one last punch in a series of the latest storms as the north bay is dealing with serious flooding. damage caused by the rain where a tree brought down and a road washed out because of the weather. and word of a police shooting in san jose this morning. we will have the details that just came into the newsroom. this is the bay area's news station, kron4 news weekend starts now. good morning, everybody. thank you for joining us on kron4 news weekend. i'm marty gonzalez. want to get right to the forecast and for that, here's janu arasu. good morning. >> good morning. most of you from the mount tam cam we have been seeing pretty consistent rain in the north bay throughout the morning. stormtracker for here, pretty lit up in the north bay here. having trouble with my clicker,

but we are dealing with showers in the north bay right now, pretty quiet in the south bay as well as the east bay, so we are going to take a look at stormtracker 4 here and you can see dry conditions in the south bay right now. as for the east bay we are not seeing much, mainly along alameda, oakland, berkeley, heavier rain through richmond and panola, the yellow on your screen indicating moderate downpour, about 1/2" per hour. peninsula quiet but you can see wet on the gulf coast golden gate bridge. the rest of the day in my full forecast later. kron4's mike pelton is live in sonoma county where there's flooding that caused some roadways to be shut down and we can see the hazy closed there -- highways closed there, mike. >> reporter: yeah, a lot of people trying to get to wine country this morning but this rain putting a damping -- a

damper on their efforts. as you can see here as i pan over this road, the 121 is closed, it's flooded out. that's causing a lot of confusion this morning, a lot of drivers are coming here along the 116, clearly wanting to turn onto the 121 to get up to napa, realizing this road is shut down and then having to pull over at a nearby gas station to try to figure out an alternate route. best bet is to take 137 up the american canyon. you cannot take the 121 in morning. i put a call into the chp. they tell me it's caltrans that has the hard closure in here but do not estimate the 121 reopening at least until some of the rain stops and the flooding issues are able to resolve themselves. if you're trying to get up to wine country today, the 121 closed this morning, staying that way for the time being. >> we can't tell from the shot but is it raining there now? >> yeah, it is raining and it has subsided a little bit,

actually in the past 10 minutes, weather really heavy downpour but you can see the puddles, a little bit of rain but clearly causing flooding issues. >> mike pelton reporting live from sonoma county. more than 2000 people in the dark this morning because of the latest winter storm. pg&e says more than -- there are over 2000 outages in the north bay. 458 outages in the east bay, 125 outages in the south bay. officials have not said if the outages are weather-related. a sonoma county road closed this morning after being washed out by heavy rain. a landslide washed away a huge section of fort ross road on saturday morning. it buried a truck and forced people to leave one home in the area. >> yeah, the house has exhibited no damage at this point. the slide is still about 100 feet away but if it decides to turn, it could very well take the house with it.

>> the road is closed indefinitely and officials say that drivers should avoid that area if at all possible. heavy rain also sent a tree crashing down on phone lines near forestville. there's a look at the damage. the tree took out a fence and a utility pole on oak wild lane before it also blocked the road there. we would like to see what's going in your community so be sure to send us photos as other viewers have, taking a look at some of the flooding damage, send us to photos at breaking news at kron4.com. you can stay up to date on the weather at kron4.com and there you can check the latest weather conditions and forecast before you head out the door. a water main break near a country club blocked a road in hillsborough but the road reopened again this morning. the break happened about 7:00 p.m. on hillsborough boulevard near ralston avenue. repair work cut off water for people who lived in that area

for a time. and breaking news this morning in the south way, police in san jose investigating an officer- involved shooting. it happened at 3:00 this morning, someone calling 911 to report a man with a gun had demanded their personal items. it happened on the 3300 block of holly avenue. officers arrived on the scene, there was a report of shots fired. one victim was shot and taken to the hospital but no word on their condition just yet. police are also investigating the shooting that left a man with multiple gunshot wounds in san francisco. it happened about 3:40 this morning. they found a victim with wounds in his shoulder, back and arm at mission and concord streets. the victim is expected to survive but there's no information on the suspect. a petaluma meet company is recalling more than 8 million pounds of beef. the usda says meat products from rancho feeding corporation are being recalled because they may have come from diseased animals and did not undergo a

federal inspection. that meat was sold between january 1st and january 7th and shipped to stores in american canyon, napa and berkeley, among others, and you can find out if that meat -- if that is meat that you purchased infected by visiting sfis.usda.gov. still ahead for you on kron4 news this weekend, talking about a fire in the port. we are seeing the wrong video. people dealing with the snow on the east coast. that story coming up. also a huge fire plume at one of the nation's ports had people stranded at sfo because of a little weather. we will cover all of that when we come back. take a look where the rain is falling as we check in with stormtracker 4. keep it here on kron4, we will be following the storm all morning long. safeway presents real big deals of the week.

interstate 8 in truckee and sierra where they are expecting another one to 2 feet of fresh snow today. we will have an update for you on the snowfall coming down in just a few minutes. the eastern part of the country also being hit by winter storms as thousands of residents returning home this morning in philadelphia as power is being restored to their homes. an ice storm caused trees and powerlines to fall earlier this week, knocking out power to nearly half a million people. we were supposed to be looking at video from the storm. we will see if we can get that for you. this morning about 78,000 people remain without power. the utility company says weakened trees and limbs continue to fall there and that creates new obstacles. the company expects power to be restored to everyone in that region by tomorrow. and it just keeps coming down in the pacific northwest. snow continuing to fall this weekend. meteorologists say that snow could fall through monday in portland and that made traveling tough for both drivers and pedestrians. a lot of people, though, taking things in stride. you can see them cruising down the sidewalks in portland like

that and also many taking to their sleds and skis to do a little cross country skiing in downtown portland trying to make the best of it. other news this morning, a massive fire at the port of savannah, georgia, being contained this morning but officials say it could take a while to burn itself out. a fire tore through a warehouse full of rubber at the port yesterday and that dark plume of smoke could be sign for miles in the area. the cause of the fire under investigation. no port workers injured in that blaze. and we have the last wave pushing through bringing us pretty steady rain later today. we will track that for you ♪ at kaiser permanente we've reduced serious heart attacks by 62%, which makes days with grandpa jack 100% more possible.

there and just pretty treacherous going as you can see. we want to remind you that we would like to take a look at some of your rain photos at breaking news at kron4.com. and now janu arasu with the forecast. >> pretty wet conditions up there throughout the morning so we are expecting consistent rain today, it's growing widespread later today into tomorrow morning, some lingering showers but dry by tomorrow afternoon and tuesday. increasing cloud cover, another set of showers headed our way by about midweek. taking a look at stormtracker 4, you can see dry conditions in the south bay right now as well as along the east bay showers but dealing with showers in oakland, moderate downpour in oakland, berkeley, light rain moving in towards danville and san ramon right now. quiet along the peninsula. showers pushing in along san

francisco, also moderate downpour as you head towards the gulf coast golden gate bridge. starting to get a break in santa rosa and petaluma now but expecting more rain headed our way. so taking a look at the rainfall totals for the past 24 hours, just under -- under 2/10 of an inch in livermore, an inch in concord and trace amounts in mountain view but we are expecting more rain later today. with that said, we do have a flash flood watch in effect until about 3:00 p.m. for the north bay, so rapid rises on streams could cause the potential of flooding, urban flooding as well as small landslides. taking a look at this system on satellite and radar, we have this plume of tropical moisture pushing in so we are expecting more rain so tracking it for you on futurecast where it's mainly sitting in the north bay right now but going to continue to push south and east throughout the day so by 2:00

p.m. making its way along the bayshore, 4:00 p.m. picking up in intensity in oakland, hayward, into 6:00 p.m., you can see moderate downpour for the east bay shores as well as into the south bay and continue to push south throughout the day so by 9:00 p.m. some heavier rain in the south bay, lingering into tomorrow morning but we are expecting dry conditions by tomorrow afternoon. as for the sierra, we have a winter storm warning in effect, that's going to remain in effect until about 4:00 a.m. tomorrow. we could get anywhere up to about 2 feet of snow above 7000 feet, we could get another 8 inches at lake level so it is pretty windy up there, gusts getting up to 35 miles per hour, 70 miles per hour at the ridge, though, chain restrictions certainly likely. now, this is what the sierra forecast looks like, snow showers today into tomorrow but then afternoon sunshine, mostly cloudy on tuesday, moderate temperatures mainly in the 40s with the lows dropping down to the 30s and the 20s. now, taking a look at your seven day around the bay, it's showing the wet conditions today, lingering into tomorrow

morning, partly cloudy on tuesday, another chance of showers wednesday night into thursday, dry on friday and it looks like we could have another chance of showers into your next weekend. marty. >> thanks, januaryu -- janu. arriving flights at sfo being delayed an average of two hours and 43 minutes this morning. kron4's dan ruben talked to travelers who have been stranded at the airport. >> reporter: rain, rain and more rain. people just passing through sfo are making it an extended stay. >> we arrived like two hours after the scheduled arrival time so missed my connection. >> reporter: that's what happened to this family i found camping out at terminal 3. they have a long time to try and get comfortable. >> check-in 1:00 and we have to wait until 11:00. >> reporter: other delays weren't so bad. >> 12, 15 minutes. >> our flight was delayed by like an hour and a half. >> reporter: turns out that ones who are actually on a plane, delays don't always come to an end.

