welcome back. time now 4: 13 on your friday. tgif day. fletcher joining us with a look at the forecast. how does the weekend look? >> it looks better for today. temperatures going to start warming slightly. next week we could be pushing 100 begun. we'll talk about that when i show you the seven day around the bay. as for right now relatively conditions outside. a carbon copy of what we had yesterday morning. here's what it looks like at the golden gate bridge and we'll be able to see those clouds over head. for right now know the clouds are there but the fog is being

confined to the coast so doing okay on that front. temperatures upper 50s low 60s seeing 59 in san francisco. a mix of 61 degrees across a good bit of the east bay and mid 50s, pleasanton at 57 and the cool spot on the map at least at this point looks to be with temperatures in the upper 40s so it's on the chilly side as you head out the door. let's talk about the winds. we had some of those blowing around yesterday. we are still seeing fairly strong indunas the delta 22 miles per hour sustained winds. nothing too unusual for the delta it is breezy here often but 14 miles per hour sustained winds. 9 in oakland. those are some of the strongest winds at the moment. let's take a look at your afternoon highs. a quick start off with the forecast in the east bay showing temperatures we are going to see today. 81 walnut creek 82 danville and

80 in livermore. the warm spot here brent wood mid to upper 80s. 's where looking at upper 70s low 80s in the santa peculiara valley and north bay wine country. oakland at 79 degrees. temperatures nice and mild right through the weekend looking pretty good and as we head into monday upper 80s and tuesday wednesday and thursday of next week high pressure is back and you can see the effect of that. we've got temperatures back up to the 99 to near triple digit mark across the bay. we'll be talking about that i'm sure as one of our big stories come middle of next week. that's the weather. let's head over to the traffic center. >> good morning james. things looking good on the roadway at 4: 15 now. going to be an easy ride into downtown san francisco. only 6 minute trip for you. no delays or problems to report. no wait at the tolls so very

bumpy roads are costing bay area drivers a lot of money and that's the new findings by the report yesterday on the kron4 morning crews and this morning we are hearing how officials in one east bay city are working to fix the problem. we have the details. >> bumpy roads ahead, that's the headline on this report and nationally in urban areas with a half million or more people the conquered area ranks third on the list of pavement in poor condition. the release on thursday the report by the trip program revealed that number one on it's top 25 list of large urban areas was san francisco oakland. trip says 74% of the san francisco oakland area roads are poor and as a result drivers pay on average $1,044 a year to repair car damage caused by poor roads. third on the list was concord

which essentially encompasses the east bay from martinez to pleasanton. 62% of the pavement in this area is poor with drivers paying $954 a year on average to cover repairs. concord city engineers say staff is well aware of the issue and is constantly working to fix it. >> concord is being pro active. we have a pothole repair program that we don't get to those within one or two days of receiving complaints and our council has recently approved $22 million to spend on our roads over the next four years. >> the city engineer goes on to say that maintaining the roads has been difficult and the report adds if states and dollars feds can give these cities more money for these types of projects it will make the roads a lot safer. in concord kron4 news. in national news according

to a new report the pentagon could not find what led to an army facility in utah to ship live an lax around the world. they released the report saying the workers did follow protocol but investigators say the protocols were not sound. there was not a root cause for the problem. instead they blame it on insufficient technical information in the broader scientific community. earlier this morning oregon became the fourth state to allow recreational marijuana use and a new poll found that more americans than ever are admitting they have tried marijuana. 44% say they have tried the drug. this is the highest number since the question started being asked back in 1969. 11% said they currently smoke marijuana and that number is up from 7% back in 2013.

americans age 30 to 64 were the most likely to admit trying the drug. 30 and younger were the most likely to say they currently use it. donald trump wanted a more vocal opponent of sanctuary cities visited the u.s. mexico border yesterday. he was in texas and met with officials and law enforcement there. despite controversial comments he's made about illegal immigrants he insists he has support from latino voters. he leading the national polls for the republican presidential nomination and sounded confident he'll represent the gop in the general election. >> want to run as a republican. i think i'll get the nomination. we'll see soon enough but i think we'll get the nomination. the best way to win is for me to get the nomination and run probably against hillary. >> several protestors showed up holding the signs saying dump

we have ignition, two, one zero and lift off of the united launch alliance carrying the 7 7th satellite for the air force. a rocket carried a new satellite for the military into out jeremy morin space yesterday. the delta 4 rocket launching from florida carried the 7th u.s. air force satellite into orbit. a total of ten will go up to improve communication to the troops around the world and to the u.s. government. the rocket was originally scheduled to lift off wednesday night from the air force station but weather forced officials to postpone it by a day. nasa has discovered what's being called earth's bigger and older cousin. it's the first planet similar to the earth's size. nasa says the discovery marks a milestone in the mission to

