sideline concussion rules. these types of head injuries have been in the spotlight lately, after studies show the lasting effects they have on football players. joining us now is dr. joseph leahy, the 49ers team chiropractor, to talk about the method he uses to treat concussions. thank you for joining us. you use a unique way. it is not quite widely used? >> guest: not yet but we hope that it becomes generally accepted with an l e.d. light. this unit has all of the therapeutic benefits that is vastly superior to lasers. this

breakthrough has allowed us to treat concussions and the data looks successful. >> marty: what is it about this light therapy that is opposed to other methods that other teams use? >> guest: basically, the other teams perhaps as just advised to rest. however, with light therapy and literally reading thousands of studies that have been done we know that light will go into the brain and nerve cells. it accelerates the metabolic rate. that is what correct set. >> marty: our corrections the-concussions are the susceptive to light? how does that work? >> guest: that is a very good question we do not put it to the eyeball. that would stimulate the brain and it could be compromising the recovery. so, we use

neural infrared and also gentle. and gradually increase the intensity as the brain shows some healing. >> marty: walk through this. perhaps if i have a concussion how'd you first diagnosed i have a concussion and secondly how what the treatment begin? >> guest: we are not using it on the n f l yet. we have studies and a small scale study and the minor league sabre cats team has responded well. ideally, they will have a baseline study that we have developed. an analysis, matt that and if we have an incident we tell if they had a concussion by using an analysis. patients will

usually feel better after the first treatment. >> marty: how is the treatment? >> guest: it is in a quiet room, with 600 lights. and the studies have shown that the lights goes right through the bone into the brain it is very interesting. the patient is there for 20-40 minutes. >> marty: great. >> guest: after about one week they will start to feel a lot better. the tests start to show improvement. >> marty: out to the athletes respond? it is not used in into the n f l yet. how to the athletes respond? this is their livelihood perhaps they do not want to be a guinea pig. >> guest: what happens is that once they start the treatment they can feel the results right away. after 20 minutes, they feel so much

better nearly every single patient. they would demand the next treatment. >> marty: 1 what the next treatment began? >> guest: we would need more data. right now, we are looking at them returning to play between one week, two weeks. after a relatively mild concussion. however, severe concussions were able to return to play after two weeks. most recently, the documentary about the n f l concussions. you'd say that we still need a long-term study. how do you think what ever major sports organization would listen to these types of findings? >> guest: i think it is very likely i the nfl wants to get to the bottom of this. they are genuinely concerned. right now, we have had the preliminary

data. we should present this to the n f l and the universities to have a large scale study. perhaps over in the next one year. >> marty: along with that study take? >> guest: probably one year. how long -- with that take? >> probably one year. based on what i have seen, we should be doing this treatment right now. the initial results are very encouraging. the analysis shows that it works. and since there is no downside let us do it now. >> marty: wide to the 49ers not use it? why do not the 49ers not use it. >> guest: they would start to possibly start using it, very soon. that is a realistic. >> marty: dr. joel laheyly

>> marty: the cliff house is officially reopened for business. the famous san francisco restaurant was forced to close its doors because of the government shutdown. as kron 4's alecia reid reports, cliff house owners scrambled to open its doors after the government give them the o- >> reporter: the kitchen is once again busy with bustling waiters --- and guests at the bistro waiting patiently for their mealsdue to the government shutdown, the cliffhouse -- which is a part of the golden gate national recreation area -- was forced to shut down. >> the overhead and the upkeep of the building that costs 10-12 thousand dollars a day. that's just to start with. the longer the shutdown drags on, or the longer we stay closed, the more employees we lose. i think we lost 4-5 employees. >> reporter: owners complied and closed their doors, but

due to hardships of the restaurants' 170 employees, decided to reopen. after a few days the parks department shut them down againthen on friday night they heard good news. >> i am so happy to be back at work. i think this was the first time i woke up and was sad i couldn't go to work. when i got the call that we were open i said yes!!! >> i think it's fantastic. it was a surprise and its open and we're here. it's great. >> reporter: the government altered what can and cannot open during the shutdown. cliffhouse fulfilled the criteria and now the bistro and giftshop are open to guests >> we don't get any money from the federal government. we're self sufficient. as a matter of fact we pay them. >> reporter: alecia reid, kron 4 news. >> marty: at the cliff house, the bistro restaurant was full and up and running yesterday. but the sutro's restaurant needed a bit more time to prepare. they will reopen its doors today at 11 a-m. the cliff house says of the 150 reservations they had to cancel, nearly 120 of them have been rebooked.

