afternoon. take a look at this. storm tracker 4, i put it into motion because the orientation of this system is a little different from the past few ones, definitely the one we saw yesterday. the rain started in the north and then it spread southward. you can see there's a little bit of row tain so it's approaching from the south and it's going to push into the peninsula, bring some heavy rain into the south bay and eventually make its way into the south bay. we have some lightning strikes sitting offshore right now. zooming in, we are seeing light rain for petaluma, san raphael. oakland for the most part is dry. we have wet weather on the way. it really depends on where you are, but we are talking about wide spread rain into the afternoon. certainly prepare yourself and make sure you have an umbrella.

we're seeing snow in tahoe. along 7 feet. we have a winter advisory in effect until 7:00 tonight. locking at your headlines, rain will continue into the afternoon. steady, light by lunchtime and 3:00 we could see temperatures on the cooler side with most locations in the 70s. our wet weather is continuing this morning as mike is live in palo alto where they're handing out sandbags to get ready for the possibility of flooding >> got a couple drops this morning. we are expecting the rain to really start hitting us on the peninsula. if you still need sandbags, now's the time to come get them here at the palo alto airport.

happening now, screws are looking to clean the crews are cleaning up an accident at the 287 off ramp. one person was trapped and one taken to the hospital this morning. the crash is blocking two lanes and no word yet on when those lanes will be reopen. to cut costs, transportation officials are considering leaving parts of the old bay bridge up. . the cost is moving past the sipt million $6 million over the old one. the other is near the treasure island. it would say the transportation department $12 million. the change requires the approval of several organizations. coming up at kron 4 weekend, coming up a look at your wet and rainy forecast. we've got cloudy skies and rain, more rain on the way.

. residents in northwest washington woke up to snow to start their weekend, seattle receiving just a dusting of winter weather, but areas north saw up to 7 inches. trees took out some of those power lines as they experienced scattered power outages and the snow effected the washington state ferry service. and the snow is also falling in the sierra. here's some video from borealis ski resort and many kids got to play in the snow, others going on the slopes, of course. it was slowing all day yesterday and borealis say they've already

got 9 inches of snow isn't area. will we get more snow? here's erica. >> slick roads, reduced visibility. you will need your chains up there. we're expecting another 2 to 7-inches of snow is the 6,000 feet, but closer to 7,000 feet. perhaps next weekend, the best time to head you've in that direction. futurecast, by 3:00, we're talking an inch over that for the cisco area, kibers, and over two-inches for cisco, approaching the overnight hours and through monday we're getting pretty close to a half inch for the lake t tahoe weather.

for tahoe. in fact, they received a foot of snow yesterday morning and the snowfall continues to accumulate. if you're headed in that direction you'll definitely need chains. we'll see a rain into the rain tomorrow but more wet weather into the middle of the week. i'll have the rain in 15 15 minutes. residentss can pick up sandbags throughout five locations at contra costa county. you just have to bring your own shovel. the station is located in howe homestead park in walnut week. people have beg your pardon stopping by to take advantage of the free sand. one man says sandbags are one of the most expected ways to prevent serious flood damage. >> they are fantastic.

commerce will honor michael brown and any other families who lost someone to police violence. they'll hold a prayer vigil on telegraph avenue in oakland. the mayor is expected to attend the vigil. and new this morning, cal transwill construct the central subway light rail line transporting riders from soma to china town. the company awarded nearly $82 million to the project, and officials say they hope to attract more than 42,000 passengers on a daily basis by 20/30. the transportation agency is hoping for feedback. the essential subway is expected to open in 2019. still ahead on the kron four morning news, police in southern california are on the lookout for a suspect who shot and killed a man while wearing a wear wolf mask. details on this story coming up. plus, we'll tell you which

