this live shot approach in the bay bridge toll plaza. we are going to have pretty chilly conditions. 40 degrees in oakland and upper '30's in san jose. below freezing in santa rosa at 30 degrees. a chance of rain will be for tomorrow. i will talk more about this coming up. >> developing news this drought conditions are getting worse. the state has taken an alarming step: it's cutting off water to contractors which serve 25 million people - and 750- thousand acres of farmland. so, californians who have been unaffected by what some consider the state's worst drought in modern history - may soon feel the pain. kron-4's j-r stone looks at the impact this move will have. >> we talk so much about this a drought and i want to put friday's announcement in layman's terms. one of the

big impacts will be on the farmers. we're talking about 750,000 a.. milk, beef, and fruit are just some of the things that are produced. there's also an impact on the bay pacifically santa clara valley and alameda county water district. for precaution, they have taken these. we talk about precautions and we talk about voluntarily asking people to restrict their water usage. most of the major water companies have asked for this. they want people to voluntarily do 10% to 15% depending on where you live. the big question is when can you see these mandatory changes? >> all the water districts that i spoke with did not want to get into specifics on the question. however, officials in san francisco

said that we are a least one to two months away from having this conversation about mandatory restrictions. other representatives and for other districts also agree that this is a topic to take up months down the road. >> j.r. stone, kron 4 news. >> here's how you can save water inside your home. turn off the water while brushing your teeth. take shorter showers and baths. wash clothes in full loads-- smaller loads use more water. and check all your faucets and toilets for any leaks. >> baseball season is right around the corner. and giants fans are gearing up for today's "fan fest" at a-t-and-t park. kron four's mike pelton is live at the ballpark with >> baseball is a back and a lot of people are out here and gearing up for this fan fest. hundreds if not

thousands of fans are already here waiting to get in at 10:00 a.m.. you can see a lot of them on your screen. all the more dressed in orange and black. some of them arrive as early as 11:00 p.m. last night. it runs from 10:00 a.m. to 3:00 p.m. today. you can get autographs as well. they also have face painting and you can walk from the field. what more can you ask for if you are a giants fan. one fan fell into the bay area just to attend. >> i fly here from denver, colorado. i have been a giants fan for life. >> everyone told me, it is superbowl this week. >> but you have to be a giants fan to do this. >> yes. i have been a giants fan my whole life. >> san fest is free and you do not have to pay anything. single game tickets go on

this is video from a protest in january of last year. the rally will happen today at the jane warner plaza at 17th and market street in san francisco. >> a disabled ship near the port of oakland almost disabled bart. the ship dropped anchor, coming very close -- if not striking -- the trans-bay tube. we have video of the ship from our helicopter partnership with a-b-c-7. it happened around 8:45 yesterday morning, when the ship dropped anchor near berth 37. bart shut down trains in the trans-bay tube for about 15 minutes. bart officials say inspections were done, and if the anchor hit the tube, no damage was done. >> coming up on the kron four news weekend. its snowing in the sierras, and that's good news for skiers, snowboarders * and business owners. we'll have the latest coming up at 7:15. >> and most everyone has a smart phone, but has yours ever caught on fire, while in your pocket?

>> welcome back to kron four news weekend. a welcome sight for skiers this week. several inches of new snow in the sierra nevada. plenty of people headed to the slopes this weekend. and because of that, those who own ski shops in the bay area are happy this weekend. kron-4's jeff bush has their >> stores like this store has seen one of the worst ones winters in a resort to the dry weather. but, that is changing this week and

by 8:00 a.m. tomorrow we are looking at light rain in the north bay. by 10:00 a.m. you will see that it will increase in intensity. we will have moderate downpours and by noon time will have a little bit less. portions of the south bay will slowly dissipate. spotted by nature by 2:00 p.m. and you can see it will dry out. a dry evening in store and address start for the work week. >> the kron 47 day around the bay shows spotty showers for tomorrow and a lot of sunshine by monday. >> new this morning. police are searching for a gunman who shot *two college students inside their apartment near michigan state university. it happened just before nine last night, in an apartment complex less than a mile from campus. both students were taken to the hospital, one was treated and released, the other remains in critical

condition this morning. investigators believe the victims were the intended targets. the motive for the shooting remains unclear at this hour. >> a key figure in a scandal involving new jersey governor chris christie says there is evidence that christie knew about the lane closures on the george washington bridge when they were happening. that's according to a lawyer for the former port authority official who was blamed for the incident. christie's administration denied the allegations. christie's appointees reportedly ordered a couple of lanes into fort lee, new jersey be closed to punish the town's mayor for not endorsing christie's re- election. >> a new state department report makes no definitive recommendation for approval or denial of the proposed keystone pipeline. but it finds that the project will not have a significant impact on natural resources or the rate of oil production. the one-thousand mile long, seven billion dollar project would run from canada to the gulf coast.

the keystone pipeline is a major point of contention in washington. proponents point to the possible economic benefits, while opponents cite environmental concerns. those in favor will likely embrace the report as evidence the project should in the past, president obama has said he will only approve the project if it won't hurt the environment. a decision is expected this >> it was a busy week for president obama. following tuesday's state of the union address, the president delivered his message to voters in 4 executive orders. today, he is back in washington focusing on the long-term unemployed. shannon travis has the story. >> get used to these images. every day americans are talking about their concerns. >> getting people back on the job is one of our top priorities. >> he appeared with veterans

line >> taking a look at wall street. investors were hit from all sides in january. concerns about the global economy and u-s company earnings led the dow to it's worst start since 2009. but, many investors remain hopeful that the problems will not spill over into the rest of 2014.

>> here's a look at the numbers turned out yesterday. the dow was down 150 points ending the day at 15,698. the nasdaq lost 19 points. and the s and p 500 lost 11. >> >> a middle school student in maine says she was burned when her i-phone caught fire in her pocket. the 13-year-old has first- and second-degree burns. she reportedly sat down with the phone in her back pocket. the principal at her school says the eighth grader heard a pop, then saw smoke. friends and staff helped put the fire out. the principal says the girl's burns are minor, and she's doing fine. >> there are a lot of fans out here for the fan fest. >> we also have more on flu

patrols. unmarked vehicles in neighborhoods trying to catch these individuals. in fact that's how we caught the individual on monday. it was one of our unmarked detective vehicles spotted a suspect running from a residence, started following the vehicle and, a short time later, arrested, called in and reported a burglary." >> police say the burglars typically stake-out homes and break-in when they're sure no one is inside. >> police in pittsburg are urging residents to protect their vehicles. there is a recent spike in car thefts in the city and throughout east contra costa county. police say they are increasing surveillance operations, probation searches and use of automatic license plate readers to catch unsuspecting car thieves. police say residents can greatly reduce the risk of their vehicle being stolen or burglarized by always locking the vehicle, device and parking in well- lit areas. maligned

>> justin bieber has been released after his plane was searched in new jersey. the pop star returned from canada yesterday. on his way to the super bowl. his private plane was searched after officers said they smelled marijuana. no drugs were found. a source tells c-n-n bieber was interviewed for several hours. this is his latest run-in with the law. he was booked on an assault charge in toronto on wednesday. he was accused of d-u-i and street racing in miami beach last week. before that, he allegedly egged and damaged a neighbor's house in southern california. >> a woman has been found guilty in a case involving a deadly dose of butt injections. police say natasha stewart was paid 200 dollars for referring the victim, karima gordon, to a phony nurse. that nurse allegedly
