this morning on the kron 4 morning news. speaking out against city- wide surveillance. the heated council meeting in oakland. airline passengers say it was like a roller coaster. several of them were injured during severe turbulence on a flight that started in san francisco. and -- two siers killed in tahoe. why some say their deaths could have been prevented. the kron 4 morning news starts right now. good morning. it is day, february 19th. date i'm james fletcher. and im anny hong nine passengers were

waiting on the vote on the oaklands controversial surveillance project. the oakland city council plans to decide whether to create a network of surveillance cameras across the city. no i the city council listen to public comment all night last night. more than 80 people signed up for public comment in a packed city council chambers. many were carried signs and others were masked. it was clear that most people in the audience were against the plans to open a domain awareness center. the center will monitor hundreds of cameras mounted throughout oakland. city council members say if the surveillance program is approved, it will make oakland be a safer place. they also said that the cameras will be able to do the work of that police cannot get to. it

another flight with terrifying turbulence. this time nine passengers were injured in severe turbulence onboard a flight from s-f-o to hong kong. six passengers and two crew members were taken to the hospital after the cathay pacific airways flight landed. another person injured did not need to see a doctor. one passenger says it felt like he was on a roller coaster. and that, during the turbulence, some passengers were thrown out of their seats and actually hit the overhead bins. one passenger was seen being taken away on a stretcher. no word on exactly what caused the severe turbulence. a south bay firefighter accused of selling drugs and molesting a 17-year-old boy faced a judge for one of the charges he's up against.

53-year-old mario enrique questas was arraigned yesterday on three felony drug charges. he is alleged to have sold methamphetamine to an undercover officer with the state and county enforcement task force. questas was a former fire engineer at san jose's station one and more recently assigned to the department's community outreach division. questas also faces charges in connection with the alleged molestation of a 17-year-old boy. 53-year-old mario enrique questas walked into department 23 just after 1:45 tuesday afternoon. he was in handcuffs and chained at the waist. the veteran firefighter was arraigned on three felony drug charges. he is alleged to have sold methamphetamine to an undercover cop with the state and county enforcement task force.

a former fire engineer at san jose's station and more recently assigned to the department's community outreach division, questas also faces charges in connection with the alleged molestation of a 17-year-old boy but prosecutors had little to say about that part of the case. investigators say the sex abuse allegations also resulted from a tip connected to the drug case and that they suspect there may be more victims as the case unfolds. if convicted on the drug charges, questas could spend as long as four years, eight months in state prison. it wasn't clear to whom, but as he left the courtroom, questas gave a thumbs up and winked to someone in the gallery. investigators say the sex abuse allegations resulted from a tip connected to the drug case and that they suspect there may be more victims as the investigation continues. two skiers including one from the bay area have been killed after crashing into trees in separate accidents in lake tahoe.

in both incidents, the skiers were not wearing a helmet. the lastest happened on valentines day, when a 43 year old man from the bay area hit a tree and died at northstar. and earlier last week, an employee at sugar bowl skiing on his day off hit a tree and was also killed. the sheriff's department says if the skiers were wearing helmets they would have had a better chance of surviving. most skiers also say a helmet is one of the most important safety devices they own. two skiers crashed into trees and died in separate incidents in lake tahoe, california last week. neither skier wore a helmet. the first death happened here at sugar bowl ski resort. an employee skiing on his day off -- and not wearing a helmet -- hit a tree and injured his head.

unfortunately he had the accident and no one knew about it until the next day when a snowshoer happened upon him in the morning. the employee was an 18-year- old from brazil, working on an exchange visa. then on friday, valentine's day, another death. this one at northstar. a 43 year old man from the bay area -- also not wearing a helmet -- hit a tree and died. it's unusual to have two unrelated skier deaths in just a few days. we're just wondering maybe the olympics had some sort of influence. people are watching these amazing skiers on tv and they are trying to achieve that same sort of speed. we don't know. the sheriff's department says if the skiers would have been wearing helmets they would have had a better chance of surviving. some skiers leaving the hill this evening say a helmet is imt safety devices they own.

4 08 is the time. larry sark, allegedly embezzled the money from 51- disabled clients. sark's job was to help them by requesting social security funds. police say, sark requested the funds, without his clients' knowledge. and then, deposited hundreds of checks into his own private bank accounts. a memorial service is set for monday for the two c-h- p officers killed in a crash near fresno.

both officers have bay area ties. the memorial for officer juan gonzalez, who's pictured on the left, and officer brian law is scheduled for 10 a-m monday at the save mart center in fresno. the two were killed on highway 99 while responding to a crash. gonzalez previously worked in san jose. law started at the c-h-p office in oakland. a rash of car break-ins in san francisco's richmond district has the people who live there. calling for more police in their neighborhood. the bulk of the overnight

auto break-ins have occurred along fulton street, between 17th avenue and 30th. .and it seems they hit their peak last week, the captain of the richmond district police station spoke at a community meeting yesterday. and said police will step up patrols and surveillance. and also crack down on illegal camping in the park. in case those people are tied to the break-ins. we now know the name of the man shot and killed in san pablo over the weekend. the sheriff's department says 28 year old chadwick brice arrived at the hospital early sunday morning with multiple gunshot wounds. he died several hours later. there has been an arrest in the case.

beal xavier hickman is in jail, charged with brice's murder. detectives are still trying to figure out a motive. they say hickman and brice knew each other.

