>> catherine: you can get the latest on the transit threats by bart and a-c transit - on kron-4.com. you can check whether trains and busses will be running and look at other options. or you can also download the new kron-4 app. for updates on the go. grant? >> two incidents at oakland's airport.leaving passengers concerned.and for a time.stranded. the first incident was an emergency landing. officials say an alaska airlines boeing 737 took off from san jose mineta at 8:30 this morning.it was headed to honolulu.but one of the pilots reported a possible bird strike. this is video courtesy of our helicopter partnership with abc7 news. the pilot felt something go into an engine.and landed as a precaution. the passengers were eventually transferred to another plane. later in the morning.an allegiant airlines plane had smoke coming from one of its engines as it was leaving the gates - about to take- off. the pilot shut-down the engine and returned to the gate. passengers had to wait for another plane this afternoon. >> catherine: a senate vote

>> catherine: a 3-point-2 quake shook the east bay early tuesday.followed by two smaller aftershocks. there wasn't any significant damage.but it's a reminder that we live in earthquake country. governor brown recently signed a law that will create a state-wide quake detection system. kron four's charles clifford talked to researchers on the cal campus about that. >> this is the epicenter. >> reporter: in a few years, california could have an earthquake detection system that would provide at least a few seconds of warning that a quake is on the way. that may not seems like a lot of time, but it could be enough to stop or slow down trains and cars, turn off equipment, or just take cover. but before scientists like dr peggy hellweg at cal, can start building the system they'll have to find millions of dollars in funding. >> our best estimate of what is going to cost for this system is about $82 million over the next five years. >> reporter: the science needed to make the system work has already been tested and a demonstration version of the network has been up and running for years, but

it's not nearly robust enough to protect the whole state. once the funding is secured, the next step would be to install a network of earthquake sensors all aross the state and build a computer system that could handle the incoming information. normally for a story about earth quakes i would have tried to interview someone from the usgs in menlo park, but that agency and most of it's scientists are on furlough because of the government shutdown. the researchers here at cal are working with usgs on several joint projects, including the earthquake detection system. until the government shutdown ends, those projects are pretty much on hold. >> the usgs is committed to putting all of the pieces of the system into the real time operation. that will be a prototype system when we get that done. but it is not happening right now because of the shutdown. are >> on the cal campus, charles clifford kron 4 news. >> yellow fever. right now, of the are trying to eradicate a pas coming up a

>> this just in to the kron 4 news room there is a delay on the bart tracks. details coming up. >> catherine: new tonight. people in menlo park are being warned about the discovery of mosquitos carrying the 'yellow fever' virus. kron four's rob fladeboe tells us what's being done about it. >> reporter: you are looking at a live adult mosquito known as 'aedis aegypti,' not native to the bay area.

it's one of three such mosquitoes trapped here at holy cross cemetery in menlo park. carriers of yellow or dengue fever, none has tested positive for the virus but vector control says for concern. thought to have arrived on flowers or other plant material from the mosquito's native central or southeast asia or from arizona or texas, where similar infestations have occurred one thing seems clear, the mosquitoes are multiplying and on the move. >> there have been 20 homes testing positive for these mosquitoes. >> reporter: not seen here in the bay area for 30 years, these mosquitoes, which are black and white but about the same size as other mosquitoes, during the day. insect repellant and tight-fitting screens are two ways to fight back. residents can help the body getting rid of standing water rob fladeboe, kron 4 news. >> according to the c-d-c. humans get yellow fever when a mosquito that's infected with it bites them. most people infected with the virus have no symptoms or only mild symptoms. those can include fever, chills, severe headaches, back pain, nausea, and

vomiting, fatigue. about 15 percent of people develop severe symptoms, which can include high fever, jaundice, bleeding, organ failure. of the 15 percent who develop severe symptoms, half of those patients die. there's no specific treatment. no humans have been infected in the bay area.but officals say mosquitos carrying yellow fever have been captured in menlo park. roughly three-quarters of a mile around holy cross cemetary. >> catherine: an update now to the story of two missing teenaged girls in the south bay. andsan jose police confirm the case is the result of a custody dispute. the girls are safe - and with their mother. the father of 16-year-old madeline and 13-year-old emily dorchich had reported them as missing. the custody dispute will be resolved in family court. police say no crime was committed and they're closing the case.

