this is in san francisco, it is nice and dry and honestly, it is very springlike. meteorologist joining us with a look at the forecast. >> yes, i was out yesterday and we were like wow. and that will continue. enjoy this while it lasts again, we are seeing more storms. the weather hotline for this morning james, is the fog. this is whether for the morning james, it is fog. especially up in fairfield down to 3/10 of a mile in fairfield is half a mile. i would not be surprised if we see fog developing in those locations throughout the morning hours. we will keep our eye on that. livermore is down to 6 mile visibility. it's the same for san jose. temperatures right now we are seeing a lot of 40s including

low 40 in livermore, pleasanton, 45 oakland, 51 downtown san francisco. check out the south bay, san jose is 66, fremont is 64. livermore it is 63, san francisco 61, and middle 60s santa rosa. if you like the milder conditions, you are in luck. the next couple of days are going to be mild and dry before another storm had this way. we will let you know how the weekend is shaping up. first, we would go to robin and traffic. >> we are hotspot free a nice start heading into san francisco. if you have to make the trip this morning it is wide open and it is delay free. it is through the upper deck

but remember avoid the financial district it's going to be a mess that's like yesterday if you're in early morning commuter maybe you get in at four or 5 am but after that it's going to be tough getting through the financial district because of all the closures. get in and get out as early as you can over to 92 it's a great ride if you have to travel between the east bay is quiet and trouble-free and that means an easy commute taking a ride across the golden gate, you will need the headlights you have been going this morning, not impacting your ride reduce visibility coming in as you head into san francisco. the drivetime is 16 minutes to the toll plaza. james? now to our top story we have those crumbling cliffs forcing more people from their homes in pacifica three apartment buildings have been declared uninhabitable.

they are all alone el niño storms that continue to eat away at those blessed. jared stone has reaction from some of the people who are evacuated from their homes. the residents -- >> reporter: their homes are packing up and getting out. this was yellow tagged on monday meaning that officially, no one is allowed to stay here at night. a suspicion that has angered some. >> how come it is somebody else's decision if i want to stay here from midnight until 8 am 8 am until 5 pm what's the difference? mondays news came as a surprise to me. and when we interviewed the mayor she did not know about the yellow tape. >> the ones who live there and are knowledgeable are not concerned.

electricity is still on they have not yet told the power plug. j.r. stone kron 4 news. >> they have formally declared a state of emergency they held a meeting last night after city leaders declared an emergency last week by making it formal they can begin the process of trying to get state and federal money to get -- repairs. we spoke to the police chief and they said they're doing everything they can to help those people.>> their boxing in the property and doing what they can. we understand that that will not be a one-day process were a lot of people. they are going to have to -- for a lot of people. they are going to have to take a lot more out of their homes. we first told you about this from a push alert there are kron 4 app. be sure to download the app.

in other headlines, super bowl l, we are all ready less than two weeks away, the festivities began this weekend. unfortunately, the comes hand in hand with major road closures. it began this weekend and they are feeling the effects. here is a look at what mondays commute look like. here is super bowl city, there's the morning commute and you can see the backups all along the battery street, on the bottom it is the evening commute and you can see the foot traffic with people directing traffic, it was incredible. if they won't stop and go with a bit -- with barely any go. take a look at this map. these will be impacted by super bowl. these are the festivity locations. at market street, the yellow area indicates the road closures that surround it.

morning. >> yes, we will see i think even more sunny conditions out there. yesterday we had a mixture of sun and clouds in today i think we'll see mostly sunny conditions. we are tracking the fog if you have plans to go to the airport sfo looks okay right now. we may see some for developing later throughout the morning hours they will keep an eye on that check out this camera. you can see the fog layer right there just above the horizon we are looking at areas of fog it isn't widespread the kids are heading back to school this morning. at 8 am i am expecting fog, but by lunchtime and 3 pm, it will be mostly sunny and mild temperatures will see a lot of 60s out there. check out our visibility map, this is dense fog for napa down

to almost a quarter of a mile. 6 mile visibility in livermore and that looks fine. 10 mile visibility you go a little south. we have 5 mile visibility, 6 miles in san jose temperatures right now are in the 40s and 50s. 45 in oakland, low 40s and oakland. grab a jacket as you are heading out the door. 49 in san jose and lower 50s in downtown san francisco, our highs for today it looks really great. a lot of folks are enjoying the break from the rain. that continues, 63 is your high in livermore, 62 in antioch, exceed four -- mid-60s for sunnyvale. 65 in fremont. if you're in the south bay it will be a nice afternoon once you warm up. lower 60s for san francisco down for daly city. look for plenty of sunshine.

