putting that together. the idea is to get those to us so we can legislatively do what we need to do, whether it's to change ordinances, change land use for somebody who is willing to house homeless, keyyiate funds. we've talked about agree creating a $10 million a year charter fund, dedicated exclusively to housing the homeless in santa clara -- santa clara county, but we need those details to come back before the board of supervisor. >> in your state of the county speech at the beginning of the year, you talked about the homeless, and neighborhood safety. what you are hearing from people ask that they are afraid in their own neighborhoods. what are you planning on doing with that? >> well, is a lot of that has to do with san jose's depleted police force. they're down to around 900, a little over 900 cops that can actually wear a badge and a gun in a city of a million people.
9:50 am
it's inadequate. if you compare that to san francisco, for example, san francisco would have about spoke two and a halftimes that ratio of officers to population. but we're going to try to be constructive and too what we can't. we don't control the san jose police department. but richmond is a good example to go by. they have been able to turn their crime rate around, and we think the county is the place to bring all 15 cities in our jurisdiction together to do something like that. >> and is that going to require extra funding or extra taxes? >> i don't think so. you know, we control the probation department of the justice system. the sheriff's department already provides neighborhood patrols for many of the cities in santa clara county outside of san jose. so we have that infrastructure in place already. we have personnel in place. if we need to add to it a little bit, i think we will. but i think it's primarily

refocusing our efforts, bringing in the right community. based organizations to work with us, to start turning leaving around, get people off of this cycle, and we're pretty good at that, but we need to focus right now. there's been 8 shootings in the last two months just in the city of san jose alone. that's unusual for our neck of the woods. >> yeah. let's turn our attention now to the continuing saga of will they or won't they. we're talking about the oakland a's, whether or not they'll move tow the south bay. where do thinks stand in terms of the point of view from the county? >> well, you know, the county was invited to join into the litigation, and we were concerned that, you know, that the courts would rule pretty much the way they did, they would say, look, cities and counties don't have legal standing to bring this suit. maybe there's an antitrust violation, maybe there's not, but if there is, somebody be who is actually in the baseball business is going to have to bring that suit, and i think that's where things have broken
9:52 am
down in the litigation. where it is right now, the supreme court of the united states has been asked to accept the case for review. most experts say it's highly unlikely that they'll do that. as an attorney, i would say it's highly inlikely that they'll do that, but we'll see. you know, for the moment, san jose lives to fight another day. >> are there still talks with the oakland a's right now? >> there are talks. i have an excellent relationship with lou wolf, his organization, the city does, as well. the county has offered in the past, to help with the actual stadium site, tried to put together funding, but with the territorial rights issue, we just haven't had the opportunity to do that. >> real quick answer here. if the supreme court rejects this, is this over in terms of baseball in san jose with the a's? >> well, it's over unless you can reopen negotiations with baseball itself, and do the kind of dial they did a few years ago, where the giants

received remonday race. they have method real heavy compensation for allowing the a's back into san jose. you know, the litigation right now caused all of that, and it's kind of a lawyers world, so we'll see if we can get a chance to get back to the bargaining table. >> thank you for joining us. >> thank you. >> we'll be right back.