welcome back. the breaking news story we are following for you this morning three people are dead and at least seven others wounded after a gunman opened fire at a movie theater in lafayette louisiana last night happening during a showing of the movie train wreck and we are waiting on a news conference that is supposed to start any minute where officials will provide updates. here's a live look at the scene and we'll bring that to you live when it happens momentarily. back in the bay area firefighters are working to contain a wild fire. this morning that fire has grown to 7,000 acres in the napa county area. it's only 5% contained and a building has been destroyed and another damaged. manditory evacuations are still in place for quail ridge and

canyon creek areas. now a closer look at the conditions firefighters are facing this morning. james fletcher is in the weather enter center to let us know how it looks. >> good morning. everything still pretty similar to what we had when we first updated the story. temperatures right around 58 degrees. the relative humidity a plus for firefighters. it's on the higher side which means the moisture level is on the higher side as well. the wind still coming from the south west, arrows indicating that and that icon is where the fire is benning in relation. but the winds coming at 10 miles per hour, sustained gusts at time up to 13. waiting for them to pick up like they did yesterday and let's hope firefighters can get a handle before high pressure returns and temperatures get up to near 100 for the lake area so if they can get this rapid wrapped up before then all the better. here's what the weather is

going to be like. temperatures getting up to around 79 to 80 degrees this afternoon. that should happen roughly around 3 or so and this is going to be something we are wishing for come next when we are approaching the century mark on the thermometer. let's give you a look at the forecast before you have to leave for work. visibility nice and clear here at sea level. temperatures upper 50s to low 60s. 61 in oakland 60 in san francisco. the extended outlook for the weekend i'll give you a quick update on that before i et let you go. temperatures low 70s by the bay and keeping that all weekend long. a nice mild saturday and sunday but like i said we have extremely hot weather on the horizon. talk more about that in your full check in 15 minutes. let's head to the traffic center. good morning. >> good morning james. just keep in mind if you are headed to tahoe any time this weekend highway 50 is shut down

so they do have a detour set in place so there are going to be hefty delays so if you want to get around the closure highway 88 through kirk wood will get you to the south end of lake tahoe or eastbound 80 to the north lake so keep that in mind as you head to tahoe this weekend. switching over to the bay bridge an easy ride into downtown san francisco. just 6 minutes into the city. no delays at the pay gates and a bridge just under ten minutes to get you from hayward over to foster city so far. and switching over to the maps now here is your drive through the livermore valley through the dublin interchange. that just stands for a 21 minute commute. overnight road work you still need to know about scheduled until 5:30 this morning. westbound 580 from 35th avenue out to broadway. when i come back i have a full coming up.

annie. >> breaking news from overnight. more fires around the area. police in pacificca have arrested a 13-year-old suspect responsible for a grass fire here that broke out yesterday afternoon. the grass fire started just before 4:00 p.m. on the hillside above the cindy way little league fields. it critically grew to a two alarm fire and north county firefighters received health from cal fire since they were dealing with breezy conditions. firefighters were able to fully contain the fire at around 9:00 p.m. last night. officers were able to identify an arsonon suspect after talking with two teenagers who were in the area when the fire started. the name of the suspect is being withheld due to his age. in washington the house passed a bill cutting off federal law enforcement funds to san francisco and all other jurisdictions providing sanctuaries to all all immigrants. about the facing a veto by president obama. it was introduced by duncan

hunter after an illegal immigrant was charged with the pier 14 murder of kay steinly in san francisco. her father was back on capitol hill thursday. tell us us what he had to say. >> the alleged murderer is an undocumented immigrant who has been convicted of seven felonies in the you'd and already deported five times. yet in march of this year he was released from jail to stay here freely because of legal loop holes. >> steinly's message was echoed and amplified by republican trey. >> there are cities nor interested in providing a sanctuary for the criminals than they are for the law abiding citizens. >> texas democrat responded the sanctuary city label is misleading. >> why don't we all agree that name connotes a problem for many because it suggests you

person who wants it. to dismiss a lawsuit against the state. i do not other terminally ill california people and a san diego doctor. the lawsuit asks that the junction on the law declaring it unconstitutional. a not guilty plea for the man accused of killing five people over the weekend in modesto. martin martinez was formally charged in a separate murder case on thursday and stems from the death of his girlfriend's two-year-old son last year. the toddler died of head injuries which happened while he was in the car of martinez. bail has been set at $5 million. martinez is also suspected in the weekend deaths of his former girlfriend their infant daughter his mother and two other family members. charges have not yet been filed in that case. coming up at 5 this morning on the kron4 morning news, new details coming out about the

