a cub scout leader in santa rosa is under arrest -- accused of sex crimes against a child. franklin lee was a part of sebastopol's cub scout pack 128. heavier rain cemetery under moderate rain so keep that in mind. if you're out across the cemetery bridge is still looking at dry conditions down in the south bay for the most part this cloudy skies. it's really in your house in downtown san jose. looks like the brain is actually moving from the southwest. he considers it a little rotation that's really not going to last long. i think this is mainly a morning event. take a look at futurecast. st

>>: police say the victim was *not in that cub scout pack. kron-4's jeff bush spoke to a neighbor. franklin lee is currently in custody, here, at the sonoma county jail and is being held on one million dollars bail. he is charged with numerous sex crimes against minors including lewd and lacivious acts with a minor under 14, sodomy, and other charges we can't mention on air. earlier in the day i went to lee's residence and spoke with a neighbor who was shocked to hear the news. franklin lee's house has children's shoes out front, pictures of dinosaurs and

i was very surprised by the news. franklin has done a lot of good things for the community in his work with the disabled and the scouts and this is creepy, i know. deborah says two disabled children live in the house with lee and a woman. the shoes and toys in front of the house belong to those boys. deborah says the couple hosted two other foster children years ago. he wanted to be a father. he wanted to be a family man and he adopted some boys from foster care and he had previously had another set of us knew. hoss deborah says the victim in this case is one of the boys from the previous group of foster children.

i knew him when he was here. i didn't know this was going on. if there was anything i could do to help i would have but i didn't know and it's very freaky to find this out after all these years. the boy scouts of america say they fired lee on wednesday as soon as they found out about the charges against him. lee's next date in court is on the 24th. i'm jeff bush at the sonoma county jail in santa rosa, kron four news. no sizable aftershocks yet. following a magnitude 3- point-6 earthquake that hit only 10 miles north of napa last night. it happened just after nine o'clock, closer to yountville. witnesses say they felt minor shaking for just a few seconds. no reports of any damage or injuries from the earthquake. there were a couple of 5- point-2 magnitude aftershocks in chile this morning. and a 6-point-1 last night. the military is keeping order as people line up for supplies. repeated aftershocks have shaken buildings and sent

people running into the streets in the largest city closest to the epicenter. tuesday's 8-point-2 magnitude quake left six people dead. new information on the shooter at fort hood. officials say specialist ivan lopez saw a psychiatrist last month, but showed no sign of any likely violence to himself or others. now.authorities say there is a strong possibility lopez had an argument with at least one soldier right before wednesday's shooting. lopez killed three people at fort hood. and wounded 16 others

investigators are continuing to look into lopez's psychological background. officials say he never saw combat during a deployment to iraq. vallejo police say, they have closed a murder case which is almost a year old -- after the arrest of a suspect in another country! the suspect -- william cordoba -- arrested in lima, peru. he is accused of shooting 27-year-old jimmy richardson. several times on the sidewalk near borges lane and evelyn circle, in the early morning of february 4th of last year.

vallejo police and the u-s marshals service. tracked cordoba to peru, where he was arrested late last month. extradition proceedings are still pending. police in brentwood. talking to parents at edna hill middle school to help them explain to their children. that online activity has some very serious -- and *real -- consequences. the talks covered allegations of online bullying, access to websites and sexting -- all due to a recent student sexting scandal there. kron-4's philippe djegal has more. pen and paper in hand.

most parents who sat down and listened to a brentwood police detective talk about the dangers of social media, cellphones and sexting. took notes the old fashioned way. which was part of the point of this meeting. police sat times are changing and kids may have the upper hands over their parents on new technology. students have traded pens and paper for smartphones and tablets. and police, say parents need to keep up. police say parents should "friend" their kids on facebook and monitor their online activity. in fact, police say more and more teens are abandoning facebook for other social media like

. despite several recent storms, california is still facing drought conditions. and experts say the time for any more real rainfall this season has just about run out. kron 4's charles clifford has a look at the current situation. california's rainy season usually peaks around april 1st so if history is any guide rain and snow storms will start becoming few and far between from now until next fall. unfortunately, the moisture we did get wasn't enough to reverse the dry conditions. thursday morning the u.s. drought monitor released this new map showing that 99 percent of california is still dealing with drought.

23 percent of the state.. seen here in dark red... is facing exceptional drought. here in the bay area, every county has either extreme or exceptionally dry conditions. across california, the state's reservoirs are only holding about 63 percent of the water they normally have at this time of year. across the sierra, california's snowpack remains one of the smallest in recorded history. this is a chart put together by the department of water resources that compares the current snowpack to previous

stop transmitting those pings. the head of the u-s government agency that secretly created a "cuban twitter" communications network is expected to testify before congress next week. perthe congressional hearing could resolve key questions around the program, including whether the obama administration adequately informed lawmakers about it. the program aimed first to build a cuban audience, mostly young people, before pushing them toward dissent. we are waiting for the monthly jobs report this experts predict that employers added 195- thousand jobs for the month of march.

it ripped through a commercial building in midtown sacramento last night. and investigators believe it is suspicious. the warehouse stores exotic cars. and those may have contributed to the heavy flames. 85-firefighters went to could not stop the fire from damaging two nearby businesses and a house. at this point, no injuries have been reported. a violent home invasion rattles an east bay neighborhood. san leandro police are searching for two men who tied up. blindfolded and pepper-sprayed one victim.

police say two men forced donovan drive on wednesday afternoon. one had a gun. the men tied up the homeowner and ransacked the if says she just moved her family to the usually quiet his neighborhood. police say, at this point, they don't know why this happened. because nothing was stolen from the home. there have been a total of three home invasion robberies in the city of san leandro this year. two of the cases happened back in january. san leandro police say, they do not see a connection between the three robberies. in all of last year, there 5 -home invasion robberies reported. a woman caught in crossfire outside a san francisco super market is recovering.

a homeless man who already was in custody for assaulting officers is now also being charged for stabbing a man to death earlier this year. police say ryan goodson is a murderer. that he stabbed jason rosario to death on south market street on february 6th. goodson was already in santa clara county jail during the time of the arrest. for assaulting palo alto officers.
