the san francisco police and fire departments as well as the state department of diplomatic security. the special agent in charge of this case did say that at this point, the attack seems to be an isolated incident an not part of a larger problem. >> i will say, at this point in time, our initial assessment is that this appears to be most likely a criminal matter as opposed to a national security matter. if that changes, we, of course, will let you know immediately. >> reporter: now, the chinese consulate is also cooperating with the investigation. earlier today, they condemned this attack and asked that the people responsible -- person or persons responsible for this attack be brought to justice. they are also asking that every effort be made to protect the consulate as well as chinese diplomats here in the u.s. the san francisco police department has stepped up patrols around the building. in san francisco, charles clifford, kron 4 news. and this is not the first attack on the chinese consulate in san francisco. back in 2008, it was fire- bombed during a series of

protests against the beijing olympics. a group poured flammable liquid on a security gate and then lit it up. meanwhile, developing tonight, the beautiful view along the popular east hills was recently interrupted by a grim sight. a skull perched on a log. >> reporter: a morbid new year's day discovery. the skeletal remains of a human being found sitting on a log in the oakland hills. >> officers did discover a human skull on a plate. there were some beads and other items around the skull. >> reporter: investigators say the decorative setup around the skull may be linked to some kind of ritual. other possibilities are also being considered. >> we have looked up past cases of missing persons. we also have our homicide division working on it as well. >> reporter: an anonymous tip came in wednesday, leading oakland police to the

discovery. in this rather popular area for sight-seers, less than half a mile away from the entrance to the park. >> out here in plain view, it is kind of creepy. >> reporter: back in may of 2013, a discarded skull found at a recycling center turned out to be from a student laboratory at a santa rosa medical school. in this recent find in the oakland hills, the alameda county coroner will get help from forensic anthropologists in determining the skull's age. >> we're not sure if this is a missing person or if there's foul play, but our primary goal is to identify who this is. >> reporter: in oakland, haaziq maadyun, kron 4 news. the off-duty uber driver who police say hit and killed a six-year-old girl has been identified. authorities say 57-year-old man hit the six-year-old. it happened new year's eve around 8 p.m.

near ellis and polk streets. tonight the mother is in critical condition. the boy, expected to survive. the driver, muzzafar, was arrested on vehicular manslaughter charges. police say this man is responsible for another pedestrian accident in san francisco. an 86-year-old was hit and killed tuesday afternoon at the intersection of naples and rolph streets. the driver was arrested. a three-month-old is fighting for his life after being hit by a vehicle. there is a picture right now. his 19-year-old mother carried him in her arms. investigators say the mother, ashley capuchin, stormed out onto a busy street after an argument and was hit and killed by a truck. tonight, the baby is in critical condition with life- threatening injuries. the baby's aunt was also hit but suffered less serious injuries. authorities say drugs and alcohol do not appear to be factors in this crash.

the fight over jahi mcmath heads to federal court tomorrow. a federal physical magistrate is scheduled to meet with both sides of the case. the attorney for the family of the girl also. the judge ordered this settlement conference to try to avoid a trial on whether jahi should be kept on life support. the family wants to keep jahi on a ventilator and have her transferred to another facility. meanwhile, the family is looking to move jahi to new beginning community center in new york. the care facility says it is focused on preserving life and treating brain-injured patients. jahi was declared brain-dead after something went wrong while she recovered from routine tonsil surgery. after two strikes, contract ratification votes, a disputed bart vote and a lawsuit, the bart district board of directors has taken a step towards ending labor unrest. dan kerman has the latest

developments. >> please cast your vote. >> motion pasted. eight yes. one, no. >> reporter: the board approved a compromised contract thursday with the hope of creating labor peace. >> in the end, it's good for the unions. it's good for the district. and particularly good for the riders. >> reporter: gone from the agreement is the controversial six weeks of paid family medical leave. in its place, an expansion of bereavement leave provisions, more options for employees to pay family medical leave costs, the construction of break rooms, a change in the way employees are scheduled for training, and a reworking of a provision giving employees a one-time bonus if bart ridership increases. >> we're satisfied with the agreement. but it's going to take a long time to heal after the type of campaign this district has run. >> i feel this is not a long- term feasible contract.

