>> reporter: over 4-hours of negotiating surrender with san leandro police and a 29-year-old kelvin dovan was a no-show here at the san leandro police department. that is according to investigators here who say on thursday govan abandoned his injured 6-year-old daughter in a vehicle after crashing into a wall here on 85th ave in east pursuit this man saw the vehicle crash into an exterior wall of the building "in the car, she's not crying, she is very quiet" investigators say the child suffered injuries including a head wound and was transported to a local hospital. a passenger in the car was captured following a foot pursuit but police say this all started when vehicle in connection to a
