in richmond today. to news that a seventh grade teacher has been arrested on sex charges the for involving other students. and a car hits and kills another pedestrian here in the bay area. this time in san jose. what the driver in this case did. after the crash. the kron 4 morning news starts right now. lets take a live look outside at the road conditions right now. after the latest band of rain overnight. lightning strikes were reported over mount diablo and concord, among other places. a strong cell hit pleasanton, too. we'll see a few more showers this morning.

thousands of people lost power overnight in parts of the east bay. p-g and e says two outages knocked out electricity for palm nearly five thousand

customers near concord and walnut creek. the first around 10-45 and the next one about a half hour later. power was expected to come back on by 2-15 this morning. officials don't know what caused the outages. police in richmond have announced the arrest of a seventh grade teacher. ron guinto -- who works at mira vista elementary school in el cerrito -- is facing a number of charges of sexually abusing at least two students. while working at a different school in richmond. kron-4's justine waldman has more about this teacher in trouble. a pedestrian is hit and killed by a car in san jose. police say it happened last night around 9 o'clock near the intersection of southbound almaden expressway and foxworth police say they found a man lying unconscious at the scene. he died a short time later. the driver is cooperating with the investigation. police have not released the identity of the victim at this point.

the city of san francisco is now trying to determine how to respond to the family of

lynne spalding. now that the action against san francisco general hospital. the family attorney announced, they are filing a sheriff's department. for gas has said he had had bombed its the hospital. more than 2-weeks after she went missing from her hospital room. the city now has 45- days to accept or reject the claim. if it is rejected or a settlement cannot be reached. the attorneys say they plan to bring a civil lawsuit. coming up on the kron 4 morning news: a warning to joggers and walkers. police on alert. after a

but it appears a new site is gaining momentum -- and a prominent backer. former san francisco mayor art agnos says he supports putting the arena in "parking lot a" next to a-t- and-t park. lot fits the arena better. plus, he says, "lot a" is on solid ground instead of on a pier over the water. studied the lot as an alternate site. of course, the giants must get behind the "lot a" plan for it to move forward. the giants say they have no comment.

we're coming up on 4-30. we're working on for you this morning. an elementary school teacher out of richmond has been sexually abusing two students at another school where he taught. police took ron guinto into custody yesterday. ishe had a clean background check. a man was hit and killed by a driver in san jose last night. it happened around 9 o clock near almaden expressway and foworth avenue. the man died a short time after police arrived. the driver is cooperating with the investigation. and the new leader of ukraine's crimea region says enhance forces now control all access to the peninsula and have blocked all ukrainian military bases that have not yet surrendered. meantime, u-s lawmakers are rushing to put sanctions in

place on russia. against government officials, state owned banks and companies. oakland police are investigating a shooting. what reportedly on an east bay freeway. the victim says, he was shot along highway 580.near high street. yesterday afternoon around 3 o'clock. after the shooting. the victim apparently drove to the area around highland hospital. and walked in the hospital. he was treated there for a wound on his elbow. police do not know the circumstances behind the shooting. it is unclear whether the victim and shooter knew one another. no arrests have been made.

police are investigating the connection between a burned body that was found outside yet an oakland

apartment this past weekend. and the woman who was killed inside the apartment a month ago. ahead77-year-old susan fong was found dead inside her home invasion. her nephew, richard fang, was home at the time. and claimed the intruders got away. police confirmed the burned body found outside the apartment early saturday morning is richard fang's. they tell us, his death appears to be a suicide. "evidence was collected at the sceneleads us to believe it was a suicide" police will not say if fang was a suspect in his aunt's murder. but they do tell us. there was no forced entry during the home invasion.

in the north bay. some local ranchers who are being hurt economically by that massive beef recall centered around a petaluma slaughterhouse. are calling for changes in the meat industry. they say the u-s-d-a should mandate video cameras be installed inside all meat processing centers. they say it would insure that the animals are being treated humanely. and that all of the carcasses are adequately inspected by federal authorities. bay area boaters are being urged by a federal wildlife agency to watch out for and steer clear of gray whales, which are now beginning their annual migration past the

golden gate to the arctic. an estimated 18,000 to 19,000 gray whales swim past the bay area between march and may each year. the whales include mothers with newborn calves, are under stress and "running on near empty" because they get most of their food for the year in the arctic a bear rescued at heavenly ski resort. is being nursed back to health. wildlife officials found the cub limping and took him to a center for medical help.

