california is changing the ban that prevents all registered sex offenders from living near schools or parks. the state corrections department said that the policy change is in response to a state supreme court ruling that

disturbing allegations tonight about the san francisco county jail and sheriffs deputies reportedly forcing inmates to fight gladiator style. we go live to the hall of justice with more on this.

dan? >> reporter: that's right, pam. nothing proven but a lot of questions as to what's going on the top floor of the building behind me, the hall of justice where county jail number four is located on the seventh floor. these allegations are brought by san francisco's public defender. >> forcing inmates to fight gladiator style for his own sadistic entertainment. >> reporter: at a news conference on thursday, the public defender accused four white deputies at the san francisco county jail number 4 on the 7th floor at the hall of justice of forcing inmates of color to fight each other. >> probably the most troubling that i've seen in the 30 years i've worked at the hall of justice. >> reporter: he said deputies were betting on the fights and inmates complied out of fear for their lives and played audio interviews he conducted

with two inmates. and he would force them to fight. if they don't fight, he told them he was going to beat me up, cuff me, and taze me all at once. >> reporter: the public defender was tipped off to the allegations earlier this month and came forward now because another fight was scheduled. >> i'm truly disturbed. >> reporter: the san francisco county sheriff was notified of the allegations just this morning appearing at the news conference saying that the inmates were transferred to the san bruno facility and four officers were reassigned pending an internal investigation. >> i do not accept any culture within our county jail system that would endorse such barbaric or unlawful activity as deputies have demonstrated.

>> reporter: now, the investigation is just getting underway. the da is conducting their own internal investigation or i should say the sheriffs department is conducting their own investigation and the case was turned over to the attorney's office, and there are calls for an independent investigation. the sheriffs have said he is contacting the u.s. department of justice and he wants them to get involved and find out what is going on on the seventh floor on the hall of justice. that's the latest reporting live in san francisco, dan kerman, kron-4 news. the brother of a jail escapee has been arrested as an accessory. joseph carter was arrested for allegedly helping donell carter who is a sex molestation suspect. authorities do not believe carter is in the greater san

jose area, and they are working on leads to try and find him. prosecutors have charged a 40-year-old california man with murder for allegedly using a hammer to kill a another man and then stuffing the body inside a plastic barrel and dumping the body and barrel in front of sonoma's city hall last friday night. christopher mcnabb appeared in court on tuesday for the killing of the 54-year-old, but he did not answer a plea. the arrest was last saturday, a day after police say the blood- stained barrel was left in front of sonoma city hall. officials have not revealed a possible motive. a $1 billion spending plan for drought-stricken california is heading to governor brown's desk in sacramento. the vote was unanimous to offer aid to communities hit hard by the drought. in addition to the measure passed or an addition would

tranquilizer darts. and today around 2:00 a.m., the bear was released in good condition, officials say, scooting right out of the trailer when they set it free. pam? indiana's governor signs a controversial anti-gay law. next, the bay area company that is taking a stand and said it will now not do business in the state. plus, a massive explosion and fire in the big apple. still ahead, the latest on the investigation into that explosion.

indiana's governor signed a controversial religious freedom bill. the new law could allow businesses to turn away gay and lesbian customers. catherine is back with details on the very controversial measure. >> reporter: very controversial and the bill has had people up in arms for months now, but indiana's governor signed it in a private ceremony, posting this photo showing his desk

surrounded by representatives of various religions, including nuns. no reports were allowed in. governor pence said it would allow discrimination against gays but is saying he is simply allowing businesses and associations to follow religious beliefs. theceoof sales force in san francisco is among the tech executives who oppose the law, and major conventions have threatened to cancel, and the ncaa is foysing concerns. also in indiana, the governor has authorized the short-term use of a needle exchange program because of what is considered the worst hiv outbreak in the state's history, mostly in the rural counties near the kentucky border. health officials are pushing emergency measures saying 80 new cases since january, and all the cases here are tied to