>> reporter: a frequent critic of the unions slammed both bart workers and board members before casting the lone vote against the agreement. >> we put the public through a lot of hassles and we got nothing out of it. we accepted a strike. and when you accept a strike, that means you're at your whit's end. but instead, we rewarded bad behavior. when children run away, you do not reward them when they get home. you punish them. and we rewarded bad behavior. unacceptable, in my opinion. >> he has to run for office at some point as well, and it's his opinion. but you have to understand, we're still smarting from the fact of the brutal campaign that was raged against our own employees and also the fact that they're still under federal investigation for the death of two workers. >> reporter: now it goes to the unions for ratification. atu scheduled a vote on friday. seiu on january 13th. in oakland, dan kerman, kron 4

news. and this just in. san francisco city college can keep its accreditation for now. a san francisco superior court judge issued his ruling late this afternoon. the decision stops the accreditation commission for community and junior colleges from finalizing its plans to terminate the school's accreditation in july, leading the legal battle to save city college is city attorney dennis herrera. he is planning to hold a news conference this evening to discuss the latest developments. kron 4 news will be there. we have an update tonight at 8:00. we do have clouds starting to make their way towards california. they may, and i mean may, bring rain late next week. we'll talk about that, coming up in a little bit. coming up at 5:15, heavy snow and brutal winds on the east coast having a big impact here in the bay area. then at 5:30, the violent start to the year in two bay area cities. and next, why some are still

cold, snowy start for millions of americans and it's only going to get worse. a nor'easter is making its way through the region, bringing with it frigid cold and fierce winds. the national weather service issued a winter storm warning. officials are urging citizens to be prepared. boston mayor tom menino says his city is ready. >> we've been through this before. we'll get through this storm. public works is ready to do their work. >> reporter: in new hampshire, crews are already out plowing the roads. residents say so far, so good. >> they're doing okay. >> reporter: the storm is already wreaked havoc across the midwest, blanking roads in ohio and indiana, and pounding wisconsin and minnesota, where

temperatures were forecast to reach 40 below zero. for travelers, heavy snow could lead to poor visibility on the roads and in the sky. more than 1,000 flights have already been cancelled. and boston's logan airport has stopped all flights between 8:30 p.m. tonight and noon friday. and now let's check in at san francisco international. justine is live there. >> reporter: we found out that more than 2,000 flights across the country were cancelled today because of that nasty weathers in the midwest and on the east coast. here at sfo, we take a live look at the flight board right behind me. we've just found out from the duty manager that the airport cancelled 32 departing flight

and 13 arriving flights. also, a lot of flight, especially to chicago, were delayed. arrangements that are the most affected are newark, logan and jfk. and also at o'hare and midway. those are in chicago, where there is low visibility. and deicing is needed on planes. that's also needed for the delays. travelers, i was talking to them about how they're handling this hang-up. one family i talked to was trying to go back to chicago. they said they knew about the bad weather in chicago, so they checked out their flight information first and they found out that they were going to be delayed. and that was good, because they didn't want to be stuck at the airport, because they have a five-year-old and a one-year- old. >> we want to get home. i mean, this is not what we wanted. that's not how we planned it. but the good thing is we knew it before we got here, so we didn't have to wait here longer than, you know, the two hours.

>> reporter: now, many airlines are allowing passengers to make changes to their itineraries without a fee. not a lot of cancellations right now, but the brunt of the blizzard is supposed to hit new york tomorrow. 32 flight that were departing here at sfo cancelled. 19, arriving -- 13 arriving flights cancelled. san jose is not seeing any issues. and in oakland, only five flight were cancelled. live at sfo, i'm justine waldman, kron 4 news. happening now, the 49ers getting ready for a freezing play-off game in green bay. new forecasts predict the temperature to drop below zero during the game on sunday. kron 4's mike pelton made it to green bay, after some weather-

related travel delays. he has the frigid details on sunday's big game. >> reporter: good evening, from a very chilly lambeau field. we're now less than three days away from the wild card round, niners and packers here in green bay. the packers were on the practice field earlier today. here you can see them out on the practice field. after practice, the team held a media availability and talked about what they need to do against the 49ers. san francisco has won three straight against the packers. and kaepernick beat them in week 1 this year with his arm. he and anquan boldin had a huge day in the win, so the packers know they have their hands feel. >> you want to be able to run the ball, and pass the ball effectively when passing the ball. so if we can play that game, we'll definitely be in the game and we'll definitely have a good chance to win it. >> first of all, stop the run. we've got to be able to do

