north bay as welll that's where we find kron 4's jackie sissel this morning. jackie. >> i used to live in san diego and bait used to get into the mid 60's. at that point people are bringing out their policy colds but right now, in the north bay it is still at the freezing mark. yesterday, it was a little colder. my pipes had frozen at my home and i had no water for about two hours. you have to lock those pipes, the ones on outside the lead to your house. a lot of people caught will experience this. about 3:00 a.m. this morning when i got up for work, the windshield was iced over and i just have to spread over. we are still just an hour away from the coldest temperatures. we will probably see them drop another 3 to 4 degrees before the sun comes up. we

>> welcome back. the time is 6:11 a.m.. the president of san jose state university has announced that a former judge will conduct an independent review of alleged harassment of an african -american student. those claims of harassment sparked an outrage on campus and throughout the bay area last month. university president mohammad qayoumi named retired judge ladoris h. cor-dell to lead a task force. it will determine what existing rules were broken and recommend changes for ensuring future student safety. the task force was appointed amid allegations that four white freshmen subjected their black roommate to racial slurs, other torments and even injuries.

>> federal officials are expected to file charges against the person they believe started the wildfire that raged through yosemite national park and the sierra foothills earlier this year. a hunter set an illegal campfire in the stanislaus national forest in august. it became one of the largest california. the fire was not contained until late october, it burned four hundred square miles and cost the state an estimated 54 million dollars in damages. >> in washington this morning, some of the top democrats and republicans in congress are working on a backup plan to make sure the military is covered before year's end. the senate and the house have only one legislative week to work out their differences before the house adjourns december 13th. a pared-back bill would cover a pay raise for troops, buy new ships and aircraft and address sexual assault in the military.

me show you video-shot about 30 minutes ago. this parking lot down the block, some of the cars have frost and some of them did not. i guess is just an indication that there is not a lot of moisture in the air. if it was i did we would see a lot more ice. that is something that we will see later on, tonight in the evening hours. for now, it is is very little frost. it is still very cold. when you go outside, you want to up moisture rise and make sure statured children have on their chap stick. >> this is a third day in the road and this is something that we are getting used to. the temperatures should go up.