>> as of like 90 minutes into my wife and my daughter's scheduled flight, she let me know she is still on the tarmac waiting. >> reporter: ronnie richardson almost lost track of how long he's been waiting. >> about two hours getting out of there, left here at 2:00, i'm not going to leave here now until 7:00, that's, five, another two, that's seven hours, 12 hour delay. >> reporter: if there's a fight against mother nature, brawny would be on the front lines. >> coming off a 25 month tour in korea, so i'm trying to get home to my family. i was there for two years and then for this to happen, i will make it home but not happy. >> reporter: reporting at sfo, dan ruben, kron4 news. >> world news this morning, russian investigators say a gunman opened fire in a cathedral off of an -- on an eastern island over the pacific coast. the killed a nun and

parishioner. the shooting they say is not apparently connected to the olympic games but authorities there remain on high alert. five militants have been killed in russia. officials say they were part of a terrorist group responsible for a bombing in the southwestern russia that killed 34 people back in december. that bombing fueling fears of a terrorist attack at the olympics. russia says it has 40,000 security officers patrolling sochi and the surrounding areas. and now turning our attention to the sochi olympics. if you don't want to know the outcome, just turn down the sound for a second. jamie anderson gives the u.s. a sweep in the slope style snowboarding competition. anderson soaring her way to a gold medal in a near flawless run. this is one day after sage could notberg captured -- costberg captured the men's medal. in the outhill austria took the gold and norway earned the

bronze. pan covea from the czech republic took a bad fall during her competition. she split her helmet. she failed to fully rotate coming out of a jump. she fell and slammed her head on the ground and they are saying that the helmet likely saved her from a serious injury. and china is making a play for the 2022 winter olympics. beijing is currently facing a number of challenges such as air quality, traffic jams and a lack of adequate winter sports facilities. but the vice president of the chinese olympic committee says that they will tackle these problems. he says his committee is doing research on the best time to hold the games in terms of air quality and temperature. china first announced its bid in november and beijing as you remember hosted the 2008 summer olympic games. the chinatown ymca in san francisco's historic china town is hold its 30th annual chinese new year run today. that race starts at 8:00 in the

weekend. this is a view from mount tam and you can see the wind gusts and a lot of rain hitting the lens there. we continue to track the much needed storm and rain through the bay area and just want to remind you, send us your photos of the rain to breaking news at kron4.com. we will be showing them all morning long on kron4 news weekend. and those rainfall totals are quite impressive, especially in the north bay. mount tam saw over 11 inches of rain, the sonoma county town of concernville -- kernville also 11 inches of rain, san francisco and san jose both saw between one and 3 inches of rain from this latest storm. areas north of san francisco will be seeing another few inches today and some lake tahoe ski resorts that have relied on man made snow for much of the season are forecast to get another foot or two today, maybe even up to 4 feet from the entire storm at the higher elevations. the rain and snow on lake tahoe might be causing, however, avalanches, flooding and rock slides. we will continue to keep an eye on that. be careful how you play

we are back on kron4 news weekend here with janu in the weather center as we take a look at mount tam and you can see the conditions up there, the gusty winds and the rain pelting the lens. >> exactly. we've been seeing pretty consistent rain actually in the north bay all morning, actually overnight hours as well. also because of low visibility, we are seeing airport delays at sfo, 163 minutes so if you are headed there to pick someone up, drop someone off, you're probably going to want to check flight information just to stay on top of that. now, as for the rain, this is what stormtracker 4 looks like right now as i mentioned, you can see pretty consistent through the morning in the north bay but pretty quiet in the south bay right now, dry conditions there, also east bayshore is pretty dry except for the northern end as you head towards alameda, oakland seeing moderate downpour, berkeley as well, walnut creek

getting rain right now, danville, san ramon as well. dry in livermore. as for the peninsula, we have a cell pushing in towards daily daly city and. a wet right for your golden gate bridge up to the north bay, san rafael, richmond, novato all getting rain but quiet petaluma up to santa rosa. we are expecting that rain to grow more widespread later today. we will track that for you on futurecast satellite and radar coming up in just a bit. marty. >> thank you. new for you this morning, a portion of the great highway in san francisco is closed because of flooding. southbound lanes between lincoln way and slope boulevard were shut down about 4:20 this morning and as of now, no estimated time of when that road will be reopened. to the north bay, rain in santa rosa causing a yard to flood and at first glance it might seem that the homeowners might be stuck for a while with no way of getting out of the house. but thankfully for them, there is a driveway on the side of the house where they can safely go in and out and they say that

this flooding is something they are used to. >> you know, my grandma lived on this street a long time and it's done this every year when there's rain so -- >> luckily even with all the flooding, homeowners say none of the water got into their home. homeless outreach workers in pacheco are helping those without shelter in these wet conditions, in could contra costa county, workers are checking under bridges and overpasses and targeting pacheco boulevard above grayson creek. they are leaving essentials for homeless staying underneath the overpass and they say that the homeless people stay underneath that overpass but sometimes it's prone to flooding and could very soon become dangerous. >> i have seen the water touch this before. i mean, it's been up here, so you can obviously see this is where this person lays and there's the wind block. this is where they have been sleeping. there's that plastic. you can see he's sleeping right here and the water is literally

right there. that's about 12 or 15 feet. >> well, workers say they will go out every night from 8:00 until 5:00 in the morning to help out until those storms two overnight in separate shootings in oakland. police say that the first shooting happened just after 11:00 last night on foothill boulevard near 55th avenue. the victim is said to be in stable condition this morning. the second shooting happened an hour later at 87th and international boulevard. the man who was shot there was taken to the hospital in critical condition. no word just yet on how he's doing. police have made no arrests in either of those shootings. police in oakland also asking for your help in the search for a van that was stolen in the oakland hills. neighbors on burdeck drive reported a license plate that was found. officers then matched the plate to a 1999 white ford van with the words "maximum security" on the sides of the vehicle. they are asking that anyone who has seen that van to call the

police department. three people under arrest this morning after a high-speed chase that went all the way from san francisco to the south bay. started about 3:30 saturday afternoon when police tried to stop a car in the bayview district in connection with a shooting on friday in the filmore district. police say that the driver rammed an officer's car and then got onto highway 101 and spread through san mateo county. that chase ended when the driver crashed into another car in mountain view. san francisco police investigating another accident where a car hit a pedestrian. it happened about 5:45 last night at the intersection of holloway avenue and june parasarah boulevard. a 25-year-old woman was hit by a vehicle. she was taken to sf general and expected to be okay. the cause of the crash remains under investigation. and new this morning, police are looking for a man who allegedly stabbed another man at a santa cruz homeless services center. the victim says a man by the name of william jones was

trying to steal his bike. when the victim confronted jones, he says jones stabbed him in the arm. the victim was treated for a severed bicep. jones is currently on probation in the santa cruz county, also wanted on probation violation for a separate matter. he is considered armed and dangerous by police. at the same homeless center, police did arrest a man for stabbing another man in the body. arrested for assault with a deadly weapon. the victim's wounds, however, not considered life threatening. turning now to sports. the depleted golden state warriors no match for the suns in phoenix last night. they were playing without starters andrew bogan and david lee. golden state 122-109 to the suns. career high 34 points, 13 of them in the final seven minutes of the game in the fourth quarter, seth curry had 28 points for the warriors.

