police officer shot her because she was reportedly threatening him with a gun. this happened last night in hayward on foothill boulevard. police say they performed a welfare check on a woman who was repeatedly calling 911. when police arrived, they

say she displayed the handgun in a "threatening manner." when she refused to drop her gun, one officer fired his weapon and shot her. she was transported to a hospital where she was pronounced dead. the officer who fired had been with the hayward police department for a year. police say, little kayleigh was beaten to death. and that her mother, sara krueger and boyfriend, ryan warner, are responsible.

but court documents say. the couple told police, they found the child dead by unknown circumstances. and instead of reporting it. the couple told police, they stored the body in a suitcase for three -days. and then placed the body in a freezer. police eventually found the dead child in her bed last saturday. the district attorney says he can only seek the death penalty if the investigation reveals a special circumstance. such as sexual assault. neighbors at the apartment complex where kayleigh lived are still coming to grips with what happened to the little girl. the makeshift memorial that

we are back. time now for all nine. these are live pictures that you are looking at at the scene where a pedestrian was injured after being hit by a car early this morning. this is what we know. the crash happened just before to 30 a.m. at van ness avenue and grove street street pedestrian was taken to hospital with serious injuries three we will have a live report coming up at 430. this comes on the heels of another incident in san francisco. new this morning, police arrest three men and a woman in new york last night. they're possibly connected to the drugs found in late actor philip seymour hoffman's apartment. police recovered 350 bags or envelopes which could be used to carry heroin. they are not saying exactly how the arrests are connected to hoffman's

death. the 46 year old actor was found dead in his manhattan apartment on sunday. he had a syringe in his arm. and police found dozens of baggies containing heroin at his home. a man is behind bars. after police say, he attempted to kidnap a 7-year-old little girl. as she walked with her mother in emeryville. it happened monday evening. outside of a starbucks, in police say 19-year old gabriel weathersbee. suddenly approached them from behind. snatching the little girl. "the mother followed was yelling to get her daughter back she was able to get her daughter back from the area on foot./"during the investigation later on it was learned that the suspect had previously made statement that he that he intended to sexually assault children." emeryville police say, weathersbee has previously been in custody. as a result of a psychiatric hold. due to some sort of mental breakdown last november. residents. san francisco police are investigating why a man was hit and killed in the sunset district yesterday. the victim was crossing sunset boulevard late tuesday morning. when a red toyota corolla hit the man. his body then crashed

through the front windshield. three women in the corolla were hospitalized. with non- life threatening injuries. there is a crosswalk at that intersection that has blinking yellow lights to alert drivers of pedestrians, but it's unclear if the victim was in the crosswalk when he was hit. the accident happened on sunset boulevard near yorba street.

pedestrian accidents are something san francisco police and city leaders have hot said they're focusing the past couple months. look at all these other deadly pedestrian accidents in the city, all from december 19th through january 7th. four people have died, just since new year's eve. poststhe most high profile recent incident involves this uber driver who police say hit and killed a little girl on new year's eve. 6-year-old sofia liu was in a crosswalk with her family at polk and ellis streets in the tenderloin neighborhood around 8:00 that night. the uber driver was arrested in that case. another wintry blast hits the northeast this morning, after storms caused more problems in the midwest yesterday. andrew spencer reports. flights aren't just getting canceled. a plane even got caught in the snow. a winter storm is now heading east after slamming the midwest. a number of vehicles got stranded in near-whiteout

conditions on interstate 64 in southern illinois. local reports say only a few inches of snow fell across the area -- but sleet and ice made for extremely highway ramps turned into parking lots -- until snow plows were able to get in and remove the snow. and the winter storm also tore through indiana. roads are snowy and slick.and people were having a hard time getting around. the national weather service says the winter storm warning affecting much of the state expires this afternoon.

announce president obama's latest plan to address climate change in the u-s. the so-called "climate hubs" will provide scientific knowledge to help farmers, ranchers and landowners battle risks like drought, floods, pests and fires. the hubs are in iowa, new hampshire, north carolina, colorado, oklahoma, oregon and new mexico. additional hubs are planned for other states including here in california. california farmers who have been affected by the drought, will receive 20- million dollars in federal aid. federal officials say, the money will be mainly used for improvements in irrigation. and assistance

food and farming policy in the u-s. increases spending on farmers markets. and cuts the food stamp program. the bill now goes to president obama to be signed into law. a new report warns that the affordable care act could reduce the u-s workforce. the report is put out by the nonpartisan congressional budget office. it claims americans may choose to work fewer hours or not at all this is so they can maintain their eligibility for medicaid or federal subsidies. it also might be because they can now purchase insurance on the individual market rather than relying on an employer. the report says that will cause a reduction of the

labor force equal to more than two million workers in 2017. white house officials are calling this report's calculations incomplete saying they ignore job growth the health care law will create. the reports also says one million fewer people than expected will sign up for obamacare by the end of march when the enrollment window closes. but the white house is touting the c-b-o's finding that the deficit will fall to 514 billion dollars this year. that would be the lowest it has been since 2007.

a new study has found most uninsured americans are not scattered around the country. people who are uninsured live in less than four percent of america's counties. the associated press's findings mean an outreach campaign targeted to select areas could pay off big. the obama administration has done their own research, which lines up with this study. the deadline to enroll in obamacare is march 31st. they are using the data to guide their final enrollment

snow that fell late last week, and over the weekend. is still on the ground. and temperatures are still cold. kron 4's j.r. stone is in tahoe and spoke with business owners who are finally starting to feel good after a rough month. the san francisco board of supervisors heard a proposal yesterday, that would help tenants who are being evicted. it involves an increase in the money a tenant receives, if they are evicted by a landlord. who is trying to convert a building into condominiums. currently, state law limits the amount of money to five- thousand dollars per tenant. but supervisor david campos says, that amount is just not enough.

anyone who knows the state of affairs of the rental market in san francisco knows that five thousand dollars is simply not enough to allow these tenants to stay in the city. supervisor campos says, he still has concerns for those currently facing eviction. and adds, relocation costs have to be sufficient to allow people to live in city. dozens of stolen tools. recovered yesterday from a house in san jose. campbell police were serving a search warrant on a burglary suspect. that's

of stolen tools recovered yesterday from a house in san jose. take a look at this. campbell police were serving a search warrant on a burglary suspect. that's when they found these tools police say. the tools were from recent burglaries and campeau-campbell san jose and milpitas. two brothers in their 20s were all arrested on burglary charges. police say six victims came to the house and were able to retrieve their stolen items. >>anny: the solano county sheriff's department announced the deputies arrested a man suspected of rape. 20 year-old devon hawkins was taken into custody while at a house on will fire street and vallejo. hawkins is a suspect in a rape case from may of last year. he was considered a wanted sexual offender fugitive out of colorado who fail to register as a sex offender here in california. thea's then booked into the solano county jail on several felony charges including