>> catherine: a missouri mother says she feels abandoned by her own community after her teenaged daughter was raped by a local high school football star. he was not charged with a crime - and the family is looking for justice. now - the state of missouri is looking for answers. c-n-n's ana cabrera says the lieutenant governor is asking for the case to be reopened. >> reporter: the highest levels of the missouri state government are now stepping in. after a prosecutor mysteriously dropped sexual assault charges against a maryville high school football star. even after he admitted to having sexual relations with daisy coleman. a then 14-year-old at his school. lieutenant governor peter kinder says he's appalled by the facts that have come out. and is calling for a grand jury to review all the evidence. >> "was daisy coleman a victim? absolutely. did daisy coleman deserve justice? absolutely." >> reporter: the sheriff's office arrested the then 17- year-old high school senior, matthew barnett and two of

his friends in january 2012. for allegedly sexually assaulting daisy and her friend, paige bourland. but prosecuting attorney robert rice dropped the charges against barnett. citing "insufficient evidence". in a statement, he says the victims "refused to cooperate" and wouldn't agree to testify. >> "that's a lie. why would he say that? >> "i don't know. we thought we had done everything, he never said anything else. nobody even asked us for anything else." >> reporter: daisy's mother says it was rice who wanted them to plead the fifth and leave town. >> "we did not refuse to testify with the felony case. we absolutely did not." >> reporter: daisy's family believes the prosecutor was pressured into dropping the charges. because of the suspect's political and social status. barnett's lawyer released a statement saying while his client admits the sexual encounter with daisy coleman-- ". the legal issue was whether a crime was

committed." adding that daisy's mother "freely admitted that her daughter does not always tell >> reporter: daisy says she was relentlessly bullied afterwards, and the family felt forced to move to another community. now, nearly two years later, she says she's doing much better. the family hoping this call for an investigation means justice is on the horizon them off >> "i feel great. once i found out we were all standing in the hallway and we all jumped up and excited and we hugged. we were all happy about it." >> reporter: ana cabrera. c- n-n. maryville, missouri >> catherine: the lt. governor does not have the authority to convene a grand jury. but his call to action is likely to add pressure on the attorney general and prosecuting attorney. the prosecutor's office has not commented publicly. >> in the philippines, government officials now say at least 144 people were killed in tuesday's powerful earthquake.

halfway around the track there is still a conference to get to. one thing to keep up in mind is that this started about 16 days ago by a group of people in the senate it wanted to shut down the government. >> basically because of president obama health care. >> the republicans and democrats have come together to remove the threat of default. the senate has now voted to approve this movement. the democrats and republicans are working together but i want to thank the leaders of both parties for getting us to this point. once this agreement are right on my desk i will sign that, immediately. and we will be reopening or government, immediately it will help with the level of uncertainty of the american people. i will have more to say about this to malraux.

and thoughts on how we can move tomorrow --. to stay focused on the job at hand. because there is a lot of work at hand. read gaining the trust of the american people that has been lost over last american people by regaining -- the american people's trust. i will say it before, and say it again i'm willing to work with anybody. the democrats, the republicans, the house, the senate, on any idea before our economy to create jobs, and to strengthen the middle class. in order to get a full term and i believe that the democrats have had a monopoly on good ideas and despite the differences on the issues of shutting down of our government. the democrats and republicans can work together to make progress for america. there are things that we know that we will help strengthen our

economy we can look forward to these items before the year is out we still have a path towards this operation. we still have a farm bill and the shot down behind us and we now have an opportunity to have a sensible budget that is responsible. and also, that will help hard-working people all over this country. we can help even through with this year if everybody comes together in spirit. moving forward. just leaving the last three weeks behind as i think that is what the american people are looking for not a focus on politics, or a elections, or a focus on the conflict. but how can they improve our lives and that is going to be my focus:ford so congress can do the same. i want to thank the leadership for coming forward in getting this done. hopefully, next

do you think that the president was surprised that the made a decision so quickly? >> guest: yes. and i think that he was resolute. but look at what they were doing, they were talking about the health care. he is rolling out on october 1st. they are looking at a shutdown to pass leverage and chop away at it and he said no way. and it worked for him. the end result was not very good for this country. the reaction from getting this close to the debt ceiling is that it is still going to impact the american people on the short-term interest rates increases, credit card rates, student loans. there are a lot of things that still resonate with the american people and impacting the american academy. january, it is

