santa rosa is a wet one. golden gate bridge, bay bridge right now and moderate downpour throughout the peninsula. 101 and 280 a wet drive this morning. not quite in walnut creek yet, but we are expecting widespread rain today and also coming down in the south bay. pretty widespread in the south bay right now. the orange indicating heavier rain dropping at half an inch per hour in that rain cell. we will track the rain for the remainder of the day coming up in my full report. >> thank you, janu. on the top of the news this morning, a developing store free napa this morning. a 4-year-old is found dead in her home. police are looking for her mother and the mother's boyfriend. mike pelton is live in napa with the latest. mike, good morning. >> reporter: well, marty, this is such a sad story in napa this morning. where is the child's mother? that is the big question this

morning when a 4-year-old is found dead inside her apartment here in napa. a family member just showed up to the scene and was upset. she confirmed a picture of the victim to us. napa police responded here to the apartment along the 2000 block of wilkins avenue yesterday to conduct a welfare check on the 4-year-old. when officers checked inside the apartment, they found her dead. police cannot find the child's mother who was last seen leaving yesterday morning with her boyfriend. they were last seen leaving with luggage yesterday morning. at this point they are not calling these two suspects. they simply want to question them about this case. they're hoping if you know where they are, you will call police. napa police are releasing little information to us. we hope to get updates throughout the day. but they're not calling those two suspects. they want to talk to them about the case but they are treating this as a homicide

investigation. >> mike pelton reporting live from napa. a fire at a dive shops caused an explosion last night in sausalito. it started at the marina around 7:00 in the evening. it spread to two other businesses and storage buildings before firefighters put it out. the businesses were not occupied at the time. no injuries reported but the cause of the fire remains under investigation. the damage estimated to be about $250,000. to the east bay now where police in pittsburgh are urging residents to protect their vehicle. there's been a recent spike in car thefts in the region. police say they are increasing surveillance operations, probation searches and automatic license readers to catch unsuspecting car thieves. residents can reduce the risk of theft by locking their vehicle using an alarm or

antitheft device and park in well-lit areas. mall construction in walnut creek is causing some businesses to leave town. the plaza is being redeveloped into a $250 million high-end shopping destination. dozens of merchants are closing up shop. some store owners are struggling to find other spots because retail space is limited in walnut creek. >> i have two daughters. one at the college. it's very tough because the new mall is going to be upscale and the rent is going to be very expensive. >> broadway has always been special to walnut creek in terms of the way that they integrate with the city. it's part of the city. and there's a lot of activity that's go on there. no doubt for the short time, there's going to be issues. >> walnut creek says the redevelopment project will take about a year and a half. there is still no sign of a missing man who may be mentally

ill according to police. they say that donovan almost was last seen in the bayside center in santa cruz. he is six-one, brown hair and blue eyes. last seen wearing a blue shirt, blue shorts and a backpack. he's been known to frequent the capital mall, laurel street and the santa cruz beach board walk. investigators have linked two men with stealing mail from more than 250,000 south bay residents. police say that san jose residents were arrested last month after the men were suspiciously loitering in the downing oak shopping center parking lot. officers approached the men. they found numerous amounts of stolen mail. investigators linked the mail to residents from many counties in the area. the two were booked on charges of possession of stolen property, possession of

methamphetamine and drug. the victims will be notified on how to claim their mail. it is groundhog day on this super bowl sunday. did punxsutawney phil see his shadow or is spring on the way. winter storm in the south causing chaos on the road. leaving two dozen cars on the freeway. we will tell if you there is relief for them in site. ®ñañpolice are looking out thief that stole a coo ra from a marina. we will have details after the break.

as of now there's no suspect information and no arrests have been made. a fight near a san jose middle school put one teenager in the hospital. an argument between two boys near the school led to the shooting. the victim was rushed to the hospital. the shooter and other youth fled the scene when police arrived. they don't believe the teenagers knew each other before the fight or that the shooting was gang related. in the east bay, antioch police are asking for help to find two people accused of stealing a surveillance camera from the marina. police have released the pictures of the suspects. they're accused of stealing the camera about 11:00 in the evening of december 29th. anyone with information on the theft is asked to call antioch police. officers say the tips can be anonymous. and a florida man is facing charges after being arrested for smuggling marijuana at sfo. police found 14 pounds of marijuana in carry-on luggage