been pretty comfortable. not hot niche. >> yeah last week hot humid weather this week unseasonably cool and next week back to the heat. we've got fairly nice conditions out there at the moment with a little hazy in this shot but i can at least see the bridge lights as it makes it's way out towards the peninsula so all in all it's not that bad. the other shot is also nice and clear this morning no fog impacting the ride this morning. temperatures just like yesterday waking up getting out for that morning exercise or that early commute with readings in upper 50s to low 60s. 59 in san francisco. at 50, 49 warming up here slightly. 61 in oakland and in the east bay vallize it's a mix mid 50s low 60s as well. it's off to a nice cool start this morning and a windy one for folks in the delta. fairfield coming in at 22 miles per hour sustained winds.

typically windy in the delta but this morning it's particularly bad. 14 in concord 9 in oakland and strongest winds picking up at the moment. temperatures the east bay will be our warm spot the valleys to be specific and looking for temperatures from 75 up to about 87 in brentwood and everybody else right in between so looking for a pair of 81s for concord and walnut creek and expect to see that temperature in pleasanton, 82 in danville, 78 in and 81 in. as for the rest of the bay looking for the south bay to be right there in the 79 to 82- degree range. nice and mild once again in the santa clara valley. generally sunny conditions for inland valleys. partly cloudy by the bay and along the coast mostly cloudy conditions this afternoon as temperatures there will stay in the mid to upper 60s at best with nice low to mid 70s around the immediate bay shore line.

the story going forward continued cool, mild and comfortable through the weekend then next week the story changes. gone is et enjoyable weather and replaced with hot temperatures. you can see the inland highs approaching the 100-degree mark so that to look forward to. just to keep in mind if you are headed to lake tahoe at this point this weekend highway 50 is shut down in both directions. they do have a detour bet suspect heavy delays to get around the closure. it's going to be longer if you take highway 80 to get you to the north end of the lake or highway 88 through kirkwood to get you to the south end better than sitting in those delays because they are going to diversity you around onto city streets because highway 50 is shut down. the bay bridge toll plaza

looking good into downtown san francisco. six or seven minutes it's going to take you from the pay gates over and the san bridge looks great as well for your westbound commute under 10 minutes in hayward over to the foster city side this morning and the richmond very lightly traveled only seven minutes up to the north bay so far. and out of nevada problem free all the way across the span. that'll just about be 20 minutes to get you from highway 37 into san francisco. switching over to the maps here's your ride just 18 mips from capitol and overnight road work so keep in mind for you oakland commute on westbound 510 the right lane is still shut down between 35th avenue and broadway only scheduled until 5:30 this morning. >> thanks rebecca. two chickens have tested positive for west nile virus.

the chickens who are cared for acted as early warning for the county's west nile activity. they are both living near the holland riverside marina between discovery bay. the chickens live in coops so they are certain the disease is active in that april they contain five flocks and test them every other week. the county is seeing a reduction in west nile activity compared to last year. in national news a chicago woman who's toddler died during a police chase is suing the city and the officers involved in the chase. her attorney says officers violated an order to stand down and stop the chase. filed a lawsuit her son 13 month old dylan harris was struck by a fleeing suspect as the family waited at a bus stop. police were chasing a car with at least one murder suspect in

it. the police shouldn't have been chasing the suspects. >> we have direct evidence that the chase was told to be stopped. this is a tragedy we are sick and tired of hearing in the city of chicago. needlessly children are dying on our city streets and this is the direct result of a police chase that should not have happened. >> the suit names the car's driver the city of chicago and as many as 20 bailiffs on duty who were involved in that chase. president obama is on his way to kenya. this will be his first trip as president to the east african nation and home of his father. as robin reports while obama mania is sweeping most of the region not everybody is excited about the historic visit. ,. >> this is all being done to welcome the man kenyans call

welcome back. an orka that was stranded on some rocks was kept alive for hours by a dedicated team of whale researchers and volunteers in canada. it all started wednesday morning. killers whales were hunting for seals and one of them made a choice and ended up on the rocks. a passing sail boat saw the killer whale and radioed in the whale's location. people on the sail boat and other volunteers stopped to help the whale. they used sea water and wet blankets to protect the whale from the sun. a professor says this is very won be common ad the rescuers did everything right to help save the whale. >> one might have thought maybe tie something from the tail but the reality is the whale is on rocks to rip the whale apart. all you can do is keep it calm, keep it wet because the biggest threat for a killer whale out

