raindrops in the north bay. the storm track will stick to the north. here any brain that we see will be north of the golden gate bridge. the rest of us will be dry under cloudy conditions. here is a live look from our roof cam. you did not see much because we have low clouds and dense fog in fact the national weather has issued a dense fog advisory until 9:00 a.m.. the temperatures are mainly in the upper 40's, low 50's. only about a mile drive around and napa. it is 0 for those of you and the bottle.in novado. >> 62 degrees in pleasanton. if the seven day around the bay shows that the

temperatures will climb at we will see just a mixture of some of clouds. there is a slight chance for rain on wednesday. the chance may continue into the weekend. quickly looking at the bridges. >> here is a live look at the richmond san rafael bridge. no problems, no delays. is a pretty easy ride throughout the bay and we have no reports of delays at the bay bridge or the san mateo bridge. here is a live look at the bay bridge. you are good to go from all approaches. the san mateo bridge to drive time is 12 to 13 minutes. >> we begin this morning with tragedy at san jose state. an 18-year-old freshman -- brenden tiggs -- was found dead in his dorm room sunday. the cause of death is still unknown at this time. it is a campus already reeling. after four white students are accused of bullying and hazing a black student.

tiggs' san jose state family held a memorial in his in which he lived and died -- joe west hall. kron-4's alecia reid spoke to some of his friends who attended the memorial. >> hundreds of students gathered last night to honor the student who died. he was gone on sunday in his dorm room. friends spoke highly of the freshmen and stated that he was happy. he always made sure everyone was okay. people share their memories of their beloved friend. they stated that the corner is conducting a celebration and that will keep everyone informed >> people offered support to anyone who needed it. >> new details this morning.on

the home invasion arrests made on monday in oakland. police charged 18-year-old shaquez willard in the robbery--- willard is one of four arrested yesterday. the home invasion happened last month in this oakland neighborhood. an 81- year old woman was shot during the intrusion. she managed to survive. police say, two suspects are under age 18.and all of those arrested have a criminal history. >> people should feel free and feel safe inside their homes. it is our mission to find out--people should be able to be free of crime. >> willard was also charged in four other incidents --- including other burglaries. he is being held without bail. and will appear in court later on today. >> a story you'll only see on kron-4. for the first time, we are hearing from a relative of lynne spalding. she was the british woman

who went missing from san francisco general hospital. her body was found 17- days later in a locked hospital stairwell. lynne spalding's twin brother bill spalding, who lives in great britian says, he thinks of her everyday. their bond very tight as children he says, her sudden death has left him with a depressing loss. he came to the states for lynne's memorial service last fall. and he went to san francisco general hospital to visit the stairwell, where authorities found his sister's body. >> sot i got down on one knee placed hand where her heart would have been and said a couple of things to her. >> bill spalding blames the people who were in charge with caring for lynne, for her unnecessary death. as well as the sheriff's department for the incomplete search by deputies. re >> new this morning. the girl who is arguably the most famous child actress in hollywood history, has died. shirley temple passed away last night at her home in

woodside. she was with family and caregivers. temple starred in four massive box office movies before the age of 10 and commanded a then-unheard of 50-thousand dollars per movie. that includes "the little princess" and "bright eyes". temple retired from filmmaking at 22. and went on to work as a foreign diplomat. >> coming up on the kron 4 news. for the first time since a few inches of snow and ice crippled the atlanta metro, officials and residents are bracing for another storm, hoping it's not as bad as the last one. >> p g and he says that they're taking steps to improve security around the substations. but at what

>> welcome back. p-g and e announced plans to install several security measures at a number of its sub- stations. that's after a shooting attack on one sub- staion in south san jose last april. which some are now calling an act of terrorism. the plan includes the installation of opaque walls. and an increase in local police and security patrols. there's a down side for customers, though,. to pay for these measures, p-g and e is looking into a possible rate increase. the agency did not give a timetable for when these security upgrades would begin.or be completed. >> state senator mark leno introduced legislation monday. that would help stabilize funding for city college of san francisco -- while the school continues its fight to stay accredited. senate bill -965 would give reliable funding for the next four- years to the school. c-c-s-f had its accreditation revoked last july. for problems with its finances and governing structure. the bill would give the

school its normal funding for the next school year. c-c-s-f stands to lose up to 26 -million dollars next year, if the legislation does not pass. >> san jose police are on the hunt for a man who posed as a police officer. and sexually assaulted a woman. this is a newly released sketch of the man. police say, he picked up the woman in an s-u-v on monterey road earlier this month. saying he would arrest her, if she did not do as he said. police released a picture of the vehicle from a nearby survellance camera. the vehicle is described as a white s-u-v, mid -1990s >> two weeks after a winter storm in atlanta made a complete mess of traffic -- -- state and city officials are hoping this week's storms don't cause the same kind of trouble. andrew spencer reports residents and officials are doing what they can to get prepared. >> remember, the stories of people stuck for 20 hours.

