now, . we'll see the clouds increasing especially for the afternoon hours and then we have a chance for showers in the north bay in the afternoon and evening hours and then that chance of showers will spread for the rest of the area for thursday, potentially into friday morning and it looks like for the weekend most of us should be dry and warmer on sunday where inland temperatures rebound back into the 80s. here's a look at traffic tuesday morning. i want to mention that we did have starting last night, the off ramp of the bay bridge in san francisco was closed for a realignment project. the freemont portion opens up and you have to remember folsom street will stay close until march of next year. that will cause a lot of traffic headaches for folks caught off guard we'll have to

see the impacts of that for your commute. i want to mention there is a high wind advisory on the san mateo bridge this morning. the winds aren't strong or howling. they did a little breeze and they went ahead and issued the wind advisory. we're problem-free and hot spot free. i'll give developments of traffic. >> let's talk about our top story this morning. american jets strike hard against isis targets in syria. this involves five arab countries. they've targeting a home base in that war torn area. >> an isis stronghold, iraq has been the parades and celebrations in the middle east. it started with the launch of tomahawk crews missiles. >> these are big and expensive

and feared at static targets. isis had defenses that us war planners were worried about. >> they took down a syrian war plane last week. half a dozen arab countries teamed up with the united states for the strikes. >> that's something the obama administration and us administration was intent on building this, not making this a lone american intervention in the middle east, one that was joined by local partners. you have those local partners. >> jordan, bahrain, and the united arab emirates not only supporting the effort, but taking part in the bombings and the air strikes. >> more on that story to come. also happening in the bay area, the bay bridge commute might have changes for it. they were mentioned in the

traffic update. starting in the folsom street off ramp is closed for the next six months. a 600 unit apartment complex is going to be built in that area so that has got to go. safety improvements will improve the area. >> it includes a walkway and a bike lane and a traffic signal. it will only turn red when someone is waiting to cross the intersection. >> it's a good idea if you're headed that direction this morning to give yourself extra time. the latest with the wildfires burning in el dorado county, that fire has burned 140 square miles and 118% contained. 32 buildings have been destroyed. they're focusing it out of the

tahoe national forest. the king fire, they've worked through heavy brush, falling trees, the team chief says it's like a military operation really. >> in reality it is, it is an army that's already trained together, ready to go in and manage it. >> there are 5,000 firefighters working to put out that blaze. they're having to deal with high temperatures as well, low humidity and high winds is making it easy for the fire to spread and it's one of the issues to fight the fire. a fire broke out at a industrial plant on monday after a tank of liquid asphalt burst. it ruptured around 2:00 leaking asphalt oil along lake herman road. you can see this. the cause of the rupture is still under investigation. we'll take a break.

in downtown san francisco. 56 in hayward. 54 at half moon bay. low 60s in san francisco bay. temperatures will be the similar conditions of yesterday. you can see up north to oregon you can see we're picking up clouds and radar returns. we'll get some of this moisture come tomorrow and thursday. you'll want it keep the umbrellas handy for the next couple of days. a break down like this, really comfortable nice conditions. 79 is your high in san jose, 81 in sunnyvale. 83 in loss go tows, heading over to the east bay -- los gatos, 82 in pleasanton, antioch, and hayward around 73. oakland a great day for you as

well. alameda 272. downtown san francisco taking advantage of that indian summer, a high of 71. 66 in ocean beach and also we're talking upper 70s, novato looking for a high of 70 degrees. it's noise for fall and tomorrow we'll see clouds increasing for the afternoon. the north bay has a chance for showers starting tomorrow afternoon and evening that spreads to the rest of the bay area especially on thursday, some places could get up to a half-inch of rain. mostly in the north bay i would say. at most. friday we hold on to the chance for showers, friday morning, otherwise it temperatures are going to cool down quite a bit. look at those highs on thursday and friday. we're talking 70s inland. that he is going to feel quite cool and fall-like. for the weekend we'll be warmer, we should be dry. there's a slight chance for showers in the north bay. right now the models are

trending drier and giving us sunshine and warm. let's look at the traffic on tuesday morning. no major hot spots to report. here's a live look at the golden gate bridge. traffic is light if you're heading in from marin county and heading across the bridge to downtown san francisco. here's a look at your richmond san raphael bridge commute. there's the usual construction on this bridge this morning. it's a great time to leave the house to get to your destination. >> thank you. 4:17, two suspected gang members, it's 22-year-old mario floyd were charged with killing 66-year-old julie solomon, she was killed on july 24 last year after she used her cellphone