the stormy weather affecting golfers at the at&t pebble beach national pro-am. look at the ball being moved by the wind. the wind was blowing the balls and flag sticks around all morning long. officials even tried spraying water on the course to try to keep the balls from blowing in the wind, but it just didn't help very much. play was suspended for a short time but despite all of that, jimmy walker built a six shot lead. he's at minus 13 for the tournament and he's on the verge of winning for the third time this early pga tour season. the fourth and final round will tee off at 7:30 this morning. and despite the rain, there's no dampening the spirits of as fans. they packed the coliseum for a chance to see and talk a little baseball with the players. despite the as charging $10 to visit the stadium, 20,000 fans attended fanfest and sold out the event. >> best way to start the baseball season for 10 bucks, it's $40 for all of us to come, meet players, meet coaches,

we are back on kron4 news weekend. it is 7:40. live look outside of san francisco, you can see the flag blowing in the breeze there as gusty winds along with rain off and on throughout the day. janu will have the forecast in a few minutes. a major announcement from eric holder about same-sex marriage rights. herold says the -- holder says the federal government will recognize the same-sex marriages even in the 34 states where gay marriage is not legal. that means same-sex couples will have the same rights as traditional marriages. when it comes to bankruptcy and survivor benefits for police officers and firefighters killed on the job. same-sex couples will also be entitled to prison visits and cannot be forced to testify against a spouse. >> we are coming to where we have people rights and we should have equal rights and i think it's great. >> the attorney general announced the change in policy in a speech to the human rights

campaign in new york. he said the justice department must be as aggressive in fighting discrimination as it was back in the 1960s during the civil rights movement. back here in california, the state's health insurance exchange has pulled its online dr. directory after errors were discovered. the "l.a. times" reporting it's the second time covered california took down its list of medical providers. since policies took effect last month under the new health care law, patients have complained that doctors won't accept their insurance, even though they are listed online at by covered california and their health plan. people will still have time to switch plans before open enrollment ends in march. from sochi to new jersey to fresno, we will have more political headlines around the world coming up at 9:15 with our political analyst michael yaki in our studio to take a look at that. we are looking at the james look freeway in san francisco as very light traffic this

conditions what stormtracker 4 looks like, pretty dry in the south bay right now, spotty showers right there, also as you make your way up along the east bay shores, dry until you get to the northern, oakland, all getting light rain, wet bay bridge, san ramon seeing light rain right now. dry south of daly city but we are getting showers in san francisco and in daly city, golden gate bridge a wet ride as you make your way to the north bay but north of novato dealing with dry conditions. getting a break there. but we are expecting more rain. as for your rainfall totals, it's what they look like for the past 24 hours, just under 4/10 of an inch at sfo, under an inch at napa. take a look at santa rosa, 3 1/4 inches there, livermore under 2/10-inch, inch in concord and trace amounts in mountain view, about 2/100 of an inch there. taking a look at watches and

warnings. a flash flood watch in effect until about 3:00 p.m. for the north day. so expecting more rain later today so we could see rapid rises on smaller rivers and streams which gains for the potential of flooding, urban flooding, also small landslides at steamer terrain -- steeper terrain. we are expecting the showers to grow more widespread. you can see 7:00 a.m. been mainly in the north bay, making its way into the east bay interior valleys, and pretty much later throughout the morning, it's going to make its way down into the peninsula into the afternoon hours, making its way along the bayshore, picking up in intensity as we head into the afternoon, early evening hours, you can see by 6:00 p.m. all this yellow on your screen indicating moderate downpour, spanning from san rafael all the way down to morgan hill, gilroy area, 9:00 p.m. going to continue to push south and east, though, still dealing with rain tonight in the south bay, lingering, actually into tomorrow morning but drying off into tomorrow afternoon. now, if you are headed up to

tahoe, there is a winter storm warning in effect. that's going to remain in effect until about 4:00 a.m. tomorrow morning, could get about 2 feet above 7000 feet, about 8 inches at lake level today, chain restrictions are certainly likely throughout the day so this is what the sierra forecast looks like, snow showers today, drying off tomorrow afternoon and then mostly cloudy on tuesday. now, we are going to take a look at your seven day around the bay, showing us that wet weather today, lingering into tomorrow morning, partly cloudy conditions on tuesday and then another chance of showers wednesday night into thursday, pretty quiet valentine's day, but another chance of showers as we head into your next weekend. marty. >> thank you, janu. new jersey property owners who were denied relief funds after hurricane sandy are getting a second chance at some financial help. take a look at some video now from the aftermath from the storm. the announcement came one day after the report found that many new jersey homeowners hit hard by the storm were wrongly told that they would get no aid. a public advocacy group says

that more than 3000 applicants were told they were not eligible. but most homeowners who appealed that decision were told they were able to get help. the report shows a majority of applicants who were denied funds were minority homeowners. a state program offers up to $150,000 to rebuild and elevate homes damaged or destroyed by the october 2012 storm. world news this morning, heavy snowfall blanketing areas of japan, including tokyo and surrounding regions on saturday. according to weather officials, almost 11 inches of snow fell on central tokyo, that's the most in 45 years. more snow expected there tonight. nearly 200 domestic flights were cancelled today in japan, about 6000 travelers spent the night at the tokyo airport. >> here's stanley roberts who found some people behaving badly. >> you're looking at two cars in two different counties and cities. yes, the car with the driver in

san francisco county and the car in the foreground in san mateo county, daly city to be exact. another way to tell is by these signs, to the left is thursday street cleaning on the daly city side and to the right it's friday street cleaning the san francisco side. another huge difference is the cost of a parking ticket if you, let's say, decide to park on the sidewalk. so if you park on this side of ticket is over $100. however, if you park on this side of the line, the ticket is only $38. and just because you see a san francisco street sign doesn't mean it is actually in san francisco because sometimes just a few feet away the signs change to daly city signs. this car is getting a ticket for $38. >> i take photos of it. >> had it been 100 feet back, the ticket would skyrocket to 100 plus. if city and county line is so weird, that sometimes homes are split in half by county borders. so what this means is that parking enforcement has to manually enter in the address

to confirm which county the vehicle is in before issuing a ticket. >> got to move. can't block the sidewalk. >> reporter: can you imagine what it would be like if parking on the sidewalk in san francisco was only a $38 fine? you would probably see more city vehicles like this one parked on the sidewalk. oh, wait, it's not like they ticket their vehicles very often. of course since they are in two different counties, i'm sure illegal dumping of let's say this couch would have differently penalties as well and, yes, i caught them in the act. this is a tale of two cities, but unlike the charles dickens version this would require a follow-up so literally you can park on the same street, have the exact same violation but your ticket could be cheap or expensive. all depending on which city you are actually parked in. in daly city -- no, i mean san francisco -- oh, heck, let's just say right on the border to both cities, stanley roberts, kron4 news. if your bike was stolen in san francisco there is a new

we are back this morning with a live look from the sierra. interstate 80 at seta springs, you can see there's fresh snow on the ground and we will be getting an update later on in a couple of minutes on the snowfall total in the sierra. artists from as far away as the czech republic are in chicago now taking part in the sixth annual snow days sculpting competition. 27 teams are competing in the event that's taking place at the navy pier and get a look at some of those frozen works of

art mate out of 10-foot blocks of snow. really it's amazing the work they are doing, so intricate. many of the teams practice all year for the competition and during the summer months instead of snow, they use sand to design these works of art. coming up on kron4 news weekend at 8:00 a.m., the much needed rain causing some major problems on bay area roadways. we will take a look at what's happening in sonoma county and a live report on how another roadway remains flooded right now. we will head up to tahoe and be chatting with folks at heavenly ski resort to find out how much snow has fallen there this weekend. and even though the rain continues to fall, we remain under drought conditions coming up at 9:30, we will be speaking to a water expert about the bay area's water supply and what you should be doing to conserve [ male announcer ] progresso's so passionate about its tomato florentine soup, it took a little time to get it just right. top stories we are following for you, rain and lots of it. this latest series of storms packs a punch. plus we are getting one last punch from the latest on a series of winter storms causing some widespread flooding around the bay area, especially in the north bay. we are looking forward to a live report. and with rain comes damage from downed trees to washed-out roads and power outages, we will show you which areas were hit hard. this is the bay area's news station, kron4 news weekend starts now. good morning, everybody. thanks a lot for joining us on kron4 news weekend this sunday morning. i'm marty gonzalez. we continue to watch the forecast this morning. to get us started we are chatting with janu arasu. good morning. >> seeing rain all morning mainly in the north bay. you can see it is raining -- you can't see much but it is