sunday morning and quite a bit of storms could bring you storms over the next few days. here's erica with the forecast. >> we could expect up to five inches for the accumulation. it is more than a drop in the bucket when we're talking about a drought. storm tracker 4 shows heaviest rain in mid-peninsula. heavy rain through san francisco, and san mateo in highway 1. it's starting to push into oakland so you'll definitely need to use your window wipers, especially for the western end of the bay area bridge span. as we take a look at what's going on for the coastline, san gregorio, all dealing with heavy rain falling at a rate of about a quarter of an inch if not more per hour. this is expected to push into the east bay into the next 20 minutes or so. we have some in stability, lightning strikes off the coastline right now and it looks

like the heaviest rain really geared up for the morning hours. check out what happens as we head into the afternoon. by 2:00, it's really going to taper off, just a few spotty showers through the bay. looks like we'll be dealing with some light rain in san bruno, and concord, and napa also dealing with. it we'll see some breaks in sunshine and the cloud cover into later today and by 7:00, i don't think we'll see much rain whatsoever , just a few sprinkles north of the golden gate bridge. we're pushing in the direction of mostly dry weather for monday. but keep in mind we have a stronger system bringing even more rain tuesday into wednesday. so we get a breather monday, but heading into the middle of the week, that's when we're going to see the most impressive rainfall totals. we could see 1 to 3 urban areas. sun and clouds, dry conditions

. welcome back. a boy we reported nearly four years ago in georgia has been found alive. five people have been arrested in connection to the child's disappearance, including his own father and step mother. police say he was found behind a fake wall in his father's home. after a call to look for the boy there, police served the home but could not find him. it wasn't until a second call and second seven they found the boy. neighbors were surprised to know that boy was being held captive there. >> i said it's right up under our nose and we could have done

something, but he was never in distress, it doesn't seem like. >> the mother told me he was home schooled so i didn't question as far as why he was always home. >> neighbors always say they moved in about six months ago and were always welcoming the boy's father and stepfather. they have been charged with false imprisonment and child endangerment. back in the bay area, snow is falling in the sierra. here's some video from borealis ski resort. you can see the kids having fun in it, and others taking to the slopes of course. it was snowing all day at boreal and officials say they already got 9 inches of snow in the area with no falling today. and live in the weather center, heavier rain effecting the central bay right now. let talk about how long the storm will last when "kron 4 news weekend" returns.

spending your weekend with kron 4 weekend. if you're getting an early start you will be dealing with some rain for really much of the bay area. let's zoom in here. as we put into motion that the orientation is a little different. it has some rotation. showers pushing up from the south. now yesterday we saw rainfall from north to south so it was a little different this morning. rain right now for much of san francisco, the entire city actually under the yellow and orange indicating rainfall at a rate of over a quarter of an inch per hour. it's lightning up a bit in the north bay, novado, near american canyon, but heavier rain is on the way. heavier rain in the oakland area towards berkeley effecting you along interstate 80. we have been dealing with moderate to heavy rain for the entire coastline. stretching from pescodero up towards pacifica. we have seen some rain develop in the south bay, sunnyvale,

coopertino, a heavier development in the next few minutes. we're attracting some snow in the sierras. if you're headed in that direction you will need your chains for interstate 80 and highway 50. we have a winter weather advisory until 7:00 tonight, slick roads, reduced visibility. 2 to 7-inches of snow with this system at about 6,000 feet, and closer to 7,000 feet into wednesday. we are talking about up to two feet of snow. so maybe next weekend is the best weekend to head up to tahoe. futurecast 4 shows back here in the bay area, light rain into the 9:00-hour and beyond that it's going to start to taper off, so it's not going to be as heavy, it's not going to be as organized. in fact, i think we'll see a few breaks the afternoon. we're not done yet. a weak ridge of high pressure will build in into monday and that's going to keep mostly dry conditions. we'll see a few sprinkles north of the golden gate bridge. tuesday into wednesday, a stronger system bringing showers. wouldn't be surprised if we