>> well, today, february 2nd, isn't just super bowl sunday. this year the big game shares the spotlight with a little groundhog because it's groundhog day. punxsutawney phil saw his shadow. that means another six weeks of wintery weather. about 6,000 people were there to check him out in western pennsylvania. the odds are against phil. most hoping that he wouldn't see his shadow and that would mean a short winter. there has historically been a 80% chance that he will forecast six more weeks of

winter. speaking of which, the last 2,000 cars abandoned on atlanta's interstates were finally towed away friday. the weather kept tow truck drivers extremely busy. >> i would say 100 to 125. >> people need to get off the road. you can't do it if you have cars blocking the expressway and the exits. it's important to get your car. >> some of the drivers that abandoned their cars finally gave up and left after sitting in their car for more than 20 hours. officials are waiving impound fees for cars that were towed away. janu has rain to tell us about. >> you're right about that. you can see wet roadways along the san mateo bridge right now. it is a rainy day for us. it's going to be dry as we start the work week. but we could have a second system approaching by about mid week. now, taking a look at storm

tracker 4. pretty widespread rain and wet in the north bay. your ride from san rafale up to santa rosa is a wet one. also moderate downpour along the peninsula has made its way along the east bayshore. livermore, it has made it into the east bay interior valleys and widespread in the south bay. this orange is indicating a heavier cell dropping an inch per hour in that area. so taking a look at satellite and radar, the bigger picture here. we have the storm system headed or way. actually in our area. we're going to feel the winds pick up. we have cool air coming in with the tail end of the system. it will be a pretty chilly day. tracking the system for you on futurecast 4, pretty much going to stick around the day. also along the coastal areas, the peninsula coastal hills getting most of the system today. we could see three-quarters of an inch accumulated in the

santa cruz mountains. if you're cooking for the super bowl, you'll probably want to do it inside. widespread by lunchtime. by 3:00, it will be scattered and then taper off into the evening hours. it will be dry as we head into tomorrow. lots of cloud cover out there providing insulation. a mild start to the day. 43 in santa rosa. 42 in daly city. waking up to low 40s in pleasanton and 40s in the south bay. afternoon highs much cooler than yesterday. 52 the high for san mateo. 53 expected in daily city. low 50s in santa rosa, napa and mid-50s for the south bay this afternoon. taking a look at 7-day around the bay, this isn't the only storm system we're deal withing this week. a light one wednesday night and rain next weekend as well. >> thank you, janu. back to the news this morning. investigators trying to figure

out what triggered an explosion that injured three people in tennessee. the explosion rocked the tree tops resort shortly before 7:30 saturday evening. one person had to be air lifted to the hospital. two others were taken by ambulance. no word this morning on their condition. u.s. secretary of state john kerry is encouraging iran to abide by the commitments it has already made just ahead of new negotiations scheduled on tehran's nuclear program. he met with the foreign minister in germany. he reiterated the importance of both sides negotiating in good faith. six world powers along with iran reached a preliminary agreement in november that would stop some of iran's nuclear activities and in return there would be a partial easing of sanction that's are choking that country's economy. a top israeli government official is slamming kerry for warning of a boycott of israel should the talks fail. he says that israel expects its

friends to support it and oppose what it calls anti- semitic boycott efforts. a small but growing number of businesses and pension funds have dropped investment or limit trades with firms involved in west bank settlements. a volcano that erupted in the philippines has now killed 16 people. authorities are fearing that they will find more victims. those who lived on or around the volcano are returning home and they're finding ash covering everything. kathy reports. >> reporter: the victims of the eruption on saturday were found in the village just within two miles from the volcano's crater. hot ash clouds with temperatures of over 1,000 degrees fahrenheit traveled down the slope in just two to three minutes. many of the victims didn't stand a chance of surviving that. while authorities have recovered most of the @i they say there may be more