raining over in walnut creek. and that we can see on stormtracker 4. it's been pretty quiet in the south bay all morning, pretty dry conditions, spotty showers there as well as along the east bayshore but the further north end of the east bay shores we are seeing some light rain so san leandro, alameda, oakland all getting light showers along with the bay bridge also making its way into our east bay and interior valleys, walnut creek into san ramon seeing light rain, dry in livermore. peninsula quiet south of daly city but you can see san francisco, daly city getting some light showers, also in the north bay it has dried out from north of novato up to santa rosa but still dealing with light showers through san rafael, novato, millbrae, richmond area as well. we are expecting the rain to grow more widespread. we will track that for you on futurecast 4 coming up in my full forecast. we want to continue with our coverage of the rain. want to turn now to kron4's mike pelton who is reporting live from sonoma county where flooding continues to cause roadways to be shut down.

mike, where are you now? >> reporter: well, marty, as good as this rain is, it is causing a lot of problems up here. i'm along state route 121 at route 12 and you can see this intersection looks more like a large pond. it's totaling under water. some of this water is above ankle deep. now, because of that, caltrans crews have put a hard closure in north of the state route 116 along route 121, as i pan over here, you can see some of the crews even here guarding this intersection just in case anyone gets past that hard closure. you can see very dangerous driving conditions. now, the 121 is a main route to get up to napa. a lot of drivers this morning, i have already seen very confused with where to go. well, caltrans officials tell me your best bet, the official detour is to head west along the 116 over to -- take you north and connect you to napa road and then you can take that up and over to napa. here along the 121, these conditions still very dangerous and if nothing, you could see this condition still looking to get a little worse. some of that water still

running off ponding here in the roadway. we are awaiting word from caltrans crews here on the scene when they anticipate to reopen this road but it looks like marty for the time being at least for the next several hours, this intersection and the state route 121 in general not an option for you if you're coming up to wine country today. >> mike pelton reporting live from the north bay. all told, more than 2000 people remain in the dark this morning because of the winter storm. pg&e says that more than 300 customers are on the peninsula without power. 133 without power in san francisco and there are over 2000 outages in the north bay, 458 outages in the east bay and 125 outages in the south bay. officials not telling us at this point whether or not that is all weather related. a sonoma county road is closed this morning after being washed out by heavy rain. take a look at this gouge in the highway here. a landslide washing away a huge section of fort ross road

country club blocked a road in hillsborough but the road is back open again this morning. the break happened about 7:00 p.m. on hillsborough boulevard near ralston avenue. repair work cut off water to people who were living nearby for a time. breaking news this morning in the south bay, police in san jose investigating an officer- involved shooting. it happened at 3:00 this morning. someone calling 911 to report a man with a gun had demanded their personal items. it happened on the 3300 block of holly drive. officers arrived on the scene and there was report of shots fired. well, we have learned this morning that officers were involved in a short pursuit with a suspect prior to the shooting. one victim was shot and taken to the hospital but no word on their condition. san francisco police investigating a shooting in the city's outer mission neighborhood. happened this morning just before 4:00 a.m. officers finding a man suffering from gunshot wounds at mission and concord streets. the victim who was shot in the

shoulder, back and arm is expected to survive but no information on the suspect at this time as well as the identity of the victim not yet been released. police say that the investigation is ongoing. well, coming up on kron4 news weekend, flu deaths continue to be on the rise here in the bay area. we will have the latest numbers for you by county. and have more information on how you can protect yourself. also another u.s. olympian taking home a gold medal from the sochi olympics. we will tell you who it is after the break. and those fighting for equal rights for same-sex couples are hailing an announcement by the country's top law enforcement official. we will have that story when we come back. take this live look outside, water on the lens at san mateo bridge and light traffic but very wet wait a minute -- very wet pavement. we will be right back.

we are back on kron4 news weekend. taking a look at our live camera on mount tam and you can see the windshield wiper busy working on our camera. although the rain is much needed, meteorologists are saying this will not solve our water problem. but we have some impressive numbers for you to share with you. mount tam saw over 11 inches of water from this storm. sonoma county town of guerneville, 11 inches. san francisco, san jose both saw between one and 3 inches of rain and areas north of san francisco will be dealing with another couple of inches of rain today, some lake tahoe resorts that have relied on man made snow for much of the season forecasting another foot or two today but the rain and snow on lake tahoe or at lake tahoe may cause avalanches, flooding and rock slides so we will keep an eye on that for you. at least 30 people in the bay area have died from the flu season and that's expected to grow an additional 41 deaths statewide remain under investigation and have not yet

been confirmed as flu related. the 30 confirmed deaths include 10 from santa clara county, five each in alameda and contra costa counties, three in san mateo county, three in san francisco county, two in monterey and one each in santa cruz and solano counties. public health departments still recommending that all california residents get vaccinated and they say that there's no shortage of the available vaccine. turning our attention to the olympics if you do not want to know who won in an event we are going to talk about, turn the sound down for a minute. and it was jamie anderson giving the united states a sweep in the slope style snowboarding competition. anderson soaring her way to gold medal in a near flawless run. this comes one day after sage kotsenburg captured the men's gold medal in the same event. american bode miller finished a disappointing eighth place in the men's down hill. he had been considered a favorite for a medal in that event. and in the down hill austria won the gold medal, italy taking the silver, norway

earning the bronze. sarka pancochova from the czech republic took a bad fall during her competition and take a look at the results. she split her helmet. she failed to fully rotate coming out of a jump and she fell and slammed her head on the ground and officials are saying that the helmet likely saved her from serious injury. and we have another rainy day in store for the bay area. we will track the storm for you on stormtracker 4 coming up in just a bit.

the eastern part of the country also being hit by winter storms. thousands of residents returning home this morning in philadelphia as power finally being restored to their homes. an ice storm causing trees and powerlines to fall earlier this week and that knocked out power to nearly half a million people. taking a look at video from that storm earlier this week, this morning about 78,000 people remain without power. the utility company there says that weakened trees and limbs

continued to fall and that's creating new obstacles. the power company, however, expects the juice to be back on to everyone in the area by tomorrow. a 16-year-old girl was killed when she was thrown from an suv that ran off an icy road in central texas. authorities say the driver of this chevy suburban hit a patch of ice and lost control. nine people were inside the vehicle at the time. the teenager was thrown from the suv and then it rolled over and crushed her. there's no word on the condition of the other victims this morning. and it just keeps coming down in the pacific northwest, as snow continues to fall this weekend. meteorologists say that snow could fall through monday in portland and that's made traveling tough for both drivers and pedestrians. a lot of people, though, taking it in stride, a nice way to cruise through the neighborhood there. thanks, mom. well, many other people taking to skis to the streets and trying to make the best of it, this again in portland. here in the bay area we are

not dealing with snow but we are dealing with rain, wind and a lot of minor flooding and some downed powerlines and here to sort out the weather part of all of that is janu arasu. >> you can see the rainy and windy conditions from our mount tam camera. a very wet camera lens. we have been seeing pretty much consistent rain in the north bay all morning. it is going to grow widespread later today, lingering into tomorrow morning and then into the afternoon a mix of sun and clouds. tuesday we are going to see an increasing cloud cover because we have another system headed our way by about midweek. before we get to that, talk current conditions. this is what stormtracker 4 looks like right now, pretty quiet in the south bay, spotty showers there, along the east bayshore, we are seeing light rain through berkeley, oakland, alameda and san leandro right now, a wet bay bridge as well, also light rain through walnut creek down into the san ramon area. as for the peninsula, dry throughout san francisco but getting showers here and a wet