apparently it was not just fireworks lighting up the skies over northern california on new year's eve. several people reported seeing mysterious flying objects, so now george rask -- george warren is on the case. >> we didn't have any problems seeing it. >> reporter: steve brown watched it over sacramento. hans spotted it over auburn. >> it kind of approached from that direction and came across, kind of slow. >> reporter: did they see the same thing that kay saw? multiple objects captured on this man's iphone. >> i seen like six bright orange-colored lights. they were like almost in a diamond or triangle shape. >> reporter: and not just northern california. somebody posted this video from the hollywood hills on youtube. multiple glowing objects out there among the new year's eve

fireworks. >> there's two of them. three altogether. >> no. it's four! >> reporter: in auburn, hans and his wife saw it a few hours earlier than the other sightings. >> that's the funny thing. no sound, blinks lights. just this big form. >> and whoever it was moved up and to the left. it hovered there for probably about 60 seconds. and then it took off at a high rate of speed, out of sight, directly away from us, and just disappeared. >> reporter: of course, we're always looking for rational explanations for ufo sightings. this 2008 sighting over the sacramento valley turned out to be an airplane with an electronic sign under the wings. a year later, a mysterious flashing light near placerville turned out to be arcing power lines. we're still waiting to find out if there's a rational explanation for what people saw

found a stranger shot to death in his front yard. >> reporter: i spoke to the man who lives at the place. he said he heard at least one gunshot at 1:00 in the morning. he looked out the window did you didn't see anything. it wasn't until about 45 minutes later when his wife comes home, stumbles across the body, goes inside, tells him. and that's when they go outside and spot the man. you can see the bullet hole in the fence here. right after seeing the man, they go inside and call the police department. the police officers come out here and spend the entire morning trying to collect evidence. i got a chance to talk to martin hernandez, the man who heard the shot. here's what he had to say. >> did you look at this guy? was he still alive? >> no. he was dead. i just turned around and see his face. i called the police. >> had you ever seen this guy

in the neighborhood? >> never. never. >> reporter: hernandez says he's scared. he would like to move. the police department at this point, they have not made any arrests. they don't even know a motive about the case. hernandez tells me it appears that the victim was wearing some sort of gang apparel, but the police department says that's obviously something that they're looking into, but at this point, they're not saying that the murder was gang- related. and that's the very latest. reporting from san jose, will tran, kron 4 news. oakland's first homicide of 2014 is a 13-year-old boy. police say the boy was shot new year's eve near the intersection of 104th and walnut. he died of his injuries. tonight police are still looking for that gunman. overall, 2013 brought a steep drop in oakland's murder rate, down 33% from last year. >> reporter: oakland remains the deadliest city in the bay area, with 91 in 2014, compared to 48 in san francisco

and 44 in san jose. the oakland total includes 16- month-old drew jackson, shot to death august 7, along with his father, andrew thomas, as they slept at a relative's home. an eight-year-old was killed as she opened the door at a friend's home. and quinn boyer, the paramedic, shot to death as he drove away from his father's home. as sad as those stories are, there is reason for hope. in 2011, oakland had 110 murders. in 2012, 130. and last year, 91, the lowest total in nine years. san francisco followed a similar pattern, going from 50 murders to 69 two years ago, and then down to 48 in 2013. and san jose, despite a spike in killings late last spring, saw its number of murders drop slightly from the year before. >> homicides dropped in most big cities across the country. chicago led the nation in homicides with more than 500 in 2012. in 2013, it recorded a nearly

nathan campbell will stand trial on one count of murder, 16 counts of assault with a deadly weapon and 17 counts of hit-and-run. witnesses say campbell maneuvered around barriers and intentionally took aim at tourists and vendors back in august. the only person killed was an italian woman on her honeymoon in l.a. two people remain unaccounted for tonight. wednesday's fire injured 14. at least three people are still in critical condition. fire investigators say reports of an odd smell and debris from the blast point to a gas explosion. firefighters were not able to enter the building while fighting the blaze because the roof had partially collapsed. crews are now removing debris from the sight. a wisconsin mother says a hidden camera captured graphic video showing an in-home therapist abusing her three-

year-old autistic son. >> reporter: three-year-old caden is clearly terrified of his therapist, 27-year-old jacobs. he is seen elbowing the boy in the head, even headbutting him during a session earlier this month. the jacob's therapist is now facing felony charges of abusing a child during a therapy session. his mother, very emotional, tells us she suspected something was up but nothing like this. >> if i hadn't put a video camera downstairs, we would have never known. >> reporter: jacob is one of several therapists from autism intervention from milwaukee, providing treatment to caden, who suffers from severe autism. stephanie told investigators it appeared her son was not improving from the therapy sessions, so she and her husband decided to install a camera. it was on the second day that

