>> pam: governor jerry brown says. he wants voters to approve a ballot measure that would affect thousands of state prison inmates. >> pam: catherine heenan is here with the latest on his proposal.

>> catherine:the governor wants to cut the amount of time that felons serve in prison. calling it a 'major announcement' on public safety reform. >> catherine: the november ballot measure proposes relaxing mandatory sentences. an example - inmates who finish rehab programs would get more sentencing credits. >> catherine: and it would also allow non-violent felons to try for parole - after finishing their base sentences. the governor also wants to change how juveniles are tried as adults. the initiative would require judges instead of prosecutors to decide juveniles should be tried in adult court. he says all this builds on the federal court orders requiring california to reduce its prison population. >> pam: police in fremont are investigating two recent cases of indecent exposure. which have startled people in town. kron 4's terisa estacio says. the incidents happened within days of one another. but, there are two different suspects. >> reporter:the most recent incident reported to fremont police chevron station on

south grimmer. >> reporter:the owner allowed me to video tape this surveillance video of the crime he says the customer went into the bathroom monday night around 7pm and then came out exposing himself to a clerk >> reporter:the owner called police immediately. him on monday a man was described to be african american in his 20s, around 6 feet tall wearing a black hoodie. >> reporter:and then there was this other incident last friday here at the mammouth picnic and play area >> reporter:a man described as white with a goatee black hoodie - walked up to a man with his two young sons flashed them and then said that he was going to harm them >> reporter:in both cases, the fremont police department says they have devoted officers to do follow up investigations. >> reporter:at the park - residents out said they were disturbed by the news. >>hillary white/fremont resident --

>> pam: mountain view police have identified two teens. seen stealing packages on home surveillance video. >> pam: since the video was made public yesterday. officers received several tips from the community. indentifying the two girls seen in this video. >> pam: because the girls are under 18-years -old. police areofficers say they still need help identifying the two males. >> pam: the incident took place on january -11th. anyone with information is asked to call police. >> pam: 20-year- old alexander phillips faces several charges, after walnut creek police say, he was caught stealing other people's mail. >> pam: they say. yesterday afternoon, they received a report of man on pleasant hill road. going through several mailboxes. when officers arrived on scene. phillips took off running. >> pam: police set up a perimeter and were able to locate him. >> pam: he was found to be in possession of stolen mail and packages. from several residents in walnut creek, lafayette and pleasant hill. >> pam: he was taken into custody. and faces charges including resisting an officer.