chance of showers as we head into your next weekend. marty. >> thank you, janu. back to national news this morning, a major announcement from attorney general eric holder about same-sex marriage rights. holder says the federal government will be recognizing all same-sex marriages even in the 34 states where gay marriage is not legal. that means that same-sex couples will have the same rights as traditional marriages when it comes to bankruptcy, survivor benefits for police officers and firefighters killed on the job, same-sex couples will also be entitled to prison visits and cannot be forced to testify against a spouse. >> i feel like we are coming to where we have people rights and -- equal rights and we should have equal rights and i think it's great. >> attorney general holder announcing the change in policy saturday night in a speech to the human rights campaign in new york. in that speech holder says the justice department must be as aggressive in fighting discrimination as it is -- or

china making a plan for its 2002 winter olympic bid. beijing currently facing a number of challenges, though, such as air quality, traffic jams and lack of adequate winter sports facilities. you're taking a look at video, smog in china. well, the vice president of the chinese olympic committee says, however, they will tackle and solve these problems. he cites he's doing research on the best time to hold the olympics in terms of air quality and temperature. china first announced its bid in november and it held the games back in 2012, the summer games back in 2012. make it 2008. copenhagen zoo facing a backlash after killing a healthy giraffe to deter inbreeding. the zoo association recommended the giraffe be put down because too many giraffes with the

we are back on kron4 news weekend at 7:30 this morning with janu arasu in the weather center. expecting more rain today but right now some spots no rain at all. >> we are seeing quiet conditions unfortunately in the south bay, east bay. this is a view from your mount tam camera and we have been seeing pretty consistent rain here all morning and pretty much throughout the north bay. however, further north, places like santa rosa finally getting a little bit of a dry break but because of the low visibility we are experiencing delays over 2 1/2 hours at sfo, so if you're headed in that direction to pick somebody up, drop somebody off, you're probably going to want to check flight information before you do so. taking a look at stormtracker 4, you can see where the rain is sitting right now so as i mentioned in the south bay, pretty quiet there as well as you make your way along the

east bayshore towards union city but we are seeing light rain through berkeley, oakland, alameda, into danville, livermore starting to get drops out there right now. as for the peninsula, spotty through san francisco, daly city, san francisco all getting light showers. in the north bay, sausalito up to san -- san rafael a little rain. we will track for you on track track coming up in a bit. we want to continue with our coverage of the rain and turn to kron4's mike pelton who has been very busy this morning in sonoma county. checking out local flooding and he's found a spot here where some flooding is causing the roadway to shut down. mike. >> reporter: yeah, marty, here along state route 12 at the intersection with route 121 which you can't see. it's totally underwater right now. some of this water is above ankle deep. now, because of that caltrans crews are here on the scene. they have blocked off this

entire intersection and because these are such dangerous conditions to drive in, they have also put in hard closures along access points here to state route 121, particularly at the intersection with route 116. that's confusing a lot of drivers this morning, a lot of them trying to get up to napa, you at least this morning cannot take state route 121 as you see this intersection here totally underwater, a lot of this water is running off from the sonoma creek. at this point it's just ponding in a roadway and then running off into nearby fields. at this point caltrans officials are not saying when they anticipate this road to reopen. they will really playing a wait and see game to see when this rain finally starts to subside. thankfully, at least the rain is subsiding and then hopefully that water starts to go down shortly. now, at this point caltrans officials tell me the detour to get to napa is take state route 116 west over to less than ronny -- leberoni road up to napa. detour, but avoid this mess. you do not want to be driving through this this morning. back to you. >> yeah, and you bring up a

kenny with heavenly ski resort. good morning. >> good morning. >> what can you tell us about the snow numbers that -- the amount that fell overnight? >> sure. well, overnight we got 12 inches and in the past 24 hours we've gotten 16 inches and it's still falling. >> oh, it's still falling now and i understand that you're expecting up to about 4 feet of snow from this storm as a total? >> yep. you know, it does hang in the balance but we are expecting a lot today, possibly up to 24 inches, so we are -- we are really excited and it's definitely coming down hard up there. >> yeah. tell us a little bit about how many lifts up open -- lifts you have open this morning. >> currently actually on a wind hold and we are doing a lot of snow safety work just avalanche control, de-icing of lifts. >> yeah. >> so currently we are waiting until 10:00 a.m. to open lifts. >> i see. and -- >> but -- >> excuse me. >> i'm sorry. >> no. go ahead. >> at that point we are

expecting to opening 13 lifts. >> okay. just tell us a little bit about what the crowds have been like this weekend. >> well, you know, people love the snow so they have been coming up and enjoying it and hopefully we will be opening more and more terrain thanks to this new snow. >> so do you expect to open more lifts later this week? >> yeah, we are definitely hoping so. you know, once the storm passes through and we are able to ensure all the snow surfaces are safe for our guests, absolutely, yes. >> can you just to wrap things up tell us how much of a base you have and how much this has added to that? >> sure. so right now we have a 36 to 44- inch base, in the past seven days we've gotten 22 inches and then depending on what happens today, which it's looking good, we could be looking at another foot or another 2 feet. >> okay. really adds to that base. leasele kenny, thank you so much from heavenly ski resort.

onto other news this morning. homeless outreach workers in pacheco are helping those without shelter in these wet conditions. in contra costa county workers are checking under bridges and overpasses and they are especially targeting pacheco boulevard above grayson peak which they say is a poplar destination -- popular destination for homeless. they say a lot of homeless people stay under the overpasses but that area is prone to flooding and could soon become very dangerous. >> i have seen the water touch this before. i mean, it's been up here. so you can obviously see this is where this person is laying, there's their wind block. this is where they are at. so this is where they have been sleeping, there's their plastic. i mean, you can see he's sleeping right here and the water is literally right there. that's about 12 or 15 feet. >> workers say that they will be out every night from 8:00 until -- from 8:00 at night until 5:00 in the morning until the storms pass. coming up on kron4 news

lens. we have been seeing showers here all morning. we are starting to of a dry are portions of the north bay but growing widespread later today, drying off into tomorrow afternoon and then into tuesday we are going to see that increasing cloud cover because we have another system approaching bringing the chance of showers by about wednesday night into thursday. now, taking a look at stormtracker 4, this is what current conditions look like, it's been pretty quiet in the south bay, pretty dry there, we are expecting rain later. we will track that for you on futurecast 4. san leandro getting a break but still wet through berkeley, alameda, into our east bay interior valleys as well. for the peninsula, seeing spotty rain for the northern part but burlingame south, we are seeing dry conditions and in the north bay we are seeing wet roadways for your 101 ride through san rafael into novato but dry petaluma and up. now, as for rainfall totals for the past 24 hours, still quarter inch for sfo, under an inch in napa, just under three

inches for santa rosa, 1/10 inch in livermore, trace amounts in mountain view at 2/100 of an inch but anywhere from an inch to 2 inches expected today so a flash flood watch issued for the north bay remaining in effect until about 3:00 p.m. so with the new rain, moderate at some points we could see rapid rises on smaller rivers and streams, creating the potential for flooding, urban flooding, also small landslides certainly a possibility with steeper terrain. satellite and radar showing the last wave pushing in right now, and this is what we are expecting throughout the day. futurecast set for 8:00 a.m., we are seeing moderate downpour in portions of the north bay into 9:00 a.m. making its way down along the peninsula by about 2:00 p.m., it's making its way along the bayshore, going to continue to push south and east today, 6:00 p.m. picking up in intensity, all this yellow on your screen indicating moderate downpour and into the evening hours going to push into the south

pay waking up to light showers in the south bay tomorrow morning before the system completely pushes out of our area. we do have a winter storm warning in effect for the sierra, that's going to remain in effect until about 4:00 a.m. monday, could get about 2 feet above 7000 feet, maybe about 8 inches at lake level, so if you are traveling there or traveling back, chain restrictions are certainly likely but let's take a look at some of the snow reports. alpine has got a base of 60 inches, 30 inches of new powder, heavenly 37 inches, squaw has a base of 70 inches with 38 inches of fresh new powder, kirkland got 50 base, 22 new inches of powder. and north star has got a base of 26 inches with 32 inches of fresh new powder. and now we are going to take a look at your seven day around the bay showing us the wet conditions today lingering into tomorrow morning, dry by tomorrow afternoon, partly cloudy conditions on tuesday and then another chance of showers wednesday into thursday. marty. >> thanks a lot, janu. as the rain continues to move through the bay area, it's

making traveling much more difficult. passengers got very comfortable at sfo terminals, some of them camping out for 10 or more and turns out once you're on the plane the delays don't come to an end. >> 90 minutes into my wife and my daughter's scheduled flight. she actually let me know she is on the tarmac waiting. >> all because of a windy weather, the average delay time for arriving flights at sfo today is two hours, 43 minutes so almost three hours of delays. 19 flights have been cancelled going out of sfo, 25 have been cancelled coming in. over 400 flights cancelled across the country. rain in santa rosa caused this yard to flood and at first glance it might seem that homeowners may be stuck with no way of getting out of the house, but thankfully for them, there's a driveway on the side of the house where they can go safely in and out and this flooding they say is something they are used to.