committing crime. she shot video and the two men saw her, that's when they shot and killed her on the spot. the two are scheduled to appear in court for a pretrial hearing. two people were hospitalized following a hit- and-run in oakland. it happened 9:20 monday night at foot hill boulevard. a car hit a motorcyclist and a bicyclist before speeding away. there's no description of a suspect and sheriff's deputies have arrested a man for the murder of a woman, it's in connection with the murder of julie. the murder happened last night near the reservoir in santa clara county. flames were seen coming from a body off of oakland avenue. police arrested a man accused of sexual battery in

palo alto last month. arthur was booked into the jail after investigators were able to identify him as a suspect and served a warrant after arrest. a woman was sexually assaulted. he walked with her for several blocks striking a conversation with her and about her dog and he attacked her. there are several grants for domestic violence education. >> one of every four women will be abused by their partner at some point in their lives. >> services are given to families suffering from domestic violence and child abuse. they'll use the money to identify case that is have the potential to turn deadly.

>> research has shown if you can do immediate intervention and provide services to victims in a timely way and monitor the actions of offenders, that you can actually decrease homicide significantly. >> this is a monumental thing for our county. >> the overseer says the funding can save lives. >> we know the high risk cases, weapons in the home, attempts at strangulation, we will be able to identify those things that people may be experiencing and prevent the escalation of violence. >> they plan to use the new funds to focus on the communities of concord brentwood and richmond. those areas have large diverse populations and they can respond in the county. >> we can do a immediate

assessment. >> we'll have the ability to save lives and increase safety. >> now, to a followup story that we brought to you earlier this morning. a woman accused punching a mother and a two-year-old son to stay away from union square. she faces charges that she attacked this woman and her son as they were walking with friends in union square two weeks ago. she didn't understand what was happening to her. her lawyer has asked if she can go through a mental evaluation to see if she can stand trial. >> i hope she gets the help that she needs. >> it will happen again if she doesn't get help or get put away. >> members of the community says she is known in the area as an aggressive panhandler.

they've been working with police to increase patrols in union square. >> if you have something you would like to submit to our website. go to the my kron story selection. kenneth osoko is facing charges for the murder of diego and he may have been flirting with this woman before a beating. she declined the invitation to go for a ride. and she was struck several times with a solid steel bar to lift weights. he'll be in court next week. a man broke into an apartment building garage friday night and tried to steal two cars.

this is in belmont on ralston avenue. he used a crowbar, he's pulling the crowbar out. he's going to use it to get in the garage. when he tried to use the garage door remote from one of the cars, it didn't work. that same night a white van was stolen from the apartment complex and they're looking to see if the two incidents were related. a dock catches fire. ships and boats had to be removed from the area as well. 150 firefighters were working to contain that blaze. it took them 2.5 hours to do it. no injuries reported and no word on the cause. the pictures are intense. a flight bound to los angeles had to make an emergency landing. a man had a psycho path i can

showing the storm, impacting parts of oregon right now. we'll see moisture come through tomorrow into thursday along with a cold front that also dropped down temperatures, today we'll be storm-free looking for plenty of sunshine. so, here's what's happening as far as our futurecast is concerned that shows the rain and the clouds, you can see by tomorrow, early morning, it starts to impact potentially petaluma, and i think the bulk of the moisture won't be arriving until wednesday, late afternoon wednesday evening, we have increasing clouds lot the day tomorrow. at 7:00, you can see santa rosa on the coast, into petaluma, picking up light rain and the rain will spread south to the rest of the bay area and at most you can see up to half an inch of rain from that system. we'll be rain-free where there is lots of sunshine on your second day of fall today. low 70s in downtown san

francisco, feeling like summer today. 80 in concord, antioch and napa low 80s and san raphael 82 degrees. temperatures will continue the cooling trend, wednesday increasing clouds, chance for north bay rain, wednesday afternoon, mainly wednesday night and that continues through thursday for the rest of the bay area which gives us a chance for showers and temperatures will cool into the mid and upper 70s, with this system inland. that will feel a lot like fall, it will look like fall as well. we need this rain so we're going to take it, we're still dealing with a severe drought in the northern california area. time now is 4:34 with a quick check of the tunnel, bore 4 eastbound and bore 4 westbound is closed

this morning. george is telling me it has reopened early. they are back open. that's good news for both of you going to the tunnel this morning. also here's a look at the bay bridge. approach and traffic is light for folks heading into the city. drive time from the macarthur maze into downtown san francisco is under 15 minutes, probably 12 minutes or so. there are no backups and delays. here's a look at your san mateo bridge. traffic picking up in both directions. we had a high wind advisory this morning. i don't think this will last long. we won't see strong winds out there. we're problem and hot spot free this morning. one of our top stories this morning. american jets have struck isis targets in syria. it's part of a operation involving five arab countries, one of the first targets was the city of raka.

it included both syria and iraq. more than a dozen countries have teamed up for these strikes. >> this is something that the obama administration was intent on building here. making this not yet a relatively lone american intervention in the middle east, but one that was joined by local partners. >> u.s. military leaders say two-thirds of the militants are in syria. to date there have been 190 air strikes in that country. back in the bay area, nobody likes getting a parking ticket one san francisco driver has taken a dislike to a new level. one ticket person tried to run over an officer. a woman in a car and a parking enforcement officer on the hood of the car.

