the weather. >> yep. for those folks have trouble getting out of bed this morning. some low clouds that you step out the door. we saw clear -- we do have some low fog forming. especially along the bay. so it pretty clear to take a live look at the golden gate bridge this morning. a little warmer thanks to that crowd cover. 48 degrees for hayward and okay land. san francisco you're at 39 degrees and low 50s waking up in jose. the low -- approaching the low 70s. we could see mid-70s. we have changes to talk about the forecast. a little cooler compared to yesterday and then we will notice an increase as we head into early next week. chance of rain on the horizon. i'll be outlining that coming up in just a few minutes. >> all right.

thank you. we start with breaking news this morning from fremont where a section of session boulevard is closed following a car crash. >> just got to the scene. he joins us live with details. mike, do we know how this crash happened? >> well, investigators are here trying to figure all of that. a big session is dark. there's not a whole lot of light around here. the car there in the center median. fremont police have mission boulevard closed in both directions close. they're out here at the scene. they tell me sometime this morning a man behind that wheel was driving along mission boulevard when he either fell asleep or was not paying attention. now police alcohol does not appear to be a factor in the crash. the man was taken to the hospital with injuries including lacerations to his head. he is expected to survive.

fortunately you take a look at all the damage to the car there but again, the headline this morning is that mission boulevard is closed tenniels canyon and the sullivan under pass. that could remain closed all the way until 9:00 this morning. check back with the radar and any updates on this story. thank you. >> breaking news overnight the first comprehensive report in the disappearance of malaysia airline flight has been released. >> the -- today marks the 1- year aives of the day that plane disappeared with 239 people on board. the dead battery means they never had a good chance of following the plane's crash site or black boxes. >> but other than the dead battery the report indicates there was nothing unusual about the pilot, the cabin crew or the aircraft. they have a long way to go.

onramp. lies just off in the distance. police have learned that a woman killed in oakland yesterday average was stabbed to death. the story we first wrought to you last night. and it happened just before 4:00 p.m. yesterday afternoon on the 2300 block of weber webster street. she was stabbed. the woman later died at the scene. they're still searching for a suspect and a motive in the case. also breaking news overnight, russian police say they have arrested two men men in the -- woirs. boirgs. these arrests are in addition to the two men arrested saturday morning. now he was gunned down in the center of moscow last week. the motive is under investigation. >> police are looking for six cars that were stolen during a two-day crime spree.

could bring some real snow to the sierra. but for now, we will continue with above-average temperatures. here's a live look outside. you'll notice it is a little hazy out there this morning. areas of low clouds. visibility impacted. we're seeing some fog forming for some of our -- in terms of temperatures it is a little warmer this morning. thanks to that cloud cover. fairfield you're at 4 # degrees. upper 40s. san jose at 52 degrees. pretty mild condition. focus on your -- for the east bay. so we are starting the morning off in the upper 40s but take a look at lunchtime. 66 for most locations. upper 60s by 2 this afternoon. now temperatures will peak at about 72 degrees. the warm response -- richmond and oakland and it looks like

temperatures fall back into the 50s by 8:00. so storm tracker 4 l ting your afternoon high. low 70s for both of fairfield and napa. so some locations actually a little colder than what by saw yesterday afternoon. temperatures dropping off by between # and 5 degrees. satellite and radar shows dry conditions still over the state. it's going to start to push its way east as we head into monday and tuesday. a return of a sea breeze. cloud cover will only increase as we head through the weekend. we're talking about the potential for some showers beginning tuesday night into perhaps thursday. we will see widespread rain around the bay area. another model shows light showers. a lot of moisture in the system we're tracking to a looks like some locations could see up to a half inch of rain.

city of madison police department. he was in fact the primary responder to the williams street address in question. >> authorities say robinson assaulted kenny while the officer was responding to a reported disturbance at a residential the inphi -- sparked outrage and protest to those of black men in fegson after -- >> well, these are just the latest protests around the death of unarmed black men around the country and one of the popular slogans being used it hands up, don't shoot. that's closed rallying cry. the recent investigation that sound -- unfairly used african resident to increase the revenue has cast doubt on whether brown's hands were actually up when he was shot at. sarah has the story.

welcome back. president obama -- well they are on time magazine's list of the 30 most influential people on the internet. magazine says it determined the list by analyzing social meeting followings and overall ability to drive news. others making that list including sicker justin bieber, actress gwyneth paltrol. an #-year-old good took on arnold schwartz schwarzenegger. he's the fourth highest rating chess player under the age of 9 in the entire country. she ranked third out of all grade school students in ohio. no word on who won the match.

