7:49 am
investigating, but says it's getting more and more abuse cases through social media. >> you don't necessarily have to be there to witness it. not even in the same town, state, or country. >> it's a big deal. >> reporter: the child's father also says he took the video right to police. >> this is my child. that's my blood. he is only the grandad. and when i saw he did that, that's disrespectful. >> more than disrespectful. >> yeah. that poor girl. she looks like she is shocked out of her mind. well, despite the father's anger the grandfather has not been charged with any crime. i have seen it to a little pet, a chihuahua, but they take one ice cube. there is a way to get the kids involved, but that isn't the way. >> there are so many things wrong with that and the health issues alone. it will be interesting to see what child protective services does. other things to talk about this morning. say good-bye to this main attraction at the national corvette museum in kentucky. it's a giant sinkhole you see

7:52 am
one other thing about choosing this flint officer. >> i want to briefly cover some of the innovations in macintosh. >> reporter: this is the location where steve jobs made history in 1984 unveiling the first mac computer. it could be a ground breaking product, you know, kind of in respect to the jobs legacy. it could be as simple as the flint center is closer to their main campus in cupertino. and it's bigger. they can hold more people. the other center holds 750 people. the flint center can seat up to 2400. gabe slate, kron 4 news. still ahead on kron 4 news weekend, how one woman is raising money by using food served on a stick. yeah. and here's a live look outside from our roof camera and, hey, it's the holiday weekend. hopefully, you've got tomorrow off, making a nice three-day long weekend. we have your labor day forecast coming up after the break. week since the 6.0 napa valley earthquake. residents and business owners busy cleaning up. >> many wondering when is help going to arrive. joining us now is political analyst michael yonke. we know that they were out assessing the damage. where are we in the process now? >> basically what are they're looking at the this. the federal government's role is to make sure that they are being made hole. they look at different factors. what kind of state assistance is available, how much will private insurance cover, and sort of what is the overage from that. they will look at facts like how much was spent in terms of overtime, how much was spent in emergency response. those are kind of unexpected costs that communities around expected to bear. then they put up a calculation and they sit there and then they wait. and they wait for the state for the local government to make a request to the state and then the state then to make the
8:18 am
request to the federal government and then fema kind of recommends whether or not they believe this qualifies as quote-unquote a disaster declaration. you know, contrast that with loma prieta. as soon as the bridge went down the idea that there would not be a disaster declaration was out of window. and when that and the cyrpus fee way collapsing as with well. here because it's a limited damage area, a limited area, you know, it takes a little bit longer. it doesn't mean it won't or shouldn't get it. i think last week i compared it to more like a tornado. you know, a localized -- tornados often and mainly do qualify for disaster assistance because even though they are localized and in a small area they create a lot of damage. now, one of the problems here is going to to be how do you calculate the unexpected costs of earthquake retrofit and repair because that means fema
8:19 am
is expected to cover and doesn't like to cover. i know that from dealing with loma prieta. >> one thing you mentioned is this key word wait. there is a lot of business owners and residents who are in napa right now busy trying to get their lives back together again. they can't afford to wait. >> right. this is a question for local governments, the governor, and the federal representatives. i mean, one of the things that made it very important for us is that when we were doing this for loma prieta we had our senators, our congressional delegation, everyone in line just hammering on the president and fema to get this thing done. it first starts with the locality. the locality has to prepare the disaster request. the governor has to submit it and then it's up the president to decide on the recommendation of fema whether to take it or not. and sometimes the president overrides fema. for example, the wildfire at
8:20 am
yosemite. fema initially said no. it's just a fire. and not too many structures were burned. a lot of trees. the federal government, after president obama came out for a fundraiser and was hit on by a lot of people in the california delegation and said you have no much idea california spent trying to fight this fire did the federal declaration kick in. the federal government says they want to help. they are there to help. but as fdr said about a lot of things, you got to make them help. you got to make them do it. and part of this, i think, the challenge for businesses and homeowners who have lost their homes, mobile homers, for example, other businesses, their big challenge is going to be keep -- be persistent if and when the federal aid is made available. >> well, and washington state last year had a really big wildfire. 300 homes destroyed. fema says we are not going to