the memorial for slain san jose police officer michael johnson continues to grow. candlesand cards and flowers line the walls outside the san jose police department. tuesday night, officer johnson was shot and killed after responding to a call of a man who was possibly suicidal. officer johnson was a 14-year veteran of the department and a martial arts instructor. the police officer's association has received an overwhelming show of support for johnson and his family, and kron 4 learned that the bullet

that killed officer johnson did in fact come from suspect scott dunham's gun, and we are learn more about dunham's record with details in a previous violent incident that ended in his arrest. >> reporter: the earlier run in between the suspected cop killer and police happened nearly 20 years ago involving an alleged salve am drunken attack with the alleged victims, his wife and teen daughter. dun ham's wife called police saying that he was angry and violent after drinking. here is the incident report detailing the nestic violence, the alleged weapons, his happens. of officers say that the wife told them her husband hit her with his fists and he was on top of her, choking her. their 15-year-old daughter tried to duel pull dunham off her mother and he pulled her

hair and sweater. police say they found the 6'5" suspect lying in bed with a buck knife sheath on his belt. the officer said he tried to get dunham up to be arrested and threatened to pepper spray him. and dunham said, quote, go ahead and spray me, unquote which is what happened. he plead no contest to three misdemeanors, two counts of battery and 1 count resisting arrest. neighbors hearsay they never heard any fighting or problems coming from the unit he shared with his wife before this week. they say he had seemed like a quiet, normal man. par even kelly, kron 4 news. with high pressure sitting overhead, it's helping to supress the clouds. currently, 78 degrees and the wind out of the west at 12 miles per hour and not a cloud in sight. taking a look at the highs we just registered, most of us were in the low to mid-80s.

the cockpit voice recorder showed no signs of panic. >> he was breathing normally and didn't say a word from the moment that the captain left the cockpit. >> reporter: the french prosecutor said that passengers were apparently unaware of their fate until just before the crash. >> the victims became aware at the very last moment because on the tape, the screams are only in the very a lot of moments before impact. >> reporter: the state department has released the name of the third american killed, robert oliver, a 37- year-old u.s. citizen who was born and lived in bars -- barcelona. a virginia woman and her daughter are the other victims. just stunning images from the highwayer east side of manhattan, a partial building collapse, explosion and fire injuring several people. you can see the fire coming out of the windows glowing as it engulfed four buildings.

the 7-alarm fire started in one and spread to neighboring buildings. four people were critically hurt. two people have burns to their airways and another unconscious. mayor bill deblasio said it appears there was a gas thash caused the explosion, but that's under investigation. these images from our partnershipship with the cnn. this is the trendy east village section of manhattan, not far from nyu. witnesses described an incredibly loud roar. >> we were at the corner of st. mark's place and 2nd avenue, and you can see behind me that the building collapsed, and that's why they backed everyone out of here. >> the police came and it started smoking, and more people gathered and became more concerned. >> one of the witnesses there.

three construction workers were doing work with a gas issue when this happened. the cause is under investigation. safety officials are now investigating this incident, and we'll say on top of it. pam? it's the 14th day in the tsarnaev trial in the boston bombing case, and today, models of the bombs were examined by the jury, the members of the jury. they examined the models of the pressure cooker bombs that were used in the 2013 deadly attack. an f.b.i. bomb expert displayed the models and pointed out the components. tsarnaev's lawyers adpolite that he and his late brother tamerlin detonated the bombs but they say that tamerlin was the mastermind. and another ongoing trial in massachusetts, a bottom threat that temporary halted proceedings of the murder trial

of former patriots player aaron hernandez. a bomb threat was called into the courthouse, and police swept the building. no bombs were found. hernandez is accused in the june 2013 killing of otin lloyd who was dating the sister of hernandez's fiancee. the fiancee is set to testify in court on friday. a man part of a san francisco publishing company has died at age 95. the publishing holdings including kron tv. mcilroy was opposed to the sale of the newspaper and kron but was forced off the board after a dispute about liberal

