new this morning police have released footage of them arresting the northern arizona university student who shot and killed another student in early october. the arrest unfolded moments after stephen jones claimed he was chased and beaten outside an apartment complex. jones says he warned his attackers and fired his gun killing want and injuring another. he says he feared for his life. after being arrested jones again to weep and called for his mother and apologized and bake for mercy. a grand jury has indicted him on first-degree murder and assault charges, he pleaded not guilty. the driver accused of crashing her car through the oklahoma state university homecoming parade was not legally drunk at the time according to a document filed in court that claims acadia chambers blood alcohol content was .01.

good morning, a utah father says he is heartbroken after his infant daughter was taken out of his home. he said the baby's mother allowed her to be adopted without his consent. kobe nielsens daughter katie was born november 4 and since then he has barely left her sides until he was forced to give her to adopted parents after kaylee's mother decided to put her up for adoption. utah law allows biological mothers to put their babies up for adoption without notifying biological father. >> a statute that permits this

that was filed in court that claims chambers' blood content was .01. chambers is accused of killing four people and injuring dozens more in the crash. she faces four counts of second- degree murder and 46 counts of assault. prosecutors say evidence suggest it was "an intentional act. to be adopted without his consent. colby nil son's daughter kaley was born on the 4th of november and he has barrel left her side until he was forced to give her to adoptive parents after kaley's mother decided to put her up for adoption. utah law allows biological mothers to put their babies up for adoption without notifying the biological father. >> this is statutorily skewed against biological fathers. >> in order to keep his daughter, nilson needed to file a paternity action and affidavit and a notice with utah's vital records a day before the mother signed the adoption papers. nilson's case he says the mother only gave him a few hours notice. nilson's lawyer is confident they will get kaley back even if they go all the way to the supreme court. a live look outside right now at the san mateo bridge.

regulates tour buses is saying that company sightseeing never registered this particular bus. here to talk about this major issue is our supervisor jane kent. thanks for being with us. you were vocal saying something needs to be done to regulate the tour buses because not only do tourists come ride them but this hurts san francisco. >> absolutely. we have learned from the issue that absolutely the state that regulates the tour buses here in san francisco maybe don't have the resources but also aren't fully inspecting all of the large vehicles that are on the roads and that has happened for hundreds of tourists that want to have a fan experience in san francisco and every day workers and residents that use our city. there were some accusations that the tour bus company did a license plate switch and the plate on the tour bus belonged to a different bus and that the bus in that crash that we will

see was never registered and never inspected. how does a bus like that end up on the streets? >> that's the very question i had and i think it raises a lot of concerns. for the tour bus company and the hole in the existing state policy. what i learned in this is that my expectations that one hundred percent of all of the tour buses are inspected in san francisco. >> i think everybody has that expectation. large vehicles and they use our most congested and busy streets and they are on a lot of the streets and we see them every day. and we find out that state does a representative sample. that is not good enough. >> we don't know what caused the crash. there is some talk from the bus driver's attorney that brakes did not work but he tried to step on the brakes and tried to step on the gas and nothing he could do and he purposely tried to crash into the scaffolding as a way to stop from going down more streets and hurting other people.

we will of course be following that on kron4 but i want to talk about the city vision zero to have zero fatalities. a ten year plan and a year in and nine years left, can you tell us what will be done in the next few years? >> sure. two years ago when we had kind of the highest state of pedestrian and cyclists fatalities. we took a look at what the city was doing to prevent the deaths that are one hundred percent preventable. something we learned that we had more individuals killed by carses than by guns that year and so we have to step up and do more. it is a mixture of efforts, one a better job with engineering and education and enforcement. one is dividing up the duties so it is clear where the cyclists and the drivers are and two educating them. >> and that happens on market street. they did a little lane that got raised up and that was part of

the plan. >> yes. raising the bike lanes and a demarcation for the drivers about where the cyclists go and also it is safer for them and the tour bus companies stepping up to make sure that the streets are safer for everyone. >> will the city do more marking of crosswalks and things that we are visibly able to see? >> yes. you are probably seeing them now. when i called for this a year ago. i asked for 24 projects and that makes the streets safer and we did that ahead of schedule. ahead of the two year timeline we completed all 24 and the mayor and i were able to announce that friday morning. what do you see happening with the tour bus either the company, the california highway patrol, the chpd, how will someone be held accountable for

what happened where 20 people were seriously hurt? >> our office has reached out to the state representative and also state senator jerry hill in san mateo. they are concerned about what they see as flaws or gaps in the system. we want to see one hundred percent of all of the tour buses inspected here in san francisco. here locally, we are also going to be hiring someone to just look at all of the tour bus operator routes and kind of manage what we know about the tour buses and i know that as far as where they go in the city. we have very little jurisdiction over tour buses we can do a better job understanding where they are and where they drive and doing what we can to provide better enforcement on the streets. >> thank you so much. >> thank you. >> have a happy thanksgiving. >> thank you. >> appreciate you being here and we will take a look look here in san francisco before we take a quick commercial break.