413 as the time was head straight to the weather center. >>erica: the morning. i want to start off with a live look at the golden gate bridge. not a great traffic shot but you could definitely see all of the moisture on volunteer. we have some areas of low clouds and we will encounter some drizzle. now the drizzle is particularly bad along the coast line. you have encountered it along the bay shore lines as well. the satellite and radar your not going to see too much rain. we do have a little bit of rain picking up on the radar to our north. were talking closer to ukiah. in terms of temperatures very mild out there. in fact it's a little muddy. a lot of us in the '50s right now. 53 leaving the house in fairfield. heading into the afternoon expect plenty of 60s around the bay area. the sunshine will make an appearance. sunnyvale. i

think temperatures manley and a low 60s along the east bay shoreline. 65 in fairfield. a little bit warmer than yesterday getting a high of 62. berkeley and 63 in upper 50s. in san 7 day around the bay forecast shows dry we can't. in fact we are talking about the possibility of a warming trend. looks like temperatures will be approaching the in the upper 70 degree mark. right now, taking a look at the rose we don't have any hot spots out there. there's a live look outside of the bay bridge toll plaza. you're good to go, from of the approaches. definitely picks up as to make their way into the city. here's the san mateo bridge. the incidents to report on highway 92.

three- to- eight years old at the time. and it was one of them who recently tipped off police. anthony is also accused of having child pornography on his computer. the european union is holding an meeting right now over the latest deadly protest in ukraine. at least 25 people have been killed and hundreds of others hospitalized. and as cnn's andrew spencer reports there is no end in sight to the division between the demonstrators and their government. this a clear escalation of protests that began months

this morning, a follow- up to our exclusive investigation. into the team doctor of san francisco 49ers. dr daniel garza was also a respected stanford associate professor and researcher. in the field of sports medicine. he killed himself, after

coming under criminal investigation for sexually abusing former stanford students. kron 4's maureen kelly has learned new details about his latest chilling crime spree. >>maureen:kron4 news has learned how doctor daniel garza was believed to be drugging and molesting his male victims. we know there were at least three young men and possibly more. his latest victims were former stanford students.working for the univeristy. his m.o. with all of them was the same. he lured them here to his home in the emerlad lake hills area above redwood city. garza played on his victims sympathies. getting them to spend the night by

telling them he was dying of cancer and needed their help and comfort to deal with his suffering. the victimsthinking they were coming to his aidwere serptiously given a drug that knocked them out. after that is when it's believed the victims were abused. the university says when they got wind of the allegations of garza's possible misconduct in september of 2013, they immediately notified law enforcement and put garza on administrative leave. stanford says before that they never received any complaints about him or had any indication of his engaging in inappropriate behavior. but our

investigation turned up three other menwho say garza molested or attempted to molest them when they were high school students and he was their teacher 20 years ago in el paso texas. his method back then was similarthen he fooled the young teens by saying needed help conducting a research experimentand more than once he used a drug on his victims..a potent anestetic called halothan, in order to knock them out first. two of those victims reported the abuse, but garza was never charged. garza then went on to stanford medical school.where he remained for the rest of his career. he became a doctor specializing in sports medicine, working with student athletes and doing research on sports related injuries. in 2007 he got a job working as the team

doctor for the san francisco 49ers. kron4 news has learned while employed by stanford garza passed numerous criminal background checks. this video shows garzaon the field treating a 49er during a game against the seahawks back in septemberthe team says none of their players have come forward with any complaints about garza. exactly one month after this game.and about two weeks after his home was raided by law enforecment looking for evidence, garza killed himself. the san mateo county coroner says he did not detect any signs that garza suffered from cancer. maureen kelly kron4 news. and-- we'll give you a few hundred million reasons for why you might want to play a certain lottery game today. we're coming up on 4-30.

classes, and also used bart, while he was infectious, potentially exposing thousands of people in the bay area. but despite the good news, the health department recommends people still get vaccinated, if they have not already. .and watch for symptoms. they advise that people stay home if they are sick and conact a doctor. a warning today for hikers and people who spend a lot of time outdoors. researchers at stanford have found ticks that carry lyme disease, can now be

found in nearly every corner of the bay area. lyme disease has long been linked to ticks on the east coast. but a new study shows the eight legged insects are more common in the bay area than previously thought. the disease, if left untreated, can lead to serious health problems. experts sa anyone visiting open spaces in the bay area can take some very basic precautions to avoid coming in contact with ticks. researchers also found ticks in the bay area are also carrying a second

bacteria. previously undetected in the region. that pathogen can bring on flu like symptoms in humans. like relapsing fever and severe aches and pains. as many as 300-thousand americans get lyme disease every year. it's often tough to diagnose. some of the tell tale signs include fever, headache, fatigue, and a rash that looks loke a bull's-eye centered around the tick bite. if you don't treat the disease. more serious

francisco.another google building is coming to the city the l-a times reports that google plans to take over a 35-thousand square foot building in the mission district on alabama street. the space will hold 200 employees. this will be internet giant's 3rd location in san francisco. google will be occupying the former howard quinn building which printed newspaer and catalogs. the space is zoned for manufacturing so google could possibly be

developing gadgets and other technology there. we have an update this morning from bryan stow's family on his condition. stow -- of course -- is the giants fan who was brutally beaten outside dodgers' stadium nearly three years ago. his family says -- in part -- that last week was stow's 45th birthday.and that it has been some time since they have posted to his website.