>> good morning. we are following breaking news. a section of mission boulevard is closed in both directions after a car crash. >> he's live. he is where the crash happened. mike, it you tell us more about what you learned about this accident? >> well, annie, fremont police say the driver is very fortunate to be alive. you can see crews in the process of toeing that car away from the scene which is currently shutting down mission boulevard. now the cruise still need to come out here to clean up a lot of the debris. the engine and the battery are littered all across the road.

in fact -- connect to talk about their plans to solve a homeless problem. this wednesday in san francisco. greg i want to start with you. thanks for joining us this morning. so this public rant went viral. you got a lot of backlash. huffington plus one of the blunder of 2013. what -- where has that journey brought you today? >> television -- you go through a lot of loo when you go through something like that and -- and you ask a lot of deep questions to yourself and explore a lot of parts and healing and along the way i started learning a lot more. educating myself about why people become homeless as they try to work their way out. one is that homelessness is not a choice. that it can happen to 60% of america that lives check to

check. takes one bad circumstance or event to kind of drop people into this the situation and the second thing is once you become homeless there's not a great safety net to protect you. we don't have enough housing. there aren't enough funding to support everybody and, you know, that -- and it's a struggle. you get really depressed and, you know, you basically -- it's not as easy as saying well,, you know, this is a choice and these people need to work. it's more like there's -- it's a struggle and you have to claw your way out. it's not something simple. >> so what is your solution to kind of dealing with the homeless problem here in san francisco? i'm sure it's not just one easy solution. >> it's not. it's a very complex system. if you want to pinpoint one thing, the silver bullet would be finding ways to get people homes or somewhere safe to get their life back together and it's really a struggle in san francisco because we don't have enough housing for anybody in the city and having some

struggle businessing -- the housing problem is hurting the hopeless population as well. the solution for now -- the temporary solution is ways to squeeze more transitional housing and shelters or anything we can do our current city while we're building more housing. we're trying to build some supportive housing. housing with supportive is services and caseworkers and mental health workers to help people transition back into the work force but until that happens, it's going to be some time. we have to start working on some alternative solutions. >> so with a were your first initial thoughts? a lot of people are skeptical and what was your first reaction? >> i'm very skeptical. i actually had met greg a year ago. he doesn't remember that. when this all had happened and i didn't have the greatest opinion of him.

and i was really encouraged when i sat down and spoke with him that he said i want to learn. i want to be advised. i want to to be somebody who helps instead of somebody who says this is such a huge problem i don't know what to do and that -- project home was connected -- the community cares. so seeing that even greg has cared and has understood that this is an issue that each of us need to partake in and have a role to help. there's so many things that we can all do. things that change in him really inspired me to help partner so we could bring some really cool ideas to the city, to the community and let them decide whether there's things that we would like to do. what's exciting to me is we're partnering for the day of service. we've had one out of 26 -- in the city of saint francis we do have that compassion and so

combining the day of service with the evening some education and a panel, we're really excited to get people invested in the city and get people back in some of the ideas that are already happening and new ideas. >> and so many cities across the u.s. and the world are dealing with homelessness. what does the san francisco problem unique? >> what makes us unique is we're doing better. we're solving -- more sporting housing than any city of our size. from 2005 to 2010 during the recession we had less homeless than -- we are doing a lot of things really well. what makes us different that doing things really well isn't enough. in -- we want to do it the best and for us that's the day that we get -- we don't see people that are homeless. everybody has the opportunity that they need to get housed and be safe. and so it makes us unique is

we're a city that cares and a city that doesn't just say we're going to ignore the problem or a lot of -- made it illegal and hide the problem. in san francisco we don't want to hide it. we want to create help and actually change the problem. so one of your solution, greg s is you were talking about providing housing for the homeless but that must be really difficult especially in san francisco when there's a big housing crisis. it's not ice -- it's not easy to build more housing for the homeless. how do you deal with that challenge? >> there's a couple of really interesting solutions that i'm hoping our community can innovate upon. something i'm really excited about introducing is this idea of transitional village. a homeless community in their temporarily and start building in like a mandatory volunteer

orders. the economist expect the loss to affect the rest of the nation but not clear to what degree. so are we seeing anymore snow for parts of the east coast? here is a look at the national forecast with erica. good morning. >> yeah, new york actually dealing with snow. we saw live pictures out of central park but this afternoon not that bad, chilly but it looks like they are looking at a high of 44 degrees. areas of snow for the east coast and we do have severe thunderstorms in the south. but nothing like that here in the bay area. storm tracker 4 satellite and radar shows dry conditions. we do have more cloud cover this morning. you can see how gray it is as we take a live look at the san mateo bridge. temperatures on the mild side this morning. heading out to 40s and 50s. hayward right now, 53 degrees. 51 currently in fairfield. let's focus on your east coast forecast specifically. although we started the morning off in the upper 40s.

