>>today california regulators ordered the utility to pay a record one- point- four billion dollar penalty. for the september 2010 blast that killed eight people and destroyed 38 homes. good evening. i'm pam moore. >> >>kron 4"s dan kerman joins us live tonight from san bruno city hall. with details. >>it has taken a while to get to this point.and the p- g&e san bruno saga is not over yet. >>the pipeline explosion was september 9th, 20-10. >>the following year.the national transportation safety board revealed a scathing analysis of what went twong. >>saying pg&e's management of its pipelines was deficient and ineffective. the ntsb also noted that it took 95 minutes for pg&e to shut off the flow of natural gas. >>2012: the california public untilies comission - which regulates the utility - orders pg&e to pay 635 million - to update outdated pipelines. >>2013: cpuc staff.recommends pg&e be fined two and a quarter billion dollars for violations related to the disaster. >>2014: earlier this year.federal criminal charges are filed against the utility. >>if convicted.pg&e faces 1.13 billion dollars fine.which is separate from today's penalty.

happened earlier today. i just received an e-mail from the mayor and she said that she does receive governor's request for a presidential major disaster declaration. this is great news and will likely mean more help for the entire city. when i was just getting here there was water filling up into the street and parts of the street look unsecured for now i did speak with the city manager this afternoon. he tells me that they have sporadic met water main break all day long. they are not dealing with a lot of these but what happened, a lot of the equipment was damaged and they started seeing more breaks. they saw the water main break and this is what they had to set... >> district was flooded

>> pam: danville police arrested two men in connection with copper wire thefts today. early this morning damon carthen was arrested at san ramon valley high school. >> pam: police say he was carrying stolen copper wire at the time. >> pam: investigators say when they later searched carthen's home in alamo they found more copper wire. it was there they arrested another man---jason sprague. >> pam: both men are now facing charges ranging from grand theft to possession of stolen property. no word if the copper wire found at the house was from the school. >> reporter:a bay area boy