casualties. the volcano had been quiet over for 400 years before it came back to life in 2010. it started erupting again in september of 2013. on friday, authorities actually allowed thousands of people to go back to their home that's were outside of the exclusion zone. still, authorities say the volcano remains dangerous. they're stepping up efforts to keep people safely away from the volcano's rath. >> some say that the government is attacking them to disrail peace tacks. they say that the troops are violating a ceasefire that was signed last week. a spokesman for the military says he did not know about the clashes. the organization doctors without borders recently left the town, the center of the alleged attacks for safety

was sent to five hotels near the side of the super bowl. officials say the letter was sent to the mayor on friday and it was harmless. police say the letter contained no powder but authorities are testing the suspicious powder sent to hotels near the super bowl. an adopted daughter of woody allen posted a blog on the new york times website recalling when the director sexually assaulted her. it's the first time that dylan ferrell has written publicly about the 1992 assault. that was written the same day that allen was nominated for best screen play. a authorities still trying to figure out what sparked a giant fire at a wisconsin egg farm. this was the scene at the snr egg farm early saturday. it took almost 15 hours for fire crews to put out this blaze. the fire was contained to one of the farms 14 barns.

but this barn as you can see, just a complete loss. the building contained some 300,000 chickens. no one was injured in the fire but all of the animals died in the flames. united airlines says it will soon say good-bye to cleveland hopkins airport as its hub. it will make cut backs starting in april. that means the majority of the united flights coming through the cleveland hopkins airport will be eliminated as well. there will be local layoffs. scheduled reductions will be implemented by the airline by june. coming up on kron 4 news weekend, a napa toddler is found dead. authorities suspect foul play. we will have the latest for you in the investigation coming up after the break. in the meantime, let's take a live look outside at san francisco. janu will have the details on the forecast when we come back.

>> a developing story this morning. a 4-year-old found dead in napa. and police are looking for her mother. napa police want to talk to sarah kruger, the girl's mother and her boyfriend, ryan scott warner. the girl's body was found in her bed after police visited the home for a welfare check. there are signs of foul play. kruger and warner were seen leaving the area saturday morning carrying luggage. police have been unable to reach the couple and say they are persons of interest in the homicide investigation. it is now 7:30. want to get the latest on the forecast because there is rain to talk about. here is janu with that. >> yes. it is widespread right now. you can see that on storm tracker 4. take a look panning into the south bay right now. moderate downpour in the east

bayshores. a little bit lighter in san ramon as well as along the delta. but pretty heavy along the peninsula. you can see your 101 and 280 along the peninsula is certainly ! and also raining in the north bay. so very widespread this morning with the heavier rain in the north bay in san raphael. we will track the rain coming up soon in the full forecast. >> with the niners out of the super bowl, a lot of bay area fans looking forward to the baseball season. an estimated 35,000 giants fans filled the stands and the fields at at&t park on saturday for the annual fan fest. fans meeting up with their favorite players throughout the day. it looked like a beautiful day at the ballpark yesterday. the crowds on the field didn't allow for running the bases but you could get your photo taken on the pitcher's mound. fans waiting for the first pitch. >> it's exciting to know that all of them they're right

there. >> the team has good support and all of these fans coming out here on this glorious day, you couldn't ask for a better day to do it. >> it was a fun day for everybody. opening day for the giants is early this year. it's on march 31st. the cost of buying a soda in san francisco could go up if some city supervisors get their way. several of them gathered to drum up support for a proposed soda tax legislation. they plan to introduce it to the board on tuesday. it would a 2 cents for ounce tax on distributors of soda and other sugary drinks. the money would go to fund recreation and nutrition programs. however voters rejected a similar measure in richmond back in 2012. but supporters say this plan is much improved. >> it's projected to raise around 30 plus million dollars a year. how are we going to spend that

