i'm james fletcher. and im anny hong take a look at the afternoon we are talking about pops up heavy downpour. it is still raining and the bay area. heavy rain is expected with this cold front. we're also going to increase the likelihood of thunderstorms. that is possible for everyone north of san jose. the rain will taper off as we head into the evening and overnight hours but they're still a chance of scattered showers as we begin tomorrow morning. here's a look rainfall totals within the past 24 hours. we sing a little over a quarter of an inch at sfo and almost an inch of rain in santa rosa. as for today highs will be similar so plenty of upper 50s low 60s. 57 year high today in daly city. 62 degrees in concord. your 7 day on the bay forecast shows unsettled weather that can very well last into

tomorrow a pass that high pressure will blunden will see plenty of sunshine and warmer weather as we transition into the weekend. it's like '70s i think we'll see next week. as we take a look at traffic around the bay area we do have a few problems out there for now the bay bridge is looking good. here's the live look. topics of moving well from of the approaches the two may encounter some areas of standing water. i saw that all street this morning. san mateo bridge will be well in both directions of highway 92. drive time about 12 to 30 minutes and are dealing with where roadways for your drive coming down southbound 101% quick look at the traffic maps we do have reports of roadway flooding. looks like we have evidence of a slow spin out in the east bound direction of the e shore freeway. if this ride around paul street so it could affect your drive through and rebuild. no one

happening now. a power outage in the south bay is affecting more that 16-hundred customers. officials say the outages are mainly in the san jose this is down from more than 7-thousand customers without power reported just before midnight. crews are on the scene working to restore power. no word on when repairs will be complete. >>anny: uc san francisco is

preparing for a one day strike announced by the american federation of state, county and municipal employees workers for today. in the uc union eight f s c and e employees will stage the strike at university of california campuses at medical centers. striking will take place today from 6 a.m. to 7:00 p.m.. rallies will be held to 9:00 a.m. at uc-berkeley with assemblywoman nancya man has been killed after--skinn er at university hall. another rally will be held at 12:30 p.m. at ucsf medical center on parnassus avenue and san francisco. >>james: a man has been

killed after being fatally struck by a car. and then dragged for more than a mile. this is video from the scene. just after 6 last night, vallejo police received reports of a collision involving a pedestrian. three minutes later, there was another report that a person was trapped under a vehicle. police say a car traveling north on broadway street, unknowingly struck the pedestrian. they say this is a reminder to be extra cautious when the roads are wet. citizens flagged down the driver and told him a person was trapped under this vehicle. the pedestrian was pronounced dead at the scene. no word if speed or alcohol is a factor. developing story out of san francisco, where a group of protestors are demanding justice alleging police brutality. about one hundred people gathered outside the mission police station yesterday. the protest sparked by the arrest of d'paris charles

williams on friday. he was stopped by police for riding his bike on the sidewalk at a public housing complex. much of the incident caught on camera. witnesses say williams was beaten by police and that they were attacked trying to help him. but police say williams tried to run from them and resisted arrest. chief suhr says five of his officers were injured that night. two went to the hospital. investigators are looking at video of the incident to determine whether officers and new details on the lynne spalding case. the person who notified personnel at san francisc general hospital of the presence of a woman in stairwell has come foward. a hospital spokesperson says that person is a traveling doctor from india or egypt working as a researcher for u-c-s-f.

he is also a foreign national living in san francisco. he is not consider a suspect but has been helping the san francisco police build a timeline. san francisco police say the doctor contacted them last week after seeing a flyer on the ucsf campus. kron-4 has confirmed. that the person who notified personnel at s-f general hospital of the presence of a woman in a stairwell. has come forward. that woman was later identified as missing patient - lynne spalding. according to a hospital spokesperson, that person is another development in the bart contract saga. a-t-u president antonette bryant. released a statement last night that shows when the now disputed contract clause on family leave was agreed to by both sides.

the c-h-p is trying to figure out why former raider linebacker, thomas howard, was driving his car at more than 100 miles per hour when he crashed. killing himself and another driver.