they were left with no options but to abandon their cars. this time, many of them are not taking chances. >> it is better to be safe than sorry. >> people make a run on supplies thinking that they will be stuck indoors. >> everything was already gone. it was crazy. >> two weeks after just a few weeks brought one of the country's most popular mature areas to a halt, officials are not taking any chances. >> i am not want to make any free judgments. the governor talked to the media to explain some of what is going on for preparations. >> the goal is to keep two an operational. >> they are ready to san the rose when appropriate.

to one all-time record for the number of sub 0 lows in a season. there is a silver lining though, temperatures are expected to rise later this week. >> we have fog and a lot of spots around the bay. there is fog along the coastline. santa rosa is reporting 3 tens of a mile. just half a mile in livermore. the national weather service has issued a dense fog advisory until about 9:00 a.m.. in addition to that we have temperatures mainly in the 40's and 50's. so it is a lot colder than 24 hours ago. 50 degrees currently in san francisco and 48 in antioch. by later on today was the high clouds and breaks of sunshine. copper

harassment. the settlement was approved unanimously by the city council today, under the settlement, the city of san diego will pay her $250,000. this includes her attorney fees and claims. >> mediation over the lawsuit led to filner's resignation last august. filner pleaded guilty to sexually assaulting three women at the end of last year. he was sentenced to 90 days home confinement, three years probation and a series of fines totaling about 15- hundred dollars. >> in addition to monday's settled case. two other women have sued the 71-year- old former mayor for misconduct >> the obama administration is giving some employers more time to offer workers healthcare. companies with 50 to 99 employees will now have until 20-16 to comply with the employer mandate. larger companies are getting a break too. at least 70 percent of

full time workers in 20-15. in 20-16 that threshold will go up to 95 percent. >> hobby lobby is asking the supreme court to be exempt from and obama cared mandate. the requirements forces certain for-profit corporations to provide birth control for their employees. the owners of hobby lobby believe the drugs like the morning after pill are equal to, which violates their faith. however, they are not opposed to other forms of contraception. churches and houses of worship are currently the only groups that are exempt from this contraception mandate. >> first lady michelle obama gave a sneak peak of the swanky table settings ahead of tonight's state dinner for french president francois hollande. the dinner will include some

elaborate dishes to match the gilded decor. it's the first time in nearly two years that the president and first lady will have hosted a state dinner at the white house. >> an american missionary detained in north korea since november 2012 is doing time in a labor camp. kenneth bae's family says he has health problems -- and they're worried about him having to do forced labor. brian todd reports. >> he has lost weight since been transferred. he has been working with his hands a lot and he has cut its. >> they should be able to do something right away. >> his conversation with a swedish diplomat was released. this is a newspaper based in japan. he told the diplomats that he has been treated fairly and has access to tv and books. he stated that he is staying strong mentally and physically. >> even though i am here, i

>> several hundred people rallied against a contentious plan to relocate a u.s. military base to another site on okinawa ahead of u.s. ambassador caroline kennedy's visit to the southern japanese island. kennedy was to arrive later tuesday in okinawa, home to about half of 50,000 u.s. troops based in japan under bilateral defense pact. she is to meet with okinawan officials and reportedly see the base relocation site during her three-day visit. >> we will now take a break. coming up on the kron 4 news. we will have the latest winners in the winter olympics. we will also tell you why certain apple's are not welcome door the games. uring the games.

are showing that when they win in sochi, they dominate their sport. canada picked up two more freestyle ski medals while the dutch swept a long track speedskating race moving them to the top of the medal standings after 18 events. canada and the netherlands were the only countries to win three medals each on monday, while france won its first two and russia added two bronzes. china added its first medal of the sochi games with silver in the 1,500-meter short track. and norway, after starting off strong its first two days, went without a medal. eight more medal events are scheduled for today. >> organizers say nearly 925-thousand tickets have been sold so far for the sochi games. the head of sochi's ticketing department says 70-75 percent of the tickets sold have gone to russians while japan and germany sold out their quotas. ticket prices start at just under $15 and go all the way up to nearly $1,500 for the best seats at the opening ceremony. the average cost of a ticket for the sochi games

is about $115. some were concerned that fears of terrorism, the expense of traveling to the resort town on the black sea and russian bureaucracy would turn foreign fans away. but sales are significantly above expectation. >> olympic workers are swooping on reporters sitting in competition venues with apple laptops, and hastily taping over the iconic logo with duct tape. in fact, any laptop that isn't made by official sponsor samsung is likely to face an olympic cover-up. apple ipads escape the tape treatment only if they are lying flat on the media tables in the venues. olympic organizers go to great lengths to prevent ambush marketing, and have covered non-sponsor emblems at previous games. in london, even toilet logos were taped over by olympic workers, despite the fact there was no competing sponsor.