money? we've already detailed it and written it down. >> the tax will be on the distributor, not at the retail level. there will be an increase. just like tobacco taxes so we're addressing the health epidemic that the sodas are causing. >> the measure will appear on the november ballot if it's approved by the board. nudists took to the street in san francisco's castro district to protest the law against public t)ylnudity. the demonstrate errors included a group of line dancers. many protesters say that banning public nudity is the least of the city's problems. >> i think it's important for freedom. i think it's silly to outlaw nudity if somebody is not being violent. as an urban nudist, i'm just out enjoying my neighborhood,

my city just like everybody else. i just don't like to wear clothes. >> the demonstration took place on the first anniversary of the enforcement of san francisco's antinudity law. the state of california has hit the website kink.com with an $80,000 fine. cal osha says the porn company is an unsafe workplace by allowing people to have unprotected sex. two employees tested positive for hiv last year. the aids health care foundation filed a complaint. a kink spokesperson say many prefer not to use condemns. they think the fine is a campaign against the porn industry. cal osha requires that they minimize exposure to blood and bodily fluids. all eyesare on a girl because of a foundation she founded. we told you about vivian yesterday.

news weekend. i'm marty gonzalez. let's get started with a look at the forecast. it's finally feeling like winter, janu. >> that's right. it's chilly and windy and also waking up to widespread rain this morning. you see an active storm tracker for this morning. now, as we zoom into the south bay, this orange on your screen is indicating pretty heavy downpour. in fact this cell is producing about an inch of rain per hour. lighter, however, from san jose all the way down to morgan hill. the yellow color is indicating moderate downpour. we are seeing moderate downpour along the east bayshores and making its what i into the interior valley. all getting moderate rain. moderate as well along the pens l the 2008-101 ride is a wet one right now. in the north bay, lighter indicated by the green color but heavier in san raphael. we will track the system throughout the day coming up in the full forecast. marty. >> thank you, janu. we begin with a developing

story out of nap a sad news this morning. a 4-year-old girl found dead in her home. police are looking for the mother and the mother's boyfriend. kron 4 mike pelton is live in napa with the latest. mike, good morning. >> reporter: good morning, marty. neighbors describe the 4-year- old girl as full of life. she always loved to ride her bike and dress up as barbie until police showed up and found her dead inside of the apartment. neighbors and family members are shaken by this incident. they did confirm a picture of the little girl to us. here she is. this is 4-year-old kaylee. napa police arrived here yesterday around 1:00 in the afternoon to conduct a welfare check of the 4-year-old. now, when officers checked inside of the apartment, they found her dead. although police at this point are not saying exactly how she died. now, police say they cannot find the child's mom, 23-year- old sarah kruger who authorities say was last seen leaving the complex yesterday

morning with her 26-year-old boyfriend ryan scott warner. they were last seen leaving with luggage yesterday morning but neither has a car and they are not answering their cell phone. neighbors are now pleading for the two to come forward. >> if something happened to the little girl and it was an accident, come forward. the mother needs to come forward. she needs to come and contact the cops. leaving the scene was no accident. who knows what that little girl went through. >> reporter: and that neighbor right there says the police had recently begun conducting welfare checks on the apartment. it's unclear what propertied the checks. police are releasing limited information at this point. we hope to get an update throughout the day. they are not calling the mother and the boyfriend suspects at this point simply persons of interest. they are treating this as a homicide investigation, marty. and this evening, neighbors here at the royal garden apartments do plan to hold a 7:00 vigil for the little girl. >> new this morning, a richmond

man was killed at a bar. officers responding to the parking lot of a disturbance of the green lantern bar on t,q3nm pablo avenue just after midnight. they found a man with gunshot wounds. his identity has not been released this morning. no arrests have been made. police are continuing to investigate. and in sausalito, a fire at a dive shop caused an explosion last night. it started at liberty ship marina around 7:00. it spread into two other businesses and storage buildings before firefighters were able to put it out. the businesses were not occupied at the time and no injuries reported. the cause of the fire remains under investigation. the dan estimated to be about 2 -- the damage estimated to be $250,000: a double homicide shooting in west oakland happened around 10:45 last night on market street. officers are unclear whether the victims in the shooting were juveniles or adults. right now there is no suspect