she saw the physical abuse. >> it's about my son. he deserves the therapy that he was promised. and he deserves more than what they gave him. and this could be happening anywhere. >> reporter: stephanie tells us she's already received calls from other parents whose children had therapy with jacob. >> the parents were not allowed to sit in on the therapy sessions, which is why the mother set up the camera to record them. jacobs told investigators he does not recall assaulting the child. autism intervention of milwaukee says they are discussing the allegations with their other therapists. and coming up at 5:45, the duck dynasty brand is expanding. but its newest product line has some up in arms. and next, the surprise christmas gift one woman accidentally got from the white house. and it was a down day on wall street.

now, time for the kron 4 tech report, with gabe slate. >> the popular social network snapchat has been hacked. and 4.6 million accounts have been compromised. user names and partial phone numbers were leaked and exposed online. the website posting the user information was taken down right after it was posted. the phone numbers were not quite complete. the last two digits were blurred out. this was done on purpose to protect people's identity. if you would like to see if you were one of the users hacked, security developers have created a website where people can check. you can find that at lookup.gibson.org. the hack was done by an anonymous hacker group, who said they did it to expose the

this is the bay area's news station. kron 4 news at 6:00 starts now. we condemn the despicable act. >> the fbi has opened a full investigation. >> the chinese consulate in san francisco targeted by a fire bomb. no one was injured. but the entrance to the building is badly damaged. tonight several law enforcement agencies are involved in the investigation, including the fbi. they say this is not a national security matter, but the

chinese representatives are demanding more protection for their diplomats. charles clifford joins us live from san francisco. chuck? >> reporter: i'm live along geary boulevard at laguna. this is the chinese consulate right behind me. the attack happened on this side, the laguna sides, about 9:30 on wednesday evening. the chinese consulate says someone poured two buckets of gasoline along the front doors, then lit it on fire. no one was injured but it did badly damage the outside of the building. the fire burned the exterior double doors and scorched the walls. the front of the building was heavily damaged. inside, it was mainly smoke damage. the san francisco police and fire departments responded to the fire last night, also an evidence response team from the fbi was on scene. this afternoon the fbi said they have opened a full investigation into this attack and that they are analyzing evidence, although they wouldn't say exactly what that evidence is or if there's a suspect or suspects in this case. they did say that they believe this attack was an isolated

around 1:30 this morning near east san antonio street and south 33rd street. he was hospitalized but later died of gunshot wounds. the man who found the victim describes the scene. >> i turned around and see his face. >> had you ever seen this guy in this neighborhood? >> never. never. never. >> the name of the victim has not been released. police are investigating to see if the shooting was gang- related. right now they have no suspects in the shooting. police arrested three people on new year's day after they allegedly robbed a home in brentwood. officers were called to a house on green stone court and found four suspects leaving in a car. police arrested three of the suspects on suspicion of armed robbery and false imprisonment. police are still looking for that fourth suspect. the robbery victims identified two of the suspects as recent house guests. meanwhile a police tip

leads to a grim new year's day discovery along grizzly peak boulevard. a human skull adorned with bright-colored beads on a log about a half mile away from the entrance to tildon park. the skull is now being examined by forensic anthropologists. they are working through several possibilities, trying to determine who it is. >> it could be deemed as native american. then we call their society to do a burial for it. or it could be decades old, in which case we would submit a dna for a possible match. then, of course, if it's more recent, then we would bring in an expert that would do a dental check on the skull. that's how we go about trying to identify these types of things. >> oakland police say they are also checking their missing person logs in the event the identity of the skull turns out to be someone reported missing

to police. a reprieve tonight for san francisco city college. a superior court judge ruled that the commission in charge of accreditation is barred from finalizing plans to terminate city college's accreditation this coming july. the judge said terminating accreditation would be catastrophic for 80,000 students and would, quote, almost certainly close the school, end quote. while the action is on hold, lawsuits filed by the city attorney and others will proceed. a winter storm that pounded the midwest is now moving to the northeast. this storm expected to bring more than a foot of snow and plunging temperatures. the wintry storm already hit chicago yesterday. some in the burbs saw up to 18 inches of snow. aaa says it received more than 3,000 calls today from drivers dealing with spinouts.