encounter some thunderstorms. we have increased the likelihood for a stray shower into thursday, but mostly dry conditions into next weekend. any. officer darren wilson from the ferguson shooting resigns but a lot of confusion and questions remain over the grand jury's decision to not indict wilson in the shooting of michael brown. joining us is our particular analyst michael yaki and to break down the developments that have happened. let's start with the grand jury. the public is confused about its role, it process and what it's doing. >> get into a lot of debates that talk about, the physical evidence said this or that, but that's really not what they're trying to do. what the grand jury does historically is it decides whether or not there is enough evidence to back up a prosecutor's decision to indict. the prosecutor has to decide these are the charges i want, and the everyday in order to do

that. bob mccullouch decided he was simply going to dump every single piece of evidence that there was to the grand jury, give them general instructions on what the charges could be in this case and let them make up their own mind. what's happened is -- he goes on this rant about the media, saying that media made witnesses lie and witnesses were lying to other people. >> and that's what people have been saying he seems bias. >> right. and then he goes in his press conference and selectively picks out pieces of evidence that he thinks is sustained what the grand jury decided to do. but then he decided i'm going to be smart, i'm going to release the transcripts for everyone to take a look at. that was a mistake because when people started looking at the grand jury transcripts they gone

to see a very, very different picture where prosecutors were essentially questioning only witnesses that appear to be on one side and not questioning witnesses on another. and to the most controversial thing of all was allowing darren wilson to speak pretty much interrupted for two hours. if there's one thing, they do not hear exculpatory testimony. you know they're going to say i didn't do it; this is a given. i think they to do it so they selectively present witnesses. this didn't happen here. instead, you just had every single witness under the sun, no prior tiization. they asked one eyewitness, do you see good? >> what does that mean?

does it mean you do or don't need glasses? when they saw brown allegedly charge wilson. it raises more questions than it doesn't. essentially, they'll weed out the best evidence available for a jury to make a decision. that didn't happen here. it was sort of -- either throw it all up in the air, see what sticks and see what the grand jury decided to do. >> don't think they got the sole picture. >> an active picture involves cross examination, expert witnesses coming in. >> people talk about there was blood evidence inside the car. and i'm sure there are 5,000 experts who say if you get shot you may get blood spatter inside. those are the kinds of things you would get in a trial that you did not get the benefit of

through this very, very loose -- and that's a very kind way to put it -- grand jury process. >> so do you think the chances of officer wilson facing any sort of charges is completely over? >> i think that -- i think that there's one chance left for a criminal indictment. that would come from the federal government and they would especially have to make a decision that moment that michael brown -- they would have to say there's evidence that michael brown put his hands up, was more than 50, 60 feet away and officer wilson decided to take his life, deprive him of his civil rights. maybe eric holder, attorney general, who is very attached to this case as his last acting in office. i doubt it though. all they have is a wrongful death suit they can bring based on a much looser and lower

western span of the bridge. along the coastline we've been dealing with heavy rain along the coast or so, experiencing rainfall at about a half inch per hour. if you're planning on using highway 1 this morning, wouldn't be surprised if we hear some localized flooding over the next couple hours. the heaviest stuff falling for the morning hours but then it's going to taper off into the afternoon. rate now temperatures in the upper 40s to mid-50s. steady light rain continues by about 12:00. but by 3 clock this afternoon, i think we'll see some breaks of sunshine, temperatures in the low 60s for much of the bay area. annie. and heavy rain expected to hit the bay area as you mentioned later this week, and some residents are going back to the basics to try and protect their homes and businesses from the possibility some of flooding and storm damage. so this means sandbags and lots of them. this is one of five sandbag stations available throughout contra costa county today. the sheriff's office said the

not to indict officer darren wilson. they started the long walk where michael brown died at the capital and they'll finish in about nine days. jefferson city's about 120 miles away and they may come in contact with a couple politicians. jay nixon called a special session to figure out how the state will pay for protection in ferguson. and take a look at this, in the midst of all of this in portland, oregon this week. you can see a 12-year-old african-american boy and a white police officer hugging. this is devone heart offering free hugs. a police officer approached him and scheduled him why he was crying. he said he was concerned about the level of brutality towards young black children. the officer responded yes, i'm sorry, then asked if he could have a hug.