a dramatic carjacking. two young girls taken for a ride. their parents shaken up. police searching for the suspect who stole and ditched the car. in san francisco, a couple is shaken up after a woman took their car with their two young children inside it. the children are safe with their parents tonight. police found the car dumped a few miles away with the children still inside it. they were not hurt. the s-u-v was stolen in the mission district tuesday evening. seen speeding away from around 22nd and folsom streets. the 1-year-old and 3-year- old were found two miles away on sweeny street in portola. new at six. kron4's maureen spoke to the parents about their terrifying experience. >> i was so worried about >> reporter: mckay and stephanie thomas say there left their almost three year old daughter harper and one year old son leandroasleep in the back of their suv.with the key in the ignition and the engine one.parked here on shotwell street near 22 streetthey and a relative had walked a few doors up to take a picture of a picturesque homethey were walking back when stephanie noticed someone driving off with their car.and their kids. mckay jumped into the car of a good samartian who stopped to helpbut they quickly lost the s-u-v. if that was worst momentthe best was the call from ppoliceonly 35 minutes laterwith the news that a homeowner in the excelsior district found the suv

parked in her driveway. >> she looked in and found a were sleeping children and the back, safe. >> reporter: the family is still a bit shaken.but relieved.and have the hard way. am i will always, always, lock the doors. it is a good reminder that you are not in control. >> reporter: maureen kelly kron4 news. >> catherine: san francisco police say they are processing the recovered vehicle for evidence and are searching for any surveillance video that might show the suspect. she is described as a white woman, between 20 and 30 years old with brown hair. an eyewitness described her as dressing like a "hipster". police are asking for anyone who saw the crime to come forward. >> happening now. a-c transit riders can breathe a sigh of relief tonight we've learned governor jerry brown has

taken steps to avert the a-c transit strike. for now. but a strike still looms. kron4's justine waldman is live in oakland. where a-c trasnit and on of its unions are meeting. but apparently there's less of a rush now. justine? >> reporter: the talks have ended for the evening but the most important is that there are no strikes. governor jerry brown stepped in and stopped a walk out. he appointed a board to investigate this dispute between the union and the members and the management. it endangers public health, safety and welfare. right after this ruling came down i spoke with ac transit writers and they said that knowing that the buses will be rolling. the team ac transit -- commuters. >> i think that it is good. >> they are putting a lot of people in harm's way. >> i always depend on ac

transit without that i would not be able to get to and from. >> reporter: these employees are not allowed to strike. they will make a recommendation on weather or not to recommend a cooling off period. at least for the next seven days. discussions have just wrapped up. and ironically it is right next to an ac transit stop. the union said that they did not make any decision to day and the government helped turn down the ke heat information is that there is not going to be a strike for the next seven days. he offered a cooling off period. the ac transit buses will be

running for tomorrow. >> catherine: it is a different story for bart dan kerman is live. >> reporter: those angry words are coming from the president that is the second dacia's come out and bashing management for in this case the media had reported that 90 percent of the media have reported that she was complaining about reports that the holding up of these negotiations had to beat items such as the break rooms and uniforms. she is bashing management it looks like the unions are bringing something up against about the bottom line is that we still ought no contract agreement. however, they are getting closer. but we do not know if the unions will go on strike tomorrow. they

continued to roll on wednesday as they continue on this and never ending contract dispute return on the table. >> both sides are working very hard. >> there is a better way to resolve this. >> we have to move quicker. >> reporter: the commuters are bearing the brunt. each night they do not know. if the trains are going to be running. the decision to strike or not to strike is putting pressure on management to negotiate. after angry calls union officials say that the notification will be coming sooner. >> no later than 10:00 p.m. the can watch it on the evening news. it we can do this earlier, we will do this earlier. but i guarantee you that today, the public has a right to know no later than 10:00 p.m. that is one what they can expect for the next day.

thirty years since the type of mosquitoes that carry yellow fever have been found here in the bay area. san mateo county vector control says holy cross cemetery in menlo park is ground-zero for an infestation of the non- native 'aedis aegypti' mosquito, and it's spreading. since late august, adult mosquitoes, eggs and larvae have been found in traps at 21 homes. more than a thousand homes in the area have been canvassed for the pest. so far, none of the finds have tested positive for yellow or 'dengue' fever' but vector control is pulling out all the stops to eradicate the pest. >> what we're trying to do is to eradicate any wesany infection and try to eradicate these from the menlo park area. menlo park we will prevent the outbreak

and a kangaroo on the run. inside an airport. how it was caught, next! here's something you don't see every day--a kangaroo at an airport! take a look at this video.it was taken by c-c-t-v in melbourne, australia. watch as the kangaroo bounces around the domestic check-in area, then he decides to hide out at a pharmacy. passengers were so intrigued by the sighting of a kangaroo, they chased after it. wildlife volunteers arrived at the airport shortly after to escort the kangaroo, but it was injured from hopping around the airport. dani carlson "he has got injuries to his feet at the moment, his claws are quite worn." the active kangaroo was named "cyrus" after the duty manager who helped carry him out.
