. last but not least, a look at very quiet conditions this morning with no major conditions. the time is 4:04. a deadly drive-by shooting in livermore they killed one and injured another outside a cvs store on saturday night. we went to the shopping complex and we have more on what concerned shoppers have to say. >> reporter: this is the man that police are searching for. it is 18-year-old jason alexander brown. is considered armed, dangerous and reckless after what happened here on saturday night. the police served a search warrant where they believe that brown may have been staying. after tear gassing the house

northern afghanistan and it was felt across the entire country as well as pakistan and india. it caused widespread damage as well as telephone and power cuts. we will let you know more as we get more images from that part of the world. now to national headlines. a memorial for the dead and injured has sprung up in stillwater, oklahoma where a car plowed into us -- and oklahoma state university homecoming parade. four people were killed, three adults and a child. at least 47 others were injured and 17 are still in hospital including four in critical condition. people visiting the site say it is important to kate care of the victim's spam -- to take care of the victim's families.>> to have fundraiser to help the families and to pray for them.

>> reporter: the driver, adacia chambers is being held in court . chambers is facing four counts of second-degree murder. her attorney disputes that she was driving under the influence and says that she was suffering from mental illness. five people dead after a well watching boat sunk off vancouver island. 20 people were on board at the time of the incident. it happened yesterday afternoon around 4:00. one person remains in serious in stable condition. officials have not released information on the nationalities of the victims. they are trying to figure out the cause of that this morning. meanwhile, authorities are looking for the person accused of throwing a bag of human waste in a meat market in california along san mateo

breaking local records. forecasters predict more on the way and it will be widespread. flash flooding in houston led to the closure of exits on i-45. references -- resident of galveston are dealing with up to a foot of rain in the forecast. strong wind is battering the coastline pushing tied 5 feet or more above normal levels and forcing people to prepare for rising water.>> we have heard there is water like hurricane ike. >> reporter: they are cleaning up from the remnants of hurricane patricia. it hit mexico on friday before losing strength. there is rain in the u.s. that is moving eastward louisiana

coast. looking at this, you can see the map behind you. it has pretty much moved out of texas and we are looking at a big area of rain moving into louisiana and the gulf coast. if you have flight plans through atlanta or two atlanta today, there is a good chance that your flight could be impacted. keep that in mind. you will need an umbrella if you were headed to the gulf coast states today. there is flooding and severe storms possible for parts of louisiana and the lower mississippi valley today. this area of intense rain continues to fall and we're talking rain that has caused quite a bit of flooding east of texas. this is along the mississippi valley and louisiana and georgia looking to get a lot of

680 will take about 16 minutes. one thing that may slow you down this morning is the fog in north bay. some of that is dense in some areas. back to you. to the news now, we have tragedy in sacramento where a girl was shot in the head was sitting in her home on saturday night. this was west sacramento about 9:00. someone fired multiple shots into the home and one of the bullets hit the 13-year-old girl. investigators say she was sitting on the couch with her grandmother when the bullet hit her in the head. since 1973, opal lamarck has owned the home. she says this is a big wake-up call.>> all that i want is respect.

>> reporter: the sacramento police are working off very little information this morning. they don't know if it is a drive-by with somebody walking by oif it was a targeted shooting. police do not how many's -- to not know how many suspects were involved with there was an incident preceding the shooting. they are grasping at straws this morning. a long time nba coach who has one many games in two decades died at the age of 60. he was diagnosed with hodgkin's them foam a and june and doctors called it treatable and curable. the diagnosis was made public in august and he took a leave of absence from the team in september. saunders went 592 in the seasons with the timberwolves, the pistons and the washington wizards. woman and her son have been charged with assault and robbery because of a fight recorded on a cell phone.

jail time. robertson miller have been married and had the reception this past weekend. looking for a woman in connection with a burglary. more than $2000 in merchandise was taken. there was a burglary at the kohl's department store on north mcdowell boulevard. a man chose three vacuum cleaners and put them in his shocking cart. he walked to the back of the store and left the building through a fire exit. the suspect ran to a waiting pickup truck. he was a man about 6 feet tall and weighing 220 pounds. there is an image from the security camera. a woman and hospital -- in the hospital following a hang glider crash just after 1:00 at ed levine county park. this is a map showing you where that is. the woman was transported by helicopter to the hospital

reporter: james, the victims sat in their car on saturday around 6:05 in the evening according to the livermore police department. they believe the shootings were targeted. they are not releasing the name of the victim -- the victims. they are from livermore. they are sitting -- they were sitting in their car and it is believed this was not a random shooting. residents do not need to be fearful. we have a picture of one suspect identified already who is jason alexander brown. he is believed to be in his 20s. they believe that they have tracked down the bmw that he and another person fled the scene from livermore in. at one point, they were able to pursue the car on 580, but the chp lost side of the car. they tracked it ultimately to a

house where swat team members were called along with the oakland police department. there was a brief standoff. the reason we say it was a standoff was because they believe the suspects were holed up in the house. a came into the house and the suspects were gone. looking for more information for a motive. we know that one person died at the scene who was the driver. the other person was rushed to the hospital. at last check, that person was still alive this morning. let's talk politics with hillary clinton, bernie sanders they are also -- they are all trying to get supporters in iowa. the democratic race for president is really beginning to heat up.>> -- >> reporter: fireworks in the

