good morning, everyone. breaking news we're following out of this morning out of oakland. a child hurt in a shooting and the gunman is on the loose. we first told you about this story last night on the kron4 news am young girl and an adult male. both are in stable condition. the shooting happened around 10:00. we're 77 in garfield avenue. we will continue to follow the story for you this morning along with kron4 news.com and our facebook page and tweeting information throughout the morning as well.

and happening right now it's closed for the 6th annual marathon of it it's getting underway at 7:00. it includes a 10k. the course will ten take them down before it loops around the sending field and back to the stadium. it races money to feed the sick and elderly. you need to know about that. those closures will be in effect until about 11:30 morning. >> here's more about that. >> so if those runners like running in the fog then it's going be great this morning. quite a bit of a cloud cover and tches are fairly mild. prosecute comfortable to start that morning run. we're all wondering where he

it starts at 4:00 a.m. and new this morning the terrorist stop by three americans on a european train was being monoer tord by authorities in three different concerns. the shooter has been identified. he was tackled by students and two military members all with ties to the sacramento area. the man was subdued. they are now saying he had ties to radical islam and may have recently traveled to syria. u.s. air minnesota was injured when he tried to help subdue the gunman. he has injuries to his head and neck. for the first time this morning we are hearing from stone's brother who says that his family could not be more proud. >> pride is not an accurate enough word to describe it. he sums it means to be a warrior. he should not be alive at all and he saved every single person's life this that train including the man who was shot

in the neck. he was able to plug the wound and stopped him from bleeding to death before they could get him medical help. >> stone was released from the hospital yesterday. according to his brother, he will be getting an wayrd from the french government. president obama called them to commend them and congratulate them on their courage and quick action. happening today, there will be memorial service for 8-year- old mahdi middleton last month you may recall her body was found inside a trash can after she was strangled and stabbed. a 15-year-old has been arrested for her murder. today's memorial is at 3:00 p.m. firefighters are battling another fire. it started at 5:30. it has burned 400 acres

threatens nearby buildings. there's been no evacuations yet and the cause of the fire, of course, is still under investigation. the fire burning between tracy and livermore has scorched around 2700-acres and it's 95% contained. they're securing the fires prim ter and cleaning up the area that could flair up again. they're hoping to have it fully contained by monday. no injuries have been reported. i'm coming up -- coming up a teenager takes her christmas presents and uses it to help children in need. well, tell how he managed to range $40,000 in this story. plus a family reyup turns tragic. a ride on a tank turned deadly. >> and a couple spent $15,000 in the store. why? the purchase has political motorist working to track them

the bonnie and clyde of target. they hit another store yesterday afternoon. here you can see a picture of the suspect. the man and woman purchased $15,000 using stolen credit cards. the duo walked into the store around 12:00 in the afternoon oned friday. the man was wearing a black leather jacket. the woman a white sweatshirt. the two suspects are believed to be associated with a black suv. and happening right now looking for the driver of a car involving in a hit and run that killed a man in san jose. the victim being -- in his 60s. he died at the scene. no further information is available right now. >> coming up on kron4 news the

arrested. 25-year-old steve shurr is charged in endangering a child. police found inappropriate texts between the two over the last two weeks. 17-year-old chelsea o'donnel ran away from hope and was found in his home earlier this week. they say that she went to his home voluntarily. she could face up to five years in jail for each charge if convicted. cops is coming umped some heat. a georgia woman is seug the show and police officer pld that arrested her on camera. she says that cops planted -- for the show back in 2013. an unedit video shows the police going to the trunk to manipulate the trust. her charge was later dropped after a second test found that there were no drugs in her

brothers in the eastbay turns deadly. kron 4 has the latest on the investigation from fairfield. >> reporter: two lives lost, both brothers. siblings at odds for quite some time police say, culmonating next door to this woman that ends in a deadly double shooting. >> can't imagine it getting so bad. you could always wish you could do something to help. we didn't really talk to our neighbors very much so we didn't really know what was going on. >> the brothers aunt telling kron 4 the men were 29 and 31 years old. fairfield police lieutenant says that the two often argued in this home on beachham court. things reached a head late friday night when one brother pulled a gun out and shot the other before turning the gun on himself. he says a third brother upstairs heard the gun shots, ran downstairs and discovered the bodies. >> we don't really see the police here ever, so that was very shocking especially that time of night they came to knock on our door, it was very scary.