and this morning, they're looking at all possibilities. kron 4 got access to the c- h-p's evidence area in oakland. investigators showed us what was left from the deadly accident scene on interstate 8-80. as you can see the stairwell was crash. it crushed the driver here. right now, all they know is that howard was speeding when he hit the back of a big rig, causing him to lose control of his b-m-w and sending him into oncoming traffic, hitting and killing 64 year old zenglong liu. the c.h.p is continuing its investigation in to the deadly crash that killed two people on highway 880 monday morning

tonight. anger is growing among neighbors of an east bay man killed in the thomas howard crash. they said that involvement of a high profile bay area athletes and their friends that is making it even more difficult to understand. they say zenglong liu would never do anything to hurt someone and it doesn't make sense he would be killed in

kemp clark. georgeimmerman was released from john e. polk correctional facility on tuesday afternoon after posting nine-thousand- dollars bail. as part of his release, the former neighborhood watch volunteer is not allowed to have weapons. zimmerman was arrested monday after his girlfriend said he pointed a shotgun at her. he said they got into an argument because his girlfriend said she was

pregnant -- and wanted to raise the child on her own. zimmerman was served with divorce papers while he was in jail. his estranged wife, shellie zimmerman, filed for divorce on september fifth. four months ago, zimmerman was acquitted of killing teenager trayvon martin. virginia state senator and former gubernatorial candidate creigh deeds was upgraded to fair condition tuesday. police say deeds was stabbed multiple times during a fight with his son. 24-year-old gus deeds later died from what police are calling a self-inflicted

gunshot wound. deeds moved his son in with him, an attempt at acheving some stability but just last month the 24-year-old dropped out of college. then on monday, according to the richmond times- dispatch gus, underwent an emergency mental health evaluation. but was not admitted for treatment. investigators have been able to speak with deeds, but he remains in the hospital and has not spoken publicly. in the bay area. one community center is helping out typhoon victims in a big way. the west bay filipino center in san francisco, shipped more than five- tons of supplies this afternoon. including canned goods, baby food, flashlights, batteries and bottled water. while the center continues to collect non- perisable items. officials say, the immediacy of the needs in the philippines. is best helped by cash. donated to reputable charities. the west bay philipino center is sending its relief contributions to the red cross. the center will be collecting more supplies and donations at the tanforan shopping center in san bruno, on saturday. an army soldier drove for almost 18-hours to get back to his hometown of washington, illinois. seeing pictures of the

devastation online, mike rodcay says he felt compelled to drive back home. he's taking a few days off from active duty at fort hood. for now, he's staying with his mother on the outskirts of washington. "as much devastation as there was, i told my boss in the army and i told her that i've gotta come home. i have to. this is where i'm from. i can't just have a major tornado at my home town and just sit back in texas and not do anything." planning to move back to washington, rodcay just bought a house about a mile from where the tornado hit. his family was planning to move there in december. let's get a check and with the weather. it could morning erica. >>erica: that's right happy holiday. --happy hump day. the showers are shifting at southward across the bay. well be surprised if we pick up some rain passed all media. turning our attention to the rest of the east bay a little bit of light rain. dry conditions persist and

wide as zero we macro way through marin county. looks like the no. 3 line is the fact that we may encounter some slowing for the scene. still following looks like a solo spent not east bound 80 at paul street also starting to see some delays approaching the scene of that crash. as of right now one of the land is blocked off but it's not affecting the westbound trip so that actually is the commute direction. time now is 423. diane disney miller, the daughter of walt disney and one of his inspirations for building the disneyland theme park, has died. her death tuesday was confirmed by the walt disney co. the walt disney company says, she died due to complications from a fall. miller was walt disney's oldest daughter. she founded the walt disney family museum. which opened in 2009 in san francisco's presidio. as a tribute to her family's legacy. miller is survived by her husband and seven children.

