jose. patrick brennan is the suspicion that-is the person police believed committed many if not all of the 13 fires under suspicion. and officials say brennan was responsible for several bay area fires in the late nineties. the classroom trailers at greater st. john baptist church was one of the buildings patrick brennan allegedly set fire to in the last week. the conversation at the church cannot breathe a sigh of relief now that britain is in jail. - brennan. deacon rolando johnson says the mood around the church is improving and the warning fliers can now go in the trash.

johnson and congregations says they have no idea what may have possessed him to set fires. but say they hold no ill will towards him. on set--the san francisco police department is searching for the people responsible for vandalizing a muni bus last month. you're looking at surveillance photos from december 20th on the muni 37 live. the bus was stopped at haight and ashbury streets at a real eye when a large crowd surrounded the bus yelling and banking on the windows. some of the windows were shattered while others were marked with graffiti. coming up on the kron4 morning news apple ceo tim cook is in china this morning we will tell you why he's handing out autographed iphones. a drought declaration could be coming to california. governor jerry brown is expected to

for all nine is the time. before last december, 2013 was going to be an average year for pedestrian traffic fatalities in san francisco. but in that 31 days six people were killed including two on new year's eve. this is video from one of those accidents 16 year- old sophia liu was killed at the intersection of polk and ellis streets. in all, 21 pedestrians were killed last year in san francisco. that's the highest number since 2007. nearly 900 people a year are hit by vehicles in san francisco and that number continues to grow. kron4's jeff bush attended a safety meeting were safety issues drew a large crowd of concerned citizens. >>: it was a packed house at

guilty. he could face the death penalty. the morning-just this morning, president obama will announce changes to some controversial government surveillance programs. the president is said to give a speech at the justice department at 8:00 a.m. our time. in it, he's expected to outline only modest changes. the associated press is reporting that the president will call for an end to the nsa's control of the americas phone data. the president began reviewing the surveillance programs after former nsa analyst edward snowden leaked details to the public. meantime, congress has sent the president a new spending bill to sign. the 1.1 trillion dollars spending bill easily passed the senate vote yesterday. the house passed a bill earlier

this week. the bill funds every agency of government through september. it also ends the threat of another government shut down during that time. the president is expected to sign it before current funding expires tomorrow. the man charged with sending poisoned laced letters to president barack obama and other officials want to change his plea. james everett dutschke previous week pleaded not guilty in deny sending the letters. he also denied eight charges that he tried to recruit someone else to send a price untainted letter while he was in jail. the 42 year-old has been jailed since april on charges of sending grison team 10--ricin-tainted letters to obama, republican u.s. senator roger wicker and a mississippi judge. dutschke is accused of

emergency. he's expected to do so this morning and san francisco declaring the emergency will make it easier to transfer water between different regions of the state three will bring it to you when that happens. in the meantime marin county is starting to tap into its water reserves because of this historical dry winter. phoenix like is a reserve a reservoir that means it is only used during dry years. and now it's being pumped to sell water to the central and southern parts of the county because the marin municipal water district supply is roughly 20% lower than it should be this time of year. for now, the district is only asking customers to voluntarily cut back their water usage. the mandatory rationing could be in the forecast if conditions continue to stay dry. in the district says we need a lot of rain to avoid that scenario. >>: because the ground is so dry just a little rain would be absorbed into the ground. we need enough grain at that the ground is saturated and additional rain on top of

before last december, 2013 was goiing to be an average year for pedestrian traffic fatalities in san francisco.

but in that 31 days, six including two on new year's eve. this is video from one of the accidents -- when six- year-old sophia liu was killed at the intersection of polk and ellis streets. in all, 21- pedestrians were killed last year in san since 2007. nearly 900 people a year are hit by vehicles in san francisco. and that number continues to grow. and a large crowd showed up pedestrian safety.

learning a lot more about the suspect in a series of arson fires and san jose joining us live with the very latest is kron4's will tran. >>will: will james of the suspect behind me is being held in jail and a little bit later this afternoon he's going to be moved to the courthouse where he will make his first court appearance. here's his mug shot. new information we've learned over the past couple of hours. his name is patrick brennan 48 years old and on the arson registry. for some reason up something came up. he found out this man less and the neighborhood on the san antonio street. they started doing a full surveillance on him on sunday. they believe is responsible for at least 12 of the fires. they came to his house on wednesday arrested him and they said they are very certain they have their man. they claim some of the evidence is

surh said new information on the priest murdered on new year's day in eureka. a detective told a judge that reverend eric freed's body was found wrapped in sheets at saint bernard's church. gary lee bullock is accused of torturing and murdering freed with a metal pipe and a wooden stake. he's also accused of breaking into the church, stealing a car, and trying to burn the church down. the attack happened hours after bullock was released from a nearby jail. bullock has pleaded not guilty. he could face the death penalty. this morning, president obama will announce changes to some controversial government surveillance programs. the president is set to give a speech at the justice department at 8 a-m our time. in it, he's expected to