all the street closures, you may want to stay away from the bigger spots. that was later on, the early morning commuters will not have a problem but from 8 am into the afternoon it will be rough. let's head over to the golden gate bridge, it will be a foggy ride. this will be delay free, but you will still need the wipers. so far so good. you do not have to deal with the fog here but at 580 w. approaching the toll plaza it is quite. 101 into and out of san rafael is good. if you're heading to -- back to the desk. now we have san francisco mayor requesting a federal investigation into the deadly police shooting of mario woods his also asking for a broader report. he says that he is

inviting transparency and transparency in the department. many people including his family have urged the mayor to ask for this. they say five officer shot and killed him in december after he appeared to raise a knife and what they described as a threatening manner. the sheriff's department was burglarized but that the homeowners confronted a man. charles clifford reports from where they spoke with those victims. >> i stood right here. >> reporter: just after 7:30 pm, she says she walked up into the upstairs hallway, she saw a man with a flashlight. the feed troke in for a glass door at the back of the house and will probably -- was probably only inside for a short time.>> and i said who are you and he had a beanie on she said she exchanged a few unpleasant words and then flat out a backdoor.>> this is an

responded to a call from kyle's new job. information there led them to a coworker. steve lebo at his home on homicide charges, he had publicly claimed that he is innocent. >> we are confident with the suspect that we have in custody. and, we are investigating this case as a homicide.>> reporter: they say his body may have been dumped in the ocean. they are hoping that someone saw him or his white gmc truck friday night between 6 am and 2 am.>> he didn't complain about having any problems with anybody at work. he loved his job, he loves motorcycles. it's a really good job for him and he's very happy there. >> reporter: at night and all day kyle's parents are leading the search trying to figure out what happened to their son who disappeared from a job that he loved.>> he is my only child and i want him back.>> reporter:

san jose police do not have any officers searching in the santa cruz mountains they say that the information that they have is too vague, they're hoping that tips from the public will finally point them in the right direction. reporting in san jose kate cagle kron 4 news. happening now please are looking for several suspects who allegedly cashed in stolen lottery tickets. we have surveillance you of at least four of them. -- we have surveillance video of at least four of them. you can see them right here. they did not say when or where the tickets were cashed in. they did not release any information about the robbery at health, but they did release -- itself, but they did release this. a number of cars were -- had their tires flattened. they told us that they could not avoid the danger situation.

the pacifica city council declared a state of emergency and now that it's formal the city can get state and federal money to make repairs and protect the coastline. super bowl 50 is around the corner in san francisco is getting ready for the festivities that start this weekend. road closures are in effect and already causing traffic nightmares for those coming into and out of the city at the morning commute yesterday saw the start of gridlock the evening commute saw the worst. about 90 traffic enforcement officers were posted to help drivers and 1 million people are expected to pour into the area for super bowl 50. san francisco police are warning everyone to be on high alert. car break-ins are on the rise and people are waking up from four to six cars broken into every single morning. san francisco police think car burglaries could get worse with

impact us for the weekend and we will talk about that coming up. time now is 4:30 a.m. here's traffic. heading into san francisco so far no major problems to stress you out. if you are heading and it's wide open at the toll plaza. there is a little bit of a backup on the right-hand side of your screen and i think it will disappear in the next couple of minutes or so. it's a trouble-free ride heading through cisco. let's head over to 92 at the san mateo bridge. if you have to travel to the east bay and the peninsula it's getting crowded on the right- hand side and that's credit -- traffic heading to the peninsula. a little sluggish but not bad. less then 15 minutes from add out to 101 and that's clocking in right on time. couldn't -- checking your commute to the golden gate bridge it's going to be a foggy ride but so far very quiet coming from the north bay.

the kids are finishing school and heading home but have them play outside and we have mostly sunny conditions with temperatures in the low to mid 60s. here is your visibility. where the tickets fog is out towards the napa area and the delta and you can see we are down to almost a quarter of a mile. that's where we're seeing the densest fog. nothing so far in santa rosa of petaluma. livermore down to 6 miles. concord down to sixer 7 miles. six in san jose and keep an eye on fs so because typically when we see fog developing their it does impact flights but as of now visibility looks good. it's quiet and it's going to remain that way for the next couple of days and enjoy it. temperatures in the 40s and 50s so grab a jacket as you head out the door our highs we will see a lot of low to mid 60s. potentially in the south bay 66 in san jose and 65 in santa

on to super bowl coverage. the roads are closed and construction has started and if you build it they will come pick super bowl city is expected to attract roughly 1 million people when it opens this saturday and is going to be creating logistical problems for the neighbor. up talking about the ferry building. justine walton checked in with market vendors to see how they are managing. >>reporter: it's an iconic san francisco landmark, the ferry building. vendors are used to the hustle and bustle but was super bowl city at its front door this place is going to enter a new level of busy. >> i definitely have almost double the amount of staff i normally have planned for that period of time. >> she is prepared to have in stock more of every treat but baked goods like macaroons come in daily with southbound

embarcadero closed and numerous detours -- >> we are concerned about delivery. >>reporter: gettings -- getting goods in is a common concern. deliveries will be done before 9:00 a.m. the ferry building has created a place to store weeks worth of dry goods but storing is not a solution for a san francisco fish company. it picks up fresh oyster crabs from the peer each morning. >> those guys are open at 3:00 or four in the morning. now we will have to go earlier than that. >> starting early and staying late be how this shop cuts it. any inconveniences are surely outweighed by the super increase in foot traffic the ferry building is about to experience. >> a lot of people will go have fun and once they get hungry they're going to try and get food. >> it's going to be great. it's going to be like a flurry.

