. breaking news is from overnight. second time this week a bay area police chase turned deadly. it happened in richmond. it is a high performance sports car leaving one person dead and two others hurt. kron 4's mike pelton is live and you have exclusive cellphone video. >> reporter: good morning, i confirmed with richmond police. they were able to take the driver of the car into custody. he is from richmond and he is in his early 20s. take a look at cellphone video you will only see. >> this is after the suspect crashed into another car and

with a honda civic. this is around 9:30. and 24th street. and gainer avenue. they initially spotted a black corvette driving recklessly in the neighborhood. the witnesses said it sped through a stop sign and sped into another car. the passenger in the honda civic died. firefighters picked apart the car. they were transported to the hospital in critical condition. and now, police told us the driver of the corvette ran from the scene. not releasing a whole lot of details. where they found him or why he was driving recklessly to begin with. we are working to get more from richmond police. we will pass that along. >> marty. >> no word on the age or the gender or alcohol, drugs, being involved possibly in this wreck? > >> reporter: well, for the

suspect, we know he is in the early 20s. 20 or 21 years-old. he is from richmond. including the man who passed away. and unclear what the ages were this morning. and unclear if they were involved in the crash. that is something they are looking into at this point. we don't know why the driver was going wrecklessly through the neighborhood. >> this is from the richmond police department. >> share with you details on another bay area police chase. >> this one happened friday night in san francisco. this video of the chase. shot by a viewer. and the man in the suspect car were robbers on the run. during the chase, two people were hit including a woman who died. we now know the identity of that victim. she is 42-year-old bridget cklecker. she was on her way home when she was hit and killed at the

heart. even for the guy that shot and killed my sob. >> scott's mother is still grieving. >> last week, it showed scott running away from the traffic stop. >> they used his cell foap to counter michael slager shooting the victim during the chase and shooting a black object. what they believe a taser next to the body. >> it is someone that would stoop to the low ground and coofer up what you have done and gunned down someone like that. >> the victim decided to run from officer slager for fear of being arrested for falling behind on child support. he lost the best job he ever held. >> lawyers say after this tragedy, scott's legacy will be bigger than race. >> powerless people taken advantage. no matter what clr. and what gender. what belief system you have nodes to stop.

>> mike pelton live at the police department and an exclusive cellphone video. >> mike, good morning. >> well, good morning, marty. >> police did arrest the driver of the car involved in the pursuit. they tell me he nichely ran from the scene and he is a richmond man and he ran from the scene. they were able to find him though. because he called police. >> take a look at cellphone video here on kron 4. this is moment it is after the corvette crashed into a honda civic. this is 9:30 last night and gainer avenue. >> they initially spotted the corvette driving wrecklessly in the neighborhood and began a purr siewtd. >> it sped through a stop sign and noon a honda civic. the passenger in the car died and witnesses say firefighters cut open part of the car to rescue the driver. the driver and a third person in the honda civic were taken to the hospital and are in critical condition. the suspect ran from the corvette into the neighborhood.

second time, bay area police chase has turned deadly. the latest happened last night in richmond. one person dead, two others critical this morning. police arrested a suspect and in a bizarre twist authorities say he was among those to call police. kron milt helt reporting -- mike helt reporting from the police department. you just got an update are from the officers, right? >>reporter: good morning. i did speak with the richmond police. one person killed, two people with serious injuries, all three of them in the wrong place at the wrong toim, hit by a -- time hit by a driver speeding away from officers. also video only on kron 4 much after the suspect crashed the corvette into a honda civic. officers initially spotted it driving recklessly and the pursuit followed. cording to a witness the corvette sped through a stop

contributions from business and residents rather than trying to do it out of the city treasury. and we're well on our way to do that. the ultimate objective is that i think the image of richmond, the sper sepgs of richmond -- perception of richmond lags behind reality. rewant reality out there and -- we want reality out in and we want to find a strategy for sharing with the bay area. >> one of the biggest changes is the fact that more and more of the citizens of richmond are finding jobs. unemployment rate has dipped down to 6% in february of this year when maybe ten years ago it was three times that. >> that's correct. like the rest of the bay area, richmond's unemployment rate has plummeted. new businesses coming to town. there have been over 6,000 jobs created there in the last three or four years. and that's good news. >> that tells you that businesses are willing to invest

in richmond. >> that's absolutely true. one of the fe nom nonz that i see -- fe nom nonz i see is businesses come to richmond because they come to get a bargain. we have the most affordable homes in the bay area and opportunities for low rents. but businesses come there for low rent and then they love it. and they expand and they stay and they bring others. >> one of the other interesting aspects of the turn around in richmond has to do with crime specifically homicide. the homicide rate has dropped some 40% compared to 10, 12 years ago. >> crime has plummeted. last year was the lowest it's been in actually since anybody has been keeping records. and a lots of the credit -- a lot of the credit goes to the police chief who has gotten nationwide recognition for a lot of the initiatives he's taken to reduce crimes and particularly violent crimes. >> one thing that is a blessing

and i guess a little bit of a curse in richmond is the chevron refinery. it supplies a lot of jobs, but a lot of people think back to that explosion that took place several years ago and the toxic fume that was over the city for days where people were complaining and jamming hospitals. how is it working with that in the community? >> like everything, there is a flip side. when we awarded chevron a permit for the new modern zags project we got a $90 million community benefits agreement along with it. the biggest part of that is a $35 million what we call a promise program that the city will run that will guarantee that every graduate of high school in richmond will have a full college scholarship. >> that's fantastic. >> we're locking forward to that. -- looking forward to that. >> it is a give and take. >> there is two sides.

>> there is also controversy in richmond about this bill board that we're putting up. it's sponsored by atf and there you see it on the screen there. some people have written in, sending e-mails to the city saying here we are trying to improve the culture in richmond but we have bill boards such as this one about buying fwunz for someone -- guns for someone else and getting ten years in jail. >> i think they put it actually not just in richmond. it's in oakland and other places and it's on the radio. but i did a pole and i found out that on my e-mail newsletter -- i found out by about a three to one margin, people were offended by it. other people thought look, anything that's going to reduce crime, why not do it. but i think most people were offended by it. they thought there might be more subtle ways of doing a campaign like that. >> speaking of the campaign, one of the things you're trying to

do with this changeover campaign is rework the city logo, possibly. we want to take a look at that because it's been up for many, many years. and there you see on the left it's very much outdated smoke stack bell ching black smoke into the air. i don't think that's the message you want to send, is it? >> it's from 100 years ago and that's the message they wanted to send. today it's the one on the right and nobody knows where it came from or what it means. some people think it's a bird and others think it's a sail. but i think -- we want a new logo that soes 80s with what -- associates with what richmond is. >> you've been on the city council for 20 years, this is your first year as mayor. what changes have seen in the past two decades? >> i think the biggest change i've seen is that richmond has become much safer much cleaner.

and it's really reached potential as a water frontd city. -- waterfront city. we have more shoreline than any other city, 32 miles. we have more bay trails completed than any other city. we just celebrated the fif teents tenth anniversary -- 15th anniversary of the home in richmond and the uc berkeley global campus home. so it's a waterfront city. it has over 3,000 acres of waterfront parks. so there is a lot to see and do in richmond and we just want to get that word out. >> this is the start of the campaign. best of luck. >> thank you. stay tuned. >> mayor tom b utt. thank you. we'll be right back.