8:21 am
offer any aid. we can't give you any money. do you think there is a chance in the napa earthquake situation could say no aid at all? >> it's how well you prepare your disaster declaration. i don't know the desks of washington but i could guess and gather that insurance paid for a lot of it. and if the different differential between the insurance costs and what the homeowners bear is of a certain magnitude, the federal government is less likely to say you need us to kick in. local and state help can come in. with earthquakes, when earthquakes kick in you have to repair things to the new building standards and that costs a lot of money. that takes a lot more time to put together. that's the kind of thing where the state -- where the local agency has to be really smart by putting in their application because that's where the numbers get big and that's where the federal aid is very important. >> and it also sounds like it's going to take a lot of pushing and prodding from the delegation, the congressional
8:22 am
delegation in california, which is huge, to continue to keep the ball moving? >> there are a lot of fundraisers in that area. a lot of wineries. i mean, there is a lot of clout that can be brought to bear. everyone's got to pitch together to make it happen. and then even after you make it happen you have to make it work. >> yeah. michael, thank you. we will visit with you next hour. thanks a lot. we'll be right back. female announcer: through monday, get three years interest-free financing and save up to $400 on beautyrest and posturepedic. even get three years interest-free financing on serta icomfort and tempur-pedic. but this special financing offer ends labor day at sleep train.

have been no reports of damage or injuries. and of course it hits one week exactly after that 7.0 earthquake -- 6.0 earthquake hit the napa area. mike pelten reporting live from napa where many are turning to prayer on this sunday morning. mike. >> reporter: well, good morning, marty. it's just amazing how lighthearted people have been over the past week. we have seen a lot of smiles this morning as many church services are getting underway. and where i'm standing service gets underway at 9:30. take a look inside the church. as i'm standing here at the napa community seventh day adventist church, but that's not who is worshiping here this morning. this congregation from the first united methodist church is using this building because their church is red tagged following the earthquake. i spoke with the organist who tells me there is extensive damage to their structure and to the organ which dates back to the '80s. the pastor said they take about a year to finish repairs to the first united methodist church and they will stay at this

open back up for customers, including velo's pizzeria in downtown napa. and the pizza shop has been retrofitted and sustained no quake damage, but the building behind it wasn't causing velo's to be red tagged and yellow tagged. construction crews are now building a protective shield on velo's roof in case that unstable building next to them falls. it means delays and another lost day of business. >> to be closed for any business, particularly a new business, is difficult to say the least. you know, we need money coming in. i need to be able to pay my staff. i need to pay our bills. all those things. >> inspectors are waiting for the roof to be done so they can give the okay for the store to reopen. two napa wineries joined together saturday to celebrate the resilience of their community. they called it the aftershock party. it brought together residents looking to take a little bit of a break from the recovery efforts. the event had wine, food, along with a little music as well. the wineries are hoping even those who couldn't make it can

that thanks for spending part of your holiday with kron 4 news weekend. 9:14. it is a sunny day around much of the bay area. san jose you're heading out to 67. 63 degrees in santa rosa. san francisco already at 66. and we are talking about above rink temperatures as we head into the afternoon. now, the sea breeze will limit some of us along the coastline. it's not going to be as warm as what we saw yesterday afternoon but a strong ridge of high pressure over the eastern pacific. with that said we will squeeze out a few 90s again. lots of sunshine to look forward to. by 12:00 we will see mainly 70s inside the bay. 80s up towards napa and the
9:16 am
delta. by 3:00 this afternoon i think we will introduce those 90s. in your neighborhood today fremont 80. sunnyvale with a high of 81 degrees. turning our attention to the san ramon valley, upper 80s. 90 in pittsburgh. 80 valet hoe. upper 60s for downtown san francisco and 80 in napa. highlights tomorrow the hottest day of the week. we will see mid 90s develop inland. low 80s bay side and 60s for the coast. those clouds really make a comeback. at least the morning clouds for the rest of the week. lots of sunshine into the afternoon but definitely cooler conditions. i don't want to put the cart before the horse. we don't have a strategy yet. there is no point in me asking for action on the part of congress before i know exactly what it is that is going to be required for us to get the job done.
