the system will bring gusty winds to the area. yes, there will be rain, we may see of the 4 in. for the coastal hills locations. saturday, the rain will taper off and sunday it will be pretty wet and windy. monday, we're looking at a slight chance of showers for work. >> traffic around the bay, we are now marching in a hot spots. we're good to go on all bay area freeways. there was one accident at 880 connecting to mission but all activity has been pushed to the right-hand shoulder. at the bay bridge, it isn't easy ride with no wait at the pay gate. the metering lights are off. the san mateo bridge is moving great there are no problems at the golden gate bridge. the richmond and san rafael bridge is quiet as you work your way into marin county. >> a frightening polio-

like illness is affecting children here in california. including a four-year old girl from berkeley. symptoms include weakness and even paralysis. over the past 18 -months doctors in california have as many as 20 cases of a rare polio- like illness which is paralyzing the arms or legs of children. doctors acknowledge there is still a lot they don't know about this illness. >> it may be a virus, but that is unproven. we know if it's not a polio virus. the california department of public health are harder work try to figure out what could be causing this. the line >> doctors say, something similar has been seen in asia and australia. but there remains no treatment. they want physicians and parents to be aware of what is happening so the symptoms can be spotted early. >> kron-4's alecia reid was at the meeting, and spoke to the bay area parents of one of the children affected. she learned, the lack of any definitiive information on

the illness is only making this worse for the families. >> a little girl is down to only using just one of our arms. her parents first realized and took her to the hospital where she was treated for asthma. her breathing difficulties would not go away and they could not pinpoint what was wrong with her. even after they treated her for pneumonia. after different treatments and did not work her parents reached out to a neurologist. they identified the disease and although doctors say that this paralysis is more than-- permanent. she will have to do physical therapy on a weekly basis. the hope is that of her nurse recover, the marceau'muscles in her arm l still allow her to use it.

>> a grandmother and a 12- year-old boy were tied up after gun-wielding bandits invaded their concord home. a state senator who lives next door. found himself helping out his neighbor three men forced their way into this home with guns. state senator mark desaulnier says he's never seen anything like that before in his 30 years of living in this neighborhood. when the criminals took off.the 12-year-old boy was somehow able to un-tie himself, then run next door to the senator's house to ask for help. >> i was reading, there was a knock on the door. he was very upset. he stated that he had been tied up. it is a quiet neighborhood on the other hand, it has changed a bit. people have to be aware. >> the home invaders got away with about 3-thousand dollars and a gun safe that had nothing in it. the grandmother was taken to the hospital after the incident for chest pains. her family says she is doing better today. >> hundreds of residents in

parts of concord are still without power this morning. p-g-and -e crews are working around the clock to bring power back to the area. the outage affects over 920 customers and started last night at around 10-15. includes pacheco, colfax, park and galindo streets in addition to clayton road from galindo street to gateway boulevard. crews are trying to figure out what caused the outage. there is not an estimated time as to when power will be restored. >> this is just into kron4. one person was killed in an overnight fire in san jose. the fire was reported at 12:15 pm this morning at willard avenue and the of the street. when firefighters arrived on the scene, they found a structure burning behind home. after the put out the fire, they entered the structure and found a body on. arson investigators were

>> welcome back. golden gate bridge, could be going up by two- dollars. the golden gate bridge highway and transportation toll increase. the price would gradually go up over the next four years

increase the first year. the current five dollar- fastrak toll will increase to six-dollars on april 7th. the currentsix dollar pay- by-plate toll will increase to seven dollars on april 7th. facing a financial shortfall and the toll hikes would help raise money to cover costs. >> the increase arises for the next five years. it goes a long wayto continue to reduce we will have to continue to reduce different cost. >> the proposed hike must go through two votes to pass. the finance- auditing comittee will vote on the toll increase proposal thursday. if approved, the board of directors will vote friday morning. >> transgender students in california public schools. can continue to use whichever public restrooms they choose. a referendum to overturn the

state's transgender law will *not appear on the ballot this fall after all. the law took effect january first and it allows transgender students to select their restrooms or sports teams. the secretary of state said monday, backers of the measure did not get enough valid signatures. if the referendum had qualified, the law would have been put on hold, until after the election. >> francisco. destroyed a building. and created huge smoke plumes which could be seen for miles. this cell phone video was taken just across the street from the luxor cab service garage. it happened in the bayview district just before noon monday. you can the fire burning through the roof. and thick , black smoke shooting up in the sky. some employees at nearby businesses were forced to evacuate. one man describes what he saw. >> my co-worker came in and said that there was a fire going on across the street.