>> we're coming up on 4-30. here are the big stories we're working on for you this morning. despite the recent storms, east bay mud officials are asking residents to reduce their water usage by 10%. at the same time, the alameda county water district is asking for a 20% reduction it is unclear this morning which ordered residents must adhere to. >> oakland police arrest four people in connection with at home invasion last month. among them is an 18 year-old and two others were under 18. an 81 year-old woman was shot dorn the home invasion, she survived. all the suspects have criminal

histories. >> atlanta is expected to be a ghost town today as a head with a another winter storm. many people say that they are staying home, they do not want a repeat of the gridlock experienced two weeks ago. that is despite officials say the salt trucks and snowplows are ready to handle the weather. nearly 900 flights have been canceled in and out of airports in atlanta, dallas and charlotte, north carolina. >> we have 7 mi. of a visibility out oakland. the national weather issued a dense fog advisory. the visibility is expected to be down. you can see all of the highlighted areas with the yellow. the fog advisory is in affect to 9:00 a.m.. pass that, we will see a lot of cloud cover. in fact, it

will be fairly overcast it as we approach lunchtime. we have temperatures in the upper 50's, low 60's. fairfield will have a high of 64 degrees and 61 degrees for oakland. 63 expected for sun belt. the seven day are around the bay shows unsettled weather for the bay as early as tomorrow, rain is expected north of the golden gate bridge. >> we are looking at a lot cloud cover in the bay but we are preparing for another storm for the weekend. it will not be a huge washout but we may see a third of an inch a rain pripe. >> the traffic around the bay is looking okay. we have areas of dense fog heading to the bay bridge. the

reduction, they can go ahead and start fining people who are not complying. they serve cities in the upper east bay pacific league the biggest gain oakland. i got this paper here in the mail. they're asking for a 20% reduction. if you live in the tri-city area, you are asked to conserve even more. here is video of the recent rainfall, it felt like a lot of water especially in the north but of course, we all needed the water but it barely make a dent in the water shortage which is why they're asking you to cut back. that was see how long this will take and maybe people will respond quickly. they would not have to do

inspectors and engineers who are born to find exactly where the leak is. this is completely aches all boat issu >> cal-trans officials say, they expect it will take a few weeks to determine exactly how the water is getting in. after that, they will develop a plan to seal it up. the water leak is just the latest in a series of problems on the new span. cracks in safety bolts. problem welds and major cost overruns. have all plagued the new bridge. and led to investigations by state lawmakers >> the water leak is *not the first problem for the new bay bridge span. you may recall -- crews had to replace seismic safety bolts, after some of the originals cracked. and a recent report by the state senate raised safety concerns about welds on the bridge. and the major cost overuns. >> the time is 4:38 a.m.. almond.

line >> welcome back. former san francisco mayor willie brown will be honored today-- when the western span of the bay bridge will be named after him. it will be renamed to the willie l. brown, jr. bay bridge. the proud former san francisco mayor showed off signs that will be placed on the span. today's ceremony is expected to draw several hundred of people. including high profile politicians and celebrities. brown talks about what the bridge naming means to him. >> there is nothing else that carries the name of an african american. suddenly, a universal prop. not located in the ghetto carries the name of the

african american. that is significant. >> the re-naming of the span did come with controversy. last year a san francisco law firm sued the state to try and stop the renaming. >> a fight over access to a beach near half moon bay has moved to sacramento. new legislation would help restore public access to the popular surfing spot that has been blocked off by the property owner since 2010. state sen. jerry hill introduced a bill that would reopen the road to martin's beach. hill has proposed requiring the state lands commission to enter into negotiations with the property owner to make a portion of the property a public access road. if a deal is not reached the property would be acquired by the commission through eminent domain and a public road would be created, according to hill's proposed legislation. maligned the rainfall has increased the water in seven reservoirs in marin. 15 inches of rain fell at

not over yet. they're ready season does not peak until april 1st. >> for now, charles clifford, kron 4 news. >> dozens of students at a sacramento- area high school. frightened after finding themselves on a so- called "kill list." the alleged "kill list" included names of 25 - academically gifted students at yuba city high school. one parent says, she was informed that another student wanted to kill those on the list. school officials say, they suspended the student behind -- what they called--- a terrorist threat. >> he told me today that he was done the nice to people. he stated that he wanted to kill people. >> police and school administors believe this is an isolated incident. and say the school is safe. >> new developments on the death of cal football player ted agu. the alameda county coroner performed an autopsy monday.

agu died suddenly after training with teammates at memorial staidum last week. the results of his autopsy are being delayed. pending the toxicology results. it will take upwards of six- to eight- weeks to get the full report. we are learning. a candlelight service honoring agu. will be held tomorrow night at 7- o'clock on the cal campus. >> university of missouri star defensive player michael sam. proudly announced sunday. that he is gay. it's something his teammates already knew. he has been named the top defensive player in the southeastern conference. and most valuable player by his teammates. head coach gary pinkel says, it was never a big issue for the team. >> i think overall it was remarkably positive, i thought they embraced him. i'm also not naive enough to think you've got 127 players and they've all got ideas and thoughts and opinions on all kinds of social issues and i think some of the players might not agree and they have their own opinion on it.