9:17 am
>> the white house very busy with damage control following those comments late last week from president obama. >> joining us now is our political analyst michael yonke. yeah, those comments really putting the white house in a tough situation. what is their next move now and how do they deal with this? >> i think the next move is to come up with a strategy and to do it in a way that makes some sense to the american people because the fact -- the reality is that we are at war with isis. whether we declared it or not, the fact that we are engaged in pretty much freehand bombing of all isis -- most recently we just helped the kurds and the t amerli in northern iraq because we went and bombed and bombed isis. and how far we do -- i mean, and that's far beyond the scope of the authorization of military force that we he has been using it to justify the airstrikes so far for the war against saddam hussein, believe it or not. had this is not the republican
9:18 am
guard. this is not the bath party. this is an entirely different force coming if. they are helping to repell an invader. that's a totally different situation. >> so the president is facing fire now from all sides of the gop. they have jumped in with several senators saying we need some type of strategy. ted cruz quoted this morning saying we should bomb isis back to the stone age. >> the biggest problem is that this this is for the american people that has come up fast. it was gelled with the execution and beheading of -- it and the awful tragedy of james foley because remember we had been talking about isis and sort of offhand terms early in the year with regard to assad and chemical weapons and the fact that there is this coalition of forces trying to overthrow assad. we are trying to help assad and there is a offshoot more violent than al-qaeda. all of a sudden boom they are
9:19 am
in our faces. there are a lot of different factors involved here not to mention the fact that whether israel choose 20s add -- chooses to admit it. they are a threat to israel. another faction of the syrian rebels which is the al-qaeda less violent but still pretty violent faction of these people. and the fact that it's hard to get handle on all these different things, i think the american people just want to see someone say this is what we're going to do. this is a problem. or, quite frankly, say we are not going to get involved at all because i think the american people veer back and forth between i don't want to know about it, i don't want to get involved with it to we have to do something about it. the foley execution made people think we need to do something about it. >> not getting involved, isis is getting more powerful. they have grown so quickly. the airstrikes are effective to a certain point. at one point do you think ground troops have to go back in?
9:20 am
>> not necessarily. this can be very much -- i mean, there is a lot of debate about that. people hi because -- think because it's a big desert, girlilla warfare, you have to go in. that's partly the reason why the president said we have no strategy yet because there is a big divide within the white house how to deal with this. he should have said we have a strategy, which is we are going to defeat isis one way or another. that leaves him the political, economic, as well as military route. >> i think even if he had said we are fine-tuning our strategy. >> right. >> it would have been a better way to go? >> yeah. or we have a policy that we are going to contain isis. we have a policy we are going to make sure they do not take over these countries. we have a policy of wanting to get rid of assad and they will not be the ones that will be responsible for it. those are the kinds of things he should have said. he didn't say it and it's been
9:21 am
a terrible, terrible week for him. >> not only has it been a terrible week, but a lot of the voters, the americans are going -- american people are just saying, what's going on here? what is happening at the white house? or what is not happening at the white house? >> i think it's again a reaction to the fact that they don't feel that the world is under control. i mean, we haven't even talked about the ukraine. the fact that russia may be sending in a significant number of russian troops and russian tanks into the ukraine which may spark a full-out war between ukraine and russia, which ukraine will lose unless nato steps in. that's another big problem. so these are all -- this feeling of loss of control, the american people want a president who can at least say to them, can be the great communicator. can be the great conciliator. whoever it is, they are looking to that for leadership and they are not quite seeing it right now despite the fact that this is a president who has, whether you want to call it assassinated, killed, whatever, droned, you know, more enemies
9:22 am
of america than any other president in recent history. but they don't understand that. they don't see that as part of a coherent policy. >> all right. and we also know that it's always, with the american electorate, what have you done for me lately? >> exactly. >> thank you so much. michael i yonke joining us this morning.