the trains started rolling the next day. on august 4th, with the unions threatening to walk off the job again, governor jerry brown intervened. he ordered bart employees to keep working for at least another week. a few days later bart management and the unions presented their positions to an inquiry board. with yet another strike deadline looming and no solution in sight, the governor requested a 60 day cooling off period on august 11th. since then, the two sides have continued to negotiate, although sporadically. the governor's cooling off period officially expired on october 11th, but the two sides have agreed to continue talking through at least the weekend. in the newsroom, charles clifford kron 4 news. other transit agencies are preparing to handle extra

they put together a could offer and quite frankly what they have done so far. they have cut their wage demands by half. and if they still want more health-care compensation which is still an outstanding item on the table i do not know yet. there is a gag order but they have come a long way. with the calculations this morning between 8 $2,800 range the first year. and if they could start to close that gap i think that it is close. i take it would be foolish for either side to allow a strike to happen. >> marty: biking to are correct and if they are both----i think that you are correct. and do you think that there is still going to be no decision? >> guest: that is what the mediator is going towards.

he has been asking both sides and put together what i am guessing one of their best final decisions. that way, they can get closer and start working around the clock. even if it is significant on a couple of issues i think that the parties are going to be encouraged to keep going to break from a cooling off they seem to go away and this strike could still keep going. >> marty: what impact of the general manager taking an active role with the negotiations? >> guest: i did a lot of the negotiations when i was on the board of supervisors. a lot of it comes to the issue of respect. does management respect the union? vice versa. and having a general manager being able to negotiate and have the authority and also the

general manager has the best grasp. and also has the option of run limited train service in the event. >> marty: that is another possibility. >> guest: my guess is that probably not. and in the san francisco bay area it is probably going to be the most politically difficult. it is a very productive and probably conducive to what is happening. >> one thing mentioned earlier is respect. that brings into question the egos that are involved. >> absolutely, absolutely. for example, we do know that some of the people that are negotiating are running for the presidency of the union. in the and, ultimately they are going to try to make the best deal they can. you

>> marty: a suspect in an attempted child abduction in lafayette is in jail this morning. police describe 57-year old ralph grohs as a transient who is often seen around lafayette. kron four's philippe djegal has video of the arrest you'll only see on kron four. >> reporter: about six hours after the lafayette police department says a man attempted to kidnap an 8- year-old child near the lafayette library. contra costa county sheriff's deputies spotted this man fitting the description of the suspect walking down mount diablo boulevard. the sheriff's department says the man tried to avoid deputies by walking into the library. that's where he was arrested at around 5-30 in the evening. the sheriff's department says the victim's mother identified him as the suspect. in an incident parents in the community find disturbing.

domestic spending by $85 million. also, to look even further that is coming at a price of programs that people care about, such as defense and social programs. the house could have gotten a deal that could have had resulted but they did not because of the sequestration. now, the government is trying to push through that deal it is likely to determine how fast this gets done or not. >> marty: you think that this is a big miscalculation by the republicans. >> guest: i think that the republicans are looking at this with a viewpoint of president obama. he was almost too willing to negotiate with the liberals on some of these issues.

>> marty: the cliff house is officially reopened for business. the famous san francisco restaurant was forced to close its doors because of the government shutdown. as kron 4's alecia reid reports, >> reporter: cliff house owners scrambled to open its doors after the government give them the o-k. the kitchen is once again busy with bustling waiters --- and guests at the bistro waiting patiently for their mealsdue to the government shutdown, the cliffhouse -- which is a part of the golden gate national recreation area -- was forced to shut down. >> the overhead and the upkeep of the building that costs 10-12 thousand dollars a day. that's just to start with. the longer the shutdown drags on, or the longer we stay closed, the more employees we lose.

yesterday. but the sutro's restaurant needed a bit more time to prepare. they will reopen its doors today at 11 a-m. the cliff house says of the 150 reservations they had to cancel, nearly 120 of them have been rebooked. >> the grand canyon is also back open for business. it is one of several national parks to reopen thanks to deals negotiated between federal and state governments. they allow states to pay for park operations -- as the government shutdown that led to their closure stretches into day 12. arizona governor jan brewer agreed to pay the national park service 651- thousand dollars to reopen the grand canyon for at least seven days. other destinations reopening include mount rushmore and the statue of liberty. >> the government shutdown is also causing concern for food stamps recipients. a temporary increase in food stamp benefits expires at the end of the month. meaning for millions of americans, the benefits that help put food on the table won't stretch as far as they have for the past four years. families and providers are

>> marty: paroled sex offenders in california who cut off their g-p-s tracking devices will receive harsher punishments. that's under new legislation that governor jerry brown signed into law saturday. cutting off a tracking device is now a felony. it could send parolees back to state prison for up to three years. the bill also applies to offenders who are ordered to wear the tracking devices as a condition of their county probation. the law takes effect immediately. >> one of new york's most notorious cold cases is now closed. a crime stoppers tip helped lead investigators to new information to find the killer of baby hope. new york police say that they've arrested a relative in the murder of the four year old. her body was discovered inside of a picnic cooler in 1991 near the henry hudson parkway. the assistant chief of the nypd has many emotions about cracking the case. finally, after two decades, police can reveal baby hope's name as angelica castillo.