>> you know my grandfather lived on this street for a long time and it's done this every year when there's rain so -- >> well, luckily even with all this flooding, none of it, they say got inside of their house. well, if your bike was stolen in san francisco there is a new way to recover it, it's called the safe bikes program. it will be launched this week. it's a partnership between a police virus board -- advisory board and a safe street advocate group aimed at reuniting owners with their stolen bikes. 800 bicycle thefts were reported each year in the mission district and south of market areas. registration for the program is free and you can sign up at local bike shops or online at safe bikes.org. three people are under arrest this morning after a high-speed chase that went all the way from san francisco to the south bay. started about 3:30 saturday afternoon where police tried to stop a car in the bayview district. in connection with a shooting that happened friday in the filmore district. police say the driver rammed an officer's car and then made it

onto highway 101, speeding through san mateo county. the chase ended when the driver crashed into another car in mountain view. san francisco police also investigating another accident where a car hit a pedestrian. happened about 5:45 last night at the intersection of holloway avenue and june pare junipero serra boulevard. the cause of the crash remains under investigation. a petaluma meat company recalling more than 8 million pounds of beef. the usda says meat products from the rancho feeding corporation are being recalled because they may have come from diseased animals and did not undergo a federal inspection. the meat was sold between january 1st and january 7th and then shipped to stores in american canyon, napa and berkeley, among other places. you can find out if the meat that you purchased is affected by visiting www.sfis.usda.gov.

well, police are looking for a man who allegedly stabbed another man at a santa cruz homeless center. the victim says that william jones was trying to steal his bike and then when the victim confronted jones, he says that jones stabbed him in the arm, cutting his bicep. jones is wanted on a probation violation for a separate case. he's considered by police to be armed and dangerous. at that same homeless center police arrested another man for another stabbing. that victim's wounds are not considered to be life threatening. and much more ahead for you on kron4 news weekend. but first take a live look outside. this time around highway 50 at ski run boulevard in lake tahoe and you can see some wet conditions on the pavement and some fresh snow on the side of the road. we will be right back.

the chinatown ymca in san francisco's historic china town district is holding its 36th annual chinese new year run today. that race starts at 8:00 a.m., already started about an hour ago at sacramento and grant streets. from there the course will make its way through china town, north beach, the embarcadero and finish on kearney between california and sacramento streets. the proceeds will benefit the china town ymca community center and they are expecting about 2000 participants along with 300 volunteers. heavy snowfall blanket wide areas of japan including tokyo and surrounding regions on saturday and according to weather officials, almost 11 inches of snow fell on central tokyo. it's the most in 45 years. more snow expected there tonight. nearly 200 domestic flights were cancelled today, about 6000 travelers forced to spend the night in the tokyo airport. artists from as far away as the czech republic are in chicago this weekend taking part in the annual -- the sixth

we are live in napa where water has flooded a popular route to napa. the detour caltrans has in place and the problem this water is causing this morning. downed trees, washed-out roads and power outages, we will tell you which areas were hit hardest. and also word of a police shooting in san jose this morning. we will have details coming up. this is the bay area's news station, kron4 news weekend starts now. good morning. we are dealing with wet roadways this morning, also have been seeing some consistent showers in the north bay, but let's take a look outside. this is a view from san mateo bridge camera we are seeing droplets on the camera. we are expecting rain there. as for right now, pretty dry, but this is where we are seeing the rain, mainly in the north bay, also into the east bay interior valley, it's been pretty quiet in the south bay,

spotty showers at best there, along the east bayshore finally getting a dry break in san leandro but wet through berkeley, oakland, alameda into our east bay interior valleys, you can see light rain through danville, san ramon, light showers in antioch right now as well. for the peninsula, we are seeing some light rain through daly city, south san francisco and san francisco but pretty much dry south of that but we have been seeing rain pretty much consistently throughout the morning in the north bay. we are getting a dry break through santa rosa but petaluma, novato, san rafael down to the golden gate bridge getting light showers. we are expecting the rain to grow widespread. we will track that for you coming up in just a bit. >> thank you. we want to continue our coverage of the latest storm and we turn to kron4's mike pelton who is reporting live from sonoma county where you can see here some flooding causing some roadways to shut down in the area. mike. >> reporter:. >> reporter: yeah, you can see one truck there trying to come through. caltrans is here closing off this intersection along state

route 121 at route 12, they did let that person drive through the water but some of this water at this intersection is more than ankle deep, very deep water, now, this is water that's running off from the sonoma creek. you will see that as i pan over here to the right, some of that water continuing to run off this morning. as you can see in the background, caltrans crews still here on the scene insuring no one comes and drives through this intersection at least without them allowing it. now, they are also putting hard closures in place to access points here to state route 121, particularly at state route 116. now, state route 121 as you might know is a popular route up to napa. here you can see some video from earlier this morning as a lot of drivers were coming along state route 116, they wanted to take that connection up state route 121 but were thrown off guard, had to pull over and look for an alternate route as that road is closed off. now, caltrans tells me at this point the primary detour to napa is heading west of here along route 116 and taking

leverroani road northeast. as you come back out here live, you can see this water continuing to cause problems this morning. caltrans crews here on the scene are not saying exactly when they believe this road will reopen. this is kind of a wait and see game as you can see that water continuing to pond here in the roadway. they have to wait for the rain to subside, for this water to subside and eventually run off into nearby fields but at this point as you can see, you do not want to be driving here along state route 121 and caltrans crews are not letting you. back to you, marty. >> yeah, and as we have been reporting all morning long, mike, the rain is going to be the heaviest in the north bay so chances of it subsiding anytime soon at this point anyway look -- >> reporter: it has subsided a little bit in the past few hours but still coming down. you might be able to see a few sprinkles there in the water but at this point is really is a wait and see game, not much caltrans crews can do to clear this. it takes as long as it takes, unfortunately. >> yeah, you're right, mike pelton reporting live from

sonoma county. want to let you know about thousands of people still in the dark this morning because of the winter storm. pg&e says more than 300 customers on the peninsula remain without power, over 3000 are without power in san francisco. there are over 800 outages in the north bay, 460 outages in the east bay and just three outages on the central coast and officials have not yet confirmed that all of these outages are weather-related, however. a sonoma county road is closed this morning after being washed out by heavy rain. take a look at this huge gouge in the highway there, in the road. the landslide washed away a huge section of fort ross road saturday morning, burying a truck and forcing people there to leave one home. >> yeah, the house has exhibited no damage at this point, the slide is still about 100 feet away but if it decides to turn, it could very well take the house with it. >> the road is closed indefinitely. officials say the drivers should avoid that area.

where police there are investigating an officer- involved shooting, happened about 3:00 this morning, someone calling 911 to report a man with a gun had demanded their personal items on the 3300 block of holly drive. officers arrived on the scene and there was a report of shots fired. one victim was shot and taken to the hospital but no word yet this morning on their condition. san francisco police are investigating a shooting in the city's outer mission neighborhood. happened early this morning just before 4:00 in the morning. officers found a man suffering from gunshot wounds at mission and concord streets. the victim who was shot in the shoulder back and arm is expected to survive but no information on a suspect as well as the identity of the victim. police are saying the investigation is ongoing this morning. straight ahead for you on kron4 news weekend, the controversial fight between rapper dmx and george zimmerman is called off. we will hear from the promoter on why he initially defended the event. and two people are dead after a helicopter crashes in

this was unprompted, they had an antigay rally on opening day, they have this controversy around the fact that they want to kill all the stray dogs in sochi, but really i think the centerpiece of why these are the putin games was the choice of who lit the olympic flame because they picked an ice skater, you know, very well decorated, well known in the ice skating circle, the only problem is she is a blatant racist and hates president obama and actually tweeted a racist cartoon of the president just about a couple months ago and the fact that the president had made it very clear he's not coming to the games, putin putting her in as the torch lighter was a very strategic signal that said, you know, well you won't come -- you're saying blank you to my games, i'm saying blank you -- >> here's what i say to you. >> that's what i say to you and of course, you know, the -- for the first time in a long time did not win a medal on the first day of the olympics.