we're getting an update right now on the new wildfire burning in lake county this morning. a fire has been reduced now to 200-acres. calfire originally said it covered 400-acres. it's now 17% contained the fire started at 5:30 saturday evening off peterson lane and adobe creek near indicationerville. right now, there are no evacuations in place and no homes are in danger. the cause of the fire is under investigation. the tesla fire has torched around 2700-acres and it is now 95% contained. crews at this point are

happy sunday. here is a live look at the walnut creek camera and we are starting off with cloudy conditions for our inland spots again this morning so we're seeing clouds pretty much all across the bay area wherever you're at. livermore good morning to you at 64 right now under cloudy skies and then temperatures are warming up to a nice 79 at lunch time, 85 by 2:00 p.m. and we'll reach our afternoon high of 86 at around 3:00-4:00 p.m. and the winds pick up a little bit but a nice breeze, west southwesterly winds 10-15 miles per hour so morning clouds this morning cool for some spots, mild in others mainly 70s and tomorrow morning clouds once again for your morning a little warmer and then we continue with that modest warm up into the week ahead. wind speeds right now they're a little stronger in fairfield coming in from the west at 20 miles per hour, but still under 10 for concordant oakland and also for half moon bay. we'll see the winds get a little stronger in the afternoon hours. right now it's low 60s in san francisco, san jose, mid to

developed to cut out the middle man so to speak and different day vendors come in so you can go on any given day and see different things. there's some certain things that are always going to be there, you'll always fine great food, fresh produce, fresh fish. there's a lot of things to love about it but you can watch it go through seasonal changes which is fun as a traveler too at the height of summer you'll have tons of fresh flowers in the fall, you might see more-- >> those flowers are most beautiful i've ever seen. >> it has a fragrance just a fun place to wander. seattle as a whole is a fun place to wander but the market in particular, you can spend hours, if you are a coffee buf, starbucks. >> i am. >> the oldest starbucks is there and that's on a lot of people's must see list type of thing. be ready for a crowd because you certainly won't be the only one lining up. there will be a lot of people kind of hanging out to get their cup of tea or coffee.

two new york state police officers being shot. the officers were responding to a reported carjacking last night. authorities say that one officer spotted a man matching the description of the car jacker and called for back up. after the second officer arrived the suspect opened fire on the two officers. they fired back killing the suspect. both officers are expected to be okay. the man housing rosie o'donnell's missing daughter has been arrested. the 25-year-old is charged with endangering the welfare of a child and distribution of obscenity to a minor. police found inappropriate texts between the two over the last several weeks. 17 year old chelsea o'donnell ran away from home nearly two weeks ago and she was found in his home earlier this week. police say that she went to his home voluntarily. sheerer could face up to five years in prison for each charge if convicted. and now, a live look

welcome back. time now 8:45. good morning everyone. we're going to track tropical storm danny because right now it's still tropical storm. there's puerto rico, domonican republic and cuba so here is a look at the track that danny is expected to take. it's going to be heading farther west by monday morning, still a tropical storm and then becomes tropical depression that will weaken a little bit as it approaches puerto rico and the domonican republic as a tropical depression and we do have tropical storm watches now posted for puerto rico already. looks like by tuesday morning still a depression and it could be impacting cuba. so we're still watching danny and it could probably bring heavy rains and floods through those areas we just mentioned. and the bay area right now we're looking at mild conditions, low 60s all across the bay area except for antioch now at 56 degrees. our wind speeds looking at fairly light winds coming in