. we're back now, time 4:46, happening right now bay bridge commuters may notice a change here in san francisco. part of the folsom street off ramp that heads into san francisco will be closed for 6 months. jackie walk us through it, explain to us what will happen as we head into the city. >> reporter: you can see traffic coming off the bay bridge. we anticipate a lot of traffic that takes that folsom street

exit will be coming down here. here's video of what happened last night and what's expected to happen over the next three months. it was completely shut down as they did construction there. ultimately this morning, 15 minutes ago, the freemont part of that exit actually reopened. as you go to the bottom of the ramp as you try to get on to folsom, that is closed through march. you can no longer get to the bottom of that ramp go right. you can only make a left-hand turn. that means all that traffic come off the bay bridge will be filtered into those two left hand lanes. that's going to be problematic, that's where they are. we had a chance to talk to somebody with san francisco city yesterday. he talks about the project and what it's going to take to get that thing reopened. >> the safety improvement include a walkway where this isn't one now, a bike lane as well as an actuated traffic

signal, actuated meaning it will only turn red when someone is waiting to cross the intersection. >> so, as i said, the good news is the freemont exit is back open this morning, you can't take that exit obviously, james, as the morning goes on, the commute picks up and everyone will be filtered to make that left-hand turn, once again had you get to the bottom of the ramp to go on to freemont, we anticipate seeing lots of traffic all morning long. >> the freemont ramp is open, but the folsom street turn off is not. you'ring it to have to wind yourself around. >> absolutely. when you get to the bottom of the ramp you can no longer go right. that's why we anticipate not seeing that ramp backup. normally people would take that right on to folsom they'll have

early morning at 6, eureka, far north, the cold front pushes on through like that. then during the day on wednesday we'll have cloudy conditions or mostly cloudy conditions, 1:00 in the afternoon, and late in the afternoon and evening hours, the north bay is picking up on a chance of rain and that will spread southward for the rest of the bay area. highs for today we're looking like a picture perfect day. south bay 80, san jose, and cupertino getting close to 80 degrees as well. low 80s in concord and richmond low 70s, pleasanton 82, antioch and livermore in the lower 80s. oakland a high of 76 degrees. berkeley low 70s, downtown san francisco a very warm 70, that's warm for the city. 66 at ocean beach, 82 at san

raphael. here's your kron 4 # forecast. if you're driving up to tahoe you'll notice the winds are strong. that's red flag warning, the wind and the low humidity, keep that in mind. we'll see those changes arrive in the form of clouds tomorrow afternoon and a chance for north bay rain and then that will continue through thursday. you will want to keep your umbrellas handy for that. otherwise by the weekend, we'll be storm-free and we'll see more sunshine and we'll warm things back up into the 80s out of 70s on thursday and friday. i want to mention a potential hot spot, flooding northbound 101, on marsh road where they're closed in the redwood city area. they're closed due to flooding. the water has been shut off. that's good news there. they're not sure where that water source, where the water is coming from. there was an accident reported

earlier this morning, it looks like they're making progress and we'll keep you updated on any, on the situation progresses. we'll take a look at the bridges. in the bay bridge you can see there's no problem, from oakland to san francisco your drive time is over ten minutes, here's a look at the san mateo bridge commute. things are easy in both directions and the drive time from hayward into san mateo is 14 minutes. now, on to more headlines this morning where a cleanup is under way on the slopes in northern california. the mudslide cascaded down picking up logs and boulders, four service officials believe it was caused by a glacial dam that ruptured. no one was hurt, none reported. they were diligently looking to

unclog the creek. it's damned with thick mud, logs and boulders. they're trying to clear it out as quickly as possible. two afterbegan officers -- after fghan officers went missing. we have a report. >> my understanding they were here and they came in on thursday. >> reporter: there's men went missing from a us special training program in quantico virginia. they showed up looking for help. >> like everyone comes in, they said they wanted to go to canada. they -- we looked at their records in the papers. >> when they arrived there, they told them about the training. >> they were honest and up front. they told our legal department they wanted to go to canada, they were training in the united states to go back to afghanistan, but they didn't want to go back.