information and no arrests have been made. also in the east bay, police in pittsburgh are warning people to protect their cars much there's been a recent increase in car thefts in the city and across the con tee. police are doing more surveillance operations and probation searches. they're also using automatic license plate readers to catch unsuspecting car thieves. you can greatly reduce the risk of theft by locking your car, use an alarm or antitheft device and park in well-lit areas. and there is still no sign of a man who is missing who may be mentally ill according to police. they say that donovan almost was last seen in santa cruz at the community center. he is six-one with brown hair and blue eyes. police say he has been known to frequent the mall, laurel street and the santa cruz beach board walk. investigators have linked two men with stealing mail from

more than 250 south bay residents. police say that san jose residents were arrested last month after the men were suspiciously loitering in the downtown oak shopping center parking lot. officers approached the men and they found numerous amounts of stolen mail. investigators linked the mail to residents from los gatos, campbell and san jose. the two were booked on charges of possession of stolen property, possession of methamphetamine and drug. victims will be notified on oh wow. you look incredible! right?! is this the bacon and cheese diet? this is the creamy chicken corn chowder. i mean, look at it. so indulgent. this is so much more... what's different? oh, it's my chicken and cheese enchilada diet. well keep it up, honey. it's working. oh, gracias! did i tell you i am on the... an ambulance met the plane at o'hare international and he was rushed to north western memorial hospital where he is currently undergoing tests. a suspicious letter was sent to new york city's mayor on the same day that suspicious powder was sent to five hotels at the site of the super bowl. the letter sent to the mayor friday was harmless. police say the letter contained no substance or no powder. authorities still testing the suspicious powder that was sent to hotels near the super bowl. and denver broncos quarterback peyton manning was honored with a record fifth associated press mvp award. no surprise there. the season was a big one for manning. he broke the league record for touchdowns and 500 -- 5,477 yards passing. the broncos will take on the seahawks later today in super bowl xlviii. >> and we're waking up to widespread rain here in the bay area. we will track the storm for you coming up after this break.

across the country. there have been at least 11 school shootings this year alone. experts say the number is statistically unchanged since the 1990s but they say it is still troubling. a fight and a shooting near a san jose middle school put one teenager in the hospital. an argument between two boys near the school led to the shooting. the having tim was rushed to the hospital. the shooter and the other youth fled the scene when police arrived. police don't believe that the teens knew each other before the fight or that the shooting was gang related. in the east bay, antioch police are asking for the public's help in finding two people that stole a surveillance camera from the marina. photos have been released of the suspects. they're accused of stealing the camera around 11:00 in the evening back on december 29th. anyone with information on the theft is asked to call antioch police. officers say the tips can be amonday muss. a florida man is facing charges after being arrested for smuggling marijuana at sfo.

police found 14 pounds of marijuana in carry-on luggage belonging to mickey roy rivera. ñwas found at a security check point. rivera has been booked into the county jail on charges of possessing and transporting marijuana. investigators still trying to figure out what triggered an explosion that injured three people in tennessee. that explosion rocked the tree tops resort shortly before 7:30 saturday evening. one person had to be air lifted to the hospital. the other two were taken by ambulance. no word this morning on their condition. overseas now, a nearly 400- foot tall building came tumbling down in engineer knee. these pictures were taken as the building was demolished. it took up an entire city block and was brought down with about a ton of explosives this morning. 30,000 people came to watch it crab down in that huge cloud of dust. two new office towers will be going up in that building's

place. rebels in south sue dan say the government is attacking them in an effort to derail peace talks. they say that government troops are actively violating the ceasefire that was signed last week. a spokesman for south sue dan's military says he didn't know about the clashes. doctors without borders, that organization recently left the town at the center of the alleged attacks for safety reasons. a volcano in south america erupted three times in ecuador. that volcano exploded three times yesterday. two moderate followed by a severe blast. ash was sent five miles into the air above the volcano. it's been active since 1999. the last outbursts killed two people and left two others missing. in indonesia, authorities are fearing that they will find more victims from saturday's eruption of the volcano there. 15 people living near the