in missouri, icy conditions caused a school bus to slide off a hill and into a ditch. fortunately, no one hurt there. but snowy roads did prove deadly in indiana. a pickup truck driver ran into a bus. the truck driver was killed in that accident. kron 4's dan is live in the weather center. dan, a lot of states in its path. >> there are. it's moving out of the midwest where we saw most of that damage. it is firmly entrenched in the northeast now. very heavy snowfall starting to fall in philadelphia, new york. maine also feeling the effects. it is hitting virginia as well, and washington, d.c. we talked talked to mike pelton. he was in chicago. he was delayed there on his flight due to over a foot of snow falling. as you can see, the snow has mostly moved out of the chicago area and, again, into the northeast. but we can look at futurecast 4 and see where this storm is

lopez memorial site. fire officials say the flames burned less than a third of the altar display. there is an investigation into what caused the fire and if any foul play is involved. andy lopez supporters say they plan to rebuild the site. on saturday, lopez was shot and killed by a sonoma county sheriff's deputy. back in october, the deputy told investigators that he believed the replica bb gun lopez was carrying was an assault rifle. we are one step closer to having an agreement in the bart dispute. the bart district board has approved a revised contract that has the backing of union negotiators. >> reporter: after two strikes, contract ratifications, a disputed bart vote and a lawsuit, the bart district board of directors has approved a compromise contract. >> to bring labor peace and employees and management can get back to doing what we do best, and that's focus on

this is the bay area's news station. kron 4 news continues now. here in san francisco, authorities are investigating an arson attack against the chinese consulate here along geary boulevard. someone poured two buckets of gasoline on the front doors of the consulate and lit the building on fire. no one was injured.

but the police department, they say it was shot at least one time. they're not saying if it's gang- related. they don't have a motive. the victim is described as a man in his late 20's. he was a latino. the homeowner i spoke to says he has never seen the man before. and that's the latest. reporting from san jose, will tran, kron 4 news. here in vallejo, a man who had his house burglarized back in october says that the same two men who burglarized his house are the ones who were just recently arrested here for attempted murder and robbery. he says he was surprised to see the mug shots of these two men when he looked at the news this morning. he says he's thankful that both men are behind bars. now, coming up tonight, all new at 8:00, i'll show you what he to say. it's an interview you will see only here on kron 4 news. scott rates, kron 4 news. in san francisco, anti- abortion signs displayed along market street are causing a bit of controversy.

powell beach and the boardwalk drew a crowd. they were rewarded with a view across the bay. porpoises at play. and of course, all that sunshine. in santa cruz, rob fladeboe, kron 4 news. christmas is now behind us. you might be wondering what to do with that christmas tree. starting toads in san francisco, crews are out collecting and recycling trees across the city. residents can place trees at the curb next to waste bins on regularly scheduled pickup days. last season, more than 500 tons of trees were recycled. officials ask that you remove any decorations or stands from the tree and cut a tree that's taller than six feet in half. the bay area is experiencing winter with some of the worst air quality in years. a fourth consecutive winter spare the air day has been announced for tomorrow. the quality management district says there were about 1900

the packers, who were on the practice field earlier today. they practiced indoors for a little while, before wrapping up outside, in order to get acclimated to the weather. here you can see aaron rodgers about to play his second game, after breaking his collarbone and missing seven games. he's facing a niners team that clearly has his number. the 49ers won here last season. and the packers players with a tough task to knock off the niners. >> they're a great football team. so we want to control the ball, you know. and, you know, get takeaways. each game, every play is that much more intense. >> i feel in the past couple of games, we didn't dictate the game. i felt that we let people dictate what we wanted to do. and i feel that we should dictate the game and do what we wanna do. play strong. play to our strong points. hopefully everything will be all right doing that.

>> and the packers are having a tough time just getting this game here on local tv. there's still about 3,000 tickets remaining for sunday's matchup. if they do not sell, they run the risk of the game not airing on some local stations. but the packers did receive an extension from the nfl today. the new deadline to sell the remaining seats is tomorrow at 4:00 in the afternoon. gary, while there might not be one specific reason as to why there are so many tickets remaining, lambeau field did undergo a stadium upgrade earlier this year and added 7,000 seats. now we're talking about them needing to sell 3,000 more. hard to believe there's not a connection. >> mike, do you buy any of the talk that the fans thought, come the first of the year, with aaron rodgers out, they didn't win a game, over a six- game span, and people somewhat gave up on the packers. do you buy any of that? >> reporter: well, they were actually talking about that on local radio today, that when