russia will sure to win ice skating, he will be there in all his glory. i don't know if he will have his shirt on or off but we will see. president obama is planning to visit the central valley, he'll be in fresno -- >> right. he's going to basically do what the federal government can't do which is offer disaster aid when and if it is needed to the farmers and when we look at how the drought is going, we have a big problem here in the bay area, not as much of a problem in southern california because it may actually spend a ton of money on infrastructure but a huge problem in the central valley, we are talking 50 to 75 to 100% cutbacks in water, workers being laid off, agriculture prices are going to be going up. all the federal government can do, there are a lot of bills in congress back and forth. all five to 10 years down the road in terms of anything being done so all we can do is hope

south lake tahoe, you can see that we have a little bit of snow on the ground, we will be getting an update on the snowfall totals in the sierra coming up in a few minutes. the eastern part of the country also being hit by winter storms. thousands of residents are returning home this morning in philadelphia as power is being restored to their homes. an ice storm caused trees and powerlines to fall earlier this week, knocking out power to nearly half a million people. you're taking a look at video from that storm from earlier in the week. this morning about 78,000 people in that area remain

without power. the utility company there says weakened trees and limbs continue to fall creating new obstacles. the company expects power to be restored to everyone in that area by tomorrow. and it just keeps coming down in the pacific northwest as snow continues to fall there this weekend. meteorologists say that snow could be falling through monday in portland and that's made traveling tough for both drivers and pedestrians, but some people taking things in stride as you see there. cruising along the portland streets. many taking to sleds and skis on the streets of portland, oregon to try and make the best of it. and turning now to savannah, georgia, this is a look at the massive fire there at the port of savannah. it's contained now but officials say it could take a while to burn itself out. a fire tore through a warehouse full of rubber at the port yesterday. this dark plume of smoke could be seen for miles in that area and the cause of the fire remains under investigation but no port workers were hurt in that blaze. and coming up on kron4 news weekend, we are learning more about our water supply in the

and we are back on kron4 news weekend. it looks like a lake. it's a road in sonoma county that's blocked due to flooding and kron4's mike pelton has been reporting live there all this morning and, mike, it looks worse than it has in the two hours that you've been there. >> reporter: yeah, marty, that's what i was going to tell you is this has gotten much worse over the past hour or so, this is all water that's running out of the sonoma creek and ponding near the intersection of state route 121 and state route 12. you can see at this point looks more like a mini river as water just rushing down the street here. now, certainly you cannot drive through this area. caltrans crews are here specifically blocking off this intersection, however, they have also put in hard closures and a lot of access points and closed a portion of state route

121. here's some of the video from earlier this morning. you can see a lot of drivers there coming off of state route 116 trying to get onto state route 121 to get up and over to napa. that's not the case this morning. you can see the road there is closed. a lot of drivers have had month tull over -- had to pull over, try and find an alternate route. caltrans tells me the main detour is taking the nearby road up and over to napa road, that will take you to napa. as you come back out here live, this is all water that's running out of the sonoma creek. caltrans tells me there is no estimated time for when this road might reopen. as you see water continuing to pond in this area. this is really a wait and see game. they really don't know when the water is fully going to run off into a nearby field. of course we would need the rain really to stop to help that effort and marty just to give you an idea of how deep this water is, i'll pan the camera over here and you cannot even see the base of that light pole there so this water getting much deeper as the morning progresses, again,

state route 121 at state route 12, this area is blocked off to traffic. use leberoni road if you're going to napa this morning. >> be that way for quite a while since it's significantly worsened over the time you've been there. let's turn to janu arasu with the latest forecast. >> live shot from our san mateo bridge camera. water droplets on the lens, waking up to red roadways, airport delays at sfo still over two hours, but oakland, san jose, things on time there, but if you are headed to sfo, might want to check flight information before you head over. taking a look at stormtracker 4, pretty consistent rain through portions of the north bay over the golden gate bridge zooming in here into the south bay. we are expecting widespread rain later today. along the east bay shores it's pretty quiet from fremont up to union city, but we are seeing some light rain through oakland, san leandro into our east bay and interior valleys,

light rain down towards walnut creek. as for the peninsula, dry south of daly city but we are seeing rain here in san francisco as well as as you head up to the north bay, picking up in terms of intensity, the yellow color on your screen indicating moderate downpour there but pretty wet all way from millbrae to petaluma. we are seeing a dry break in santa rosa but track the rain for you and it's path -- its path coming up in my full report. although we are seeing the wet weather over the past few days around the area, statewide drought is a consistent worry. joining me is steve richie. thank you for joining us this morning. >> you bet. >> san francisco gets its water from hetch hetchy, give us an update on the water supply there. >> 85% of our water from hetch hetchy reservoir so we usually count on a lot of snowpack. there has been no snow for the

last year, 15 months or so, so we are just now finally starting to get some snow up there. >> yeah. >> our reservoir is about half full, but then coming down we always count on flow into it, we have not had any flow into it this year. we are just starting to get some with this storm. we had about 5 inches of precipitation up there year to date until this storm and all that just soaked into the ground. so this storm is probably giving us another 5 inches so we are just starting to see some runoff and just starting to see some snowpack. so it's a bright spot but this is a long way from being out of the drought. >> yeah, and i think that's the word that most people are saying, most water experts are saying right now, that it's nice we have the rain but don't get too excited. >> that's right. >> we have a long ways to go. are you talking about planning any contingency plans, mandatory water rationing, anything like this for san francisco. >> we have called for 10% voluntary conservation, that's where we want to start. you know, every time we do

that, people do respond pretty well. we actually have different ways that people can conserve that we suggest, we've got here low flow showerheads, air rates both -- faucet aerators both for the home or kitchen area also a nozzle to put on your hose. it reduces how much water you use and also we have a website, accept water.org/conservation where we have actually a homeowner conservation check list. you can actually go and check and see what can i do in my home to actually conserve water so we think that 10% voluntary is a good start. if after this storm we don't get much else, we could have to go to mandatory. that's a possibility. but we are hopeful for the outlook but we still need a lot of water up there to even back away from the 10% volunteer. >> right. tell us a little bit about the water transport system because it's a long way from hetch hetchy to san francisco and there's been talk in the past

about the pipes that deliver the water and the condition of that. is the transportation system of the water from there to here in good shape? >> yes, it is. we have been in the midst of a $4.6 billion program, the water system improvement program to improve the liability of that transport system to make sure we can deliver water 24/7. we are about 80% of the way through that program. it's incrementally gotten better and better and better, so the delivery system is in good shape. not as good a shape is the water in our mountains. >> san francisco always been known of the high quality of water that comes from the hetch hetchy reservoir. what impact does the drought have on water quality, if at all? >> it doesn't really have an impact on water quality. it does maybe in our local reservoirs when they get particularly shallow and you may see algae start to grow but for the hetch hetchy supply where it's basically snow melt running off of granite, all the

water comes in it generally high quality. >> rationing for a second because i would guess that you would walk a fine line in not -- wanting to let people know how important the emergency is but at the same time you don't want to cry wolf too often because then people tune you out. >> the last time we declared voluntary conservation was in 2007, the announcement was made on a day where it was actually raining, so there's this odd correlation -- >> disconnect there. >> but, yeah, we don't want to cry wolf. we do want people to consistently use very little water. and san franciscans do a good job already. the residential per capita use is 50 gallons per capita per day, lower than anyone else in the state. really good. always more you can do. no question about that. >> sure. we want to turn to our facebook page and people have been posing questions to ask you. so we have a question from angela starshadow who wants to know how much rain do we need to get out of this drought? >> to get out of the drought, we need an awful lot. we have estimated that as i