. in national news, a father in new york is facing child endangerment charges after leaving his children in a hotel room while he went black friday shopping. the 4-year-old and disabled 11-year-old were left alone at this hampton inn. the younger child left the room around 4:30 in the morning looking for his parents and disabled sister was locked in. fellow black friday shoppers are appalled. >> the first thing they should have worried about is their children. i mean, big deal. they save a few dollars. those are the children. real treasures. >> his explanation was his wife was shopping and he was going to pick her up. he said my wife had me wait longer than an hour. it took a lot longer than we thought. >> police say they saw the parents back shopping later that day but they had the kids with

area authority reaction to control some of these protests. >> in fairness -- i was here during the rodney king riots in '92. there were thousands upon thousands of people coming from all different areas and the police had a very difficult time controlling what was going on. this one's a lot different but it points out a lot of what happens here is going to depend on how authorities deal with what's going on in ferguson. people are taking their queues and things are returning more peaceful and they're going to more prayer vigils. there's mass today in ferguson. there's march to the governor's mansion. these are going to be very important. i also think it's important for people in the bay area, leadership in the bay area, mayor jean quan, libby shaft, to take a look and work with people

in a way that maybe hasn't been quite as done as it was in 92. in 92, we worked with people -- cecil williams in the clerky to talk about how difficult this was and give people a voice and place to go that hasn't quite happened here yet. i think the more that city leadership tries to work with them and create the atmosphere, the better off it will be. quite frankly a lot of people are hoping that eric holder or even the president would go to ferguson and -- sometime during the holiday season and put everything to rest and bring some kind of calm to the area. right now, ferguson is still pretty hot. >> it is. and it seems like it's definitely struck a cord with the bay area community, as well. >> it's interesting that i sit

back and sort of watch how all this happens as a former elected official you see how individuals and groups change. the one tactic has been blocking major roadways. that's new. that hasn't happened. people are blocking 580, the bay bridge, 101 in southern california. people got creative in the way they wanted to show their dissatisfies. we have to do more as officials to reach out to people and say -- especially in california where we seem to be more sympathetic to say this is what we care about. this is how to do it constructively and whatever you do, don't get involved in the vandalism and damage because for a lot of points you're really hurting people who can't afford it the most, small business people, stopping people who work on an hourly basis from getting to their jobs where every hour they work means getting food on

the table. these are all points that have to be communicated to people. let's change gears and talk about immigration reform. republicans are talking about ways to separate funding and this could maybe lead to a shut down? >> you heard very quickly after the election that mcconnell and john boehner were saying we're not going to shut down the government. l guess what. right now, there is a funding plan being floated in the house of representatives that would fund every part of the government expect for the immigration service for the remainder of the year and it would only fund it for a short period of time until new congress gets in. nancy peloci has already said she won't have any part of it. if they come up with a two-part funding bill which will put it squarely in the new congress, there's very good chance the president will veto it and very

good chance the senate democrats won't go for it, as well. the so the idea of a shut down december 11th from 0 right after the election to i think it's starting to trend upwards and you'll see more and more during this week as congress comes back into session. >> how quickly things can change. and what sort of impact would that have in california? >> it had a big impact especially in the defense industry, a lot of contractors in aerospace are here in california and the space industry, space x others who rely on. it funds gets stopped automatically. it does have a big impact in california and at the military bases, as well. of the but we'll see. right now, you know, it's just floating. they're putting their idea out there, but watch what happens this week. >> okay. all right. michael yaki, thank you for joining us. we're back with more after the break.