parts of western mexico are cleaning up after hurricane patricia, the most powerful hurricane on record. the damage was not as bad as many feared it would be. roughly how warm all shroff the l romo said it was not -- rafael romo said it was not consolation for those who were

hit hard.>> my brother woke me up and when we got to the truck, the water was to our knees. we lost almost everything.>> reporter: she is overcome by sadness. the hernandes family lives in a town that was what are the areas hardest hit by hurricane patricia. the river running through town overflowed. the water was only up to my ankles now on the street, but neighbors told me that it got up to this stain on the wall which is at about 5 feet. as you can imagine, many houses in the area were flooded. about 3000 people had their homes damaged which is 1/5 of the entire population of this entire town of 15,000. the river overflowed

unexpectedly and the water covered several streets that had never flooded before. this woman has a heart condition and is living in a shelter. the only thing that she took with her as she escaped the floodwaters was her oxygen tank. this mother had to jump through a window with her six-month-old baby because the door was jammed. the mexican government officials said that hurt -- that hurricane patricia could have been much worse. the residents do not want to think about what it would have looked like in their team.>> rafael romo, mexico. we have rain of our own to talk about. >> we do. today, the weather headline is the fog which is dense.>> i saw

area. by 9:00, you can see it starting to lighten and by lunchtime it will be out of here. a nice drive home. looking at increasing clouds by 6:00. then it will thicken by early tomorrow morning. that makes way for shower chances arriving tuesday night in north bay. you can see it is more widespread by wednesday morning and could impact the commute. it will be 78 and 80s in napa. cloudy and cooler tomorrow with upper 70s. the cooldown continues wednesday with a chance for morning light rain. fairly fast-moving system on wednesday and by the afternoon we should be drying out. get ready for windy and mild conditions on thursday.

we are headed to the scene and we will have a report. the search continues for a gunman behind a deadly drive-by shooting outside of the cbs in livermore. one person was killed and another injured. -- cvs in livermore. one person killed and another injured. police are looking for the shooter.>> reporter: they thought they got him over the weekend and in fact, in west oakland, they were able to find a bmw that he was driving when he left the cvs location. there was a brief standoff, but he and his partner were long gone. they were able to identify him with witnesses in the area. he is jason alexander brown. the other person is not known at this time. his name is not available to the public as they are still working on it.

this happened at 6:05 at a time when many shoppers were in livermore shopping. this is the strip more -- stripmall. the police department said this is not a random shooting. a lot of people were brought -- were concerned about that. they believe the victims were targeted. one person died at the scene and another person was rushed to the hospital. at last check, he is still alive this morning. we were able to track down the shoppers in this area. of course, they were fearful about what happened. here is what they had to say about the murder. >> that was horrible. i was going to bring my grandkids.>> this happens everywhere. it is not really the city you live in, it is the people. it will be there no matter where you live. --

>> reporter: the victim's names have not been released and tell family has been notified. we are still working with the livermore police department and they have not released a motive behind the murder. back to you. the time is 5:04 and earthquakes continue to battle the east. they had a 2.9 magnitude earthquake about a mile from san ramon at 10:13 last night . there have been hundreds of small quakes in that area over the past couple of weeks. we have been reporting that on the kron4 morning news. researchers expect them to continue for a few more weeks. there is no reason to believe this is a precursor to a major quake. a deadly shooting in santa clara. a man was found around 1:00 sunday morning in the backyard of a home at the 2500 block of great drive. the crews used cpr to try to revive the man, but they were not able to. anybody with information about the shooting is asked call the senate care of police -- the

santa clara police. more than five -- five people are dead after well watching boat sunk in british columbia, canada. >> reporter: 27 people were on the whale watching boat at the time of the tragic accident. it happened just before 4:00 yesterday afternoon off of vancouver island. 21 people were rescued and one person is still missing this morning. a people were hospitalized. one is in serious condition today. investigators have not said where the victims are front and they are trying to figure out what caused the accident -- are from and they are trying to figure out what caused the accident. they released a statement on the web set saying it has been -- website saying it has been a tragic day. our hearts go out to the family, friends and loved ones of everyone involved. we are doing everything we can

to assist passengers and staff at this time. the safety board of canada is investigating. this is not the first and only tragic and fatal boat accident. in 1998, one of their well watching boat operators and a passenger were tossed overboard and drowned in turbulent water. a 25-year-old woman accused of plowing into an oklahoma state university homecoming parade is due in court today. she killed three adults and a two-year-old child. at least 47 others were injured. the police arrested adacia chambers and they suspected she was driving under the influence . her attorney says that she was suffering from untreated mental illness. the memorial for the -- a memorial for the dead and injured has sprung up at the side of the crash. there are still four people in critical condition this morning.

