managed to get out and are in the bay area. we spoke to them-- we'll but tell you what they had to and a proposed curfew for tennagers causing the latest controversy in oakland. details next. good morning. it is tuesday, november 13th. i'm james fletcher. and im anny hong hi, erica. crews in rohnert park are working to restore power this morning to thousands of p-g and e customers, including the newly open graton casino. the outage began just before 11 last night. it's impacting more than 36- hundred customers. so far, officials don't know what caused the power to go out. this morning, crews on the old eastern span of the bay bridge will be at it again. they are dismantling the cantilever section of the

upper deck. that part of the desconstruction work should pitt take six weeks to complete. the entire demolition project is scheduled to be completed by the end of 2016 in all, about 7 and a half million tons of asphalt, concrete and steel will be removed. the new and official numbers are out. and more than 22- hundred people are dead. more than 26 -hundred are injured and at least 84- people -- are still missing from the deadly typhoon that hit the philippines. these numbers are according to the philippines national says disaster risk reduction and

management council. and those figures are expected to rise. some of the survivors of the typhoon arrived in the bay area, where the filipino population is one of the highest in the united states. they came into s-f-o last night from manila. that part of the country was mostly spared of the devastation. survivors are saying parts of the country hit the hardest are left without water, electricity, and food. a lot of the people who returned say they are going to start volunteering as soon as today to help with relief efforts. the oakland community is mostly speaking out against a proposed curfew for minors. the police chief was at tonight's city council public safety meeting. and voiced his concerns about the proposal.

island with more. >>: at 7:00 this morning workers are back on the job and after 77 years the old stand of the bay bridge is finally coming down a. this is definitely a process. almost like watching grass grow pretty won't notice much over night but a lot will be taking place over that old eastern spanned three years video from yesterday as the crews were ripping up the road like read the first step is rim moving the cantilever truck. every moment some of the top deck to allow additional crew to set up there to help remove the truck. that's work that began yesterday. as for the entire bridge that's a lot of work. it's nearly 2 mi. long and contains 60 t of steel. and taking down this massive structure the keyword for cruise is safety. >>: this bridge as a lot of paint on it. who knows how

'project pearl' is among the many groups also organizing an aid drive for the victims of typhoon haiyan. donations of new, unopened, non-perishable items. such as canned goods and other supplies. were being accepted at san jose state university tuesday.

in the north bay leaving * thousands without power for hours. including those at the graton casino. we're live on the scene with an update. desperation in the phillipines as aid is having a hard time reaching areas devestated by friday's supertyphoon and taking a live look at the approach to the bay bridge toll plaza. we are watching the weather and traffic this morning. new this morning. power has been restored to thousands of customers in the north bay after a car accident caused a major power outage.

the outage also affected the new graton casino. that's where we find kron four's jackie sissel who has an update for us. jackie-- people at the casino last night were not happy. there were reports of an accident on golf course drive just a few miles from the grass and casino pripet --graton casino. 3600 customers were without power. the biggest loss was the newest casino permit all lights went out and read all 3000 shot dead a slot machines were in the dark. those inside were wondering what happened. we had a chance to talk to some people who were inside when the lights went out and they were gambling and there were scratching their heads. >>: of the eye of the power went out. nobody knew what was going on. that was prior

probably the biggest upset. we had no information. that's probably the worst part. >>: and what we are being told is that the power is restored out here shortly before 1:00 a.m. this morning. i can tell you that from the lights on the lights are back on and people are coming and going from the casino. we haven't gotten an official word from the casino exactly what happened. presumably they have backed up generators on shore why they did not kick in. but all 3000 of those slot machines went dark for some hours last night. >>darya: thanks a lot of jackie. james. >>james: a man accused of murdering his daughter's mother. is being ordered to stand trial. a judge ruled. there is

enough evidence to have randy alana stand trial. he is charged with strangling sandra coke in august. her body was found in vacaville five days after she was reported missing. coke was a federal investigator with the sacramento branch of the federal public defender's office. on the peninsula. the woman accused of driving drunk and then hitting and killing a bay area couple has pleaded not guilty to all charges. prosecutors say marjorie reitzell had a blood alcohol level more than

twice the legal limit when she hit kamal and balbir singh. the crash happened as the menlo park couple was out walking their dog last month. reitzell remains in custody on two million dollars bail. a san francisco police officer has filed a federal civil rights lawsuit against the city, saying he was racially profiled and wrongly arrested by several colleagues who didn't recognize him. lorenzo adamson, a 15-year police veteran, says he was stopped in his car on may 30 for not having a license plate. the suit alleges that

a new study reveals that more drivers are surfing the web when they're behind the wheel. the state farm study says that 24-percent of drivers go online when they drive. that's compared to just 13- percent in 2009. and among drivers ages 18 to 29. that number jumped from 29 to 49 percent. researchers blame some of this increase on the growing number of adults that are buying smartphones. the study also found that the number of people texting behind the wheel has not increased as quickly. golden gate bridge commuters could pay higher
