up a few showers for places like san francisco in daly city. the rain will return over the next couple of hours so we will see dry breaks for the morning commute. here is a look at the north bay you can see highway 1 01 is still light rain. it intensifies as you cross the richmond san rafael bridge. right around the twin peaks of the entire ride over the bay bridge. this rain is moving to the east so we are seeing light rain for interstate 58880 corridor. we are dealing with the very light rain right now if you're heading out the door. here is a look at arrest of the day. a few showers expected by 8:00 a.m.. by noon, we will see light rain for the north. by 3:00 p.m. the rain will intensify and that will carry us into the evening. >> here is a look at future

he learned. the action could become mandatory. if things get worse. >> it was unanimous. the santa clara valley water district voted to reduce the amount of water usage by 20%. marty grimes >> over the next few weeks you will see that utility companies will be implementing measures that are mandatory. >> >> .which is a goal that can be obtained easily if people simply cut down on watering >> nmarty grimes santa clara valley water district about half our water is used outsideso, if you were to reduce your water useage by about half outside this year, starting now, then you would reduce your overall water usage by 25%. so, that is just an example of something that people can do and is probably doable for a lot of people. >> the problem is that the

district gets water from several different sources and those sources are not producing as much water as they do in normal years. so, the district passed the water reduction measure and it will be up to individual water companies to tell their customers to cut down water consumption. >> the district says there are several incentives available for people who change to a less water dependent yard or change out old, water guzzling devices, like their toilet. i'm jeff bush at the santa clara valley water district headquarter, kron four news. >> the arrival of the rain is good news for california's ongoing drought emergency. but will it be enough to end the dry conditions? kron-4's charles clifford has some answers. lime this >> this will take a and another storm for us to get this and tmay be another storm r this to end the drought. in the central part of the state they would have to

>> welcome back. big trouble for several central california police officials this morning, at least five of them have been arrested. accused of impounding cars from poor hispanic owners. and then selling them if the owners couldn't pay the fees. the officials include the acting police chief, former police chief, a sergeant and two officers with king city. >> the district attorney calls the case an organized scheme. with the sergeant as the ringleader. impounding dozens of cars and then taking them to a tow yard owned by the acting police chief's brother. some of the officials would also keep a few vehicles for themselves. the d-a says those arrested dishonored their badge.

>> school adminitrators in oakland. have responded to a set of videos. showing students fighting at fruitvale elementary school. kron-4's haaziq madyun spoke to a school official -- as well as a parent volunteer -- and they say, these videos do not adequately show what the school is all about. >> this video ,this cellphone video recently made available to the media that shows students fighting at fruitvale elementary school in oaklandas difficult as it is to watch is not a common occurrence according to the school director of instruction monica thomas >> are fights frequent on this campus? >> "no!" >> in fact the video was recorded back in december of 2013 >> "that is not a recent incident that happened here at allit was taken care of" >> and that is why the

a line >> welcome back. you would nature umbrellas because the first of two storms are coming. >> you can see on storm tracker 4 we are starting to see light rain not only in the north bay but crossing the san mateo bridge. we are picking up light rain for that interior valid. you can see the areas of yellow, pockets of heavy rain and just north of petaluma. you

can see that heavier rain is crossing the san rafael bridge. as we zoom in here all is contending with light rain that is crossing the bay. light rain is also for the dublin interchange in pleasanton as far east as brent what. this is just the first wave of rain that we are dealing with. we cut actually catch a break but more rain is on the way for your evening commute. future cast 4 shows that by noon and mostly just light rain and the mid peninsula. as we put the clock and the motion, by 3:00 p.m. the rain will intensify. by 7:00 p.m. we are dealing with the possibility of severe weather and we may see a line of thunderstorms. >> all of the ingredients

construction in effect until 6:30 a.m.. there will be lane closures. we're not seeing any delays or backups. if you are making your way via the san mateo bridge so far, the golden gate bridge currently is problem free however you may need to use your windshield wipers. as we take a live look at the richmond center fell bridge and there are no cars as you work your way into marin. >> nearly two dozen former new york city police officers and firefighters face charges in a disability fraud investigation. they're accused of claiming social security payments while they were still able to work. prosecutors said they faked mental health issues like depression in order to collect disability on top of their regular pension. some of them claimed trauma from the 9/11 attacks. this is the second roundup

of people accused of being involved in the decades-long scheme. >> convicted killer michael taylor was executed early this morning in missouri. the missouri corrections department confirms taylor was executed at the eastern reception, diagnostic and correctional center in bonne terre. taylor was convicted and sentenced to death for the 19-89 abduction, rape and murder of a 15-year-old girl in kansas city. the execution came after the u-s supreme court denied a stay of execution and missouri governor jay nixon denied a petition for clemency. >> former nfl star aaron hernandez has been involved in a prison altercation. the bristol county sheriff department says that the former new england patriots tight end is being kept away from the general prison population, in a segregated housing unit. not much details are being released on the altercation. the 24-year-old has pleade

