this morning on the kron 4 morning news. dramatic rescues off the coast of south korea-- where a ferry carrying hundreds of people. many of them high schoolers. continues to sink. 22-thousand crimes reported in san jose this year. now, police are getting help. but the mayor doesn't like the plan. and were watching the weather as you wake up this morning-- we'll have your wednesday morning weather forecast next. the kron 4 morning news starts right now. good morning. it is wednesday, april 16th. i'm james fletcher. and im anny hong. top story we are following this morning- 290 people are still missing as searchers scour an area off south korea's southern coast where a ferry sank. at least two people are dead and officials say they expect the death toll to rise. the ferry -- carrying 459 people, many of them high school students on a trip -- was sailing to the southern island of je-ju when it began a distress call after it started leaning to one side. the rescues dragged into the afternoon, wednesday, as the massive ship sank into the waters of the east china sea.

the korean coast guard says the ship ended up being 95 percent submerged. local media ran photos showing the partially submerged ship almost completely on its side. 16 helicopters flew overhead and 34 rescue vessels were sent to the area to help in rescue operations. the south korean navy special forces and an underwater demolition team helped rescue passengers that jumped into the ocean as the ship went down. the two people that died-- one on of them is a 27-year- old woman named park ji- yeong, and the other a 22- year-old female crew member. seven were injured-- one of them seriously. survivors say many people may have been trapped. but the big story were the rescue operations. one student told the local media that he jumped into the ocean wearing a life jacket with other students and swam to a nearby rescue boat. south korean officials say 100 emergency rescue operations are still working in the area to save as many as they can. the cold water is causing some concern for rescue crews-- water temperatures are lower than 60 degrees fahrenheit, so hypothermia is a real concern. as to why the ship sank in the first place, that reason is still unknown. officials are looking into the possibility that it may have hit a reef.

so far this year in san jose. in an effort to help combat the growing problem. the santa clara county board of supervisors has formally proposed. that its sheriff's deputies help san jose's police department. that is, until san jose can restore its department to the levels. before austerity and pension reform measures depleted the number of officers. however, san jose's mayor has concerns, that the sheriff's department does not have the same knowledge of the gang element in the city, that police department has. nine people are without a home this morning. after a multiple fire broke out at a six story apartment building in san francisco. this is video from our helicopter partnership with a-b-c 7 news.

the fire broke out shortly before five yesterday, at a building on dolores and 14- th streets. flames destroyed five units on the top floor of that building. and that's when firefighters called in more help. no one was injured. and the cause of the fire is still under investigation. police in redwood city are trying to figure what happened to a man who's body was found at a park early this week. officers found the man laying on the ground at red morton park with a head injury on monday morning. they transported the man to the hospital where he was pronounced dead. an autopsy needs to be completed to determine the

since 2008 they have had less than 10 rape cases but right now they admit that there are 42 active cases including all assaults, sexual assaults, and rapes among other things. rentals-- which is illegal. so, supervisor david chiu is proposing new legislation, which will allow residents to rent their homes on a short- term basis. this would apply to websites such as "air b-n-b." under the legislation, residents would need to register with the city beforehand. final approval is not expected for several months. one bobcat in san jose got a second chance at freedom yesterday. the young wildcat was hit by a car in southeast san jose last november. she was brought to the wildlife center of silicon valley with a broken leg. doctors decided to put a metal plate in her leg to stabilize the fractures. the metal plate is attached to the cats femur. and will stay in there permanently. the bobcat was released yesterday at great ranch park.

"fire in the hole! fire in the hole! *boom a suspicious package detonated near the boston marathon finish line yesterday evening. it was one of two bags found. one backpack was unattended, the other was worn by a man nearby-- that man has been taken into custody. boston police describe him as "emotionally disturbed".

he was being questioned as police checked out the second bag. and he is being charged with possession of a hoax device. the suspicious back-packs rattled nerves on this first anniversary of the boston marathon bombing. earlier in the day, church bells-- the raising of the american flag-- and a moment of silence marked the

exact time the first bomb exploded at the marathon last year. the vice president, along with survivors and first responders gathered at the finish line to mark the somber anniversary. three people were killed and more than 260 people were hurt in the attacks. this years race is next monday, a number of bay area runners plan to attend.