cover. >> reporter: yeah, marty. neighbors tell me that that 4- year-old girl lived here at the apartment complex with her mother for the past several years. the boyfriend came into the picture about a year ago. neighbors commenting about how the little girl liked to play on her bike and dress up as barbie at the apartment complex until police entered and found her dead. this is her picture. this is 4-year-old kaylee. police responded to the royal garden apartments yesterday around 1:00 p.m. to do a welfare check on the 4- year-old girl. when officers checked inside the apartment, they found her dead and police say she had blunt force trauma injuries. now, police say they cannot find the child's mother, sarah kruger who authorities say was last seen leaving yesterday morning with her 26-year-old boyfriend ryan scott warner. they were last seen leaving with luggage but neither owns a car and they are not answering cell phones. neighbors are trying to piece

world premiere of a documentary on the organization that she founded. we told you about vivian yesterday. she held an instameet arranged through social media before the film's premiere in san francisco last night. the goal of the lemonade business and the film is to put an end to child slavery. the lemonade raised big money to fight child slavery. >> it made me really sad. and i was so sad that it made me do a testimony on aid stand. >> vivian and her original stand raised over $100,000 to free 3500 children. >> vivian and the film makers say they hope the mission will eventually lead to 18 million kids becoming free and safe from child slavery. new this morning, a richmond man was killed at a bar. officering responding to a report of a disturbance at the green lantern bar just after midnight. officers found n"scudma man wit gunshot ones in the parking lot. he is described as a 30-year-

old african-american man. his identity has not been released. no arrests have been made. police continue to investigate the case. a fire at a dive shop caused an explosion last night in sausalito. the fire started at liberty ship marina about 7:00. it spread into two other businesses and storage buildings before firefighters were able to put it out. the businesses were not occupied at the time and no injuries were reported. the cause of this blaze remains under investigation but the damage is expected to be about $250,000. police are investigating a double homicide shooting in west oakland about 10:45 last night on 24th and market streets. officers this morning are unclear whether the victims in the shooting were juveniles or adults. as of now, there is no information on suspects and no arrests have been made. also in the east bay, police in pittsburgh warning people to protect their cars. a recent spike in car thefts in the city throughout the county.

drought when you can't do that because there's no rain? >> right. i think that for the most part it will be a resource issue. i think this is going to take -- i think that the governor's desire to build the tunnels to divert water from the valley down south is a dead issue at this point because there's nothing to take down there. politically it's not a good idea. in terms of the -- in terms of the politics, not too much. this is very much a democratic state. the way that the districts are drawn are democratic. i don't see republicans being state capital. however at the national level, it's a live issue. in fact, to the point that senator feinstein will introduce her own water bill to deal with this in the next few weeks because everybody understands the dangers of the politics of this. we had the water wars a century ago in california. you and i were talking about china town. >> yeah.

friday and it was harmless. police say it contained no powder. authorities still testing the suspicious powder sent to hotels near the super bowl. an adopted daughter of woody allen posted a blog recalling when she says that the director sexually assaulted her. it's the first time that she has written publicly about the 1992 alleged assault. the letter was written the same day as the writer's guild awards in which he was nominated for best screen play. dylan's mother accused allen of abusing the children. authorities trying to figure out what caused this giant fire at a wisconsin egg farm. stack a look at the scene at snr egg farm in wisconsin. it took place early saturday morning. it took almost 15 hours for fire crews to put out the blaze. it was confined to one of the farm's 14 barns but the barn as you might imagine a total loss.

>> walnut creek says the redevelopment project will take about a year and a half to complete. investigators in los gatoa have linked two men with stealing mail from 250 south bay residents. police say that san jose residents zumer and ryanart were arrested after suspiciously loitering in the downey oak shopping center parking lot. officers approached the men and found the stolen mail. investigators linked the mail to residents. they were booked on charges of possession of stolen property and drugs and police say the theft victims will be notified on instructions how to claim the mail. police are looking for a man who attacked a woman in richmond friday night. it happened about 6:00. the victim says a man grabbed her from behind and tried to pull headwords a wooded area. she fought back and was able to