good morning, thanks for joining us. and we begin this important being that breaking news story, at least three people are dead after a shooting at a movie theater in louisiana, killing himself. at least seven others are injured, this happened last night at the she he showing of the -- showing of the movie crime wreck. he stood up and open fired into the crowd. police describe the shooter as a 58-year-old white man with a criminal history. >> and this morning, louisiana governor bobby jindal is praising two teachers for their actions. he says, one teacher jumped in front of the other saving her life. the second teacher was shot in the leg and then managed to pull a fire alarm helping other people escape. witnesses who were seeing a different movie described the panic inside the theater after

the shooting happened. >> i could have been shot like i didn't know where the shooter was, i don't know where he could have been. i don't know if he could have gone into our theater and shoot us, the people behind us saying get out of the theater now, this is not a drill. we ran out as soon as we could, people yelling drop the children, a woman sitting down the ground with her wounded leg, we saw a man sprawled out on the grass with his hip wounded. >> the conditions of the seven injured range from non-life threatening to critical, police are not releasing the identity of the shooter yet. they have deployed security to other theaters in the area. president obama has been briefed in the shooting. the president offering his thoughts and prayers to the community in lafayette and family of those who were killed. this shooting comes six days after james holmes was

found guilty. on july 19th, 2012 holmes open fired during the screening of the dark knight rices. jurors had decided the attack found him guilty. we have full coverage on air and online where we are waiting for a news conference this morning, at 5:15, we'll carry is live as soon as it happens. another big torrey, two wildfires burning this morning that could affect your weekend, if you plan on heading to south lake tahoe you can't take highway 50 it is shut down right now. between masserville and south lake tahoe, only 5% contained, burning more than a hundred acres, there are mandatory evacuations, on the right is the wild fire, last update containment just at 15%.

eastbound 80 getting to you north lake instead, or if you are heading through south lake highway 80 is good through kirkland. >> thanks, rebecca. let's go straight out to louisiana, lafayette where we have been following breaking news, press conference is updating us on a movie theater shooting. let's listen in. >> on this property at the time the incident occurred, they were able to get together, make entry into the theater, met quite a few people coming out. as they made their way into the crowd they heard a shot. and upon entering the theater, the suspect was found deceased from a self-inflicted gunshot wound. numerous victims who were wounded were located, we also located a deceased female.

and immediately began first aid, our local ambulance service had a pretty quick response time as well. 12 ambulance were here within 6 minutes to care for the victims and transport to local hospitals. our shooter is john russell houser. he is a white male, 59 years of age. he previously resided in the state of alabama, he is kind of a drifter, he has been in lafayette since early july as far as we can tell. he was staying at a local motel on university avenue. we served a search warrant on that motel room at about 4:30 this morning. he was driving a 1995 blue lincoln continental. we found wigs and glasses and disguises basically in his

room. his vehicle had a switched license tag on it. it was parked right outside an exit door of the theater. it is apparent that he was intent on shooting and then escaping. what happen is, the quick law enforcement response forced him back into the theater. at which time he shot himself. no devices were found in his vehicle. no devices were found in the theater. as far as we know, one caliber handgun is involved, that weapon has been recovered. it appears that at least 13 rounds were fired during the time he was in the theater discharging the weapon. our victims are macy brough a white female, 21 years of age,

she died on scene. jillian johnson, a white female, 33 years of age, died at the hospital. of the nine victims that were hospitalized, two have been released, one victim remains in critical condition. the quick response by law enforcement is believed to have prevented further deaths. we are appealing to the public to contact law enforcement if they feel they may know this shooter or have had contact with him, because at this point we have very little information about him. we want the public to call this number, (337)291-8650, that is a direct line into our investigation section, and a person of 24 hour -- it's a 24 hour number and a person will be monitoring that phone and answering calls. we ask if you have any

information about mr. houser to please contact law enforcement. our crime scene technicians worked throughout the night to process the scene. as you can imagine, it's pretty horrific. it's a large area to process for physical evidence. a lot of people upon exiting the theater left a lot of possessions behind. so we recovered keys and purses and shoes and whatnot. so, we are l working inside the theater. crime scene is still doing some work in there. the theater has been made safe, there are no devices, we haven't detected any devices. we have not found that mr. houser was working with anyone or associated with anyone. we haven't had any other threats at any other theaters. for now, this theater is closed until we can do all of the work