trend on friday and make the way into the east bay on saturday. take a look at the coasting temperatures, and we saw a lot of records i fall. mountain view, 84, and that smashed a record, and san bruno, tying records. oakland and san jose, broke record that is sat for 27 years, and hayward, we broke a record by 10 degrees. that's impressive. 70s from the city across the bay bring, and -- bridge, and 81 in concord. stormtracker 4 mostly bringing us clear skies and high pressure is right on top of the bay area and will push further eastbound as we head into tomorrow and at the surface, low-level moisture will creep in, and tomorrow, we will break along the coastline with the majority of the cooling taking place and filling into the bay shore community. and it will be cloudier to start off the day, and through

a. the news at 6:00 starts now. forcing inmates to fight, gladiator styled. now at 6:00, shocking allegations of deputies bully be inmates and orchestrating fight clubs for money. the san francisco public defender and sheriff are taking action. good evening, everyone. i'm pam moore. the abuse is called, quote,

sadistic and beyond common decency. we have learned the deputies have been put on paid administrative leave. we are at the hall of justice where this unfolded. we have the latest. stan? >> reporter: that's right, pam. questions as to what is going on here and several deputies picked inmates and forced them to fight each other. county jail 4 is on in the hall of justice. now allegations against the deputies that work there. >> several of the clients are forced to fight and being injured. >> reporter: four deputies have been forcing inmates of color to fight each other. >> ky only describe this as --

that it never happens again. >> reporter: now the sheriff's department is conducting an investigation. the materials that the public defender has are being turned over but everyone is calling for an investigation that is independent. and he will reach out to the justice department and look into the allegations. we should mention there is one other point that the public defender made, only four deputies have been implicated it could not have gone without others knowing about it. they want the investigation to look into that as well. live at the hall of justice. >> memorial in san jose for michael johnson, the fallen officer. he was killed in the line of duty on tuesday night while responding to reports of a suicidal man. we're learning about what

happened that night. and we're live in san jose at the police headquarters with new information. rob? >> reporter: there is one less unanswered question with regard to the case. the police cautioned that the coroner's report here is not completed and will not be made for some time but it has concluded the man who shot and killed officer johnson did not take his own life. >> it was three or four loud shots. >> we heard several shots ring outs. >> i heard bang, bang. >> reporter: neighbors heard the gunfire on that evening and took cover but we still don't know houses many shots were fired that night and by whom. we know that the gunman, scott dunham did not take his life but killed when the officers

returned fire. that revelation from the assistant police chief eddie garcia. >> the information is gaced on the evidence that we have obtained from the scene and from the coroner that we now nose that the gunshot was not self-inflicted and the bravery of the officer that was on the scene that, when he was returning fire, killed the suspect. >> the body of scott dunham was found here on the balance cony which he opened fire with a high powered rifle, killing michael johnson. police are not ready to divulge how many shots were fired, whether one or both of the two officers accompanying johnson hit him or where but it is clear their actions may have saved other lives. >> again, he was on a balcony from an elevated position. he could have not only fired on other officers but any other

report of a kidnapping for ransom was a hoax. what is the woman at the center of the case telling authorities today. denise husbandkins was found in huntington beach safe. she was reported missing on monday a woman believed to be her showed up at the police department this afternoon but we don't yet know what she claims happened. meantime, and we report that the attorney for her boyfriend aaron quinn says what happened was no hoax. >> he has died and gone to hell. >> and the attorneys for the boyfriend said they are speaking up to clear the air about what they say really happened. >> we have not seen evidence that this was a hoax. >> they say that quinn took so long to tell place because of what the kidnappers did to him. >> he was bound up he was drugged. >> attorneys say that quinn gave consent for the police to search his home and personal