like oakland, berkeley, parts of san francisco. now storm tracker 4 shows the orientation of the system and not only are we dealing with rain but we're also seeing lightning strikes along the coast. now the heaviest rain right now south of the mid-peninsula. we saw some heavy rain in san francisco, now just dealing with some light rain for your ride through the city across the bay bridge and along the east bay shoreline. take a look at half moon bay, pescadero. that has moved into the south bay, seeing light to moderate rain for coopertino, sunnyvale, san jose. it looks like we're dealing with the brunt of this right now. we'll head into the early afternoon. we are anticipating anywhere between a half inch to an inch. few showers possible tomorrow north of the golden gate bridge. a weak ridge of high pressure will build in and that'll leave us with mostly dry conditions. by tuesday, we are airporting yet another storm bringing lots of rain and -- we are

witnessed the horrific shooting. and in other news, more details on the ferguson protests this morning. these protestors are walking from the city of ferguson to the missouri state capital in jefferson city. they don't agree with the grand jury's decision not to indict officer darren wilson. yesterday this group started the long walk where michael brown died not capital and they'll finish in about nine days. jefferson city's about 120 miles away and they may come in contact with a couple politicians. jay nixon called a special session to figure out how the state will pay for protection in ferguson. and take a look at this photo in the midst of all the violent protests, a touching moment caught on camera at a ferguson demonstration in portland oregon this week.

a white police officer and african-american boy hugging. this is devonte, offering free hugs and this police officer approached him and asked him while he was crying. he told the officer about the level of police brutality, and the officer responded, quote, yes, i know, i'm sorry, and asked if he could have one of heart's hugs. this picture here you see has over 150,000 shares on facebook. back in the bay area happening tonight, the 6 p.m., the national action network, the oakland naacp, and the oakland african-american chamber of commerce will honor michael brown and any other families who have lost someone to police violence. they will hold a prayer vigil at the beebs memorial cathedral on telegraph avenue. the mayor is expected to attend the vigil. to cut costs, transportation officials are considering leaving parts of the old bay

bridge up. the cost to comollish is -- demolish is running higher than the cost to tear it down. one idea is to leave the main pier near treasure island as a memorial to the bridge. it would save the transportation authority $12 million. the change requires the approval of several organizations. new this morning, cal trans will construct essential subway light rain line in san francisco starting next year. the line will transport riders from soma to china town. the company awarded nearly 82 million comes from to the project. officials say they have tracked more than 42,000 passengers every day by 20/30. the transportation agency is hoping for feedback from residents on those strategic plans. essential subway's expected to open in 2019. coming up on "kron 4 news weekend," how bay area residents came out to support small

rain develop in san jose, morgan hill, gilroy. looks like a lot of wet weather in the livermore valley and altamonte pass. we're dealing with the brunt of the system currently. we have snow up in tahoe, so if you're headed in that direction, bring your chains. we have winter weather advisory in effect until 7:00 tonight. into the early afternoon, futurecast shows by 2:00, although we're anticipating some light rain for the delta, out towards oakland and perhaps around sfo. you'll notice it's not as organized and we don't see the yellow and orange meaning the rain is not as heavy. we'll see a little bit of sunshine into the afternoon and by 7:00, not much but just a few sprinkles north of the golden gate bridge. for the most part we'll see dry conditions as we start the work week. we have another system that's really to pack a punch tuesday into wednesday. this could be the heaviest rain also bring something pretty windy conditions to the area and the total accumulations are

. recapping some of the big stories we're following this morning, the oakland police department is offering $10,000 reward for information on the fatal shooting of david ruenzell. on tuesday, he was found shot to death at the huckleberry botanic park in the oakland hills and police have released some sketches as you saw earlier of two men that they're calling persons of interest, and he was a teacher at the school in danville. he also worked for the bill and melinda gates foundation, plus, snow is falling in the sierra.