nation as the ripple effect of the storm spreads. you can see how it is tracking in the northeasterly direction. it is making a beeline for the east coast and it is bringing with it a lot of rain and sending folks fleeing from the water. in the bay area, we have fog and low clouds and overcast conditions. normally we would be able to make out the airport at sfo and the control tower, but we don't see it this morning. could it impact flights? you bet. we will track that for you. there's a half mile visibility at sfo and 3/10 mile visibility at half moon bay. good fog out there and temperatures on the cool side in the mid-50s generally. on the whole, we are looking at

mid-50s to start the morning. we will warm to the 70s and low 80s in the afternoon. this is a good example of what we will expect in all of the interior valley. 80s in the north bay. 78 to the low 80s in the south bay. san francisco in the 70s along the bay shoreline. that's the forecast for today. it will be generally sunny. tuesday the clouds rolled back in and that sets the stage for a 30% chance of showers on wednesday. it will be a quick moving system. it will probably be over by wednesday night and then we recover thursday and dry out. then friday, the sun is back in play. it is a pretty typical start to the traffic this monday morning. no particular hot spots. the bay bridge and the approach to it coming out of the east bay, we see pretty good conditions.

recovering after two angry guests drove there cars into a group of people standing outside of a birthday party in santa rosa. 75-100 people were celebrating when a guest drove a pickup truck and a small suv into the crowd. one person was run over and taken to the hospital with a leg injury. two other people were sideswiped. no injury was serious. the police have found the people involved and both cars. a young woman in the hospital after hang glider crashed just after 1:00 yesterday afternoon at a county park. the woman was in her 30s and she was injured. she was taken to the hospital by helicopter with a fractured ankle and possible spine injuries. police say that she landed 600 feet away from the landing zone. police need your help finding the person who robbed more than $2000 worth of vacuums. the burglary happened friday at

the coals -- khols. the man put the bat -- but the vacuums in the shopping cart and then left through a fire exit. rescuers freed a humpback whale that was trapped in a lobster line. this is northwest of la joya. the well was having trouble swimming and diving because of the fishing line. crews from the coast guard and seaworld workers went out there and spent several hours getting the whale untangled. >> i think we literally saved her life. you could tell she was in distress. she was in shallow water and you could tell that she was basically dragging an anchor. it was -- the pot was heavy and hampering her swimming ability

welcome back to the kron4 morning news . as we look at the bay bridge drive westbound. the lights have been activated and the drive time has climbed from 12 to 14 minutes. the good news is that we are still incident free for your ride. the new aston martin that was used for the upcoming james bond film is so expensive that only one person will be able to drive -- to own it and they won't be able to drive it legally on the road. the luxury automaker plans to auction one off next year. the car does not have the necessary road certifications for driving. he would have to show it off in a garage. this is the first time that aston martin has created a car only for a movie. the james bond specter of peers in theaters on the fifth -- --

mexican residents are cleaning up after hurricane patricia. the damage is not as bad as predicted. mexico's president surveyed the damage. winds not down structures and uprooted trees but no major damage or injuries have been reported. initial reports seem to show it's not nearly as bad as the devastation from a hurricane in cabo. patricia was being described as a catastrophic storm, but it was

that is what we're picking up on the radar right now. we will track the storm as it continues to move east and make headlines on the national front. whether around the bay shows a live look here at sfo. you can make out right there the airport lights reflecting off some low clouds and that fog pushing and through the san bruno gap. that is what we're seeing in patches all around the bay area. some parts are heavier than others. temperatures cool. we have 53 in concord, 57 in san jose. here is the visibility map that shows us more about the fog. you can see it is awfully dense at the airport, 1 mile visibility. a quarter mile visibility near half-moon bay. a quarter mile visibility near santa rosa. concord and hayward are seeing fog with 6 mile visibility and up to 10 mile visibility.

san jose, 7 mile visibility. it is hazy. temperatures this afternoon, not too bad. 69 in richmond, 70 in san francisco. it will be comfortable by the shoreline and warm inland, not terribly hot. we will have upper 70s to low 80s for the interior valleys. things cool off into tomorrow. we have clouds rolling in in advance of the storm system that will bring rain to northern california. some of it will fall across the bay, you can see temperatures drop even more. that wednesday system you can pick out on the satellite view on the left with clouds coming in. we have you covered day by day as we get closer to that system. we will update you throughout the morning. james, traffic is slower for the ride on highway 4, the east bay starting to warm up the commute. let's take a look at the ride on highway 4. basically slow going now all the way from antioch to bay point, then heavy traffic past the willow pass in the concord.

the drivetime has changed to 31 minutes for the westbound trip. we've added about 14 minutes to the drivetime recently. we still continue to monitor pretty good conditions for the ride on 680 through the san ramon valley. 580 getting heavier as is the south 680 ride as we add continuing, eight minutes to the drivetime. there is no accident in freeman ãfremont on the niamh -- nimitz freeway. the drivetime has gone from 25 to 33. a look at the bridges, the day bridge back to up towards the 580 flyover. that's why we're now clocking 19 minute trip times as it continues to climb. the drivetime, that is. here at the san mateo bridge or about another two minutes we could still enjoy reasonably good conditions and right around 6:30 we will see this slow down. for the golden gate bridge, excuse me, a richmond bridge