by lunchtime we will see 66 degrees, upper 60s by two this afternoon and temperatures will peak in the east before falling in the 50s by 8:00 tonight. so what about the rest of the bay area? well we are dealing with another day of above-average temperatures. mateo 72 and 69 in san ra fell and san francisco for a high of 66 degrees. high pressure still in control of our weather pattern. it is going to shift east as we head to early next week. that will allow for the sea breeze to return. cloudy conditions for your work week and rain for tuesday night and wednesday. a little bit of disagreement in the models. there is a lot of moisture associated with this next storm. but one of the models will see widespread rain around the bay and another one shows spotty light showers but regardless, we are still talking about perhaps a half-inch for the coastal ranges. we will take what we can get

highlight. first waking up to cloudy conditions. overcast on this look of the golden gate bridge. 40s to start off the morning, san francisco 43 degrees and 50 in oakland and as we focus on the south bay forecast, the low cloud cover clearing as we head to ten to 11. by lunchtime we are talking about temperatures in the mid- 60s. we will see low 70s develop by 2 this afternoon with temperatures peaking at 74 degrees before dropping down in the low 6th by 8:00 this evening. as we focus on the highs in your neighborhood. napa 73 and a pretty comfortable in fairfield and mid 60s for downtown san francisco and 73 degrees in sunnyvale. high pressure is control of our weather pattern. we will see above-average temperatures for the next couple of days but we are tracking a system to bring us rain for tuesday night into wednesday. one model actually shows that we will see widespread rain and another one shows that showers will be spotty at best. but it looks like we could see

with a bill because we experienced the bart strikes in third, two of them and they brought not only my district but the entire bay area to a grinding halt so what we would like to do is see something that happens in our community that is harmful let's fix it and i made it my first bill to introduce in my entire career to deal with this issue. >> your first team as assembly member. in your press release talking about this, you mentioned the fact that what your bill aims to do is close a loophole and tell us more. >> it is a -- way of looking at the bart strikes. right now what happens is that bart has a no strike clause in their contract. they have greed not to strike and they had one during the last two strikes yet they went on strike and this is because after the contract expired they didn't feel like they had to honor the contract but what is happening they were continuing to be paid by management, the wages were being paid and their mel benefits to protect their

families so what this bills says if you agree to a no strike clause you have to abide by it, you can't cherry pick the provisions and it is hopefully fair to workers and riders. >> now what about the critics saying. they may say it is anti union and the worker's right to organize and freedom of expression. >> sure. well a couple of fair points expect this is a provision they agreed to. if we were trying to impose a new band that they did not agree to i think we may have other conversations to have and i do have that legislation drafted because that's one of the ways to deal with bart strikes but this is when it says this is a clause that you have already said that you feel is worth agreeing to and time to honor and protect not only what you have said in the contract but bart riders. >> but the argument could be from the other side that this contract is no longer in place because the contract has expired. >> that's right. and that's the circumstances under which we typically see strikes in the bay area, after

the contract expires but what is different this bill says if management continues to pay you after the contract is expired, if they continue to honor their promises under the contract, while you are still gosh goodbye negotiating, you have to do the same thing. >> management does typically pay them and we are saying if you have agreed to not strike and they are holding up their end of the bargain and taking care of your family with their medical benefits you should take care of the clause you afraid to. >> in sacramento it is a democraticically held legislature and friends with organized labor and have been for decades, do you thunk this bill has much of a chance getting through the legislature. >> i think because i took a different approach, a bit more creative approach to the strike interns of trying to enforce a clause greed to, we have begun a conversation, many have not seen this approach. in the past there have been outright bands introduced and they have not seen a hearing, i

am confident it will get a hearing and begin the education process for what happen when is bart goes on strike and a good way to solve it. >> have you considered a more comprehensive bill that would label bart employees as police and firefighters and that would deny the right to strike. >> yes, i have that drafted because really bart is so essential to mobility in the bay area that it does affect public welfare and safety. i would like to start the conversation with this approach since we really want to focus on how have we actually had strikes here in the bay area happen again and again and it is under these circumstances. let's see if we can fix that first. there is other solutions that we can bring to this issue a lot more transparency to the negotiating process. costa mesa has a process that the public gets to see it before greed to and bring in sunlight to the process may be help helpful and there are