1 in about 175 million. the city of berkeley has a problem on its hands. too many gophers and ground squirrels. are living in caeser chavez park. near the marina. and they could be causing an environmental hazard. kron 4's jeff bush explains why there are so many rodents. and how the city is taking action. caesar chavez park is a popular spot for an evening walk or throwing a football with your family. but, an overpopulation of gophers and ground squirels, caused by people feeding the animals has become a real problem. robert young in favor of getting rid of

gophers i was playing frisbee with my little brother and almost tripped and fell in a gopher hole about the size of my small frisbee and it was all bad. i almost fell. it would be pretty cool if they were gone. but, there is a bigger problem than holes interfering with a game of catch. the regional water quality control board says that the little critters could be putting the bay at risk to dangerous toxins and contaminations. the park was a landfill for decades and when the city turned the space into a park a layer of clay was placed on top of all the garbage and then, soil and then grass. the problem is the earth burrowing animals are

digging deep enough to get to the clay level and water experts say that could mean that, when it rains, the water could mix with the trash and leak out into the waterputting wildlife in danger and upsetting the delicate ecosystem that so many animals and humans depend on. the city has drawn up a plan to cut the population down one acre at a time. an area will be fenced off and the varmits will be trapped and killed. as you can imagine, there is some opposition to the plan but the overriding concern about the environment seems to have kept most people on board with the plan, even if they don't like the idea of killing off the little creatures. little creatures that are causing a big problem. the city has already hired a contractor and the eradication will begin soon. they are going to do it one acre at a time. i'm jeff bush, at caesar chavez park in berkeley, kron four news. a former u-s soldier convicted of murdering an iraqi family died two days after a suicide attempt. the medical examiner says steven green hanged himself. he was found unresponsive last thursday in his prison cell and was pronounced dead on saturday. green had been serving life in prison. in 2009, a jury convicted him of raping a 14-year-old iraqi girl and murdering her, her parents and her

six-year-old sister. green issued a public apology, which the victims' relatives did not accept. a utah mother was so disgusted by a t-shirt display that she bought every one they had. kimberly nelson reports the store wouldn't take down the explicit t-shirts, so the woman took matters into her own hands. judy cox wasn't expecting to come home with bags of t- shirts from pacsun when she went to the university mall with her son, saturday. "on our way to another store we passed the pacsun store, and i just stopped dead in my tracks." that's because in the store window there were four t- shirts on display and each had a picture of a nearly- naked woman. some are even too provocative to show on television. "the bottom of one woman is completely uncovered and it's a very provocative pose that she's in." judy went in and spoke with the manager about taking the display down. the manager, while she agreed with judy, said the only thing she could do was email the complaint to her corporate managers. "as i was leaving the mall i just had this thought come to me that i can't leave it, i can't let it stay in the window for three or four more days while someone makes a decision." so judy did the only thing she knew to do: she bought every single explicit t-

shirt in the store. "i asked her, told her it didn't matter what the cost was that i just wanted every single one, including the displays, to be out of the store." fortunately, judy says, they didn't have any stock in the back, so she walked out spending just close to six- hundred-dollars. "she really did? i would help pay for that, if i knew her. i think she's great." i showed some shoppers pictures of the t-shirts." "it was so disgusting to me. it's pornography." "shirts like that should not be where kids can see 'em. if you're an adult and you want to buy 'em, that's fine, but that's something that everybody has to go by, and i don't want my kids and my grandkids to have to see that." we weren't able to film inside the mall or the store, but i did speak with the manager, who told me the display went up on wednesday and judy was the only one to complain. .but judy's not stopping with that complaint. she plans on meeting with the city attorney to find out if she can have the t- shirts or any similar campaigns banned from the store. "i hope it sends a really strong message to pacsun that, at least in this community, this is not a standard for us. this is not something we approve of." judy cox says she plans on returning the shirts at the end of the store's 60-day return policy for a full refund.

for you print a runaway bull ended up in a very unlikely place. it was early morning when a homeowner for spotted about a half dozen cows and bulls roaming her neighborhood on the saudi side near salado creek rich animal care services say they got loose from a nearby property, eventually finding their way into her family's backyard. able managed to get in the deep side of the pool and was to tired to get out. --a bull. police and acis showed up and quickly realized they didn't have the manpower or equipment to get it out. so they called for reinforcements, the fire department technical rescue team. and after a few minutes bubble was out. -- the bull was out. this is by the way in texas. if the