talking low 80s in the east bay and the south bay, similar conditions with upper 70s, low 80s there, mild, 70 degree weather, we'll have that full forecast coming up at 5:15. let's get a quick update on the ride. we're already tracking a couple of incidents the first of which was a problem from the over night hours, when a water main broke flooding lanes of 101 northbound. in redwood city. the water break, water main break has been shut off. there was a plugged drain right in the center divider which has

that a lot of that over flow traffic we anticipate will be coming down towards, the good news is, that last night they closed down the freemont exit about an hour ago, they actually re-opened the freemont section of that ramp, which is good news, that means people can go ahead and take that exit. unfortunately, the other part, the right hand turn at the bottom of that exit, that is going to be closed for the next 6 months. here's some video, and an animation of what we're talking about. when you get off the freemont fulsom exit. if you're traveling westbound off the bay bridge, when you get to the bottom of that ramp, you used to be able to go to the right of fulsom, the left to freemont. that right hand turn is gone, all the traffic coming off that off ramp are now going to have to make a left turn off to freemont. we anticipate for the first couple of days obviously there will be some confusion, they need to reconfigure that whole area. we had a chance to talk to

morning. good morning. still keeping a close eye on the bay bridge with changes at the freemont street off ramp and the closure of the fulsom street portion of that ramp. it is likely we're going to see backups as far back as here. the tole plaza because of the west end they'll take up the slack here by slowing the lights and increasing the back- ups, which have already been routinely in through and through the maze around the corner to the curve and onto 880 northbound. hard to imagine getting much worse, but indeed it could get exactly that way. continuing our bridge tech this time on 92 at the bridge, it is problem-free here with no delays in any direction. and your commute to the golden gate bridge looks good this morning as well. no fog to or from, and heading in to the bridge, a little more

head into we say, thursday, and friday the clouds build and the chance of some sprinkles entered the forecast and i'll talk about that in our full check of the weather coming up at 5:45. let's hand it over to george, he is keeping an eye on the early morning commute. we're keeping an eye on the bay bridge with the changes at the end of the freemont street off ramp. the first off ramp from the tupper deck of the bridge at the bottom the street portion has been down. that's likely going to affect conditions here and it is likely that the confusion and change is going to backup traffic on to the ramp which could in turn backup traffic on to the bridge and then have the effect of slowing traffic here at the tole plaza. it is possible if not likely we're going to see bigger-than- usual delays for this bridge ride. >> there's already been an accident, in fact, it's been

and gone in antioch. it's backed up the traffic on to the bypass. and so a very slow start for the commute this morning with heavy traffic trying to get through antioch. 5:33. a store you will only see on kron. nobody likes get ago parking ticket. 1 driver may have taken it a little too far. police say that the woman tried to run over the officer while he was writing her a ticket. here's a picture of the parking enforcement agent on the hood of her car and she has kind of got this surprised look on her face, yet, she kept driving. they say for nearly a mile. >> and i saw a car pass us on the left and i said, hey i think there's a guy on the roof of that car.

that lock box, has all of the keys. they went for the keys and then they ran out to the parking lot and started clicking on the remote controls as soon as a car lit up, they jumped into that car. they made off with 8 cars at this location. there is a mercedes dealership within that same time period, they made off with 5 cars. let me show you video of another location, it wasn't just san jose, they also went to belmont. belmont auto motors, they made off with 9 cars that happened on sunday in the over night hours. we talked with the police, they are not exactly sure if this is done by 1 ring or if it just happens to be a coincidence with all of these people targeting the dealerships at the same time, it seems they are going after lock boxes and make off with the cars. in the case of here, 1 of the cars has been recovered that happened in the east bay. we hope to talk to the police department to find out more what happened as far as here at

. watching the forecast from the rain chances moving in. looks like we're going to stand a pretty good chance of seeing some light rain. shaking just a bit as we look out over san francisco and the western span of the bridge, the thing to note here, it is clear, we're not seeing too much in the way of fog and

that's the way the forecast is shaping up now let's find out about that commute and there could be a sticking spot. >> indeed there could. this is likely to be it. the bay bridge freemont street off ramp, this is the san francisco side, we're looking at the freemont street off ramp. just before it makes the sweeping right hand turn to what used to be access to fulsome street as well as freemont, but the fulsome street access shut off until march for 6 months because of construction on city streets. so watching this because it is likely that later on this morning we're going to see a backup here that could even affect the commute at the bay bridge tole plaza where the lights have been activated and the backup is already starting to build towards the end of lot already starting to slow here for the westbound ride. for the bridge, highway 92, i just confirmed with caltran that a wind advisory that was put in place last night is