>> in napa, a mother and her boyfriend each entered a tearful 'not guilty' plea in connection with the death of her three-year-old daughter. kayleigh slusher was found at the home shared with her mother sara krueger, and her mothers boyfriend, scott warner. prosecutors say, kayleigh died of blunt force trauma. and said, the child was previously hospitalized at two different hospitals in the area. kron-4 was at the hearing, where krueger's family had an angry response to questions about the charges. line >> krueger and warner will remain in jail. they'll both be back in court in april for a preliminary hearing. >> president barack obama is ordering the pentagon to accelerate planning for a full u.s. troop withdrawal from afghanistan by the end of this year. the white house has become increasingly frustrated with afghan president hamid karzai's refusal to sign a security pact that is crucial to keeping a u.s. troop presence in afghanistan past the end of this year. mr. obama spoke directly to karzai yesterday for the first time since june.

>> >> a canadian doctor has been sentenced to 10 years in prison for assaulting sedated women during surgeries. the judge said 65-year-old anesthesiologist george doodnaught exploited the trust the patients placed in him and his conduct. many of doodnaught's victims were in court ontario superior court for the sentencing. >> it appears joaquin "el chapo" guzman will remain in mexico's highest-security prison for the foreseeable future. two federal judges ruled that the alleged drug kingpin will have to stand trial on separate drug- trafficking and organized- crime charges in mexico, putting off extradition to the u.s. mexican government says guzman will not have a repeat of his 2001 prison escape that allowed him to continue his drug deals. >>

>> welcome back. a former boxing champion from pittsburg -- james page -- is now a two time convicted felon. after pleading guilty to a series of bank robberies throughout the east bay last year. page was called the "button down bandit" by the f-b-i. for the types of shirts he wore during the robberies. the agency was able to connect him with eight bank heists in the east bay. from march of last year through june. page became the w-b-a

welterweight champion back in 1998, and seemed on a path to stardom, when he failed to show up for a fight in 2000. he later robbed a bank in atlanta. and spent 11 years in federal prison. >> giants kick off their spring training schedule against the a's this afternoon in scottsdale. in regular season news. madison bumgarner has ben named the giants opening day starter. he takes the torch from matt cain who started the opener last season tim lincecum was the year before. bumgarner was the giants best pitcher last season earning his first all-star appearance he will be the team's number two starter likely followed by tim hudson, lincecum and ryan vogelsong the giants open the season march 31st at the arizona diamondbacks. >>

>> we're coming up on 4-30. here are the big stories we're working on for you this morning. the bay area is getting ready to see some stormy weather today. there's a good chance of severe thunderstorms after seven p-m. this would bring heavy rain and gusty winds. there is also slight chance of a waterspout, which is tornadoes over water or even a brief tornado near the coast. we will be tracking the severe weather threat all morning. >> a meeting was held last night in the south bay to assess the impact of the drought emergency. so despite the coming rain-- the city of santa clara is now asking residents to cut

their water usage by 20- percent-- that's up from ten percent. it was unanimous decision by the santa clara valley water district. over the next few weeks you will see water retail companies like san jose water company implementing measures that are mandatory. >> and the arrival of any rain is good news for california's ongoing drought emergency. this is a graphic by n-o-a-a and the climate central. it shows how much rain is needed, in order to end the drought in california. along the north coast 10 to 15- inches of rain is needed. in the central part of the state, 15 to 20- inches of moisture is needed. the southeastern portion of the state would need only 5 to 10- inches. and along the coastline between the san francisco bay area and the mexican border 20- inches of rain is needed. >> we could expect storms later on tonight. we will

talk more about that. there is still rain falling right now. >> i have been speaking to several people on facebook and they stated that they are seen rain and right now. storm tracker 4 shows that this rain is continuing as we zoom in, light rain on highway 1 01. it looks like it has left san francisco but it is dry for the most part. we are dealing with rain as far east as brentwood. it really just depends on where you are. we are looking at dry and rather currently there. future cast 4 shows more wet weather is coming. >> take a look at what happens by 3:00 p.m. the rain will pick up in intensity north of the golden gate bridge and we will continue to see heavy rain by 7:00 p.m. tonight.

slight chance for rain for the next work week. we have a lot of changes in the forecast. usually, one we have active water in the bag that resorts and traffic problems. >> here's a look at the the bay bridge. there are no problems. of course we have overnight construction. there is lane closures currently in effect. we have been tracking problems heading to the bay bridge affecting both west and east bound. we had some debris blocking lanes. you should i run into any problems or delays. here is a live look at the san mateo bridge to the drive time is at 12 to 30 minutes. the golden gate bridge is currently trouble- free. here is a live look to the rich december fell bridge again, you may be dealing with a few sprinkles but overall it is an easy ride. >> parts of the bay area are gearing up for the storms.