its still unclear how the cub got injured. the 14-month-old bear was what named heavenly. after the resort. once little 'heavenly' puts on a little weight, it is expected he will be released this spring. lake tahoe wildlife care said. it is going to cost about a thousand dollars to nurse this cub back to health. "moms demand action" recently released this video intended to be a

parody of facebook's 10th anniversary "look back" videos. the video tries to prove how facebook makes it easy for guns to be bought and sold online - without any criminal background checks, and sometimes, without even showing i.d. the organization ran an online petition that gained over 90,000 signatures. here's what they were upset about there are hundreds of public pages and groups on facebook that are geared toward gun enthusiast. some of the names of these

pages imply something like, "guns for sale", or "sell machine guns" these public pages have a ton of interaction and huge numbers of followers. anyone can see them and message other users in the group. on these pages there is a this for sale. people put there email addresses or phone numbers right in the post to be contacted for the sale. there have been reports of transactions of guns sales taking place on these pages where the sellers did require i.d. the concern being felons or minors could be buying guns.

" facebook released this press release today saying that they have heard the concerns of gun avocates and they are now going to take action. they are going to inact stricter regulations on pages that appear to promote the selling of guns and ammunition including having these pages include language remiding people of the importance of understanding and complying with relevant laws and

the f-b-i is putting together a new taskforce and may have new information regarding the 1976 killings of 5 women on the peninsula. which have

december. a bidding war could be underway to buy safeway. u-s-a today says the private equity firm cerberus has been interested in buying the supermarket chain for several month. while krogers also expressed interested in buyng some of the shares of safeway. experts say with cerberus in competition to buy safeway, kroger might change their decision to buy the entire safeway chain. just last october, kroger outbid cerberus and other private equity firms $2.5 billion buyout of harris teeter, which operates over 200 supermarkets. safeway says. the rumors are true. the company is currently in talks with another company. which wants to buy out the supermarket chain.

company officials are not identifying who they are talking with. but it has been reported that the interested party. is a new york based company. which currently operates albertson's and lucky. one safeway employee says, there was a brief announcement of the potential sale today at work..and it is now unclear what might happen to her job. if a deal does go through. there could be changes ahead. but they would still be a long way off. a new campaign is underway in the bay area and around the state aimed at providing healthier foods at grocery stores for kids. the "healthy stores for a healthy community" campaign's goal is to promote community outreach

complain graffiti artists have been defacing the tree. heading into the five o'clock hour we have some great video we wanted to show you. take a look at this surveillance video from fresno. a speeding car crashes right through the front of a convenience store. it pushes a whole aisle of food out of the way. police say the 17- year-old unlicensed driver accidentally hit the gas instead of the break. luckily no one was hurt. the teen was cited for operating a vehicle without a license. a man suspected in a triple homicide arrested after this police chase in south carolina.check it out. deputies say the man stole a truck from a construction site. then he cut through a field to get away from police.

but he couldn't get away from a news helicopter's camera. he eventually made it to a paved road.and picked up speed. you see him weaving in and out of traffic. eventually.it looks like he can't quite make it between two cars.he clips one.loses control.jumps the curb.catches air.and slams right into the corner of a house. the driver of that truck is accused of shooting four people.killing three of them. he was hurt in the crash.but prosecutors say he will be charged with murder when he recovers. and take a look at this: crooks use a forklift to make off with an a-t-m at a texas bank. you can see them drive drive right up. stab through the machine and lift it off its base. the drop it at one point. but use the forklift to pick it back up and drive off. the f-b-i released this

of this stuff. the principle here is a lesson administrators had no idea that this was going on simply because they did a background check, went through the fbi background check and did not see anything because this investigation actually took place in november after he was arrested already so he was clean at that time but in the richmond police came to the school walked into the class and arrested him. here's his pitcher. a 32 year-old quan when some three it before he was working here he worked at another place are richmond and a charter school will call a making waves. he is arrested of sexually abusing students. he faces multiple charges include a lewd act on a child under 14 years old. oral copulation and assault to commit sodomy. what happens is to produce the goods from that school came to investigators and made these allegations. they started the investigation several months ago and obviously they felt they had enough to move a in on him in front of students with his mother will have counselors here is to help

a pedestrian is hit and killed by a car in san jose. police say it happened last night around 9 o'clock near the intersection of southbound almaden expressway and foxworth avenue. police say they found a man lying unconscious at the scene. he died a short time later. the driver is cooperating with the investigation. police have not released the identity of the victim at this point. the city of san francisco is now trying to determine how to respond to the family of lynne spalding. now that

the family has taken legal action against san francisco general hospital. the family attorney announced, they are filing a claim against the hospital and the san francisco sheriff's department. for the events surrounding spalding's disappearance and death. the 57-year-old patient was found dead in a stairwell at the hospital. more than 2-weeks after she went missing from her hospital room. the city now has 45- days to accept or reject the claim. if it is rejected or a settlement cannot be reached. the attorneys say they plan to bring a civil lawsuit.