said we have had 5 inches so far. we might get 5 inches from this storm. we would need on top of that another 12 inches, another foot or so of precipitation which translates to about 10 feet of snow to actually fill our reservoirs but that would still leave no snowpack there so to be out of the drought, we would probably need another five to 10 inches on top of that. we would need a lot of water, an incredible amount of water to get out of this drought. we are hopeful to have a good base in our reservoirs going into next year and hopefully next winter will be a good one. >> yeah, okay. steve richie, thank you so much for joining us. >> you bet. >> and we will be right back. survivor benefits for police officers and firefighters killed on the job. also same-sex couples will be entitled to prison visits and cannot be forced to testify against a spouse. >> i feel like we are coming to where we have equal rights and we should have equal rights and i think it's great. >> attorney general holder announced the change in policy last night in a speech at the human rights campaign in new york. in that speech, holder says the justice department must be as aggressive in fighting discrimination as it was during the 1960s during the civil rights movement. world news this morning, russian investigators say a gunman opened fire inside a cathedral on an eastern island off of the pacific coast. the shooting killed a nun and a parishioner along with wounding six other people. officials say that the gunman is a security guard. this shooting has no apparent connection to the olympic games but authorities remain on high alert. five militants have been killed in russia, officials say that they are part of a

terrorist group responsible for bombing -- a bombing in southwestern russia that killed 34 people back in december. that bombing fueled fears of a terrorist attack at the olympics. russia says it has 40,000 security officers patrolling sochi and surrounding areas. scores of wildfires raging across southeast australia destroyed homes and injured a firefighter. fire officials say there are 37 blazes burning out of control there today. those fires are threatening the rural towns of the fringes of australia's second city -- second largest city, that's mel bryne -- melbourne. the injured firefighter was hit by a falling tree and received medical treatment. another rainy day to the bay area, we will track the storm coming up for you in just a bit.

store for the bay area. this is a view from a mount tam camera. pretty much looked like this all morning, been raining there consistently. already pretty windy. we are expecting the rain to grow widespread later today. not really tapering off until tomorrow morning and then we are expecting some sun and clouds tomorrow afternoon, tuesday we are going see an increase in cloud cover just ahead of another system headed our way by about midweek wednesday into thursday. before we get to that, let's talk current conditions, what stormtracker 4 looks like right now, been pretty quiet in the south bay but finally starting to get light, spotty showers there, along the east bayshore, fremont, union city still dry but seeing light rain from panola down to see leigh and into -- san leandro and into our east valleys, getting light rain right now. it is rynning -- raining over the bay bridge in the san francisco daly city but pretty much south of daly city dry along the peninsula and we have been seeing consistent showers in the north bay all morning. so your 101 ride from san rafael up to petaluma is a wet one, right now santa rosa,

however, getting a little bit of a dry break. this is what your rainfall totals look like from the past 24 hours, just over 1/4 inch at sfo, under an inch at napa, over 2 1/2 inches at santa rosa, about 1/10 inch for livermore, above an inch in concord and trace amounts in mountain view, we are expecting another inch or two today so we have a flash flood watch in effect until 3:00 p.m. for the north bay, so with the new rainfall today, we could see rapid rises on smaller rivers and streams so that causes for the potential of flooding, urban flooding and also small landslides are a possibility for the steeper terrain. taking a look at satellite and radar, last wave pushing in, growing more widespread later today on tracking that on futurecast four, you can see into the afternoon hours pushing south and east sitting over the bay shores by about 2:00 p.m., by 6:00 p.m., this yellow on your screen indicating moderate downpours so it is going to pick up in terms of intensity later today and then continue to push south and east so raining in the

south bay this evening and actually waking up to lingering showers for the south bay tomorrow morning before the system pushes completely out of our area. there is a winter storm warning in effect for the sierra, that's going to remain until about 4:00 a.m. monday, could see about another 2 feet above 7000 feet, could see about 8 inches at lake level, now the snowy conditions mix with the windy conditions causes for treacherous driving conditions so chain restrictions are certainly likely so be careful if you're headed up or if you know someone headed down. this is what -- snow report, 60- inch base step alpine, 36 inches at boreal, squaw got a base of 70, kirkwood got a base of about 50 inches with 22 inches of new, fresh powder and north star got a base of 26 inches with about 32 inches of new snow. if you're headed up there, have fun. taking a look at your seven day around the bay, showing us that we are dealing with the rainy day today, lingering into

tomorrow morning, partly cloudy conditions on tuesday and another chance of showers headed our way wednesday night into thursday, dry but cloudy valentine's day on friday and that looks like another chance of showers headed our way into your next weekend. marty. >> thank you. windy weather causing delays at sfo of two hours and 43 minutes for arriving flights. 19 flights have been cancelled going out of sfo, 25 have been cancelled arriving. over 400 flights have been cancelled across the country. as the rain moves through the bay area, traveling has become much more difficult. passengers having to get comfortable at sfo terminals because of those flight delays. some of them camping out for 10 hours or more. it turns out that even for some once you're on the plane, the delays don't end. >> as of like 90 minutes into wye my and my daughter -- my wife and my daughter's scheduled flight, she has let me know she is still on the tar mark wait -- tarmac rating.

>> if you're headed to sfo make sure to contact your airline to see if the flight has been cancelled or delayed. new this morning more of the great highway in san francisco closed because of flooding. southbound lanes between lincoln way and slope boulevard were shut down as of about 4:20 this morning. there's no estimate of time of when the road will reopen. to the north bay, rain in santa rosa caused a yard to flood and at first glance it might seem like the homeowners might be stuck here without any way of getting out but thankfully for them there's a driveway on the side of the house where they can safely enter and leave and the flooding they say is something they are used to. >> you know, my grandpa lived on this street for a long time and it's done this every year when there's rain so -- >> luckily, even with all of this flooding, none of it they say got inside their house. police are looking for a man who allegedly stabbed another man at a santa cruz homeless center. the victim says that william jones, the man you see here, was trying to steal his bike when the victim confronted jones, he says jones stabbed him in the arm. the victim was treated for a

severed bicep. jones is currently on probation in santa cruz county, he's wanted on a probation violation on a separate matter but police say that he is considered armed and dangerous. at that same homeless center police arrested another man for stabbing another man in the torso. he was arrested for assault with a deadly weapon. the victim's wounds are not considered to be life threatening. homeless outreach workers in pacheco are helping those without shelter in these wet conditions. in contra costa county workers checking for overpasses and especially targeting pacheco boulevard above grayson peak, a popular spot for the homeless. they are leaving essentials for the homeless who are staying underneath the overpass. they say the homeless who do stay under the overpass are in an area that is prone to flooding and it could soon become very dangerous. >> i've seen the water touch this before, i mean, it's been up here, so you can obviously see this is where this person

lays, this is their wind block, this is where they are at. this is where they have been sleeping. there's this plastic. he's sleeping right here and the water is literally right there. that's about 12 or 15 feet. >> workers say they will be out every night between the hours of 8:00 in the evening until 5:00 in the morning checking on the homeless until the storms pass. two men were injured overnight in separate shootings in oakland. police say that the first incident happened just after 11:00 last night on foothill boulevard near 55th avenue. the second shooting happened an hour later at 87th avenue and international boulevard. the man who was shot there was taken to the hospital in critical condition. there's no word this morning on how he's doing. police have made no arrests in either of those shootings. onto world news this morning, china making a plan for its 2022 winter olympic bid. beijing currently facing a number of challenges such as

the terrible air quality, traffic jams and a lack of adequate winter facilities as you take a look at the smog problems in beijing. the vice president of the chinese olympic committee says, however, they will be tackling these problems and he says that he's doing research on the best time to hold the olympics in terms of air quality and temperature conditions. china first announced its bid back in november. researchers are saying be careful on how you play with cats because one bite from your feline friend could put you in the hospital. a mayo clinic study shows one in three people with a cat bite are hospitalized and that the most common cat bite victims are middle aged women. 2/3 of the people who end up in the hospital with cat bite wounds require surgery to treat the infection that was caused by the bite. the study says that cat bites are the most dangerous on the wrist or hand. and it is almost time to go to the dogs. the next kron4 local special airs on friday night, february 28th at 9:00 p.m. takes you behind the scenes of