if we ran outside and we heard multiple hops and saw flames coming out of the roof. >> luckily --- no one was linetwo sonoma county teens have pleaded not guility to killing a mand at a partying on new year's eve. both teens are charged with damien wadell toney junior at a santa rosa apartment police found toney on the ground in a parking lot at the apartment. investigators say the victim and the suspects were friends at the time of the shooting. prosecutors have not released the motive for the shooting. >> the state supreme court has made a ruling that affects college and high school parties. the court ruled that an underage host who charges admission to a party serving alcohol can be held liable if an intoxicated guest under-21 kills or injures another person. the panel reinstated a lawsuit filed in los angeles county superior court against a 20- year-old party host by the parents of a college student who was killed by a 20-year-old drunken driver who had been a paying guest.

line welcome back. we had a gorgeous day yesterday but today is a transition day. here is erica to tell us more of the weather. >> the temperatures were in the mid-70s. we saw temperatures also in the mid-70s out in livermore valley. it was a gorgeous day all around and we did see pretty warm temperatures. as for today, 8:00 a.m. and was see patchy fog. by noon, you can expect plenty of cash-the clouds will increase in temperatures will go into the 60's, low 70's. sunbelt will have 570 and 67 for

rafael bridge is doing pretty well. taken it over to the traffic maps, the san ramon valley has a nignice ride. there are no problems for the nimitz freeway. >> murder trial will be broadcast live.but with restrictions. a judge has ruled the trial will not show witnesses who do not want their testimony aired. there will also be restrictions on broadcasting confidential discussions between pistorius and his lawyers. pistorius' defense lawyers had opposed any of the trial being broadcast saying it would harm his chances of a fair trial. >> new york knicks player raymond felton has been arrested on three counts of criminal possession of a weapon. police say felton turned himself in last night.

been issued for the first time. this critical level means the pollution is extremely hazardous. the dense smog alert first went into effect yesterday. it's expected to remain for most of the week. >> a new governemnt should be in place by thursday in ukraine. ukraine's interim leader has previously said the new government could be formed by today. turchinov was named interim leader after president viktor yanukovych fled the capital after signing a peace deal with opposition leaders to end violent clashes between police and protesters and kiev. law enforcement agencies have issued an arrest warrant for yanukovych over the killing of 82 people, mainly protesters. yanukovych's whereabouts are unknown. he was last reportedly seen in the crimea, a pro-russia area. linetwo days before president viktor yanukovych fled ukraine's capital, he was on the phone for more than an hour with vice president joe biden. a u.s. official says biden told yanukovych that the window for a resolution to the crisis was quickly closing and may already have closed. the official says initially, yanukovych was defiant and accused the protesters on the streets of kiev of being

now, when you cross you pay only $5. if you do not have this you will pay $6. under the new proposal, april 1st, you would pay $6 for a fasttrack, $7 if you do not have this. 2018, you would pay $2 more. you will still get your discount for fasttrack but she was still goal. this is all because of a shortfall in the budget. the golden gate bridge stated that they have now raised tolls and five years and that they need the money. you have to dig a little deeper in your pocket when you go across. alternately, this will be the highest toll that will be paid at any bridge in the bay area.

>> parents at a san francisco elementary school are upset about a new school district plan. to close two classrooms for special needs children. kron 4's charles clifford was at the meeting and has the latest details. >> right now, i am standing outside of the score less with pears received a letter stating that the district was want to shut down a program that caters to special needs. shutting down this program will involve about a dozen children. the district stated that they need to restructure how these kids will be educated. they had informational meeting with about 100 parents and they're not happy about what the district is doing. here is a member of the pta. >> to take these kids out of

>> a new california law creates an online eraser for kids, to help protect their reputations on social media. the law begins next year,