bridge and anyone who drives that area knows that traffic is super super bad. now cal trans says they already plan to reopen the third lane but seems to not be going as fast as a lot of people would like including of course state assemblyperson mark levine. what would you like to see happen out there? and i know that you've been working on this. >> in the evening, you'll see a back up of miles on 101. >> brutal. >> just trying to get on the bridge on the eastbound commute getting home. now the bridge was originally designed for three lanes was open with three lanes and it was taken away back in the 70s when during a drout they put a pipe across that lane but after the earthquake they repped the third lane. now we're trying to see if we can open that lane again and we've seen that traffic across the bridge has gone up about 13 million cars a year and we need traffic relief, we need to get people home and relieve that commute that's having people sit idle in their cars, spewing out exhaust in their environment not spending

quality time with their families. >> i always feel horrible if i'm commuting in the other fashion going from the north bay and i can see in the mornings the back up is just profound and then i feel awful as people are trying to get home to their families and trying to get home and i know a lot of people work in marin trying to get back to the eastbay and it's awful sitting in that traffic forever. >> it certainly impacts people. we also want to learn from government mistakes in the past and i believe that cal trans can reopen this lane because they've done it before and they can do it in a very quick way that is ineach pensive with resigning and restriping that will build confidence in cal trans actually getting these types of infrastructure projects correct. >> now to play devils advocate i've seen them out there and they are working and they're trying to do something out there and so forth but i know they are working to open up that third lane. they've said that it's important to keep that lane available to pull off to the side. >> yeah, absolutely so if you look at how that third lane is

used now, there is a barricade on that third lane and there's equipment that is stored there for painting the bridge but if you look at the golden gate bridge which is constantly repainted you don't see equipment taking up space in a lane so it's not the highest and best use of the third lane, to use it essentially as a storage closet for the construction of mini projects when that lane could be used for traffic, my fix is a temporary fix. while they plan for the long term permanent fix for that third lane, they at first said they could do it in three years. i introduced a bill ab157 to speed that up bias much as 12- 18 months they've adopted that bill so they sigh that now they can go it by 2017 but that's still too long for the relief people want in traffic today and so i believe that they should be able to open this bridge by the fall and that's my challenge to them. let's show commuters that we can actually get these projects done in a timely manner and not waste a lot of money.

>> what about your research? what does the research show as far as you were saying 13,000 or 13% increase in over the year. what are the back ups? what have you heard as far as back ups? >> so we are at a point where we've got more traffic crossing that bridge than in the past five years about 13 million commuters a year and every month that number is getting higher and higher and of course as the economy is getting stronger, more people are going to be traveling back and forth across that bridge, so if we look at that traffic demand, we also want to make sure that people are able to utilize the infrastructure that we have and so we talk a lot in the state legislature and all of our communities about how we need to reinvest in infrastructure to make sure we can move people and goods, services in california to make sure people can get to their jobs and earn a living and this is something that can show that cal trans can get the job done, make lives better for people and utilize the existing infrastructure we have as

compared to say the $6.5 billion debacle that is the bay bridge, which has perhaps hundreds of millions of dollars of construction defects that unfortuntely cal trans paid bonuses to those construction companies for and we'll never get that money back. >> okay i have to step in because we don't have cal trans here so moving aside from the bay bridge because we could talk a long time about that exactly what is the next step for the richmond bridge? >> so this is a point where cal trans can on its own say yes we will open this bridge by october. i have a bill in the extraordinary session that governor brown has called that will actually require cal trans to open this bridge by september 30 so this bill will go through the legislative process. >> 2015. >> okay and that is the challenge we have. we can actually get this job done. >> okay as a reporter we'll have to follow this up. thank you very much. well let's take a live look outside at san francisco international airport right now. if you have a plane, well we're