in mill valley, the city is offering sand bags to help people protect their homes. kron 4 jackie sissel is that one of those sandbags locations. >> they have san backs out here. you have to do the work yourself. they do have shovels out here. this is all preventive measures for right now but obviously before its starts to rain, a lot of businesses and homeowners obviously experience flooding. in fact, in mill valley we saw several businesses that flooded. now is the time for you to get the sandbags. they're making them available to residents and several locations spread

>> researchers believe a rare virus may be linked to a polio-like syndrome which has caused weakness and paralysis in about 20 children in california. a link between all of the cases hasn't been confirmed yet. even among the confirmed cases, andrew spencer reports neurologists aren't sure what's causing the illness. linevikash seems to be one of the luckier ones, having regained some of the strength in his left arm. he's still weak, though, and going through physical >> "i'll do fine-motor skills. i go into the water every day. i work on the floor trying to lift up and down." >> "we are just keeping our fingers crossed and staying positive and continuing to do this whatever recovery he gains is going to be a huge help for him." vikash is among about 20

children in california researchers believe have been stricken with a polio- like syndrome in the last 18 months. sofia is another, though her arm remains paralyzed. even among the five early cases that have been confirmed, researchers aren't entirely sure what's causing the illnesses. >> "two of the children, they were able to find a particular virus known as enterovirus 68. you don't need to remember the name, but that's one of the viruses that's in the same family of polio." >> dr. keith van haren has written a report on five of the early cases. he plans to present that report in april at the american academy of neurology's annual meeting. he, his colleagues, and the parents of some of the affected children are trying to raise awareness to perhaps find other cases and, eventually, better treatment. >> "health officials say, 'look, we don't think this is a risk of becoming some find out other clustsers of cases like this around the country that may better pinpoint what's happening here.'"

>> happening today: we'll learn more about a bay area-based bill going before california lawmakers that would increase the availability of medical interpreters for people who don't speak much english. it's being called the "asiana airlines" medical interpreter bill. organizers say the asiana crash highlighted the need to bridge the language barrier in medical emergencies. >> another place to help keep our kids safe opens today. the san francisco children's advocacy center officially opens this morning at 8-30. the new center on third street near cargo way hopes to provide a support system for families wanting to stop the cycle of child abuse. services include education and training for parents. and a place where police, doctors, social workers and family members can come together to investigate

overnight construction at the bay bridge. you also notice that the volume has increased. if you're heading to the san mateo bridge. the headlights will be shown in the bright lights are coming forth. >> the golden gate bridge is problem free and again, you may need to use your windshield wipers because we have sprinkles in the area. as we take it over to the traffic maps, was found a we are seeing on rain on the roadway sensors. there was a debris that was blocking some of the lanes. all of that activity has been pushed over to the center divider so the lanes are not clear. >> a south bay firefighter accused of selling drugs and molesting a 17 year old boy will be in court today to enter a plea. 53-year-old mario enrique questas was arraigned last week on three felony drug charges. he is alleged to have sold methamphetamine to an undercover officer with the state and county enforcement task force.

questas also faces charges in connection with the alleged molestation of a 17- year-old boy. investigators say the sex abuse allegations resulted from a tip connected to the drug case. >> in the south bay, two people are in jail in connection with the murder of a 23-year- old earlier this month. police arrested andrew reynoso and davinna mariscal. investigators say, two groups got into an argument at the capitol flea market. that continued onto snell avenue, near capitol expressway. that's where eric vallejo was hit by a car and killed. police are still looking for a car. a silver mercedes benz, with rear end damage. police also say, they think the confrontation was gang- related. >> today marks the one year anniversary where two santa cruz police officers were killed investigating a sexual suspect on february 26th, 2013, detective sergeant butch baker and detective elizabeth butler were shot and killed while investigating jeremy goulet in santa cruz. butler left behind two young children and worked for the

department for 10 years. baker was a 19 year veteran with the santa cruz police department. he left behind three children, including a son who works at the santa cruz police department. goulet was killed in a shoot-out with police. on february 26th, 2013, detective sergeant butch baker and detective elizabeth butler were shot and killed while investigating a sexual assault suspect in santa cruz. line >> demonstrators around the country will be wearing hoodies today in remembrance of trayvon martin. it's been two years since the florida teen was shot and killed during an altercation with george zimmerman. >> in oakland, demonstrators will rally at the fruitvale bart plaza at 4 this afternoon. >> in san francisco today. protestors will hold what they're calling a "march on greed." they're protesting a san francisco landlord they're dubbed a "serial evictor." and who they say has had a direct affect on the displacement of the city's lower and middle income renters.

>> petco under fire this morning.a san diego family claims a rat they bought at the pet store.killed their son. aidan pankey died last june.hours after he was rushed to the hospital with severe stomach pains. aiden's parents say a bacterial infection was the cause. and that he got that infection from a bite from a rat they bought at petco. they are now suing the store. petco says it's in the process of investigating the claim. >> >>