she was 79. >>james:a new proposal could shift muni funding to areas of the city that have poor bus and rail service. supervisor john avalos introduced the measure, which would go on san francisco's ballot in november 2014. under the charter amendment, muni would receive an additional $70 million beginning in 2015 and would undergo an equity analysis overseen by the board and muni officials to ensure it was addressing socioeconomic inequalities. supervisor scott wiener opposes the legislation. he says it will give the board of supervisors significant new authority over the muni budget, taking the city back to the days when the board routinely used muni as a piggy bank, before voters took muni away from the board. san jose city and police union negotiators agreed on a proposed pay raise of 10 percent over a 2.5-year

period. the proposed contract, which would begin retroactively as of last july 1 and run to dec. 31, 2015, also would provide cops with a 2 percent cash bonus awarded within two pay periods. to be ratified, the tentative deal would have to be approved by a vote of members of the san jose police officers' association and by the city council during an open meeting that might take place in december

is the new details and the death investigation of lynne spalding. the mystery man who already said reported seeing a body in the stairwell after she disappeared has now come forward. kron4's mike pelton is live at s.f. general hospital with more. >>: authorities have been looking for this man for quite some time. hospital officials said two weeks after when spaulding disappeared a nurseryman knocking on the door to exterior stairwell. she led to a man and he notified her he saw a woman who appeared to be sleeping while on the stair well. presumably that was the body of up when spaulding three days after the incident. she was discovered in the stairwell. shares deputy did not check that stairwell and the authorities have sought that mystery man to help put the pieces to this puzzle together. here's police

look at traffic around the bay area. seen a few more clout here at the bay bridge toll plaza but we are still incidents free. san mateo bridge looking good however it is raining on the westbound a side so getting off at the 10192 interchange. caltrans is on the same. the center freeway north bound 101 to eastbound 80. so heading to go lower deck you may encounter some roadway flooding and you may see some lanes blocked off. also in the vicinity we have a new accident. this one not involving incidents. at seventh street we have to lanes blocked. only one lane is open to traffic. we are starting to see some minor slowing approaching the scene of the crash. also dealing with what looks like a solo spin out at palo street not impacting your ride in the westbound direction heading to the bay bridge. rest of the east bay although we are seeing some what roadways we are and to

get free for westbound 24, highway 4 and for those of you committed through the san ramon valley bridge and you don't drive in the rain you can also take public transit. not seeing any delays for ac transit caltrans or bart to just yet. for >>anny: and other bay area news. the walnut creek city council is set to discuss a parking proposal. that would increase meter rates and change enforcement hours. the city currently enforces parking meters from nine- in the morning. until six - at night. the proposed change. would change enforcement hours from ten- in the morning, until eight -at night. the proposal is also looking into charging people on sundays. to park at the meters. officials say. the new fees are set to bring in millions of dollars that will be re-

fire after the car's battery pack was punctured by roadway debris. no one was injured in either accident but the national highway traffic safety administration feels that the fires are reason enough to launch an official investigation into just how safe the car is. more than 18,000 model s have been sold since the car went into production last year. each one features a lithium-ion battery which is mounted underneath the car and separated from the passenger compartment by a firewall. lithium-ion batteries are growing in popularity because of their energy storage capabilities and light weight, but the batteries are also more flammable than older lead acid batteries. tesla' ceo elon musk has vigorously defended the car. in a blog post on monday he said, "since the model s went into production mid last year, there have been over 400 deaths and 1,200 serious injuries in the united states alone due to gasoline car fires, compared to zero deaths and zero injuries due to tesla fires anywhere in the world." musk also says over blown media coverage has made the

the investigation of land spaulding. the mystery man who saw a body in the stairwell days before spaulding was found is now coming forward. kron4's mike pelton is live at s.f. general hospital with margaret >>: of the man spotted her body in the stairwell. you might remember she was in hospital for a bladder infection when she disappeared from her bed in september. hospital officials said two weeks after she disappeared on october 4th, the owners heard a man of knocking on the fifth floor door to an emergency stairwell door. he notified her he saw a woman who appeared to be sleeping on the stairwell. presumably that was the body up when spaulding. the days after the incident she was found. terence to be did not check last zero or follow up on the tip. since the member of the hospital staff found the body already to have sought the mystery man to help put the pieces together here's police chief greg suhr.

another development in the bart contract saga. a-t-u president antonette bryant. released a statement last night that shows when the now disputed contract clause on family leave was agreed to by both sides. her statement ended with a suggestion. that management approve the contract. here's the timeline according to bryant. the family medical leave clause was in the original contract, but, on june 5th, the unions proposed to take it *off the table. in exchange for agreeing to several other proposals. that was promptly rejected. then comes july 11th -- when, she says, lead bart negotiator thomas hock. reviewed and agreed to the family leave act.