in san francisco part train as it was pulling into the station on january 9th in the shooter took off. police released the surveillance photo of the suspect but have not made any arrests. investigators are trying to find out how three inmates made it out of prison. >> the inmates broke out of the orange county central men's jail and santa anna on friday. two of the men are facing charges of murder and attempted murder and are thought to have ties to vietnamese gangs. the third inmate was convicted of murder and he's charged with kidnapping and torture. investigator say that inmates cut through a quarter inch metal plate and squeezed through cramped unsecured plumbing tunnels for the roof and use the bed sheets and towels to repel 50 feet to the ground. >> they are in a pod in an orange county jail. there is constantly laundry

i can see slow traffic heading into san francisco approaching the babe bridge toll plaza. it's jammed from the foot of the maze out to fremont and there's also construction going on on howard where the road is reduced to one lane. the backup is stretching and it will impact your ride off the bay bridge. you won't hit heavy traffic on fremont or howard if it's at the toll plaza it's normal. it continues to pick up from 92 and not a bad ride and nothing on the planes -- peninsula to shut -- to slow you down. fog advisories but it's smooth through the pay gate. be careful driving in the fog. not only on the richmond san rafael but the 101 to the golden gate and patches along the peninsula that may impact

here's a look at the radar. the satellite-radar perspective it's mostly cloudy today. i'll give you an update on el nino. the latest prediction, there's the bay area for february. it's in that swath of dark green, if you look at the legend, we have an above normal chance to see above normal rain. it will be a wet one like we saw in the month of january. the wet weather pattern will stay with us for another month. here's what we will see today. futurecast seeing clouds out there. eventually 11:00 to the noon hour, it looks like a nice lunch hour for all quarters of the bay. we'll hold on to that through the 3:00 hour especially for the east bay, north bay and peninsula. this is the 3:00 time frame.

we push along to 6:00 and a lot of folks are beginning to go home and we'll see the clouds come back in. temperatures, well they're going to start off cool, low 40s in the east pay, and places like livermore and fairfield, and southbound you're in the 40s and the north bay you're in the mix for 40s and 50s, it will be like that since 9:00 and it will settle up in the low 60s to mid-60s. san jose can come into 64 and we'll expect 61 in san francisco. for the next few days, we'll have temperatures similar to what it's like, springlike weather and sunshine in the afternoon. we'll expect showers light, so friday looks to be wet, saturday and beyond, we put in a chance of rain for the weekend, but in all honesty, the computer models are all over the map, with each one

reading something different. we'll put the chance in and find that forecast before the data comes in. we're on it in the weather center. the traffic, it's packed and slow at the bay bridge toll plaza. there's no major problems in san francisco right now. there's road work on city streets keeping it packed at the off-ramp. this is coming into san francisco. it's on to the 880 crossing back to the maze. 580 is spilling over to the split. when you get to the sky way and off the bay bridge, you may want to take harrison street instead of freemont street. you can avoid the road work there. over at the richmond center, the backup 580 west is growing, it's out to castro and there's a special fog advisory, the

5:00 hour, a little fog, reduced visibility, no major problems getting to the north bay. drive time is less than 15 minutes from the tolls to 101. a drive time for you is just under 25 minutes. it's all heading into the maze. it will be packed at the bay bridge. i showed you that live shot already. those traveling through south bay, a crash on 880, it's gone. this is jammed back from north 101, it's no better. it's going to sunnyvale. 6:49 and people in the east coast, they're still digging out of the snow from that massive blizzard that blanketed much of the east coast over the weekend. at least 34 deaths are being blamed on the weather too. many people were trying to dig themselves out and their cars and homes, get to work or school. this deadly storm caused a lot of car crashes. a building roof collapsed as

well because it couldn't handle the weight of the snow. new york is bouncing back quickly, but it's a different story in washington, d.c. where the mayor is warning the district will be working with this snow all week. federal buildings and schools are still shut down. a texas wrongdoing has -- a texas agency has granted clearance for planned parenthood of any wrongdoing. it will indict antiabortion activists behind the staged videos. two were charged with tampering with a government record. the center for medical progress was an antiabortion group that released the videos. they edited the videos to suggest that planned parenthood

sells fetal tissue for profit. president obama is moving to ban solitaire confinement for juveniles in federal prison. he says solitaire confinement diminishes chance force successful rehabilitation and it should be the last resort for inmates and staff members. the move would affect about 10,000 federal inmates. sheriff's deputies are looking for several people caught on video with stolen lottery tickets. these people stole the tickets in an armed robbery. they're not giving details about that robbery but they were seen driving a black mercedes suv and that was a blackout or missing. police didn't say where the thieves cashed in the it, but we're showing you the surveillance where they cashed in some of those tickets. and as you view the superbowl on kron 4 we're
