get a news conference with s-e- i-u is about to get underway. that is one of bart's unions. they are going to talk about what lead up to the strike and why a deal has not yet been reached. standing by at the lake merritt bart station is kron 4's mike pelton. they put these issues on the table but for six months river never told that these were primary issues we reach

an economic framework. we moved to their direction on pension. we move to their direction on health care. we lowered our wage proposal and that all of a sudden these issues were discussed at the table. these are due breakers by the district. we see essentially as an effort to jam the unions and do exactly what they've done is force us out on strike. we spent six months working on that economic framework so we have agreement. in other words if the district in the union have an economic agreement we don't need to renegotiate that. a full agreement so we proposed was on this work rule issues. the modification of the contract we wanted. we agree to

arbitration on some of those limited issues. we thought that was logical. why not have a deal and grabs on economic. piper hist i have

never seen a process like this in my life i question their actual skill and intention. >>: what is it going to take >>: we want to immediately have them agree on the framework of a complete

agreement including economics. realize economics is done. we sat here and listened. the union is to move on pension and health care. so we did it prince not the last minute they're changing it up and giving us sfax. we appreciate that but not yet to take this so they will immediately answer or agree to enter interspace arbitration of their remaining land issues that we sort of broke off and the end. we would be willing to take that package back to vote to our membership stop the strike and go back to bart. >>james: we want to get too caught up as we follow the latest with bart. here the negotiations are going under way but we understand you must go to work today. we want to tell you the other ways you can get around without bart service. bart will be running freak ltd. first-come first-served

well that and this. so all of those expenses be much heavier than usual traffic. also here along the stretch of 580. that stretch and the nimitz freeway. highway 92 we are going to see bigger backups there and along the 880 corridor. remember richmond fremont. all the other area served by bart so that's why the 580 ride will be a problem as well. north bound 80 traffic also likely to be affected as the fremont station was the southern terminus. or an identity like conditions for south bay freeways and the north bay ride also. so if you are headed out the door right now. it have a jump- start on any potential backups. will take a quick break and the kron4 morning news will be right back.

long morning for people taking the bay bridge this morning. everyone is going to have to be patient in understand how much more traffic is going to be on the road. >>mark: thanks jackie. those drive times getting ready to increase shortly i'm sure james. >>james: let's bring everyone up to speed on what happened. we have bart officials sticking to their last offer. bart union representatives over the course of the week said they made some concessions and compromises and their counterproposal and they were really close. in fact they say they had in assets agreement almost of the financials and economics of their new contract but then yesterday afternoon this is according to the unions, bart officials introduced what they described as a poison pill. statements regarding work rules that they say the union must except for this deal is dead and the unit at that point walked out saying they are not going to take that. so now here we are with workers on strike. here's a

quick sound bite from last night. >>: i must inform the public that as of midnight tonight we will be on strike. this is not a union strike. this is a management strike for it brought on by absolute air against and the fact that they thought they could take worker's rights away. these were were grows every central to maintaining the future efficiency and effectiveness of the agency for it what happened is the unions decided to they wanted to take the money that was on the table but not the work rules that were on the table and they forced us to answer to question where we needed to put an offer on the table that was black and white that included the rights that we have set forward. >>: we offer to go to arbitration of the work rules for it she has refused. we have the framework for an economic agreement. this is not about the money for it this is

researcher and team doctor for the 49er's. found dead at his home tuesday - had been the focus of a criminal investigation. kron4's maureen kelly has the exclusive. you can see how his front door is still sealed. they said they are investigating his death as a possible suicide she says a about a week or two before his body was found in this whole street was clogged with squad cars and about 10 to 50 uniformed law enforcement personnel. she says she saw at least one person who appeared to be a crime scene investigator leave this house with what appeared to be evident. she went on to describe the garza as

two to three hours early. >>george: and we should also point out that the west to grant approach coming from 880 which is normally open to all vehicles during the strike and during the hours of 5:00 a.m. to 7:00 p.m. is going to be restricted only to commercial vehicles transit vehicles and a chelsea's. >>darya: so that's all day long. how will people know that? >>george: they have extra swinish in fact caltran has had a son and out through the week. and some bay area commuters have been confused by the fact the signs are insane car pool lanes arms extended. that's only true for a bart strike which takes effect today as you know this bridge is already reaching this saturation

point for it anywhere from 730 to 930 we see stop and go conditions halfway across the bridge. that could occur much earlier than usual. this bridge unaffected. i think we will have very minimal impact here. i don't think many people will take the richmond san rafael bridge and there may be some increased usage. i don't think this will account for any delays. in fact both directions. here's this 80 ride. is still looks good for it the sensors are not yet showing increased clothing--slowing. but that the bay bridge were we really see the difference. even then the north bay. light traffic still for 101 southbound for it of course the option is most people have to get to work at a certain time but can get home at a different times so that's why i think

and an a-c transit spokesperson says at this point, there haven't been any calls to add extra personnel for friday. he says ac transit will attempt to beef-up service on an as-needed basis using

firefighters in east palo alto are battling a three alarm house fire. this happened around 2:00 a.m. this morning at home on lotus way near wisteria drive. that is closed to the san francisco creek. so far, no injuries have been reported. the caused the fire is under investigation. >> in redwood city, fire officials now believe that the absence of sprinklers at an apartment complex that went up in flames was a factor in how quickly the fire spread. the fire started just after 5:00 a.m. yesterday morning at the terrace apartments on woodside road. it took crews about four hours to contain the blaze. for residents were hospitalized but they are expected to be okay. the most damage happen the fourth floor of the 75 unit building that is where the fire likely started. the building did not have
